2014 NFL DRAFT NOTESIs there any different approach this year without having a first-round pick?“It’s different because there’s going to be, I wouldn’t say weaker, but a lesser grouping of top talent available at that spot, but you’re stillgoing to hope that one of those guys that you have in that upper group falls to you. Then you work accordingly.”Are you actively looking to move up in the draft?“I’m keeping our options open. I feel if the opportunity presents itself and there’s a player we absolutely feel we have to have, that we allcollectively as a group are really, really pining for, then we’ll try and do that, if it’s possible. At the same time, I have five picks. It’s notlike I can offer up a whole lot to make any great moves upwards.”A couple years ago, you said you would rather start a rookie in the secondary than on offensive line. Has that philosophychanged at all?“It all depends on your situation, obviously. If you have an ultra-talented corner that can match up physically, there’s less to know outthere on that island in the scheme we play. There’s a lot going on on the offensive line. There’s a lot to know, and there’s a lot of thingsto overcome and adapt to in a game environment just from a mental standpoint. It’s still I think a harder learning curve, definitely.”Do you feel better where the team is right now at center or safety?“Both of them are still a work in progress. It’s an evolving situation. We have talented players. We actually have three snappers currentlyon our roster. I don’t know if you guys realize, Donald Thomas has played snaps, albeit in the preseason, but he’s played snaps at center. If you go through most rosters and depth charts, you usually will have, generally, your starting center, your more true center, so to speak. Then, you’ll have usually a guard who can snap, or a guy who’s a guard first that can also snap and play at winning level as your secondcenter. We have three snappers now. We’ll keep our options open. Like all position groups, it doesn’t matter who you are or where youcame from, we’ve been pretty consistent, the best players play. Whoever is going to start for this team in 2014 has to produce and playat a winning level week-in and week-out, period.”How did Phil Costa’s retirement change your plans and will you consider centers in the draft now?“We’ll keep our options open, always trying to improve. We took Khaled Holmes in the fourth round. We obviously have plans for him,but again, you have to compete and you have to win a job. You’re not just going to settle into a job for being average, mediocre or ade-quate. You have to play at a winning level and ascend to a championship level. We have to do that collectively I think to win a champi-onship. We’ll continue to look at all positions. There are areas we pinpoint in our personnel meetings where we feel like we can createeither more competition or create more depth. At the same time, you have to have those players available to do that. If there’s somebodyout there that has a chance to make us better, we’ll explore that. We’ll bring him in, we’ll work him out, or we’ll try to acquire him one wayor another, or we’ll try to look for him in the draft. If there’s nobody that’s either sitting there or no one on the street, we’re not going tojust plug someone in who has name recognition. That’s why we have a staff of scouts and good personnel men, football men and coachesaround to make those decisions on who we feel we should give those chances to.”How has the signing of Hakeem Nicks affected your thoughts on stockpiling more receivers in the draft?“If there is someone that can make us better, we’ll try to acquire him. We definitely feel better about the wide receiver position now withthe addition of Hakeem. He’s a competitive, lights-out type guy that can make big plays for us in the passing game. With Reggie (Wayne)coming along like he is and the younger guys and the flashes they’ve shown in the past, the bar’s set higher at that position group.Again, like I said, no matter where you originate from, no matter who you are, the bar is set really high for who’s going to start on thisfootball team. It’s kind of like when we first got here, it’s more of a unique deal because of Andrew (Luck) and our early success. It’sbeen more like a ‘win-now/reload on the fly.’ That’s just kind of how the approach has been. It’s a little bit unique but that’s kind of howit’s been. While you still want to restock your roster, you still want to be able to have guys that are ready to go out there and play thathave been there, done that in a sense, so you can keep winning games. It’s about winning football games. We’re going to try to get thebest players. If they have to sit for a year, that may be the case. Hopefully, we’re going to get guys that are going to challenge early.”A lot of analysts have said this is one of the best drafts they’ve ever seen. Has that been your assessment and will it benefityou since you don’t have a first-round pick?“There’s definitely deep spots in the draft. There’s definitely some spots where it’s not as deep, but there’s a good handful of really goodplayers that are going to be available for the taking. With a very deep draft and with all the juniors, the exciting thing is after the draft. We are going to really focus on that. We’ve talked about it a lot with this extra time with the draft. The hay’s in the barn. We’re not goingto sit here and create paralysis by analysis. We’re looking at different avenues on how we can be productive on draft day with just fivepicks. I think after the draft, with the depth of this draft, I feel that’s really an area to really target. We’re going to really streamline thatprocess, go and try to get those guys we covet that are still sitting on that front board of ours and go after them guns blazing to hopefullycreate that top 61-man roster with the practice squad. We look beyond the 53, we look beyond that. We want to be able to acquire thebest possible players. Even the backend of those guys that are even ‘C-type’ free agents that maybe we get at a position group that’sloaded, you still want those guys to have a skill set, the competitive fiber, the football intelligence to have a chance, a chance to start. You know they’re at least going to make some noise in camp, whether it be from a play-speed standpoint, from a competitive standpoint. There’s all different types, whether it be a guy that has an adequate skill set across the board, but has off-the-charts football acumenand recall of the scheme. Those type of guys can make a splash in camp as well, just for doing things the right way, being where they’resupposed to be and being in the right spot to have a chance to make the play. Some guys are ultra-talented, but they’re never in the rightspot.”How critical is it to supplement the roster with signings like Josh McNary and Jerrell Freeman?“It’s what drives us. It’s what’s exciting. I really hope I never lose any of that zeal for finding those diamonds because that’s what droveme on the road as a scout. That’s what all those guys on my staff remind me of when they get excited and bring me a player. It’s gettingpretty late now. We’re still kind of just picking up some twigs and straw outside the barn. All the hay’s already in there. Those last bits ofstraw we throw in there are going to be for guys after the draft. Every once in a while you get a guy from a school that I guarantee you95 percent of the people in Indianapolis have never heard of that blew out a Pro Day when he was at a D-I school. Our scouts do theirdue diligence, pull him aside, set up a private workout with him on the sly, try to make the kid take an oath to never say a word (laughs). All those types of things you do when you’re an area scout. At the end of day, it builds excitement. You get that guy in here, maybe evenas a mini-camp waiver guy who is basically a three-day tryout guy because you have to fill bodies to be able to practice after the draft. Those guys are neat when you bring them in because they’re kind of that unknown commodity that really flashed, but the tape is hardto watch. It’s so poor. Maybe a pass rusher is playing against a 5-11, 220-pound left tackle. It’s a hard deal to assess. You get them inthis environment and you can usually tell right away if they belong or not. That’s something, it’s a fun part of it. It helps our scouts I thinkcontinue in this long lull we have to dig. But again, it’s not for our front board, it’s for our back board.”

2014 NFL DRAFT NOTESHow did you get Josh McNary?“Really, the credit goes to our pro department, pro scouts who attend the regional combines. We’ve been active participants in that. We’ve signed two fullbacks the other day that were at the Super Regional. I went in to see Josh in, I want to say, maybe August of 2010or (2009). It was my first school visit of the year. He had I believe 13.5 sacks or maybe the second-most sacks in the country as a juniorand he was playing that flex, double-eagle defense that his coach had out at Cal-Poly with Chris Gocong, and all these guys that madetons of plays. He was playing that outside, defensive end, hybrid position. He made tons of plays. We had him late four, fifth round, whenI was with Philly. He had to serve his commitment so you just completely forgot about him. He got brought to my attention by Jon Shawbecause you are always looking for fullback, possible former inside linebackers that can play fullback because there’s such a shortageof them these days. He brought Josh to my attention and I’m like, ‘You’ve got to be kidding me.’ I had forgotten all about him. He lookedgreat. He was like 251 pounds. He ran a sub-4.7 and he really did a nice job catching the ball out of the backfield and that’s when wewere kind of looking for fullbacks early last offseason. He came here and within a week, and it took a while for the paperwork to getthrough, but once he got here, within a week of a guy who had never played inside linebacker before was going to be our starting nickeluntil he hurt his hamstring. It was bad but it was good in a way because we were able to stash him on our practice roster. No one had alick of tape from the preseason on him because he would have been claimed in a hurry if we would have exposed him at the cut downbecause he’s smart. He plays fast. He’s a big, great-looking kid. Again, like you alluded to before, looking in every corner trying to findtalent and that’s what we do. That’s what our pro guys did at the regional combine.” With only five picks, is there appeal to try and collect some more?“You’d love to. You’d love to. But you always have to have willing partners. Our phone lines will be open. Hopefully they are ringing be-cause if there is a player there and the whole room is kind of ho hum and you’re like ‘It fills a need,’ that’s not the type of environmentwe want to create. We want excitement when we are turning that card in. We want guys high-fiving, not doing limp handshakes. If thereare guys that fall to us that we are kind of luke on, you would love to trade back and acquire some more picks because then I feel likewe can get those guys later that fall to us in the other rounds.”How do you balance the win-now mentality versus building for the future?“It’s uncharted waters like a lot of these last two years have been in this building. We just kind of adapt. It’s an adapt-or-die mindset. Ifeel like every situation is different in our league, every roster is different, every player at each position, especially quarterback is different, and they all bring something a little different to the table. And that’s why we took (Luck) No. 1 overall because across the board youcheck every box and it’s pretty much outstanding. It’s not very good or adequate or good and those are kind of what we go by. They areall outstanding and the football intelligence, having the intestinal fortitude for those comeback games, which he’s done since high school,he’s done everything. Been more of a leader with each passing day. When you have someone that can kind of put the team on his shoul-ders and do that, you’ve got to do your best to protect him and get those players around him to help him win and continue to win andbuild sustained success. It wasn’t a situation where, if we would have come out and been 0-6 and something like that and really struggled, then it would have been a different mindset. But when you beat the Packers with no head coach, guys rose to the occasion. It’s just acredit to the unbelievable job that Chuck (Pagano), BA (Bruce Arians) and everybody conveyed and it stuck. It would have been kind offoolish to sit there and try to think ‘Well we can’t win now, let’s just pack it in this year.’ The overall character in this building, the way allthese coaches are wired, that’s kind of never been the feeling, or the players. I think (Robert) Mathis and Reggie (Wayne) would havepitched a big fit if we would have been talking we weren’t trying to go win a Super Bowl in 2012 and that was the mindset regardless ofwhat everyone thought.”Do you like the makeup of the defensive line?“I really do. We finally have the body types, the guys that know to play square, the guys that have been in this scheme before. Maybe itwasn’t here but it was in Baltimore or San Francisco. They have a familiarity with the scheme. Before it was kind of teaching an old dognew tricks. If you’ve been screaming off the ball, getting up the field every snap, that muscle memory is a hard habit to break. We haveguys now that are much better fits that know what we’re trying to accomplish and have a real respect for stopping the run and have amindset of we’re going to stop the run. With the addition of D’Qwell (Jackson) with what he brings to the table, not only physically, pro-duction-wise with all the tackles he brings to the table, but leadership and just being that conduit to the rest of that defense of knowinghow vital stopping the run is not only during the year but especially deep into the playoffs.”Do you always have an eye towards the future?“Always. If you’re not constantly thinking about the future and what-ifs and doomsday scenarios and what if this guy, we feel like wehave a great place and a great thing going on here but sometimes just like we’ve done before, you go aggressively to get a guy andthere’s a certain point where you cry uncle and you can’t do anymore and that guy walks out of your building and then you’re left with asignificant hole somewhere. You always have to be planning and re-stocking the shelves and that’s where developing your players is socritical to the overall big picture. A lot of the great organizations that have been consistent and have been consistent winners over theyears, a lot of their top guys when they walk, there’s someone to plug in right there that’s been sitting for two years, that’s played somespot duty and now they are ready to roll. It’s nice to have depth like that. Our roster is obviously a heck of a lot different than it was twoyears ago, or three years ago sitting here. It’s continually a work in progress. You can’t do it from top-to-bottom. We do it if the allure isreally strong and it can help us get over that hump in the year you’re in. Looking long-term and big picture-wise, you want to be prudentand always be looking to the future with how you’re making your decisions.”Do you look for a different type of player to play with LaRon Landry at safety?“We are always looking for the best combos. Antoine (Bethea) had a great skillset to go with LaRon. There’s some good safeties in thisdraft. There are plenty of athletic safeties out there that can run. It’s hard because our safeties are interchangeable, so to speak. That’show Chuck (Pagano) likes them so that you don’t necessarily have a true ‘free’ or a true ‘strong.’ They should be able to be interchange-able but at the same time, we need safeties that can cover. We need safeties that can run because it’s a balance. To give you guyssome more insight, usually those safeties that can truly cover, they have corner background and you ask them to support in the run andthere’s only a select few that are good tacklers. Then you have the true box guys that come downhill like linebackers but you put themin space versus a tight end or a back or a receiver, you are going to get torched. There’s never a perfect world but if you can find thosesafeties that can both cover and support the run, then you are doing pretty well.” Is Arthur Jones more of a nose tackle?“When he came out, Arthur was in the 308 range coming out. He came here on his visit at 330. I don’t know how much he weighs herein phase one but he’s a big guy and clearly stout enough to do that. That’s what makes him unique. He knows how to play all threespots. Camp will shake out and preseason will shake out and those things will take care of themselves. “

2014 NFL DRAFT NOTESWith the two extra weeks, has it been tough to not overanalyze this draft?“Even when they first announced it, I thought right off the bat, this is going to be interesting because you don’t want to start all thesebrushfires and especially with the internet because it starts all kinds of havoc. It starts all these brushfires where this guy showed up ata private workout and his agent is putting out there that he ran a 4.29. The area scouts are sending you e-mails and texts and things likethat. That’s all fine and good but I think these two weeks here, while it’s borderline torture, we are really staying disciplined and focusedon our backboard and making sure that we are starting the recruiting process for guys that are potential free agents for us. Sometimesthey get their feelings hurt because they think, ‘What are you talking about? I’m a draft pick.’ Well in case you’re not, we’d like to haveyou and who’s to say we aren’t still going to pick you. But just in case, we open those dialogues. We have coaches work guys out. At theend of the day, just like anything, it’s about relationships. It might be the difference between you and another team that you actuallyshowed him some interest and made the trip to whatever university at some corner of the country and it took three connections and youspent the day with them and you maybe treated them to a hamburger. That ends up going a long way. I see it all the time.”How do you judge guys from small schools, like Bloomberg or Concordia, versus maybe the SEC?“I was actually in Concordia this year and I wasn’t the only GM which really blew my mind when I saw a stack of business cards and sawanother GM in there. But anyway, I was always taught, my old boss Charley Armey, I remember him saying years, years ago, ‘Scout theplayer, not the school.’ I’ve really adhered to that in a big way I feel like throughout my career to where I want to infuse that in our buildingthat you can’t discriminate where a guy originates from. If they have talent, it should be evident on the film. Now sometimes, the filmquality makes it tough to get a true feel. That’s where the real grinders on your staff find players. The lazy guys, they are not sitting thereat a D-III school or another school that has poor facilities and you are sitting there with a VHS tape and an actual remote control whereyou hit rewind. I’ve been there before and then it rewinds all the way to the beginning of the tape and you’ve got to find where you wereat before. It becomes a challenge but the guys that work for me and work for the Indianapolis Colts have that type of drive to where theywill sit there painstakingly through four, five tapes. Greg Toler is a perfect example. I remember watching his film from St. Paul, an NAIAschool in Virginia. Some of that tape was only sideline view and if he was on the other side, you’re trying your best to zone in and lookon him and it’s fuzzy. Then you can’t quite tell. Then you see the dreadlocks and you see that’s him. You actually have to see how theirsocks look, maybe their shoes are a little bit different to be able to find guys like that. There’s tricks to being able to locate those guys. Ifthey are a safety and moving around, then you are in real trouble. That’s one of the ones that can make you pull your hair out. To reallyfind those diamonds, you have to have guys that are willing to do the extras. With the all-star games though, that’s one way to be ableto get a really good look at quality film and be able to scrutinize them that much more. Again, there’s a flip side to that because I thinkbowl game flashes will get you burned too.”How much of what is being reported about players is wrong? Do you believe any of it?“You got to consider your source. The thing about it is at the end of the day, you look at the film. If they’re saying that some guy thatdidn’t run at the combine or run at his pro day just finally worked out for an NFL team and he ran a 4.38, but I had four guys or five looksall think that the guy had average play speed, then he stays that way. It’s kind of like those measurables, a lot of times the combine, itlies, but the tape doesn’t. That’s kind of one of our battle cries around here. I’m at fault sometimes as well. That’s why I have guys likeJimmy Raye and T.J. McCreight, Todd Vasvari and all those guys. I tell them, ‘Remind me, keep me grounded’ because sometimes I’min a cocoon in a different world hearing all those different types of things, talking to different types of people outside their realm and theirrealm is what I came from. I need to make sure I’m still dialed into that realm and they do a good job with that because at the end of theday, it’s about the film and if guys can play the game. If you get a bunch of athletes that don’t know how to play the game, you’re goingto get your rear end fired.”Do you see value in putting misinformation out there?“I just don’t have time to scheme for that. I really don’t have time to scheme for that. I’ve always kind of felt like if you spend all your timedoing that, you’re going to take your eye off the ball. I don’t see the point. It’s such an inexact day anyway. Even what you tell themyou’re not going to do, you may end up doing because no one knows who’s going to fall to us at that pick in the second round. No onehas any idea. It’s so inexact. It’s hard to put out any smokescreens because like I said, you’re smokescreen may end up becoming a re-ality.”It seems there could be a run on guys, especially quarterbacks, in the first round that maybe don’t belong there. How do youthink that will impact who’s sitting there in the second round for your pick?“I hope they take a ton of them. I hope they take 30 of them. That would be great. I hope the guys we have at the bottom of our boardare going in one and two, I hope. Let’s hope that happens guys.”That does happen though, right?“It sure does. I’ll tell you right now, I’ve been in draft rooms and it never changes any year I’m in one, you start, you take a position that’sperceived as need and you take a guy that is unequivocally before the combine a fifth-round guy and you just keep connecting the dotsand then in three weeks you see him at the top of four. Then before you know it, he’s at the bottom of one. You say, ‘How in the heck didhe end up there?’ That’s why we try like heck to be disciplined. We have our director of college scouting keep track of any moves on ourboard because we like to keep it as pure as possible and not get into a habit of moving guys all over the place. Then you end up notknowing which way is up.”Are you still confident in Trent Richardson’s progress?“I’ll say this guys, let’s just let the guy get in pads. This horse has been dead and buried for months. Trent’s in a great place right now. He’s working his tail off. That position group is as strong as any position group on this football team. He’s got his work cut out for him.He knows it. Like at any position group, we expect big things out of him and everyone else at every position if we’re going to win a SuperBowl. Everyone’s got to play lights out.”
