Tour Headquarters:1This project combines four historic buildings at the southwest corner of South Salina and West Fayette Streets. The Witherill, Wilson and Bond buildings are contributing members of the South Salina Street Downtown Historic District. The Chamberlin Building is a contributing member of the adjacent Armory Square Historic District.

Located at 300-304 South Salina Street, the Witherill Building is a four-story, brick Italianate block designed by architect G.P. Randall for Henry Pike in 1855. The build-ing housed a number of businesses at the street level with offices and classrooms above. The Syracuse High School occupied rooms on the upper floors from 1856-1861 and Bryant & Stratton Business College occupied the upper floors in the 1870’s and 1880’s. In 1905, Liston A. Witherill leased the block and began improvements on the stores at 300 and 304 South Salina Street. The building was modernized in the mid-20th century with major renovations in 1959, 1962 and 1964.

The five-story brick Chamberlin Building, at 113-117 West Fayette Street, was built in 1895 and named for W.H.H. Chamberlin who operated a stationery store and litho-graphing business in the building. The heavy timber frame building was constructed inside the load bearing brick party walls of an earlier three-story structure. The build-ing was purchased by L.A. Witherill, Inc. in 1937 and incorporated into the expanding Witherill Department Store.

The Wilson Building at 306-312 South Salina Street was designed by Charles Erastus Colton, a prominent Syracuse architect, who also designed the Syracuse City Hall. Constructed in 1898 in the Beaux Arts style, it replaced an earlier building that was destroyed by fire in 1897. The seven-story brick building has a cast-stone façade. The storefronts were updated in the 1940’s and again in the 1970’s. A later remodeling involved the storefronts up to and including the second story sill course. The entry to the stair lobby, at the north end of the façade, retained its original configuration.

The Bond Building at 320-324 South Salina Street is the smallest of the four build-ings. It is a three-story wood frame; double commercial building with a flat roof. The building suffered two devastating fires, one in 1892 and the other in 1897. The second fire caused the collapse of a portion of the third floor into the offices below necessitating the removal of the third floor and a portion of the second floor in the middle of the building. Today only the front third of the building is a full three stories

above the basement. In 1920, architect Charles D. Wilsey was hired to renovate the building for the L. Vinney Company. The plans called for two stores to be opened to create one large commercial space and for an entirely new front with copper trimmings and plate glass. The first floor storefront has been modernized since the 1920’s renovation.

The Pike Block project initially began in December 2005 when Adapt CNY, Inc. a non-profit entity spun out of the 40 Below organization, secured control of the Wilson Building from the City of Syracuse. Adapt CNY raised more than $1 million in grants and private dona-tions and helped lay the groundwork for redevelopment on the 300 block. Recognizing the role strong urban cores play in producing economically vibrant regions, CenterState CEO’s predecessor orga-nization, the Metropolitan Development Association (MDA), with the direction of the region’s business leadership, identified the need to take on this transformative project. The MDA sought to reestablish Syracuse’s main street by acquiring three of the Pike Block buildings in August 2007, packaging the properties, negotiating their redevelopment as one project, facilitating financing, and finding the strongest development team to move the project forward. VIP Structures was chosen through a competitive request for proposals process. A committee of 10 community and business leaders, with backgrounds in finance, construction, and real estate, reviewed the proposals, selecting VIP in summer 2009. Since that time, VIP Structures has been dedicated to executing a vision for the proj-ect that will have a measurable impact on the transformation of their hometown.

VIP is at work on a mix of 68 residential units and 25,000 square feet of retail space in the four buildings, which through selective demolition and renovation are being integrated. Residents have access to a secure ground level courtyard, as well as a rooftop deck. Units feature hardwood floors, granite countertops, stainless steel ap-pliances and same-floor laundry facilities. The Pike Block will contain a pedestrian walkthrough to create a connection between Armory Square and Salina Street that will be open for public use. Tim Horton’s, Jimmy John’s, CenterState CEO and the Downtown Committee have already moved into commercial space within the build-ing, and Pathfinder Bank will move in later this year.

The Onondaga Music Building was opened as the Wood C. H. Company Machinery in 1914. The Onondaga Music Co. owned the building, and stood as the oldest retail com-

pany in continuous operation in the city, selling musical instruments, music sheets and providing music lessons. The space housed a variety of nightlife establishments until it was purchased by Max Chutinthranond in June 2013. Planning is underway to renovate the building for mixed-use.

The plan is to repair and renovate the building, while preserving the historic qual-ity as a National Register building. Residing within a registered historic district, the Onondaga Music Building contributes to the character of the Armory Square district. Built after the turn of the century, its four stories and materials are in harmony with other 19th century structures. It demonstrates the development of warehouse build-ings, as the advancement of building structural systems progressed – larger window space, steel structural system, and copper panels.

The Onondaga Music Building will be renovated to include a restaurant and banquet facility, commercial space, and apartments, all while preserving the historic charac-ter of the building. The first floor will provide a full-service restaurant with the capaci-ty of a banquet facility. Commercial space will also be available on the first floor for a partial lease. The second to fourth floors will be renovated into 21 apartments, seven apartments per floor. Units will range in size from 878 square feet to 1,319 square feet, with either one or two bedrooms, and one or two baths. All apartments will feature hardwood floors, porcelain tile floors in baths, carpeted bedrooms, exposed

brick walls & timber beams, cherry wood kitchen cabinets, granite countertops, stainless steel appliances, washer/dryer in every unit, individual heating & cooling equipment, energy-efficient windows, on-site storage, and 10’ ceilings with an open floor plan. The Onondaga Music Building is conveniently located in the heart of downtown in the Armory Square District, with nearby, convenient parking.

Dey’s Plaza401 South Salina Street

3The Dey Brothers Building is actually five interconnected buildings constructed and con-nected over a 76-year period to house the thriving Dey Brothers & Company Department Store. The original Dey Brothers Department Store building was constructed in 1893 on the southeast corner of South Salina and East Jefferson Streets. It was designed by Archimedes Russell in the Italian Renaissance Revival style using post and beam construction.

When the department store opened on May 2, 1894, the first four stories contained the sales floors and company offices. The fifth floor was the stock room serving the entire store. Much of the sixth floor housed the factory of the Deys Patents Company, which manufactured timekeeping equipment. As the department store outgrew its confines of the original building, the firm of Archimedes Russell was again retained to design an addition to the building. A residential parcel on Warren Street, at the rear of the store, was purchased and the house was demolished to make room for an eight story addition to the department store.

Since then, the building has undergone extensive alterations, including the addition of the final, fifth building of the amalgamation, called the Caget Building, constructed in 1968 on the southwest corner of East Jefferson and Warren Streets and abutting both the original Dey Brothers Building and the Warren Street addition. The interiors of the buildings have undergone numerous renovations as they were joined to become one large department store. Further renovations were made in 1994-1995, after the store’s demise, when the building was converted into a modern office building, known as Dey’s Centennial Plaza.

In October 2010, Paramount Realty Group began construction to turn the upper floors of the building into high-end residential units and to renovate the ground floor retail space. Renovation was completed in March 2011, resulting in 45 one- and two-bedroom units and new ground floor tenants including Café Kubal, BTI The Travel Consultants, Holt Ar-chitects and Gannon’s Isle Ice Cream. The apartments range in size from 660 square feet to 2,350 square feet and rent between $800 to $1,800 per month plus electric (the cost of gas is included in the rent). The apartments are luxuriously appointed with Brazilian hardwoods, granite countertops in kitchens along with white Carrara marble tiles and countertops in the baths. Each apartment has a washer/dryer and a full complement of kitchen appliances including a wine cooler in the majority of the apartments. There is security personnel located in the lobby twenty-four hours a day and parking is available in the lower level of the building for an additional charge.

443 South Warren Street is located in the heart of Downtown between East Jefferson and East Onondaga Streets. The upscale apartments were designed by Jacob Cooper, Archi-

tectural Designer. The building’s unique location provides easy access to many retail establishments, as well as direct access to the business/civic district with great views of the majestic Onondaga County Courthouse and Columbus Circle.

The 443 Building was built in 1920. This former Bank of New York building has since housed several offices until Shalimar Properties purchased it in 2013. The space is currently being renovated into a multi-unit building, with two, deluxe residential apartments on the second and third floors. The building is approximately 10,000 sq. ft. The first floor will be used as common area space to include a small private fitness room, a recreational room with pool table and various game room extras. Adjoining the game room will become an in-house theatre with full surround sound audio.

The second and third floor suites are approximately 2,800 square feet and include 10-foot ceilings with large windows overlooking Columbus Circle and the Court House. Each level has an open floor plan with two large bedrooms, an office/study, a modern kitchen, two full and one half bathrooms, a large laundry room and out-door patio space. When complete, the space will have high-end finishes including a complete audio sound system integrated into each room, granite countertops, stain-less steel appliances and hardwood floors. Anticipated completion is later summer 2014.

5Merchants Commons is comprised of two buildings: the former Merchants Bank Building and the Snow Building. The Snow Building on Warren Street is an eight-story roman-esque revival building, one hundred-two feet high, which was designed by Archimedes Russell in 1888. It was Syracuse’s first skyscraper, built for C.V. Snow, a wholesale druggist. Besides being the tallest building, the Snow Building was also to be the best fireproof structure in the city. Having served as Fire Commissioner from 1884-85 and as President of the Board of Fire Commissioners for one year, Russell was now able to give practical expres-sion to his concern for safer buildings. In 1911, Archimedes Russell and Melvin King added two stories to the existing eight of the Snow Building in order to conform to the height of the adjoining University Block, which had replaced the old Remington Block in 1898.

Washington Street Partners took control of the building in 2011 transforming it into Merchants Commons, a modern, urban mixed-use project completed in summer 2013 that features 66 residential apartment units and the head-quarters of Syracuse Media Group. The building was completely renovated and upgraded with modern, high-end finishes while still maintaining much of the character of the original structures. Merchants Commons offers several unique amenities including a fitness center, a private club/entertainment room, a rooftop deck and secure, covered parking. Additionally, units feature high-end appliances and finishes in an effort to complement a more upscale lifestyle.

The Courier Building was built in 1844, and was known as the Frazee Block. It was renamed Courier Building in October of 1856 after the newspaper and printing office the

building housed, known as the Courier Newspaper. Despite major alterations to the building after the newspaper, the historically im-portant balcony remains intact on the Montgomery Street side where Daniel Webster gave his famous “Syracuse Speech” on May 26, 1851. Webster warned local abolitionists that aiding and abetting fugitive slaves would be considered treasonous.

The Courier Building will yet again undergo major alterations, while still keeping its historic charm intact. The project has been listed on the National Register of Historic Places and has received approval from the State Historical Preservation Office (SHPO). The East side of the ground floor will house the Ameriprise Financial office of James F. Prioletti, CFP, ChFC, the new owner/developer of the project. The west side of the commercial space is planned to house a bistro with interior and street side seating.

The upper three floors will house nine luxury apartments capturing the views from its historic windows. The apartments will range in size

from 850 square feet to 1,350 square feet. Each apartment comes with available adjacent parking, 24/7 automated security, stainless and granite finishes/appliances in kitchen and bath, high-end finishes throughout, bamboo flooring, professional range, private se-cured entrances, elevator, full-size washer/dryer per unit, individual high-efficiency HVAC per unit, interior access to bistro/coffee on first floor, cable and Wi-Fi ready.

235 E. Water St. 7Located in what was once a bustling thoroughfare along the Erie Canal lies a block of historic 19th and 20th century buildings just outside Hanover Square. These build-ings, anchored on one end by Hanover Square’s perennial fountain and on the other end by the only remaining weighlock building in the United States, are part of a new Syracuse neighborhood currently under development. The 235 East Water Street redevelopment project builds on the success of other Downtown Syracuse projects to provide high-end, modern, and urban living and working opportunities for Central New Yorkers.

Troy Evans and Joshua Werbeck purchased 235 East Water Street in 2013. Troy is a local real estate developer and Josh is a real estate attorney at Bousquet Holstein PLLC with experience in development and tax credit projects. Randall Crawford of Crawford and Stearns Architects and Preservation Planners is 235 East Water Street’s architect. Bruce Harvey and Cynthia Carrington-Carter have been contracted to complete a National Register of Historic Places nomination for the property.

Upon completion, 235 East Water Street will offer highly visible first floor commercial space that’s conveniently located across the street from the bustling State Tower Building, Syracuse City Hall, and the New York State Office Building. In addition, 235 East Water Street will offer luxurious and modern loft style apartments – each with its own floor – to tenants interested in taking part in Downtown Syracuse’s revival. Each residential unit will be well-appointed with hardwood floors, exposed brick walls, granite countertops, stainless steel appliances, tiled showers, and an open floor plan designed to provide ample amounts of natural light throughout the living space. Residents will also benefit from 235 East Water Street’s proximity to numerous restaurants, bars, retail busi-nesses, and office spaces all located within walking distance from their new home.

9Creekwalk Commons will transform the now vacant E.M. O’Donnell building into apart-ments housing up to 146 students beginning in the fall of 2014. The E.M. O’Donnell build-ing is directly across Erie Boulevard West from National Grid. The utility and its predecessor, Niagara Mohawk Power Corporation, used it as office space and a customer service center for 25 years until its lease expired in 2010. The building has been vacant since 2010.

The $17 million adaptive reuse development project will create 75 apartments along with 12,000 square feet of retail space in the former E.M. O’Donnell building, located at 324 West Water Street. The building fronts the Onondaga Creekwalk, a popular downtown amenity, and is also located on the Connective Corridor, providing an easy connection to the University Hill area.

Construction is underway and a fourth floor has been added to the building. Amenities were designed with input from students and will include state of the art laundry facilities, a fitness center, storage facilities, project workshop rooms and study space, indoor bicycle storage and a theater/game room. Monthly rents range from $985 per bed for two-bedroom units, $1,200 per bed for extra spacious two-bedroom suites, $1,000 for studio units and $1,100 for one-bedroom units. All units are fully furnished and will include all utilities, high speed internet service and cable television. Safe and convenient parking is available at an additional cost via the connected bridge to the Washington Street parking garage.

One of the most unique features of Creekwalk Commons is that it is not directly associ-ated with any particular college or university, but instead welcomes students from any local college or university including students from Syracuse University, LeMoyne College, St. Joseph’s College of Nursing, SUNY Oswego Metro Center, SUNY ESF or SUNY Upstate Medical University.
