Mr. Hernandez was appointed deputy commissioner July 1, 2014. As the Deputy Commissioner, Mr. Hernandez works with ADE, legislators and school districts on finance, legislation and other education issues. Prior to his appointment as Deputy, Hernandez has served as the assistant commissioner for Fiscal and Administrative Services since July 2013. As assistant commissioner, he had oversight of the agency’s finances and the distribution of funds to public schools. Prior to working for ADE, Mr. Hernandez served as superintendent at Danville Public Schools for two years and was the principal/athletic director for Western Yell County High School in Havana for one year. Before becoming an administrator, he taught in Fountain Lake Schools in Hot Springs, Hot Springs Middle School, Danville High School and Marion Abramson High School in New Orleans.

Research & Technology Arkansas Department of Education

Mr. Decker began working for ADE in 2009 as the ADE coordinator of special projects and later as the director of information systems. He was responsible for several successful major information systems projects, including the ADE Data Center and the statewide longitudinal data system. As the Assistant Commissioner of the Division of Research and Technology, Mr. Decker leads the division of Research and Technology and serves as the agency’s chief information officer for information systems. Previously, Decker worked for Dawson Education Service Cooperative and Environmental and Spatial Technology Inc., commonly referred to as the EAST Initiative, in Little Rock. An Arkansas native, Decker has a Bachelor of Science degree in Information Science, a Master of Science degree in Information Quality and is pursuing a doctorate in Information Quality from the University of Arkansas at Little Rock.

The presenter will discuss the importance of accuracy in data reporting with regard to its impact on the accreditation status of schools. This will include discussions concerning course codes, student data, teacher licensure, legislative updates and other issues that may impact data submissions for the 2014-2015 school year. The presenter will demonstrate the online accreditation system.

The Web-Based Statewide Information System (SIS) is a system developed by the Arkansas Department of Education’s Research and Technology Division to enable school districts to submit and certify data to the State. The system is used by school districts using eSchoolPLUS and FinancePlus software for Student Management System (SMS) and Financial Management System (FMS) respectively. This session is mandatory for SIS Coordinator of districts new on the eSchoolPLUS software.

New Cycle Coordinators Training ................................................................ 1:30 p.m. – 4:30 p.m. This session is designed for any new state reporting coordinator, whether new to a district or new to a position, and any coordinator in need of a “refresher”. The presenters will introduce all aspects of cycle reporting, as well as allow for specific questions from attendees to be answered. The 2 hour workshop will focus on the required early childhood data elements to be submitted to the Arkansas Public School Computer Network (APSCN) office for Cycles 2-7 reporting for the 2014-2015 school year. In addition, the workshop will provide information and instructions for reviewing the 2013-2014 Cycle 7 data in MySped Resource.

Growth of alternative education opportunities may create tremendous challenges to individuals that are not fully aware of requirements. This session will train the novice and reassure the expert concerning detailed data entry. Student coding, funding, cycle reports to include days and minutes will be discussed. Chapter 48 is the law that mandates and governs Alternative Education Environments, it will be explored and also expounded on as the rules and regulations are also introduced. Program Descriptions light the way to explaining how all requirements are met. Technology evolution and education expectations pertaining to the alternative education programs will be shared. This nontraditional program changes lives and creates positive outcomes for our students. The delivery will be interactive, creative and enlightening.

This session will deliver an overview of PARCC Assessments, components, delivery, and test design. The presenters will provide guidance to inform planning and scheduling test administrations within the PARCC component windows; updates on Pearson testing platform requirements and recent technology communications; and information and timelines about student date fields that be used to populate the PearsonAccess management portal.

The Arkansas Ed-Fi Dashboards will empower educators with relevant, timely, student-centric information that will enhance data-decision making in the classroom to improve student achievement. The dashboards will be available to districts who have implemented eSchoolPlus (Districts in Phases 1-3) in the 2013-2014 school year. All remaining districts will have access to the dashboards the following year. This session will provide an overview of the dashboards, what data is included in the dashboards, and where the data originates from in eSchoolPlus.

Cycle 2 Enrollment and Eligible data impacts the distribution of millions of federal and state dollars to school districts. This session will discuss the Child Nutrition Cycle 2 requirements, avoidance of discrepancies in data reporting and the new Direct Certification process.

This session will provide an overview of the CTE End of Course Online Assessment process through PCG Education. There will be discussions regarding the data reporting and analysis processes on the state, coop, and district levels and explain to participants how data is used to drive program improvement and increase student achievement.

This session is an overview of the Arkansas Department of Education (ADE) Federal Reporting process and requirements using Statewide Information System (SIS) data as the authoritative data source. The presentation includes generalized overview of U.S. Department of Education EDFacts initiative to collect data as approved through the Office of Management and Budget (OMB) and the impact on state reporting as submitted and certified by school districts/cycle coordinators using SIS Cycle 1 thru Cycle 9 data submissions process.

This class is for Counselors, Registrars, or any user who will be responsible for pulling or sending transcripts. Learn how to use Triand to search for and view student records containing demographic data, state and local assessments results, course history, current schedule and more. Learn how to send and receive transcripts from another Arkansas school or to a higher education institute. Pursuant to Ark. Code Ann. § 6-80-107, using Triand to submit student records electronically to Arkansas schools is a requirement for all Arkansas public schools, regardless of grade level.
