Workstream:Strengthening of Member States’ capacities to assess tobacco and related products and enforce the applicable standards
Areas of interest
Consolidation of the expertise and experience built by JATC-1, in particular WPs 5-8
Handling of aspects pertinent to tobacco product data handling collected by EU MS, in light of
the obligations of the TPD.
Increased technical, analytical and laboratory capacities to support, in particular compliance
enforcement and assessment of newly emerging products.
Possible actions
Efficient utilisation of scarce expertise and technical resources at the EU level by avoiding
duplication and wide implementation of best practices.
Guidelines/manuals for the most routine tasks aiming at harmonisation of technical
approaches.
Technical input for other WPs allowing proper execution of their tasks
Workstream: Enforcement Cooperation
Areas of interest
To strengthen the cooperation of the competent authorities to ensure correct and
harmonised application and enforcement of the TPD and TAD
To facilitate the exchange of knowledge and best practices on the application and effective
enforcement of the TPD and TAD
To ensure uniform application of the TPD and TAD facilitating functioning of the internal
market for tobacco and related products and promoting a harmonised approach
Market surveillance and inspections
Possible actions
Identification and dissemination of best practices on the application and enforcement of
the TPD and TAD
Creation of a platform for exchange of information on the issues encountered in the
application and enforcement of the TPD and TAD
Organisation of an annual meeting of the competent authorities
Workstream: Enforcement (2): tobacco and e-cigarettes advertising, promotion and sponsorship
Areas of interest
Improved understanding of challenges to the application of the EU bans on cross-border
TAPS and of actions undertaken by MS to address them
Streamlined/harmonized approach to application issues and enhanced cooperation to
ensure effective enforcement of EU law
Strengthened domestic bans and their enforcement in line with FCTC Article 13 and its
implementation guidelines
Possible actions
Develop and pilot a mechanism for cross-border enforcement of EU advertising and
sponsorship ban covering exchange of information and notifications, and
cooperation/coordination on enforcement actions
Best-practices for application and enforcement of advertising bans, both domestic and
cross-border
Workstream: A better understanding of the properties and regulatory implications of novel tobacco products and e-cigarettes
Areas of interest
Addressing circumstances of use: counteracting the circumvention of tobacco control
legislations (e.g. smoke-free environments)
Improved technical capacity to use EU-CEG data
Assessment of properties including classification of novel tobacco products/devices
Reflection over e-cig associated adverse incidents
Reflection over open & closed systems
Preventing youth use
Possible actions
Best-practices for addressing circumvention of tobacco control legislation (e.g. SFE)
Training and capacity building: EU-CEG data and product assessment
Reflection papers to be presented to MS expert group

Identification and dissemination of best practices to develop an effective and comprehensive tobacco control policy (tobacco endgame)

• Endgame strategies,
• Sales arrangements and licencing

• Other related policies (including taxation)
Possible actions
Promote best practices consistent with the FCTC objectives
Explore how these can be best translated into development of national endgame
roadmaps
