MODULE 1 (2-4 JULY 2014) – CUSTOMS MASTERCLASSES
Excise Tax & Illicit Trade Workshops (3 days; 2-4 July)
Duration: 18 hours Under the umbrella of the “Revenue Programme”, various initiatives have been launched to provide guidance or to support the operational activities of WCO Member administrations in a broad variety of sectors which have a direct or indirect impact on fair and efficient revenue collection and/or compliance and enforcement in relation to smuggling or other areas of commercial fraud. Commercial Fraud not only causes significant financial damage to the government’s budget and the economic stability/competitiveness of compliant traders, it may also be a source to finance terrorist or other criminal activities. Trafficking in cigarettes is, next to trafficking in drugs, assumed to be one of main sources to fund terrorist activities in the sub-Saharan region where criminals involved in this trafficking closely cooperate with regional terrorist groups. The annual WCO Illicit Trade Report highlights the linkages between the illicit trade in different commodities and the way it involves money, goods or value gained from illegal and otherwise unethical activity. It encompasses a variety of illegal trading activities, including human trafficking, environmental crime, illegal trade in natural resources, intellectual property infringements, trade in certain substances that cause health or safety risks, smuggling of excisable goods, trade in illegal drugs, and a variety of illicit financial flows. These activities cause a wide range of economic, social, environmental or political damage. Customs administrations address risk wherever it is found and, increasingly, as early in the supply chain as possible. The WCO, through its Customs Enforcement Network (CEN), has been recording Customs seizures worldwide to allow tracking and analysis of the latest trends and patterns in relation to illicit trade. These recorded seizures do not only contribute to better knowledge about current smuggling and cross-border criminal activities but also reveal important information about evolving or emerging risks in the international Customs context. The WCO Illicit Trade Report comprises six chapters. Each chapter is dedicated to a single thematic area : Drugs, Revenue, IPR/Health and Safety, Environment, Security and the Customs Enforcement Network. The commentary on each of these outlines our programmes, activities undertaken within the programmes and key observations associated with those activities.

Customs Valuation and Rules of Origin Our trainer, Ulrika Lyckman-Alnered, has years working in various international training programmes and courses, financed by the Swedish International Development Agency covering e.g. international trade, trade policy, customs, private sector development, strategic communication, corporate social responsibility (CSR) and private public dialogue (PPD). MODULE 3 (7-8 JULY 2013) – CUSTOMS MASTERCLASSES
Agreement on Trade Facilitation (5 days; 7-11 July)
The WCO welcomes the World Trade Organization (WTO) Agreement on Trade Facilitation (ATF) adopted at the WTO’s Ninth Ministerial Conference in Bali, Indonesia from 3 to 7 December 2013. It constitutes an important milestone for the WTO and global trade. The potential of the ATF in the Bali Package is significant. In accordance with some analysis, the measures will boost prosperity by reducing administrative burden and transaction costs, and are expected to save developing countries around US$325 billion a year and accelerate their integration into the global value chains. According to OECD, developed countries also stand to gain with a 10 percent cut in their trade costs and easier trade flows for their operators. The potential new gains from trade facilitation are considerable, especially for countries that have yet to apply its principles. The Work Programme for the WTO ATF is a living document which will be regularly updated by the ATFWG based on developments in the WTO concerning the ATF. It contains actions that are relevant both for the Members and the Secretariat. Reform requires resources and technical capacity and the ATF ensures that those who need and ask for support will receive it. WCO activities on Technical Assistance and Capacity Building are including ATF related activities. The WCO Project Map Database will be one of the tools to coordinate donors and projects. The ATF is fully consistent with WCO tools and programmes on trade facilitation and compliance, including the WCO Economic Competitiveness Package, which incorporates, among other, the Revised Kyoto Convention, the Single Window Compendium, the Data Model, Guidance on Authorized Economic Operator programmes, the Coordinated Border Management Compendium and the Time Release Study. A number of instruments that are currently developed like, for example, the Transit Handbook and Guidance on Customs to Business Consultation and Partnership will further assist with ATF implementation. With decades of experience in implementing global Customs standards, the World Customs Organization (WCO) is an important source of expertise and support for its 179 Member countries, covering 98 percent of world trade. WCO standards and technical assistance delivery will support the global uniform implementation of the ATF.

Our trainer, Izaak WIND, is accredited by the World Customs Organization as a trainer for Harmonized System (HS) matters as from 1 January 2008. He worked for 10 years at the WCO, being his last function Deputy Director, Tariff and Trade Affairs. He also represented the Netherlands in national and international forums with respect to the development of the HS Convention.

WCO Data Model Version 3 Sue Probert has many years of experience working in the computer industry as programmer, systems analyst, software designer, trainer, training course designer, presenter, consultant and technical author. She focuses on the area of paper and electronic document exchange requirements, particularly in the international trade and transport arena, and is a keen advocate of Trade Facilitation. She provides data mapping and data modelling contributions to ISO, UN/CEFACT and WCO standards setting projects including the UN/CEFACT Core Component Library, the EU Cross Industry Invoice Reference Model and the WCO Data Model.
