NOMINATION, ENTRY & STARTING FEES
Nominations closed Friday, January 25th by subscription of $600; all entrants to pay $15,000 to pass the
entry box and an additional $15,000 to start. At any time prior to the closing time of entries, horses not
originally nominated to The Belmont Stakes may be late nominated to the race upon payment of a
supplemental fee of $75,000 to the New York Racing Association, Inc. All entrants (including late
supplements) shall pay entry and starting fees; but, no fees, supplemental or otherwise, shall be added to the purse.
PURSE DISTRIBUTION
The purse for The Belmont Stakes shall be $1,500,000 divided as follows: $800,000 to the winner, $280,000 to
second, $150,000 to third, $100,000 to fourth, $60,000 to fifth, $45,000 to sixth, $35,000 to seventh and $30,000
to eighth.
WEIGHTS - Colts and Geldings 126 lbs. Fillies 121 lbs.
MAXIMUM NUMBER OF STARTERS
The Belmont Stakes field will be limited to 16 starters.
FIELD SELECTION METHOD
In the event that more than sixteen (16) horses pass the entry box at closing time of entries the
following criteria will be used to establish preference: the first eight (8) starters will be determined by highest
total earnings in Graded Sweepstakes (as determined by the ICSC) at a mile or over; the next five (5) starters will
be determined by highest total earnings in all non-restricted sweepstakes; the remaining three (3) starters will
be determined by highest total earnings in all races (in case of tie for this preference-starter to be determined by
lot-original nominees preferred). Horses that do not draw into the starting field of the race shall have all fees
refunded.
The above conditions notwithstanding, any horse which earns purse money in either the Kentucky
Derby or the Preakness Stakes shall be included in the initial eight (8) starters of the Belmont Stakes.
AUGUST BELMONT MEMORIAL CUP
The winning owner will be presented with the August Belmont Memorial Cup, to be retained for one year, as well as
a trophy for permanent possession. Trophies will also be presented to the winning trainer and jockey.

INVITATIONAL RACE PROCEDURESFor horsemen wishing to be invited to The Belmont Gold Cup, The Brooklyn or The Jaipur please contact the Stakes
Coordinator for NYRA, Mr. Andrew Byrnes at 1 (718) 659-2247. Foreign based horsemen may contact Adrian
Beaumont at the International Racing Bureau at 44 013 7865 6666. Japanese horsemen may contact the NYRA
agent for Japan, Nobutaka Tada at 213 3456 7777.
The Belmont Gold Cup, The Brooklyn and The Jaipur are invitational races. There will be no
nomination, entry or starting fees required for these races. NYRA would request that all horsemen interested in
participating in any of these races make contact with one of the aforementioned agents on or before
Friday, May 23rd.
Candidate horses for the races will be assessed on their relative merits by the NYRA Selection Committee.
Graded/Group winners shall receive special consideration, second preference shall be given to graded/group
placed horses. Other essential factors for the selection committee will be the confirmation of intention to
participate.
The NYRA Selection Committee will post the invitees for each of the races on Friday, May 30th. In the event that
a race may oversubscribe; a list of reserve candidates will be established and horsemen will be informed of their
horses’ position on that reserve list. Horses that have been invited into the body of each race will be asked for
confirmation of planned participation by Sunday, June 1st by 1:00 PM (EST). In the event NYRA does not receive
confirmation by this deadline then the invitation will be revoked and a horse on the reserve list will be invited into
the body of the field. NYRA will continue this process until closing time of entries.
HORSES SHIPPING
All horses shipping from out of state to NYRA tracks must meet the following requirements:
1. A 72-hour health certificate with each horse’s temperature clearly written.
2. A current coggins test (the test is valid for one calendar year from when the blood is drawn).
At least 48 hours prior to arrival, horsemen shipping into NYRA tracks should contact Rick
Wickman, the NYRA Stall Superintendent to make arrangements for their stabling needs. Horseman should be
prepared to advise him of their estimated time of arrival and any special needs they may have
concerning bedding. Horsemen must bring their own stable equipment including webbings, buckets, feed tubs, hay
nets, pitch forks etc.
Foreign horses shipping in from countries outside of North America should fly to New York JFK airport. The United
States Department of Agriculture personnel will escort the horses to the Aqueduct Racetrack quarantine facility,
There, a federal veterinarian will test the horse under conditions, which apply at the time of arrival. Horses arriving
on the same flight will be processed together.
Depending on the country of origin, the period of quarantine can differ for each shipment.
All required testing procedures will be expedited and every effort will be made to insure all horses clear quarantine
as soon as possible.
After negative testing results are received, the horses will be released from the quarantine facility. Horses that are
to remain in the United States after their race will be permitted to enter into the main stable areas with the general
horse population. Horse returning to their respective countries after their race will be required to move to the Belmont
Park or Aqueduct Isolation Barn.
QUARANTINE BARNThe Aqueduct Quarantine barn is a federally approved quarantine facility constructed in accordance to the
regulations of the USDA’s Animal and Plant Health Inspection Service (APHIS). It is located at Barn 11 just inside the
main Aqueduct stable gate.
Constructed inside the fully lighted and fenced quarantine facility is a cement block barn with room for horses to be
hand walked, tack rooms and equipment storage available. Removable duty rubber mats that secure natural footing
and increase horse health, safety and comfort are laid in each stall.
Trainers are able to specify the type of feeding and bedding program for his horse prior to shipping. Bottled water
will be available upon request.
No unauthorized person is allowed into the locked down facility; only a groom or hot walker is allowed to care for their
assigned horse. The barn is under 24 security.
ISOLATION BARNThis barn will be restricted to horses coming out of quarantine and after running in their
respective race will be returning to their countries of origin. These horses will continue to be monitored by
representatives of the USDA. Access to this barn will be restricted. This barn will have 24 hour security. Horses will
be permitted to train out of this barn.
MEDICATION RULES AND REGULATIONSMedications are permitted to be used only in accordance with the provision outlined in
section 4043.2 of the New York State Gaming Commission’s rules and regulations. Please
see the NYSGC’s website (http://www.gaming.ny.gov/horseracing) or NYRA.com for
complete rules. Rules can also be obtained at the NYSGC office. The Chief Examining
Veterinarian for NYRA, Dr. Anthony Verderosa will also be available to answer any medication inquiries that may arise.
Injectable materials and any equipment which may be used to administer by injection (needles, syringes, i.v.
tubing, catheters, etc.) and stomach tubing equipment shall not be permitted in a stall with a horse scheduled to
race within the following 24 hours, except under circumstances specifically authorized by an official NYRA or NYSGC
Veterinarian.
ANABOLIC STEROIDSAnabolic Steroids shall not be administered except that the following substances may be administered during per-
mitted time frames and at concentrations that on race day are less than these thresholds:
• Boldenone: All horses may has less than 100pg/ml (including free boldenone and boldenone liberated from
its conjugates) in plasma.
• Nandrolone: Female horses and geldings may has less than 100 pg/ml in plasma; and Intact male horses may
have less than 500 pg/ml in plasma.
• Stanozolol (Winstrol): All horses may have less than 100 pg/ml in plasma.
• Testosterone: Female horses and geldings may has less than 100 pg/ml in plasma; and, intact males horses
may have less than 2000 pg/ml in plasma.
In addition, no anabolic steroid shall be administered by injection into a joint at any time.
Any other anabolic steroids are prohibited to be administered. All post-race plasma samples collected from intact
males must be identified to the laboratory.
A violation of this section shall be considered a positive test within the meaning of this Part.
LASIXNYRA veterinarians will be administering Lasix (a single I.V. injection of Lasix from 3-10 ccs, 4-4.5 hours before post
as prescribe by New York State law). If at the time of administration the trainer or his/her representative does not
communicate the desired dose of Lasix when asked by the NYRA veterinarian, a default dose of 5 ccs (250 mg) will
be administered. All Lasix horses shipping in to race at NYRA must be in the Receiving Barn no later than 4.5 hours
prior to post time. Please note the early post time on Belmont Stakes Day.
ASSEMBLY BARNAll horses must report to the Assembly Barn no less than 45 minutes prior to their designated post time. TCO2 testing
will take place in the Assembly Barn before horses are escorted to the paddock. A fine or scratch may be issued by
the NYRA Steward if a horse arrives late to the Assembly Barn.
PRE-RACE EXAMOn race day, each horse will be examined by a NYRA veterinarian at some time during the morning. This
examination will include observing the horse move at a trot. An attendant must remain with the horse until the
examination is completed.
POST-RACE DRUG TESTINGThe first four finishers and a beaten favorite shall be tested in all stakes races during the Belmont Stakes festival.
Blood, urine and other samples shall be taken after the running of the race. If these samples result in a positive test,
the horse may be disqualified from the race and its share of the purse money shall be redistributed amongst the
remaining horses in the race.
COGGINS TEST (EQUINE INFECTIOUS ANEMIA)All horses stabled at NYRA tracks are required to have a negative Coggins test within the calendar year. This Coggins
test is valid for one year from the date the blood is drawn. Horses shipping in to race at a NYRA track must have a
negative Coggins test on file or accompany the horse.
LICENSINGAll owners, trainers and their employees must be licensed by the State of New York. Horsemen must complete the
license application form, submit two 1.5” x 1.5” photos (with name written on back) and if required, submit finger-
prints on the cards provided by the NYSGC as well as FBI.
All owners of a horse must be licensed.
The fees for licensing are as follows:
Owner (original – new) $100 Jockey $50
Owner (renewal) $50 Stable Employee $5
Trainer – Assistant $30 Fingerprints $102.25
Checks can be made payable to the NYSGC.
The NYRA Stakes Coordinator Andrew Byrnes will be happy to assist with the licensing process.
INSURANCE THE NEW YORK JOCKEY INJURY COMPENSATION FUNDJockey and exercise rider worker’s compensation insurance is mandatory for every owner and trainer racing in New
York. This insurance must be taken out through the NYJICF. For 2014, the base premium is $840 (maximum) for
each owner and trainer. In addition owners will be charged .9% of purse money earned and trainers will be charged
$ .90 per day per stall. For shippers, owners and trainers will be charged $210 each per start for their first four starts
(for a maximum of $840) and owners will be charged .9% of purse money earned. Trainers will be charged $.90 per
day per stall assigned.
WORKERS COMPENSATION INSURANCEIf you employ, or plan to employ, track, stable or other help, horsemen must provide proof of workers compensation
insurance to the NYSGC at the time of applying for a license. The certificate of insurance must name the NYSGC as
a certificate holder. Trainers will not be allowed to participate until proof of insurance is provided to the NYSGC.
HORSEMEN’S BOOKKEEPERThe Horsemen’s bookkeeper’s office will be open on racing days from 9:00am until the running of the last race. The
office is located in the racing secretary’s office.
Owners and trainers are required to file their complete address information, U.S. tax reporting number, jockey fees,
jockey insurance and all fees for stakes engagements prior to the post time of their race.
Purse money is available two days after the date of the race. Please note that all requests for checks must be done
in writing, and an owner’s signature card , or authorized agent form on file with the Jockey Club, must be completed
before purse money will be released.

Horsemen’s parking lot. One complimentary parking pass will be given to each trainer or jockey that is
participating Belmont Stakes day upon availability. One pass will be given to an owner upon request per horse.
Owners and trainers with multiple horses participating will not receive multiple passes for parking. Horsemen
requesting extra parking passes may purchase parking at face value upon availability.

THE JOCKEY CLUB
Per New York State racing law, no individual shall race a horse under a stable name unless such stable name is
currently registered by such individual with The Jockey Club. When, in the opinion of The Jockey Club, the use of a
name required to be registered with it would deceive or improperly lead the public, or would otherwise be contrary to
the best interest of racing, it shall notify the board, which shall consider the matter and take such action with respect
thereto as it deems appropriate.
An individual cannot have registered more than one stable name at the same time and as long as such individual has
a stable name registered, he/she shall not use or permit the use of his/her real name to identify his/her ownership
interest in the racing qualities of any horse. Trainers are not eligible for stable names.
Fees for the registration of a stable name are $100 and expire at the end of each year.
Forms are available at The Jockey Club offices located at Belmont Park or at www.jockeyclub.com.
A stable name can be no longer than 35 characters, including punctuation, spaces and the
appropriate suffix. Stable names must be unique against other stable names and horse names, all Jockey Club
names rules apply.
An ownership group must designate a managing partner in which such person will be
responsible for all financial obligations and notify the racing office as to the colors the horse will run in. All
partners within the ownership group must be properly licensed.
TAXATIONForeign participants are strongly advised to file for an individual Taxpayer Identification Number (W-7) before
the running of their perspective race. It is also advised to fill out an Exemption from Withholding of Tax on Income
Effectively Connected With the Conduct Of a Trade or Business in the United States form (W8 ECI). These forms are
available at the paymaster’s office . Forms are also available at local United States Embassies throughout the world.
TURF SHOE POLICYOnly Flat, Queens Plate & Queens Plate XT shoes will be allowed on the front or hind shoes. This rule will be strictly
enforced for all turf races and morning workouts at Belmont Park. Any horse found to have the wrong shoes will
be reshod if time permits or will be scratched at the owners expense. A fine will be levied against the trainer at the
discretion of the Stewards.
MAIN TRACK SHOE POLICYA Queen’s Plate or a toe grab up to 4mm will be allowed on front shoes on the dirt. No other traction device will be
allowed. Only plain hind shoes may have a 1/4 “ bend, bar shoes and aluminum pads will be permitted all around.
Any horse found to have the wrong shoes will be scratched and a fine will be issued at the discretion of the Stewards.
WORKOUT REQUIREMENTSNo horse shall be permitted to start if he/she has not started in a race or had a recorded workout in the past thirty
(30) days at a racetrack or an approved training center.
For foreign horses, the workout requirement will be waived for horses running in a stakes race within 7 days of
clearing USDA quarantine.
TURF WORKOUTSTurf workouts are held on Sundays at Belmont Park. Special accommodations will be made for horses participating
in stakes races held during the Belmont Stakes Festival. Permission to work on the turf course must be obtained
from the racing office at least one day in advance. Ponies will be allowed on the turf course if needed but permission
must be obtained first.
STARTING GATEAll foreign horses will be required to stand for the starter in the gate prior to starting in any of the Belmont
Stakes Festival races. Upon clearing quarantine, foreign connections are advised to contact the starter, Roy Robert
Williamson, to make arrangements.
SADDLING STALLS AND SCHOOLERSSaddling Stalls are available for each horse in the Belmont paddock. Unruly horses may also be saddled in a
secure walking ring behind the paddock with permission obtained from the paddock judge. Horses may school in the
mornings leading up to race day during training hours or from 11:30-12:30 am on race days with permission.
DIRT COURSEThe main track at Belmont Park, nicknamed “Big Sandy”, has a circumference of 1 ½ miles (2.4 km) making it the
largest dirt thoroughbred racetrack in North America. The stretch run on the main track from the top of the lane to
the finish line is 1,097 feet (334 m). There is a straightaway chute on the backstretch that permits races up to 1 1/8
miles (1.8 km) to be run with one turn.
The main track has a cushion of 4 ¼”-4 ¾” of sandy loam material. Under which, a 10” base of Clay/Silt/Sand mix
is used to secure the racing surface. Followed by a sand drainage course and natural soil completing the makeup
of the main dirt track.
TURF COURSEThere are two turf courses at Belmont Park. The first being the Widener course spanning 1 5/16 miles (2.1km) plus
27 feet. The inner turf course has a circumference of 1 3/16 miles plus 103 feet. Both courses have chutes which
allow for 1 mile and 1 1/16 miles turf races. The turf is a Kentucky Blue Grass; with an 8” sandy top soil growing
median; under which lays natural soil.
BREEDERS’ CUP CHALLENGE RACESThe Metropolitan Handicap and the Ogden Phipps Stakes will both be part of the Breeders’ Cup Challenge series
for 2014. As part of the enhanced benefits program for Breeders’ Cup Challenge race winners, the Breeders’ Cup
will pay the entry fees* for the winner of each race if they decide to later participate in the Breeders’ Cup World
Championships. Breeders’ Cup will also provide a travel allowance for all participants shipping from outside of North
America of $40,000; owners of domestic horses shipping to California within North America will receive a $10,000
travel allowance. The Challenge winner must be nominated to the Breeders’ Cup program by the Championship’s
pre-entry date to receive the rewards.
* Challenge race winner awards may be applied to other Championship races.
