Dion oversees BCF’s investments in neighborhoods. She is BCF’s liaison and lead staff in our target neighborhood of Reservoir Hill and has directed the Neighborhood Grants Program for ten years.

A heralded Baltimore civic leader who led the creation of both Live Baltimore and Healthy Neighborhoods, Cheryl oversees all sustainability projects housed at BCF. She serves as chair of the

Baltimore Commission on Sustainability and as a member of the Baltimore City Board of School Commissioners.

ADVOCACYAdvocacy may be the most powerful tool BCF

wields, and it is solely supported through your gifts to our Civic Leadership Fund. BCF uses its advocacy to support its goals for education and neighborhoods. We connect year-round with legislators and with key leaders of state and local agencies, and we broadcast our stand on issues of importance through e-news reaching more than 2,500 interested individuals, op-eds co-authored with significant business and civic leaders, and conversations with elected officials. The combined influence of our trustees and donors lends weight to the causes with which we align BCF.

Jonalyn is BCF’s liaison and lead staff in our target neighborhood of Greater Highlandtown and leads the evaluation of BCF’s target neighborhoods. She also oversees aspects of our education grantmaking and has served on

Kevin manages all of BCF’s advocacy efforts, oversees the implementation of our racial equity work, and is supporting Baltimore’s Say Yes to Education candidacy.

Maya is the first point of contact for many grant applicants. She develops, maintains and monitors all of the systems that support discretionary and other grantmaking at BCF.

CRUCIAL INGREDIENTS

RACE, EQUIT Y AND INCLUSION BCF is committed to addressing issues of race,

equity and inclusion in all that we do. We apply a racial equity lens to operational practices such as hiring and vendor selection, board governance and trusteeship, and in 2014 contributed to a national conversation among community foundations about the dearth of minority investment managers in foundations’ and endowments’ portfolios. Closer to home, we have urged both of our target neighborhoods to consider how to increase the involvement of residents who aren’t typically included in community decision-making, crossing racial, ethnic and generational boundaries. To facilitate this, BCF has provided training sessions for our target neighborhoods and education grantees on issues of race, equity and inclusion.

SCHOOL READINESS

BCF is a strong advocate, convener and funder for early childhood education. Our advocacy in Annapolis in 2014 helped win expanded funding for pre-kindergarten and extending the opportunity for pre-K to 1,600 additional children statewide.

We remain confident that investing in the expansion of Judy Centers offers the greatest leverage toward our goal of having 90% of Baltimore City’s five-year-olds ready for kindergarten by 2017. Judy Centers get children ready for school by connecting young children and their families to a host of educational, health and social services that help create the best environment for early learning. Thanks to concentrated efforts to boost early learning, Baltimore’s school readiness rate has increased from 28% to 76% since 2002. Judy Centers work: some 91% of our city’s children with Judy Center connections are ready for school compared with 76% of their peers.

BCF set out to build upon Baltimore’s two successful Judy Centers by adding eight additional centers to serve thousands of young children and their families in the city’s neediest neighborhoods. By the end of 2014, BCF had secured private funding to open three additional Judy Centers, and memoranda of understanding with the State and City Schools to ensure their long-term sustainability. With a federal grant awarded at the end of 2014 providing an immediate opportunity to match donors’ commitments for five additional centers, we accelerated our plan. Thanks to extraordinary commitments from our donors, those centers will open in 2015, reaching our goal well ahead of schedule.

We are proud of the numbers, but far more gratifying are the stories of Judy Center children and parents who are achieving goals they may have thought were out of reach.

Our work in education remains focused on school readiness, school leadership and school effectiveness.

SCHOOL LEADERSHIP AND SCHOOL EFFECTIVENESSThough it takes many ingredients to make an effective school, strong and capable

leadership tops the list. Recognizing that what we had articulated as two areas of focus: school leadership and school effectiveness, are in reality closely intertwined, we have developed a single objective for both. We want all of our public school students to attend an effective school lead by an effective principal and taught by high quality teachers. Our staff and trustees are determining the best ways BCF can invest its funds and staff talent to support progress toward that ambitious goal.

In the meantime, we have continued to support use of the School Effectiveness Review (SER), the objective analytical tool used to measure schools’ individual progress. BCF paid for a pilot of the “prioritization day” concept in eight schools, providing an additional day in the SER process for school leaders to develop an action plan based on the SER results. Based on that successful pilot, City Schools is providing the prioritization day in forty percent of the schools that will have an SER in 2015.

BCF funded an analysis, conducted by an outside contractor, of City Schools’ principal support and accountability structures. The report found that support for principals was inconsistent, more differential professional development was needed for principals and their supervisors, and the role of the assistant principal needed clearer definition. BCF is working with City Schools to define ways to improve support for school leaders.

SCHOOLS AND SUSTAINABILITYBelieving that young people are a

potent force for making Baltimore more sustainable, BCF continues to support the annual “Green Healthy Smart Challenge” which offers $1,000 grants to teams of students – 53 of them in 2014 – who plant trees, promote recycling, create schoolyard gardens, paint storm drains and more. BCF also helps fund a Green Schools

Coordinator for City Schools, working toward a school system-wide sustainability policy that would integrate environmental literacy into the curriculum, focus on sustainable new construction and cleaning products, provide healthier food, reduce energy consumption, and improve indoor air quality.

NEIGHBORHOOD

GRANTS PROGRAMOur Neighborhood Grants Program

awarded $122,942 in 2014 to 33 community projects in neighborhoods across Baltimore City and County. These grants go to projects such as creating community gardens, youth leadership training, and community festivals. Though they reflect various interests and causes, each grant helps neighbors invest in their communities as they mobilize to complete a neighborhood project, build new leadership, or strengthen existing leadership within their communities.

TARGET NEIGHBORHOODSWhile the Neighborhood Grants Program

provides breadth, our Target Neighborhoods strategy offers depth, with long-term commitments to two neighborhoods: Greater Highlandtown and Reservoir Hill. Our Target Neighborhood investment strategy is building community leaders and enduring social capital in these two “middle neighborhoods.” Through deep partnerships

with community-based organizations in each neighborhood, BCF engages residents to determine and execute plans to make their neighborhoods safe, clean, green and vibrant. Our $1 million commitment includes not only grants, but also a significant amount of staff time in these neighborhoods and a thorough evaluation of social capital, cleanliness, greening, safety, vibrancy and more. 

The baseline evaluation of these two neighborhoods, completed in 2014, was co-designed by the lead organizations in each neighborhood and will be used by our neighborhood partners as well as by BCF. Survey questions were designed to capture indicators of social capital as well as perceptions of how safe, clean, green, and vibrant the neighborhood is. When the survey is repeated in 2016 and 2017, we expect to see concrete evidence of the value of our target neighborhood investments.

One positive indicator we can point to right now: both of our target neighborhoods made a list of 2015’s hottest residential real estate markets cited in the Baltimore Business Journal.

BCF invests in strengthening resident leadership and community organizations, helping neighborhoods to

become and remain safe, clean, green and vibrant.

BCF Learning NetworkBCF hosted four Learning Network gatherings in 2014, bringing together education and neighborhood grantees for opportunities for peer learning as well as outside expertise, focusing on pressing topics such as public policy and the plan for “21st Century Schools” and using racial equity to guide their work.

NEIGHBORHOOD SUSTAINABILITYOur neighborhood sustainability projects complement our safe/clean/green/vibrant goals for

neighborhoods with specific efforts around energy conservation, trash and litter, tree canopy and stormwater. A focus in 2014 on reducing trash in Baltimore’s neighborhoods resulted in a new commitment by the City to place and monitor trash cans on neighborhood street corners. Your support of our Civic Leadership Fund makes it possible for BCF to have a staff person devoted to sustainability issues who also serves as the chair of Baltimore City’s Sustainability Commission.

Healthy NeighborhoodsIn 2014, Healthy Neighborhoods invested $7.4 million in owner occupied housing. Its loan pool closed $4 million in loans for purchase and rehabilitation of properties and invested another $4.3 million to rehabilitate foreclosed or abandoned houses in its designated neighborhoods. By requiring that exterior improvements be included in all homeowners’ plans, HNI ensures that its investment in a home boosts housing values for the entire block.

Transportation Alliance The Central Maryland Transportation Alliance continues its advocacy for improvements to Baltimore’s bus routes and for building the Red Line east-west light rail line, among other priorities.
