Part I crimes are the major crimes that are most likely to be reported to the police and occur with sufcient consistency

to provide an adequate basis for comparison. As seen in the crime charts below, 15,075 Part I crimes were recorded lastyear. Based upon Raleighs estimated approximate population of 430,000 for 2013, those criminal offenses translate

into a crime rate of 35.06 crimes per 1,000 inhabitants. This standardized crime rate calculation provides a way to

determine the relative level of crime from city to city. Raleighs 2013 Part I violent crime rate was 2.57 per 1,000 inhab-

itants. Part I property crime rate was 32.49 crimes per 1,000 inhabitants. Reported Part I crimes for the previous ve

years are shown in the graphs below.

The six police districts, whose highlights appear on pages 10-15, are part of the Field Operations Division, which is,

from a stafng standpoint, the largest single element of the Raleigh Police Department. The ofcers who serve in the

six districts truly are the backbone of the agency, and they are the men and women most likely to interact one-on-one

with community members. Among other things, they are the ofcers who respond to emergencies and other calls for

service, complete the vast majority of wreck reports, enforce trafc laws and handle responsibilities that range from

directing trafc to arresting suspects charged with violent crimes.

Each district conducts community policing and crime pre-vention activities that are tailored to meet the needs of theirrespective geographical areas.

After decades as a police interceptor style vehicle, theproduction of the Crown Victoria ended. In the Spring of2014, the department transitioned to new patrol vehicles

from a number of manufacturers.

The Administrative Services Division provides and manages many of the resources that make the department

run. Among its responsibilities are the recruiting and training of personnel, the acquisition and maintenance of

police vehicles and other equipment, promulgating and maintaining the information technology upon which the

department relies, and the cataloging and storage of all evidence. In addition, the division operates the RPD

Volunteer Program and the Crime Reporting Center.

The Raleigh Police Departments Detective Division is responsible for conducting follow-up investigations con-

cerning criminal cases, but theres a lot more to the division. Working with each other and in support of other

elements of the department, the components of the Detective Division play a vital role in reducing crime.

From a case investigation standpoint, the division addresses criminal wrongdoing in a number of ways. The two-

pronged approach deploy both specialized and general detective units for case investigation.

The Raleigh Intelligence Center uses advanced technologyand a trained staff to provide information to ofcers anddetectives.

The Special Operations Division is composed of a number of unique specialty units that perform key functions and

partner with the community to enhance public safety. The best known aspect of the divisions many elements may

be the Selective Enforcement UnitsRaleighs SWAT teams. However, animal control, code enforcement, DWI

enforcement, event planning, gang suppression, K-9 teams, mounted ofcers, secondary employment administra-

tion, trafc crash reconstruction, and trafc enforcement are also part of the division.
