FORWARD

The National Directorate of Employment, NDE, has been in existence for twenty eight years as Nigeria’s apex Employment agency, having been established in 1986. It has a legal backing to pursue its role by a Parliament Act, CAP 250, section 2, of the Federal Republic of Nigeria 1999.

The NDE has vigorously pursued this mandate to the awe of her admirers and has continuously initiated noble ideas to review her Programmes to be in tandem with the dynamic nature of Global job and employment needs. This has partly enabled the NDE to stand the test of time thereby surviving various Government reviews of Poverty Alleviation initiatives.

One of these noble initiatives is the establishment of 74 skills acquisition centres, four out of which are model centres equipped with full boarding facilities. The nobility of some these centres has earned them the recognition to be tagged “miracle centres” by Elder Peter Kisira, the Deputy Governor of Kwara State during his visit to one of the model centre at Ararome, Kwara State when he was overwhelmed by the installed capacity of the centre.

Other organizations have expressed appreciation and commendations of the NDE’s fight against unemployed and have variously honoured the Directorate with various awards. The awards include:

One of the more outstanding public institutions in Nigeria 2013 to 2014 by the Independent Service Delivery Monitory Group (SDMG)

Most outstanding public institution in the Labour Judiciary and Interior Category Most outstanding public administrator (Service Delivery) in 2014 (To the DG) by

Disciples of Democracy Magazine (A Nigerian Parliamentary Journal) in collaboration with Frankfurt Global Week/African Business Week Conference in Frankfurt Germany

Despite the various ugly security challenges the country was faced with, which took unprecedented dimension in 2014, the NDE sustained its drive for the fight against unemployment and was able to achieve the following modest achievements in its various Programmes:

The modest achievement recorded in the year was easy with the wise council, drive and motivation of the Chairman and Members of the Board of the NDE.

The institutional support of our Collaborating agencies, public and private, provided the impetus to implement the NDE Board approved activities, and due to space constraint I will be limited to mention a few of them, which of course does not undermine the contributions of those that are not mentioned. The National Planning Commission, NPC, National Bureau of Statistics, NBS, Central Bank of Nigeria, CBN, Bank of Agriculture,BOA, SURE-P, Federal Ministry of Finance (YESSO Unit), Office of the Special Adviser to the President on Job Creation and many NGO’s, FBO’s etc.

Members of the National Assembly collaborated with the NDE to take various community development programmes to their respective communities.

Finally, I wish to acknowledge the efforts of the Federal Government in its desire to fight unemployment.

I sincerely hope that this report will provide the needed information and secondary data to organisations, interest groups, students, researchers and others that may want a documented effort of the Federal Government of Nigeria in fighting unemployment.

SECTION ONE

1.0 INTRODUCTION

The Federal Government’s desire to handle the social repercussions of high level of unemployment in the country in 1985 led to the setting up of a committee known as the CHUKWUMA COMMITTEE. The committee was charged with the responsibility “to design strategies that will create mass employment opportunities in the country.” The committee identified from survey that the informal sector whose employee profile is characterized largely by low skilled, semi-skilled or unskilled labour, accounted for up to 90% of the workers distributed unevenly in agriculture and other self-employment ventures. Their findings led to the recommendation to Government for the establishment of an employment creation agency. Consequently, the Federal Government approved the establishment of the NATIONAL DIRECTORATE OF EMPLOYMENT (NDE) on 26th March, 1986 but its programmes were launched nationwide in January, 1987. The NDE’s enabling Act, CAP 250 of the Laws of the Federal Republic of Nigeria, 1999 (formerly Decree No. 34 of 1989) gave the NDE her legal backing as an employment agency statutorily charged with the responsibility to design and implement programmes to combat mass unemployment. To further enhance and streamline the strategies of the NDE in mass job generation, a committee, the AHMED JODA COMMITTEEof 1999 streamlined the activities of the various Poverty Alleviation Agencies in the country. Thus NDE’s activities were streamlined and made to focus mainly on training for job generation with resettlement limited to only symbolic to test the efficacy of her training activities.

MANDATE/FUNCTIONS OF THE NDE

The law establishing the NDE presents its mandated as follows: i. To design and implement programmes to combat mass unemployment; ii. To articulate policies aimed at developing work programmes with labour intensive

potentials; iii. To obtain and maintain a Data Bank on employment and vacancies in the country

with a view to acting as a clearing house to link job seekers with vacancies in collaboration with other government agencies; and

iv. To implement any other policies as may be laid down from time to time by the Board established under sections of the enabling ACT. The NDE therefore derives its routine functions from this mandate. The main goal therefore is to combat mass unemployment through skills acquisition, self-employment and labour-intensive work schemes.

NDE PROGRAMMES/IMPLEMENTATION STRATEGIES

In designing the employment promotion programmes, the National Directorate of Employment took cognizance of the following factors:

i) The declining interest of youths in the agricultural sector which had traditionally provided the bulk of employment, particularly in the rural areas.

ii) The deteriorating condition of urban and rural infrastructure due to the dearth of foreign exchange earnings to procure and maintain construction machinery and equipment as against the surplus labour (unemployed hands) available in the country.

iii) The tertiary institutions graduates’ expectation for non-existent white collar jobs and accompanying employment while their background do not prepare them to take advantage of the opportunities for self-employment in the formal and informal sectors of the economy.

iv) The potentials of the informal sector and the traditional apprenticeship system of skills acquisition to generate self employment.

v) The need to counsel the unemployed for attitudinal re-orientation towards self-employment and self-reliance.

In recognition of the foregoing factors and the distinct target group (unemployed school leavers and graduates), the National Directorate of Employment adopted the following areas of intervention (called the four core programmes of the NDE):

1.2 VOCATIONAL SKILLS DEVELOPMENT PROGRAMME (VSD)

The Vocational Skills Development programme of the National Directorate of Employment involves the use of informal sector operators such as master crafts-men and women as training outlets for unskilled school leavers. Such school leavers are attached to them for periods long enough for the apprentice to acquire necessary skills. It also includes the deployment of well-equipped mobile workshops to train unemployed youths in rural areas where informal training outlets are non-existent. To date, the training covers several vocational trades across all sectors of the economy. The schemes under the Vocational Skills Development Programme are

a) National Open Apprenticeship Scheme (Basic and Advanced) b) School-on-wheels c) Vocational Skills for Physically challenged and vulnerable persons d) Partnership in Skills Training (PIST)

e) Resettlement Loan Scheme. Training is presently going on in all the schemes under Vocational Skills Development Programme in all the 36 States and FCT Abuja. These are in the Skills Acquisition Centers and some of the informal master crafts men/women.

1.3 SMALL SCALE ENTERPRISES PROGRAMME (SSE)

The Business training programme provided by the National Directorate of Employment covers several areas of business development for various categories of unemployed persons and potential entrepreneurs. The entrepreneurship development programme introduces NYSC members to the opportunities for self-employment and identification of business opportunities as well as business start-up and improvement programmes for school leavers and retired persons. The schemes under the SSE department where action are carried out nationwide (subject to availability of funds) are: a) Business Training - (for Graduates of tertiary institutions and artisans/school leavers

and retirees (Entrepreneurship Development Programme - EDP). This include: i. Enterprise Start-up and development Training Scheme (formerly Start Your Own

Business) ii. Micro Business Skills Training Scheme (formerly Basic Business Training) iii. Advanced Entrepreneurial Development Scheme iv. NDE-Enterprise and Finance Counseling Clinic (NDE-efcc)

b) Loans Disbursement Schemes – Enterprise Creation Fund c) Training for Women in Income Generating Activities d) Common Facility Centres, and e) Collaborations with Government Agencies, Multinational organisations, high profile

individuals and communities.

1.4 RURAL EMPLOYMENT PROMOTION PROGRAMME (REP)

In a bid to awaken the interest of the unemployed youths in agriculture to exploit the tremendous opportunities for employment and wealth creation in the sector and consequently, stem the rural-urban drift of the youths, the NDE designed a special training programme for youths in agriculture. The training programme covers modern agricultural practices in the areas of crop production, livestock management, crop processing, etc. The schemes operational nationwide under REP include: a) Rural Agricultural Development Training Scheme (RADTS) b) Rural Handicraft Training Scheme (RHTS) c) Integrated Farming Training Scheme (IFTS) d) Post-RADTS Training Scheme e) NDE Agricultural Park Project.

To enhance the quality of training under the RADTS, the NDE commenced the establishment of Agricultural Skills Training Centres. At present, about 28 centres have been established with 20 fully operational. The remaining 8 centres are at various stages of completion. Each of these centres has accompanying Demonstration Farms.

1.5 SPECIAL PUBLIC WORK PROGRAMME (SPW)

The construction and maintenance of both urban and rural infrastructure in Nigeria have hitherto depended on heavy, capital-intensive equipment and technology. The trend was efficient and sustainable while the economy was buoyant and graduate and school leaver unemployment constituted no threat to the nation. The NDE therefore views infrastructural construction and maintenance as capable of becoming a labour sponge. The International Labour Organization (ILO) subsequently introduced to the NDE the use of labour based light equipment method of construction and maintenance of rural infrastructure. This was pilot-tested successfully by the NDE and was adopted as an effective employment strategy. In general, the operational schemes under the SPW are: a) Graduate Attachment Programme (GAP) b) Environmental Beautification Training Scheme (EBTS) c) Community Development Scheme (CDS) d) Renewable Energy Development Training Scheme (RETS) e) Graduate Coaching Scheme f) Special Public Works Housing Scheme Other strategies the Directorate adopts in tackling unemployment in the country include:

1.6 EMPLOYMENT COUNSELING SERVICES AND JOB LINKAGES

The Employment counselling services and Job Linkages was designed to ameliorate the disillusionment of Nigerian Youths caused by long period of searching for job and to re-orientate their minds for positive thinking towards self employment and self-reliance. This service is provided by the NDE Job Centres. The centre with its presence in all 36 States offices and Abuja FCT inculcates an attitudinal change on the unemployed to the present realities in the Nigeria Labour Market. The Job Centers thus serve as the gateway to all NDE programmes and schemes, provide Employment Counselling services such as vocational guidance, value reorientation, and pre- participation induction. The centres register, orientate and counsel unemployed youths before business start up or training. Also the Job Centres collaborates with Mentor office and NBS to generate, collate, and maintain all relevant data on employment. The centres also facilitate and promote the realization of self-competence and latent abilities that can be engaged and thus assist in reducing the difficulties faced by young unemployed graduates and every other unemployed person.

This service is available in all the 36 NDE State and FCT offices of the NDE, serving as the “gate-way” into all NDE schemes.

1.7 COLLABORATION WITH AGENCIES AND ORGANIZATIONS

In other to effectively discharge its mandate and functions, the NDE over the years had collaborated with both national and international agencies/organizations. These are in areas of technical support, capacity building assistance as well as in areas of programme delivery. Some of these agencies that were outstanding within the years include – National Youth Service Corps (NYSC), Central Bank of Nigeria (CBN), National Bureau of Statistics (NBS), National Planning Commission (NPC), NAPEP, ILO, GTZ, National Board for Technical Education (NBTE), NERFUND, State and Local Governments, Local Communities, Prominent individuals/organizations, National Assembly Members,among others. The benefits accruing from these collaborative arrangements include facilitation of programme delivery strategy, strengthening the Directorate’s internal capacity and development and enhanced financing of projects.

1.8 ESTABLISHMENT OF MODERN VOCATIONAL SKILLS ACQUISITION CENTRES

From the inception of the National Directorate of Employment (NDE) the vocational skills acquisition initiative of the Directorate relied strongly on the use of master craftsmen and women within the informal sector for the purpose of delivering vocational training to recruited trainees. This system in itself has a number of shortcomings, principal among which are the issues of quality, standards, uniform curriculum and possible certification. In 2008, NDE began to chart a new course in its efforts at raising the standards, quality and global acceptance/application of the skills of its beneficiaries by bridging the earlier mentioned gaps. This culminated in the design of skills acquisition centres to be owned and ran by the Directorate. With support from the MDG Office under the Debt Relief Gains (DRG) programme, the first set of skills acquisition centres were established through the renovation and equipping of disused public structures. Driven by the desire to deepen and consolidate on the gains from the establishment of the first set of 18 Skills Acquisition Centres, the NDE conceived and began the construction of more Skills Acquisition Centres in some states in Nigeria. This concept is to provide a near perfect teaching and learning environment complete with boarding facilities suitable for skills acquisition and to serve as a model to other stakeholders in the fight against unemployment through skills acquisition. As at end of 2014, the NDE has established a total of 74 centres in 28 States. Eight of these centres are Model Skills Acquisition Centres, provided with boarding facilities for both male and female trainees. Some are designed to provide both Vocational and Agricultural Skills

training simultaneously. In general, all the model centres are provided with the following facilities and structures:

An Administrative block A block of three (3) classrooms A block of three (3) workshops Kitchen and Dining hall 2 hostel blocks A functional borehole with over-head water tank and completed reticulation works Gate house VIP Toilets Generator house with an installed 30KVA power generating set Chain-link perimeter fencing Furniture and equipment for six (6) skill sets provided Double bunk beds, lockers and mattresses for the hostels Cooking and eating utensils equally provided

The Centres have the capacity to handle about 200 trainees per training cycle. Each centre is equipped to train in at least five (5) trades from the following Vocational Skills: 1. Auto-tronics (Advanced Auto- Mechanics) 2. Computer Operations and Engineering 3. Welding and Fabrication 4. Plumbing 5. Electrical Installation 6. GSM Handsets Repairs and 7. Fashion Designing On the other hand, the Bwari (FCT) and Araromi-Asa (Kwara State) centres are provided with additional Agricultural skills training in the following skill sets: 1. Cattle Fattening 2. Grass Cutter Production 3. Sheep and Goat Rearing 4. Poultry Production 5. Dry Season Farming and 6. Crop Production and Processing 7. Fish farming The remaining 67 centres are provided with facilities that impact vocational and technical skills in about 10 demand-driven skills. For the NDE, this project is a realization of a dream to make qualitative skills acquisition a potent instrument for mass job creation and poverty reduction in Nigeria. While 47 had been completed and operational, 28 are at various stages of completion (renovation and furnishing).

STRUCTURE/ORGANOGRAM OF THE NDE

At the apex of NDE’s organizational structure is the Management Board chaired by the Honourable Minister of Labour and Productivity. While the Board is charged with the responsibility of policy formulation for the Directorate’s operations, the Federal Ministry of Labour and Productivity serves as the supervising Ministry of the NDE. The Directorate has four (4) core programmes departments. Four support service departments assist the programmes departments in ensuring that the mandate of the Directorate is adequately achieved. All the eight (8) departments are headed by Directors who report to the Director – General. The corporate headquarters of the NDE is located at No. 1, Nouakchott Street, Zone 1, Wuse, Abuja. To strengthen programme implementation and projects monitoring, six Zonal Offices in the six geo-political zones of North East, North West, North Central, South East, South West and South South Zones were created. Each Zonal Office is manned by a Director on Grade Level 17. NDE’s presence is established in all 36 states of the Federation and the FCT to implement programmes designed at the Headquaters. The State offices are manned by State Coordinators who are of the Deputy Directorate level on grade level 16 and are accountable to the Director General. In order to have adequate grassroot impact and coverage in the discharge of its mandate, the NDE has Desk/Liaison Officers at the Local Government Council Areas, who ensure adequate coverage and implementation of all its employment generations schemes. The programme and support services departments are complimented by branches and units to facilitate employment programme delivery. These programme and service departments, branches/units are replicated in aiithe 36 States offices and FCT. They are:

SECTION TWO

2.0 VOCATIONAL SKILLS DEVELOPMENT DEPARTMENT (VSD)

2.1 INTRODUCTION

The Vocational Skills Development as one of the programme departments of the National Directorate of Employment is primarily concerned with bequeathing veritable & marketable skills to the unemployed youths in the country. The skills acquisition training interventionintroduced as a novel approach in combating mass unemployment in the country has remained a veritable tool since the inception of the NDE. The strategies adopted over the years have remained valid and relevant though with their inherent potentials and challenges. The main objectives of the Vocational Skills Development Programme (VSD) can be summed as follows: a. To provide technical & vocational training for holders of Primary School Certificates,

Secondary School Certificates, School dropouts and those with vertical literacy education.

b. To equip the youths with such skills that will enhance their employability either

through self-employment or wage employment. c. To provide alternative employment opportunities for youths by encouraging them to

form cooperatives and thus start their own businesses. In order to achieve the above stated objectives, the following schemes were adopted and implemented by the VSD department in 2014 nationwide: 1. National Open Apprenticeship Scheme (NOAS) which consists of;

a. Basic National Open Apprenticeship Scheme {B NOAS} b. Advanced National Open Apprenticeship Scheme {A NOAS}

School on Wheels Scheme (SOW) 2. Community-Based Training Scheme [CBTS] 3. Resettlement Loan Scheme RLS) 4. Partnership in Skills Training (PIST)

2.2 NATIONAL OPEN APPRENTICESHIP SCHEME (NOAS)

The National Open Apprenticeship Scheme is one of the key schemes of the department because of its mass employment generation potential. The scheme is targeted at unskilled and unemployed youths both male and female to equip and up skill them with relevant demand driven skills. The scheme is implemented at two levels namely:

a. Basic National Open Apprenticeship Scheme (B-NOAS) b. Advanced National Open Apprenticeship Scheme (A-NOAS)

2.3BASIC NATIONAL OPEN APPRENTICESHIP SCHEME (B NOAS)

The Basic National Open Apprenticeship Scheme (B NOAS) is designed to empower the unemployed and unskilled school leavers/youths through skills acquisition training. The youths are recruited and posted to master craftsmen and women who are informal sectors operators for skills acquisition training. These trainers use their training facilities to impart skills to the unemployed youths for period long enough for them to learn a particular skill. In 2008, the NDE commenced the establishment of Skills Acquisition Centres (SACs) to be used for various skills acquisition schemes. This is to ensure standardization of quality among others in training. As at date, the Directorate has a total of 74 Vocational Skills Acquisition Centres in 26 states and Abuja FCT. 42 of them are fully operational while 32 centres are at various stages of completion. In 2014, a total of 15,242 traineesparticipated in B NOAS nationwide, 8,573 (56.2%) were males while the females accounted for 6,669 (43.8%). This figure is made up of 4,937 spill-over from 2013 and 10,305 recruited with the year. The total number of graduate trainees within the year from this scheme was 9,518 thus leaving a balance of 5,606 to complete their training early in 2015 with 118 recorded drop outs nationwide.

It is pertinent to note that the 42 SACs accounted for 6,265 trainees (41.1%) while the informal master crafts men and women trained 8,977 (58.9%) of all participants of the scheme in 2014. (See Table 4)

2.4ADVANCED- NATIONAL OPEN APPRENTICESHIP SCHEME [A-NOAS]

The Advanced-NOAS, which is designed for artisans who are graduates of the B-NOAS is, aimed at up skilling them for higher level of competence. During the period under review, one hundred (100) B-NOAS graduates were recruited in each of the 36 states and the FCT totaling three thousand, seven hundred [3,700]. The trainees were attached to corporate trainers for a period of three months, from 1st September 2014 to November 2014. At the end of the training session, a total of 3,685 trainees graduated from about five different demand-driven skills peculiar to each state. (Table 5 and Fig.5)

2.5SCHOOL-ON –WHEELS SCHEME (SOW)

The School- On –Wheels scheme [SOW] was designed to articulate training activities in the rural areas with a view to creating a pool of artisans that will readily address the skills- needs of the rural environment and therefore promote economic activities therein.

During the period under review, a total of one thousand, two hundred and fifty one (1,009) trainees were trained in various skills under the scheme in ten (10) different states. It is worthy to note that the NDE sponsored all the SOW training cycles this year. The breakdown is as below (Table 7):

2.6COMMUNITY BASED TRAINING SCHEME [CBTS]

The community based training scheme is aimed at training some youths and women in high income generating activities within their various localities. This is with a view to engaging them in productive ventures thereby enabling them to contribute to the economic well-being of the nation. During the period under review, a total of 1,800 [one thousand, eight hundred] participants were trained in all the states (50 per state) and FCT except Borno state in such skills like, POP Design, Production of Interlocking blocks, Satellite Dish Installation and Car tracking, Interior Decoration, etc for a period of three months. At the end of the training, the graduates were empowered with basic working equipment, tools and cash. A committee constituted in each state did this through direct purchase of equipment. The committee was made up of the State Coordinator, representatives of the trainers and the trainees respectively. This was to enable the graduate trainees practice the skills acquired and at the same time become self-reliant. All the states have disbursed the resettlement equipment to the beneficiaries except FCT Abuja, whose ceremony will be in the first quarter of 2015. [See Table 9]

2.7 RESETTLEMENT LOANS SCHEME [RLS]

With respect to the regular resettlement, a total of 92 (ninety-two) B-NOAS graduates in nine states were given basic working tools and equipment to enable them set up their businesses. Under the CBTS, one thousand seven hundred and fifty [1,750] participants nationwide were empowered with working equipment and cash on completion of their training, except FCT Abuja where training had been completed, equipment procured but yet to be disbursed. (See Table 10)

2.8 TRAINEES UNDER COMMUNITY BASE & NASS CONSTITUENCY SKILLS ACQUISITON AND ENTERPRISES

TRAINING PROGRAMME & OTHER

This is a window for collaborative skills acquisition training between the department and relevant agencies, external bodies both at governmental and non-governmental levels, NGOs, Private organizations, individuals etc. It is targeted at empowering youths with relevant vocational skills, according to the needs of the collaborating partner, for decent job opportunity and wealth creation.

During the period under review a total of two thousand, two hundred and seventy

(2,270) persons acquired various skills in the states of Kebbi, Edo, Enugu, Ogun, Kaduna

and Benue. (See Table 8 & 9). SECTION ELEVEN

2.9 YOUTH EMPLOYMENT AND SOCIAL SUPPORT OPERATION

( FGN – WB COLLABORATION WITH NDE)

The Federal Government of Nigeria (FGN) has obtained a financial assistance from the World Bank (WB) to support the implementation of Youth Employment and Social Support Operation (YESSO) . The support operation was designed in close

partnership between the FGN and some States in Nigeria . It is in line with the world Bank commitment to poverty reduction by permitting the poor people of Nigeria to access increased opportunities for youth employment and social service delivery.

Youth Employment and Social Support Operation comprises of components namely: Social safety Net , Public Workfare, Skills for job and Conditional Cash Transfer.

2.9.1 Brief Description Of Skills For Job Component

Skill for job component is meant to pilot a new approach of demand –driven skills training to increase the effectiveness of government’s effort to combat unemployment especially among poor youths. This approach will enable the trainees to find sustainable jobs, institutional capacity building and public private sector partnership.

The NDE is directly implementing the skills for job component in seven states namely: Oyo, Ekiti, Kwara, Bauchi, Niger, Cross River and Kogi

2.9.2 Activities and Achievements

During the period under review, the NDE YESSO team carried out stakeholders forum in

Ibadan, Oyo state, where three Representatives of the private sector operators organization were intimated on YESSO with particular emphasis on the operational modalities of skills job component.

As a follow-up to the stakeholders forum, a step-down stakeholders forum was carried out in the state of Oyo, Ekiti ,Kwara, Bauchi, Niger and Cross River. The workshop which dealt extensively on the roles and responsibilities of the various stakeholders, resulted in the establishment of a MOU Draft committee, comprising of representatives of private sector operators organization, officers from the designated states Agency under the chairmanship of representative of the state ministry of justice. This is to ensure successful implementation of SAJ in the respective state. Also, the NDE headquarters team received

working tools and equipment ( such as laptop, printers, photocopiers, desktop, electronic calculators, scanners, Binding machines, projectors, cameras and flash drives from the federal operation coordinating units (FOCU) and have distributed same to the six states concerned .

The capacity of the NDE headquarters team members where strengthened having participated in the conduct of step down training on the use of Generic manual for community Based Targeting while the S4J project Accountant participated the ‘training on flexible Accounting template’.

Presently the NDE headquarters team is working with FOCU to procure consultants

for skills scan study. The outcome of the survey will aid in identifying skills with high

patronage or demand driven and capacity of the private sector business operators who

will conduct internship and apprentice training for the selected participants.

SECTION THREE

3.0 SMALL SCALE ENTERPRISES DEPARTMENT

The Small Scale Enterprises Department is poised to provide business training as well as facilitate the establishment of micro-businesses under the job generation and wealth creation drive. The Business Training Programme provided by the National Directorate of Employment by the SSE Department covers Entrepreneurship Development Programme (EDP) Sensitization which introduces NYSC members to the opportunities for self-employment as well as business start-up and improvement programmes for school leavers and retired persons. The Department further empowers graduates of the business trainings with soft loans as "business start-up capitals." The activities of the SSE Department within the period of this report were carried out through the following schemes:

3.1 ENTREPRENEURSHIP SKILLS DEVELOPMENT TRAINING (ESDTS)

Business training was conducted for graduates of tertiary institutions desiring to take up self-employment. A total number of 156 Graduates made up of 114 Males and 42 Females were trained within the period of report.

3.2 MICRO BUSINESS – START- UP TRAINING (MBST)

In the year under review, a total of Ninety-Seven (97) School Leavers and artisans made of 73 Males and 24 Females were given rudimentary business training under BBT.

3.3 ENTREPRENEURSHIP DEVELOPMENT PROGRAMME (EDP) SENSITIZATION

The programme is specifically for National Youth Service Corps members at the Orientation Camps. It is meant to sensitize them on available opportunities outside paid employment and how they could obtain assistance to setup their own businesses. A total of 10,387 Graduates (5024 Males and 5363 females) participated in the Sensitization Programme Nationwide.

3.4 ENTERPRISE CREATION FUND FOR GRADUATES

Under this scheme, graduates who are beneficiaries of SSE business training programme whose feasibility reports were assessed and found to be viable were provided with credit facilities for business start-up.

In 2014, a total number of 50 graduates of tertiary institutions under the Enterprise Creation Fund (ECF) were empowered with N250,000 each in Twenty Four (24) states and FCT at the rate of two beneficiaries per state. The selected States include: Abia, Adamawa, AkwaIbom, Anambra, Bauchi, Bayelsa, Benue, Delta, Ebonyi, Edo, Ekiti, Enugu, FCT, Jigawa, Kaduna, Kano, Katsina, Kogi, Lagos, Nasarawa, Ondo, Osun, Plateau, Taraba and Yobe. National Grid Loan/Special Projects Between the month of May, and November 2014, loans were disbursed to fourteen (14) beneficiaries for the establishment of special projects under National Grid. This is to encourage budding entrepreneurs to establish and run model businesses efficiently and effectively.

3.5 WOMEN EMPLOYMENT TRAINING

TRAINING ON INCOME GENERATING ACTIVITIES This involves the training of women and vulnerable persons in business skills to enable them establish specific skill-based enterprises within the shortest possible time. Within the year under review, a total of 1,560 unemployed women in 36 states and FCT were trained in various income generating activities. Out of this number, 130 women were selected and empowered. They were drawn from 2 states in each Senatorial Zone and FCT, at the rate of 10 women per state.

3.6 MICRO ENTERPRISES EMPOWERMENT SCHEME (MEES)

Under the Micro Enterprises Enhancement Scheme (MEES), loans were disbursed to 100 beneficiaries per state at the rate of N20,000 per beneficiary in the 36 states and FCT for the purpose of business enhancement.

3.7 SPECIAL MICRO ENTERPRISES EMPOWERMENT SCHEME (SMEES)

The Special Micro Enterprises Empowerment Scheme (SMEES) is a noble intervention scheme aimed at assisting the unemployed to establish their own mini/micro businesses, thus empowering themselves and improving their standard of living.

Under this scheme, funds were disbursed as grants to 11,508 beneficiaries selected from the 36 states of the Federation and FCT. The target group includes the physically challenged, widows, orphans and other vulnerable persons.

3.8 NDE/SPDC Collaboration

Under the NDE/SPDC Collaboration, training was conducted for fifty (50) youth each from Bayelsa and Rivers States on a pilot basis between May and June 2013. The collaboration entailed both technical and EDP training for the beneficiaries as well as resettlement aspects. At the end of the training, the beneficiaries were required to form cooperative groups as this would form the basis for obtaining funds from the NDE/SPDC collaboration. Consequently, 23 groups of beneficiaries were formed, 12 from Bayelsa and 11 from Rivers. The programme implementation is currently at the stage of loans disbursement and a total of Fifty-seven million, eight hundred and ninety-two thousand, five hundred and ninety-five naira (N 57,892,595) only has been disbursed thus; in 2014,Thirty-four million, three hundred and forty-seven thousand, nine hundred and fifteen naira (N 34,347,915) only was disbursed Bayelsa State, while twenty-three million, five hundred and forty-four thousand, six hundred and eighty naira (N23,544,680) only went to Rivers State.

SECTION FOUR

4.0 RURAL EMPLOYMENT PROMOTION PROGRAMME

The Rural Employment Promotion (REP) Programme is one of the job creation programmes of the Directorate designed with the dual objectives of generating rural employment and improving incomes of agripreneurs through agro based and agro allied businesses, promoting the adoption of improved technologies in post-harvest handling, storage and processing and promoting other non-farm rural employment activities in order to stem the rural-urban drift.

4.1 STRATEGIES

The Rural Employment Department in implementing her programme uses training to stimulate the interest of all categories of the unemployed (School leavers, Graduates of Tertiary Institutions, Retirees, People with special needs, etc) in the rural areas to identify business opportunities in the agricultural value chain and rural handicrafts for employment and wealth creation. It builds the capacity of participants to ensure successful management of the demand-driven or high patronage agri-businesses through sustainable engagements of the unemployed in either self employment or paid employment.

4.2 REP SCHEMES

Schemes and projects under REP includes:- Rural Agricultural Development Training Scheme (RADTS) Integrated Farming & Training Scheme (IFTS) Rural Handicrafts Training Scheme (RHTS) Post-RADTS Training and NDE Agricultural Park Project.

4.3 RURAL AGRICULTURAL DEVELOPMENT AND TRAINING SCHEME (RADTS):

The Rural Agricultural Development Training Scheme is designed for school leavers. It adopts an integrated or mixed farming approach with tutorials at designated Agricultural Skills Training Centres (ASTC) or Alternative Training Centres in states without ASTC for a month on agricultural best practices in seven skills sets namely: Crop production, Livestock Management, Micro-livestock Management, Food processing, Preservation & storage, Agro-services & Farm mechanization, Enterprise management & bankable business plan preparation and value enhancing training in Life skill & success attitudes. At the end of which the trainees are attached for two months to reputable farms/agribusinesses for hands on training for real life practical experience.

4.4 ACHIEVEMENT OF RADTS

The scheme was implemented in thirty-three states and FCT. Adamawa,Borno and Yobe States did not participated in the training because of the security challenges in those states. A total of 1721(one thousand, seven hundred and twenty-one) unemployed youths and women benefitted from the scheme in 2014. A breakdown shows that males were 1266 while females were 455. The scheme recorded the highest number of participants in Edo State as a result of collaboration with the local Government Council where the scheme was implemented. whileSokoto and Jigawa states had zero number of female. (see table 12 and Fig. 6)

4.5 INTEGRATED FARMING AND TRAINING SCHEME (IFTS)

The Integrated Farming Training Scheme is designed for graduates of tertiary institutions to develop agripreneurs with requisite agribusiness skills and competence to ensure efficient management of the farm enterprises acquired through agricultural based training programme. Traditionally, under IFTS 20 beneficiaries are empowered with loan packages to start and manage their mixed farms at the designated IFTS centres. Each beneficiary obtained credit facility made up of 1 ha of land for crop production and pen or kraal stocked with livestock and working capital. The beneficiaries are supported to succeed with extension, technical and financial advisory services and mentorship. In the period under review this scheme was not implemented due to paucity of funds.

4.6 RURAL HANDICRAFTS TRAINING SCHEME (RHTS)

This scheme involves training rural-farmers (participants) in the production and marketing viable handicrafts within the rural areas using localily sourced raw materials. Normally, the training last for four months with the objectives of generating another stream of income for the farmers during the off-season and reduce idle time. The scheme was not executed during the period under review.

4.7 POST-RADTS TRAINING:

This is a short duration training of one to two weeks meant to up-grade the skills and knowledge of graduates of RADTS in specialized areas such as; Fish fingerling production, Bio-fertilizer and Bio-pesticide production, Fish processing & Fish oil production, Feed formulation & production, Seedling multiplication and Agro services. In 2014, post-harvest training was conducted in export grade fish processing, fish oil and meal production with resource persons from the Nigerian Institute for Oceanography and Marine Research (NIOMR), Lagos.

4.8ACHIEVEMENT OF POST – RADTS TRAINING:

In the period under review, a total of 100 (one hundred) persons were trained. Thirty-seven were graduates of the Rural Agricultural Development Training Scheme and NDE REP Officers.

4.9 NDE AGRICULTURAL PARK PROJECT

The Agricultural Park is an all inclusive training and commercial hub with a high employment generation content designed for graduates and non-graduates. The Park mitigates barriers to successful entrepreneurship. The first phase of development is planned to provide basic infrastructure, equipment and land development which is a key factor of production for the selected agribusiness clusters in the Park which includes:- Poultry production (broiler & layer production), fish production (fingerlings, grow-out & Export grade fish processing), Market gardening using green house technologies.

The training at the Park is aimed at building the capacity of the unemployed youths with appropriate skills for successful management of technology-driven small-scale agribusinesses. The beneficiaries will undergo one month tutorials in Broiler management, Aquaculture (Hatchery-grow-up to market), Poultry & fish ration formulation, and export grade smoked fish production, crop cultivation and market gardening adopting irrigation technologies and business training. The established agribusinesses will provide the practical demonstrations that will reinforce the tutorials. The institution of a well articulated mentorship programme, provision of management & consultancy services and a robust technical and extension layer support will build requisite competencies and ensure success of the agribusinesses. In the period under review, the establishment of the Park is on-going at Sabuwa, Katsina State and Akunnu, Ondo State. (see table 15) About fifty (50) beneficiaries will be given start-up capital to establish their agribusiness at the Park. These businesses will be based on viable business models and pre-developed business plans on products with high patronage with guaranteed markets.

4.10 STUDY TOUR TO SONGHAI

During the review period, a team made up of all the Heads of Rural Employment Promotion Department nationwide, in company of DREP, Zonal Director North East and State Coordinator Ebonyi went to Porto-Novo for a weeklong study tour on Organic Agricultural Practices. This was a follow-up visit to an earlier visit to Songhai Organic Agricultural Farms by the Director-General, Executive Management staff and State Coordinators. Aspects of Organic Agricultural practices studied included the zero waste principle as it applies to every area of agricultural practice ; livestock production, crop farming, aqua-culture, exotic species production etc.

SECTION FIVE

5.0 SPECIAL PUBLIC WORKS PROGRAMME

The Special Public Works Programme is a core programme of the Directorate which is being use to address the problem of unemployment among youths through the provision of transient jobs and skills acquisition training.

CURRENT SCHEMES OF SPW: Graduate Attachment Programme (GAP) Environmental Beautification Training Scheme (EBTS) Graduate Coaching Scheme (GCS) Solar Energy Training Scheme (SETS)

5.1 GRADUATE ATTACHMENT PROGRAMME:

Consequent upon the realisation of lack of requisite experience needed by employers in both public and private sector organisations for which fresh graduates of tertiary institutions do not possess, as a way out of this impediment, the graduate attachment programme is designed to provide unemployed graduates with practical experience and skills through hands on training for a period of six months in reputable organisations where their services are needed with regard to their area of specialization.

The benefitting organisations find it as a resourceful avenue to fish out suitable qualified candidates for specific jobs in their establishments/organisations thus offering the attachees permanent employment on completion of their attachment.

5.1.1 ACHIEVEMENT OF GAP:

In the period under review, a total of 700 (Seven Hundred) persons at the rate of 20 persons per state in 34 (thirty-four) states of the federation and FCT benefitted from the programme.

5.2 ENVIRONMENTAL BEAUTIFICATION TRAINING SCHEME:

The Environmental Beautification Training Scheme (EBTS) is a skill acquisition scheme that trains unemployed youths participating in the programme on hard and soft landscaping as well as application of Plaster of Paris (POP). The scheme enhances the aesthetic views and beautified our cities, towns and homes.

5.2.1 ACHIEVEMENT OF EBTS:

During the review period, a total of 785 (Seven Hundred and Eighty-Five) persons were recruited and placed on training. A spatial distribution of the participants by sex is shown on figure 8.

5.3 GRADUATE COACHING SCHEME:

The Graduate Coaching Scheme is a novel approach by the NDE to address the deficiency in students grades obtained in various WASCE/NECO/JAMB and other tertiary institutions entrance examinations. The scheme also tackles graduate unemployment. It basically involves the recruitment of graduates of tertiary institutions with BSC/HND bias in education as instructors to coach the students preparing for the aforementioned examinations. The expected outcome is helping the indigent students prepare for the external examinations and providing employment for graduates who were hitherto unemployed.

5.3.1 ACHIEVEMENT OF GCS:

The GCS was successfully implemented in twenty states during the review period and a total of 1471 (One Thousand, Four Hundred and Seventy-one) graduates of tertiary institutions who were hitherto unemployed became employed and served as instructors.

5.4 SOLAR ENERGY TRAINING SCHEME:

The Solar Energy Training Scheme (SETS) of the Directorate was designed taking cognizance of the need for alternative source of energy as a result of epileptic power supply and her employment potentials. These dual objectives have been realised. In its five years of implementation more than one thousand youths who were hitherto unemployed are now either self or wage employed. The scheme involves training on maintenance and installation of solar system as well as procurement of solar panels.

5.4.1 ACHIEVEMENT OF SETS:

During the review period, a total of 700 (Seven Hundred ) persons benefitted from the scheme in thirty four states and FCT. The scheme was not implemented in two states of Borno and Yobe to due insurgency. Table 16 and Fig 7,8, & 9 shows the distribution of Special Public Works Programme’s Beneficiaries by Scheme in 2014.

5.5 OTHER PROJECT

INDIGENIOUS CRAFT PROJECT The project was implemented in Edo State to ensure that traditional skills and crafts remain relevant and do not go into extinction, more importantly her employment potentials for the unemployed persons in the communities. In 2014, a total of forty persons benefitted from the project. They beneficiaries went through basic business training offered by the Small Scale Enterprises Department of the

SECTION SIX

6.0 HUMAN RESOURCES DEPARTMENT

The Human Resource Department of the Directorate is a service arm of the organisation which is saddled with the responsibility of the day to day administration of the NDE and carrying out decisions as they affect Staff Recruitment, Training, Welfare, Pension matters and Management of its Physical assets. 6.1 Activities/Achievements The Department, in the year under review carried out the following:

1 PROMOTION

a. SENIOR STAFF PROMOTION The Senior Staff Promotion Examination conducted for eligible candidates on Grade Level 07-16 in 2013 was released on 4th April, 2014. A total of 560 officers were promoted to the next Grade Levels. The Department conducted Senior Staff Promotion Examination exercise for a total of two hundred and eighty-eight (288) qualified candidates on Grade level 07-16 in 2014 and results being expected. Four (4) Deputy Directors on Grade Level 16 who were successful in the last promotion examination were promoted to the post of Director, Grade Level 17 in January 2014.

b. JUNIOR STAFF PROMOTION The Junior Staff promotion examination successful candidates list was released on

the 7th April, 2014 with a total number of ninety-two (92) who made the list. 2 REVIEW OF APPOINTMENT Fresh letters of Appointment and Confirmation as part of routine responsibility of the Human Resource Department were issued to two hundred and seventy-four (274) members of staff affected in review of Appointment exercise. 3 TRAINING

Circulars were sent to the States calling for nominations into the Federal training Centre. The Department, in collaboration with Royal Concept conducted a free health talk on “Quality Health Maintenance and Sustenance”.

Three (3) officers comprising 2 males and 1 female participated in the Management Development Workshop for Secretaries, Personal Assistants, and Administrative Officers organised by the Management House Africa at Hamdala Hotel, Kaduna in 2014.

Seven (7) officers made up of 6 males and 1 female, drawn from different departments attended the workshop on “Do the right thing; Patriotism and Ethics” organised by the National Orientation Agency to equip them with the requisite skills for doing things in the right manner in 2014.

The Department collaborated with the Economic and Financial Crimes Commission (EFCC) and organised a three (3) day Workshop on Economic and Financial Crime Prevention for all NDE Staff in Headquarters and FCT Office from 23rd to 25th April, 2014.

The Department facilitated an International training for the DD (Procurement) Mr. Abubakar N. Fikpo to a Workshop on “International Sustenance Procurement Contract Budgeting Master Class for Procurement Policy Makers” in Pretoria, South Africa.

Collaborated with Total Cards and organised a one week long training for three (3) officers of the department on ID card issuance from 25th August to 5th September, 2014.

Organized a National Workshop on Public ServiceRules for five (5) officers including the DHR, MrsAwosemoV.O at ASCON,Badagry , Lagos from 24th -26th of November, 2014.

Facilitated the Oracle e-business suite Training organized by the office of the Accountant General of the Federation (OAGF) in collaboration with Softworld Technologies and attended by five officers drawn from the finance and Accounts Human Resources department in Lagos from 1st to 5th December, 2014.

Organized a one day in-House Training for core HR department staff on “Public service Rules in December, 2014. Facilitated the enrolment of all staff of the Directorate headquarters with the National identity management commission to enable them possess their permanent National Identity Card.

3 2014NATIONWIDE STAFF AUDIT The Staff Audit which took place from the 3rd -7th November, 2014 revealed that officers on ground were two thousand one hundred and eighty-five (2185). 4 PENSIONS Pension matters were taken seriously and well attended to, as follows: All pensioners entitlements and entitlements were fully paid Particulars of deceased staff were submitted to the group life underwriters, Mansard

Insurance Broker. A comprehensive list of staff retiring from the service was compiled and submitted to

the National Pension Commission.

Issued letters of verification to retiring staff 5 IPPIS A total of three hundred and ninety one (391) staff promoted with effect from January, 2012 were paid on their new grade level and steps by the IPPIS in January, 2014. 6 NOMINAL ROLL The NDE staff nominal roll from the various states were regularly updated to validate the Directorate’s staff strength which stood at two thousand, one hundred and ninety eight (2,198) as at 19th December, 2014. 7 DATA BASE THE computerization of staff information into the NDE, Human Resources Departmental data base recorded a far reaching success. 8 REDEPLOYMENTS The following officers comprising 70 senior officers and 2 junior officers were redeployed across the states and Zonal Headquarters of the Directorate offices as shown 17 below:

9 TRANSFER OF SERVICE

The year 2014 witnessed the transfer of service of one of the Directors of the NDE to Federal Civil Service Commission.

10 STUDY LEAVE Two officers comprising one male on Grade Level 12 and one female on Grade Level 10 were given approval by the management of the Directorate to undergo a course of study and improve themselves on greater challenges ahead (see table 18).

SECTION SEVEN

7.0 FINANCE AND ACCOUNTS DEPARTMENT

The Finance and Accounts Department is one of the Service Departments charged with the responsibility of accessing and managing the Finances of the NDE for accountability purposes. The Department’s activities are executed through the following units: A. 1. Accounts 2. Expenditure Control 3. Funds 4. Advances 5. Central Pay Office 6. Salaries 7. Checking and passing of payments 8. Reconciliation 9. State Accounts ACTIVITIES/ACHIEVMENTS The Finance & Accounts Department in the year under review handled the following activities. ACCOUNTS: a) Handled all Financial transactions of the Directorate b) Ensured prompt payments of contracts, staff allowances, staff claims and others. c) Conducted Annual Stock taking exercise for both State Offices and Headquarters in

conjunction with the Internal Audit. d) Rendered financial statement of Accounts on all transactions to both the NDE

Management and for statutory Audit purposes. e) Ensured prompt release of funds to the State offices for payments of stipends and

allowances to participants and schemes of the Directorate nationwide. f) Ensured that due process was followed for all procurements of capital and other

consumable assets for the Directorate. g) Computerisation of accounting system to ease the internal operations within the

Department from payment voucher preparation to Internal Audit and Final Account. h) Organised training for Finance & Accounts staff (headquarter) on International Public

Sector Accounting Standard (IPSAS) by IVY League Consultant. i) Carried out Loan Recovery Reconciliation with Internal Audit. j) Carried out in-depth inspection and numbering of fixed Asset items in NDE State

offices and Skills Acquisition Centres in the North East Geo political Zone.

7.1 LOANS COORDINATION UNIT

The unit whose responsibility it is to document by way of keeping records of disbursed loans to the teaming beneficiaries of NDE programmes also has the function to coordinate the recovery of the loans when they are due for repayment. The unit in the year 2014 recorded a total recovered sum of Thirty-five Million, Eight Hundred and Nine Thousand, Seven Hundred and Eighty-four Naira (35,809,784) only from various programmes/schemes of NDE as shown in the table 28 below:

SECTION EIGHT

8.0 INSPECTORATE DEPARTMENT

The Inspectorate Department is one of the Service departments of the NDE, saddled with the statutory responsibility of ensuring that programme implementation is consistent with policy directives, with a view to achieving set goals and objectives. The following are the statutory functions of the Inspectorate Department: Inspection, Monitoring and Verification of all NDE programmes, projects and

schemes. Coordination of programme activities to avoid duplication, conflicts and

wastages. Providing feedback on the performance of programmes, projects and schemes

to provide input for Management’s policy decisions. Verification of payment lists and clearing of trainees, trainers and instructors for

payment. Promoting NDE Sponsored entrepreneurs through exhibition and trade fairs. Liaising with local government(s) and other development partners for

cooperation and provision of inputs into the NDE job generation activities.

8.1 Strategies Adopted a. The Inspectors of Programmes in the course of carrying out their routine duties of

monitoring , inspect the following: Trainees’ Identity Cards, Placement letters, log books and attendance registers. Loan beneficiaries, equipment and tools, workshop premises and number of

additional people employed are also verified. Resolving any conflict or deviations from the norm. Offering technical advice to the beneficiaries where necessary

b. The NDE Sponsored entrepreneurs are promoted by exposing their products at various International Trade fairs and micro job fairs through the following: Ensuring the host state’s readiness to host the exhibition. Selecting the possible NDE beneficiaries to exhibit at the fair. Ensuring the NDE Pavilion at the fair is constructed to a specified standard. Ensuring adequate logistics such as furniture, stand-by generating set,

security, etc., to create a conducive environment for the exhibitors. 8.2 Activities & Achievements The Department in the year under review carried out the following: 1. Monitoring and Verification of Micro Enterprise Enhancement

Scheme (MEES) Beneficiaries in twelve (12) States and FCT:

The Verification exercise of the Micro Enterprise Enhancement Scheme (MEES) of a total of one thousand three hundred (1,300) budding entrepreneurs, that is, operators of micro enterprises who engaged in petty services, such as tea making, shoe shining, dry fish selling, vegetable selling, recharge card selling, etc., in 12 states of Anambra, Bauchi, Benue, Delta, Ebonyi, Gombe, Kebbi, Ogun, Osun, Rivers, Zamfara and FCT, representing beneficiaries made up of 511 males (39.31%) and 789 females (60.69%) was carried out. 2. Monitoring and Verification Exercise of National Grid Project: The Inspectorate Department inspected the project located in Abuja of a beneficiary who, upon attending a business training organised by the Small Scale Enterprises Department in Abuja was granted a loan of N3, 500,000 under the National Grid Project to establish a communication business of sales of recharge cards, both wholesale and retail, SIM card registration, sales of phone accessories and data subscription, which loan repayment has started. 3. Participation at trade fairs and other exhibitions: The Department provided the enabling platforms for the NDE to sponsor and participate at International Trade fairs, Job fairs, and other exhibitions with the objective of exposing the Directorate’s trained entrepreneurs and their products to business opportunities and other avenues to market their products: i. 35th Kaduna International Trade Fair: The Trade Fair with the theme “Agricultural Transformation for Industrial Development: Public Private Partnership (PPP) Approach” was held from Saturday 21st February to Sunday 2nd March, 2014 at the Kaduna International Trade Fair Complex, Kaduna, Kaduna State. Fourteen (14) exhibitors were invited by NDE from FCT, Katsina, Jigawa, Kano, Kaduna, Kebbi, Nasarawa and Gombe States within the North-east, North-west and North-Central geo-political zones to display their goods/wares in the following trades/skills - Metal Fabrication, Cosmetology, Jewelleries, Aluminum doors and windows, Tie &dye, Tailoring, Maize and Sheath bags making, Leather shoes, Knitting and local Perfume making. ii. 25th Enugu International Trade Fair (Silver Jubilee):

The Silver Jubilee fair tagged “Increasing Competitiveness of Nigerian Products in Global Market” was held from Friday 28th March to 7th April, 2017 at Enugu International Trade Fair Complex Enugu, Enugu State. A total of 14 exhibitors were selected from the South-east and South-south geo-political zones of Enugu, Ebonyi, Akwa-Ibom, Anambra, Abia, Imo and Rivers States to display their products from different trades such as Leather works, Soap Making, Cosmetology, Plantain flour production, Fashion design, Interior decoration, Catering and Hat making, using the trade fair to promote Nigerian Indigenous products to portray the efficacy of the training programmes and schemes.

iii. 2014 Lagos International Trade Fair:

The 2014 Trade fair with the theme “Promoting the Nigerian Economy as a Preferred Investment Destination” was held at Tafawa Balewa Square, Onikan from Friday 7th to Sunday, 16th November, 2014. It attracted 14 exhibitors drawn

from FCT, Ekiti, Ondo, Osun, Oyo, Ogun and Lagos States of the South-west geo-political zone to display their products in the following trades: Solar Products, Musical Instrument Making, Jewelleries, Catering and Confectioneries, Tailoring, Shoe making, Adire, Tie & dye products.

This privilege to exhibit at the trade fair has provided opportunities to network with other competitors at the various trade fairs thereby generating greater ideas for the expansion of their businesses and therefore encouraging employment generation.

iv. Centenary Trade Fair:

The Fair, with the theme “Celebrating Creative Excellence and Innovation through Unity in Diversity” was held at the International Trade Fair Complex, KM 8, Airport Road, Abuja, from Tuesday 20th March to 2nd April, 2014. The NDE sponsored three (3) beneficiaries from Kano, Nasarawa and Ogun States whose businesses have high training and self-employment potentials. They exhibited their products from different trades such as Leather works/Shoe making, Food Processing (Wheat/Rice Flour), Kampala and Adire Production to draw the attention of visitors to the efforts the Directorate is making towards employment generation, poverty reduction and wealth creation.

v. Digitalization of NDE Sponsored Functional Projects Nationwide:

The Department designed a database for the capture of verified NDE functional projects nationwide. The outcome of the feat achieved led to the establishment of a digital document whereby the NDE functional projects nationwide have been stored and can be retrieved and updated as the situation demands. A total of 4,130 NDE Sponsored functional projects have been compiled for the purpose of this report, with the newly introduced Micro Enterprise Enhancement Scheme (MEES) in 2013 of the Small Scale Enterprise programme having the highest number of functional enterprises with 1854 beneficiaries and closely followed by the 842 beneficiaries of the Resettlement Loan Scheme of the Vocational Skills Department Programme of the Directorate.

SECTION NINE

9.0 PLANNING, RESEARCH AND STATISTICS DEPARTMENT

The Planning, Research and Statistics Department is the Think Tank of the NDE. It was established by the enactment of the Civil Service Reform Act 43 of 1988 to carry out the following statutory functions:

i. Collection and processing of data and statistics relating to the NDE Operations,

ii. Research into the NDE internal organisation and operational modalities, iii. Research into the sectors over which the NDE has jurisdiction, iv. Running the secretariat of the NDE Tenders Board, v. Monitoring and Evaluation of plan implementation, vi. Management of BDE records and information resources (data bank,

computer services, registry, library, etc.) vii. Liaison with relevant bodies outside the NDE

The above mentioned functions are carried out by the following divisions:

1. The Planning and Policy 2. Research and Statistics 3. Information and Communication Technology (ICT) 4. Job Centre

i. The Planning and Policy Division

The Division is saddled with the mandate of preparing the NDE work plan and budget for project design implementation and evaluation for effective programme delivery achieved through liaison with the Federal Ministry of Labour, the Federal Ministry of Finance and the National Planning Commission in budget defense and evaluation. Also, it makes sure the NDE Procurement Processes are executed transparently as demanded by Bureau of Public Procurement (BPP).

ii. The Research and Statistics Division

The Division is saddled with the responsibility of carrying out baseline and thematic surveys on the relevant areas of employment generation and poverty alleviation activities. It also undertakes the development and management of the Directorate’s database, which in turn acts as a Data Bank and Think-Tank to the NDE.

iii. Information and Communication Technology Division

The ICT Division maintains and manages the information system of the Directorate. It also ensures that the Directorate’s staffs are computer literate and able to connect the world and access information that will help them and the NDE forge ahead in global events particularly as it concerns employment.

Job Centre Division

It is an arm of the PR&S Department charged with the responsibility to provide services that will ameliorate the difficulties encountered by youths during transition from schooling to work. The centre also serves as a gateway to all the NDE programmes and schemes by providing vocational Guidance and Counseling services on the Directorate’s activities.

9.1 Activities/Achievements The Planning, Research and Statistics Department in the year under review witnessed the following: Planning and Policy Division:

1. The division participated in the prequalification evaluation of contractors

and invitation of successful bidders;

2. Participated in the presentation of 2014 Budget proposals of the Federal Ministry of Labour and Productivity at the National Assembly;

3. Preparation of NDE 2015 Budget and defence.

Research and Statistics Division: i. The 2013 Annual Report of the Directorate’s activities, achievements and

challenges across the nation was produced, published and distributed to relevant MDAs and other organisations as reference materials.

ii. Participation in the quarterly Labour force and Job Creation Surveys of the National Bureau of Statistics.

iii. Participation at a stakeholder’s consultative forum on the production and

management of MDAs Sector Statistics jointly put together by the National Bureau of Statistics and the World Bank.

iv. Collation, storage and retrieval of field data on the Directorate’s

operations across the Country.

v. Conducted the Tracer study of NDE training and Loan Scheme beneficiaries in twelve (12) selected states of Katsina, Jigawa, Delta, Bayelsa, Abia, Ebonyi, Oyo, Ogun, Bauchi, Taraba, Kwara, and Benue.

Information and Communication Technology Division: i. Routine Maintenance/services of an appreciable number of both Desktop

and laptop computers at the NDE Headquarters.

ii. Routine and regular maintenance of the internet facilities for effective performance.

iii. Development of a robust NE website that is dynamic, responsive and

scalable.

iv. Received computer consumables from the store to facilitate the work of using computers.

v. Organised a 3-day ICT Upgrading Workshop in Lokoja, Kogi State for

Data Processing Officers selected from 12 states with 2 persons from each zone.

vi. Commenced series of meetings with newly commissioned consultants on

the total overhauling of ICT, basically on Database Development, NDE Web Portal and Internet.

Job Centre Division: 1. Registered and counseled independent Callers who needed vocational

Guidance and Counseling Services of various NDE programmes and schemes. This interaction helps to create awareness on self employment and enterprise creation.

2. Forms JC 01 received and issued out to states nationwide.

3. Guided about 54,397 unemployed youths in career choice and placed about 40,839 of them into various schemes of the Directorate (See table 29).

10.0 INFORMATION AND PUBLIC RELATIONS (IPR) DIVISION

The Division being the image maker of the NDE ensures that regular media coverage and Audio Visual presentations of the Directorate’s programmes and schemes and any other major activities that may be expected from time to time, are executed on both the print and electronic media to boost the public image of NDE. The following are the activities carried out during the year under review: 10.1 ACTIVITIES / ACHIEVEMENTS Placed a felicitation in the National Dailies for the Honourable Minister of Labour and

Productivity, Chief EmekaWoguon the occasion of his 49th birthday.

Provided full media coverage for the flag-off of the Graduate Attachment Programme of the NDE, NDE special day at 35th Kaduna International Trade Fair in Kaduna and the commissioning of the NDE/MDG Skills Acquisition Centres held in Aba, Abia State.

Facilitated a comprehensive Press Release covering all programmes /schemes of NDE.

Provided media coverage of the visit of Special Assistant to the President on Performance, Monitoring and Evaluation, Professor Sylvester Monyeto Bwari Skill Acquisition Centre.

Provided Media coverage of the NDE, EFCC Sensitization training of staff on Anti-corruption.

10.2 LEGAL DIVISION

The Division is saddled with the responsibility of providing legal advice and rendering legal matters as it concerns the NDE. It operates through the following functions: 1. Advising the NDE on the legality and safety of any agreement the Directorate intends to

undertake. 2. Assisting in collating and analyzing data as it concerns legal matters. 3. Drafting and vetting Contractual Agreements and any other legal documents. 4. Appearing for the NDE in court and prosecuting on its behalf both civil and criminal

matters 5. Assisting in formulation and execution of training programmes for the NDE Staff. The Division, in the period under review, executed the following: 10.2.1 Activities/Achievements

Entered appearance and filed preliminary objection in the case ‘JUDESON CHEMICAL ENGR. CO LIMITED VS NDE’ instituted at the Federal High Court, Owerri, claiming that the case is statute barred. This resulted in the case after series of adjournments to be transferred to the National Industrial Court for further hearing.

The case ‘LANI-STEPHENS MUSICAL INSTITUTE VS NDE’ which alleged a breach of

contract between it and NDE was given to the external solicitor to handle at the Federal High Court.

Appeared and filed a preliminary objection on the case ‘DEACON A.V. EZELOBI &

ORS VS NDE OR NOR representing a group of people claiming to be master trainers, stating that Enugu High Court lacks jurisdiction to handle the matter. The case, after several adjournments was ruled in favour of NDE and transferred to Federal High Court.

Responded to the court summon issued against NDE State Office, Anambra, in respect

of the Agricultural Skills Training Centre (ASTC) farm land at Awka to defend the Directorate in the lawsuit.

Appeared in a lawsuit instituted at the Federal High Court, Abuja by the plaintiff, Job

Dangana against NDE and some other government agencies and defended the Directorate for failure to be present at his book launch.

Followed up the case ‘GLOBAL FLEET OIL & GAS VS ATTORNEY GENERAL AND 40

OTHERS’ instituted by Global Fleet Oil & Gas, owners of NICON Insurance at the Federal High Court, Abuja, to refrain the Attorney General of the Federation, BDE and

about 40 other agencies from harassing him over failure of NICON Insurance to fulfil its obligations to the retirees of their organisations.

10.3 INTERNAL AUDIT UNIT

10.3.1 Internal Audit Activities In general, Internal Audit Unit appraises internal control of an entity. The Unit is referred to as government “watch dog”. The Unit ensures that efficiency, effectiveness and economy are considered in carrying out government activities. In 2014, the Internal Audit Unit of the NDE carried out the following activities. (1) Prepayment audit of all payment vouchers prepared by Finance and Accounts. (2) Analyzed reports from States submitted by State Auditors. (3) Post audited payments made by Finance and Accounts. (4) Tool stocks of all NDE items at the Headquarters and States. (5) Carried out personnel Audit. (6) Examined Accounts books opened for 2014. (7) Periodic checking of cash books, bank reconciliations, etc. (8) Examined loan recovery status across the states. (9) Took stocks of MDG materials across the country. (10) Conducted compliance Audit on overhead costs in selected states. (11) Complied the 2013 annual report. (12) Attended the following Seminars/Workshops;
