德中两国建交四十余年来，两国交流持续改善并深化。两国伙伴关系重大意义的最新体现是默克尔总理今

年七月和加布里尔副总理今年四月的两次对华访问。各次会谈的一个重点议题就是能源—环境—气候这个三角。

中国的面貌日新月异，建筑业尤其如此。中国经济的持续增长和民众生活水平的大幅度提高使得建筑业成

了一个极富活力的经济领域，比如中国各大城巿每年新建房面积二十多亿平方米。建筑业对于建筑对环境影响

这一问题的认识也随之发生了变化。对于耗能比例高达全球能耗 40%多的建筑业来说，可持续性和能源效率

成了中心议题。

德国联邦政府气候基金对于“高效建筑”领域的资助已结出累累硕果：2013 年以来，中国国家发改委与

德国联邦经济和能源部之间的合作已经发展成为德中关系的一个重要支柱。

预制房——可持续建筑的一个新趋势——对于德中合作具有特殊意义。由于隔热性能良好，预制房能较

为便利地提高能效，帮助降低供暖和热水能耗。上海正在积极奉行这一战略：2013 年预制房已占新建房的

20%，而且这一比例两年后拟再增 10%。

这是一个很有意义的雄伟目标，成功实现目标的关键是拥有合适的专业技术。德国预制房企业多年来高度

重视能效和质量保障。它们能领先世界就归功于对自己提出这些高要求。因此，在德国已有五十余年历史的建

筑工业化建筑设计、工程与建设峰会现在也首次在亚洲举行，我非常高兴。峰会在这里必将也会为政治和经济

界参与人士提供一个获取信息和交流意见的良好平台，促使大家共同为了未来而进行资源和气候友好型建设。

In den über 40 Jahren seit der Aufnahme diplomatischer Beziehungen zwischen Deutschland und China hat sich der Austausch zwischen unseren beiden Ländern kontinuierlich verbessert und intensiviert. Die große Bedeutung unserer Partnerschaft zeigte sich erst kürzlich bei den Chinareisen von Bundeskanzlerin Angela Merkel im Juli und von Vizekanzler Sigmar Gabriel im April dieses Jahres. Ein Schwerpunkt in den Gesprächen war das Dreieck Energie-Umwelt-Klima.

China verändert sich rasant, gerade auch in der Baubranche. Das anhaltende Wachstum der chinesischen Wirtschaft und der starke Anstieg des Lebensstandards der Bevölkerung machen den Bausektor zu einem äußerst dynamischen Wirtschaftsbereich. So entstehen in den Megastädten Chinas jährlich über 2 Milliarden Quadratmeter neue Gebäudeflächen. Damit einher geht aber auch ein verändertes Problembewusstsein bei den Folgen für die Umwelt. Insbesondere im Gebäudebau, der für über 40% des globalen Energieverbrauchs verantwortlich ist, sind Nachhaltigkeit und Energieeffizienz zu zentralen Themen geworden.

Die Unterstützung durch den Klimafonds der deutschen Bundesregierung hat im Bereich „effizientes Bauen“ schon viel geleistet: Seit 2013 hat sich die Kooperation zwischen der Staatlichen Kommission für Entwicklung und Reform (NDRC) und dem Bundesministerium für Wirtschaft und Energie zu einem wichtigen Stützpfeiler der chinesisch-deutschen Beziehungen entwickelt.

Fertighausbau – ein neuer Trend im nachhaltigen Gebäudebau – ist dabei für die deutsch-chinesische Kooperation von besonderer Bedeutung. Dank ihrer guten Dämmung stellen Fertighäuser einen vergleichsweise günstigen Weg zur Verbesserung der Energieeffizienz dar und helfen so, den Energiebedarf für Heizen und Warmwasser zu senken. In Shanghai wird diese Strategie bereits engagiert verfolgt: Der Fertigbauanteil bei Neubauten lag 2013 schon bei 20% und soll in den kommenden zwei Jahren um weitere 10% steigen.

Das sind gute und ambitionierte Ziele, für deren erfolgreiche Umsetzung die richtige Expertise entscheidend ist. Deutsche Unternehmen im Fertighausbau legen seit Jahren großen Wert auf Energieeffizienz und Qualitätssicherung. Diesen hohen Ansprüchen verdanken sie ihre weltweite Vorreiterstellung. Ich freue mich daher sehr, dass die BetonTage, die bereits auf eine über 50jährige Geschichte in Deutschland zurückblicken können, nun erstmals auch in Asien stattfinden. Sie werden sicher den beteiligten Vertretern von Politik und Wirtschaft auch hier eine hervorragende Plattform für Information und Austausch bieten, um gemeinsam ressourcen- und klimaschonend für die Zukunft zu bauen.

Ulrich LOTZ 博士，曾就读于霍恩海姆大学经济与商业管理专业（研究生），在慕尼黑大学取得博士学位，博士论文为

“通过公共服务的个性化达成贸易组织的策略式管理”。

1994 年开始在德国从事混凝土预制件方面的工作，自 1998 年以来在数个德国混凝土预制件协会及服务组织担任执

行总监职务。2002 年开始担任欧洲最大的混凝土预制件大会暨“混凝土日”（每年的 2 月在德国南部举行）总裁。从

2005 年至 2010 年曾担任 FBF 混凝土服务有限公司的总裁。自 2007 年开始担任德国最大建筑材料行业质量组织 PÜZ BAU

GmbH（测试，质量控制及认证）的总裁。该组织的客户来自世界各地并享有国际声誉。

主要职责：混凝土预制件代表着建筑的未来，它的战略式发展显得尤为的重要。在德国市场，混凝土预制件占到了建

筑物构件的 10% 至 50%，并产生了高达 50 亿欧元的营业额。他积极参与国际混凝土预制件协会暨 BIBM 的欧洲事务并在

德国及国际场合演讲。

Dr. Ulrich LOTZ (born 1963) studied economics and business administration at the University of Stuttgart-Hohenheim (Master degree Diplom-Ökonom), doctoral degree at the Technical University of Munich (Dr. rer. pol.), doctoral dissertation on strategic government of trade associations by the individualization of collective services.Since 1994 working for the precast concrete industry in Germany, since 1998 as managing director of several German precast concrete associations and service organizations. Since 2002 also as CEO of the biggest European precast concrete congress, BetonTage, that takes place each year in February in (southern) Germany. From 2005 to 2010 also CEO of the German precast concrete Federation. Since 2007 also responsible as CEO of PÜZ BAU GmbH, one of the biggest quality organizations in Germany in the building material industry for testing, quality control and certification with worldwide customers, holding an international accreditation.Main tasks: strategic orientation and future development of the precast concrete industry as a branch that represents the future of building, not only in Germany where there is a market share of the precast concrete products of 10 to 50 % in different building segments, according to the special product market, and a branch turnover of more than five billion Euro in 2013. He is working in commissions on a European level in the international precast concrete association BIBM and is giving presentations on national and international level.

刘千伟，男，1967 年 10 月 11 日出生，汉族，籍贯河北深泽，研究生学历。

1994 年 3 月起，历任上海隧道工程股份有限公司浦东分公司副主任工程师，公司总工程师助理，宁波常洪隧道项目经

理部主任工程师，公司副总工程师，盾构分公司经理。

2005 年 4 月起，历任上海长江隧桥建设发展有限公司隧道总工程师，上海长江隧桥建设发展有限公司总工程师（主持

工作），副总经理、总工程师（主持工作）。

2010 年 3 月起，任上海市城乡建设和交通委员会副总工程师。

2012 年 10 月起，任上海市城乡建设和交通委员会总工程师。

2014 年 01 月起，任上海市城乡建设和管理委员会总工程师。

LIU Qianwei, Male, was born in October 11th 1967, Han, Graduate Degree.

He was Deputy Engineering Director and Assistant to the Chief Engineer in STEC, Pudong branch, Deputy Engineer of

project management office in Ningbo Changhong tunnel project, Deputy Chief Engineer with STEC and Manager of STEC's

shield company since March, 1994.

He was Chief Tunnel Engineer, Chief Engineer (had authority), Deputy General Manager and Chief Engineer (had authority)

with Shanghai Yangtze River Tunnel Bridge Construction Development Co., Ltd. since April, 2005

He was Deputy Chief Engineer in Shanghai Municipal Commission of Urban and Rural Construction and Transport since

March, 2010.

He was Chief Engineer in Shanghai Municipal Commission of Urban and Rural Construction and Transport since October,

2012.

He is currently the Chief Engineer in Shanghai Urban Construction and Communications Committee.

Mr.FAN received his professional education from Tongji University and TU Dortmund University. He has long been engaging in research, design and productive management of building industrialization. He has been an editor for the regional standards, enterprise standards and relevant engineering methods and has proactively involved into the anti-earthquake and anti-explosion research for superimposed slab wall structure. He is currently Deputy Chief Engineer of Baoye Group and Dean of Baoye Shanghai Building Industrialization Researching Institution with direct involvement in many projects and obtained vast theory and practices experiences.

OWEN currently heads the Archi Green Core in Surbana and a registered Green Mark Professional with Singapore Building

Construction Authority, he has spoken in international and local conferences on his hands-on experience and green

beliefs.

He has won numerous awards ranging from SIA GOLD design award 2006 for his involvement in the Marina South Pier

as well as BCA's buildability award 2007 and BCA Barrier Free and Accessibility 2008 and the BCA Green Individual

Commendation Awards. OWEN believes that all buildings can be and should be green, he put this belief into action in his

drive toward sustainable design and construction when he advised all design teams within Surbana to attain higher level

of sustainability for each project. He is also a trainer for PUB ABC course. This drive has led Surbana to achieve 25,000

Green homes with higher GM award in the last 5 years. He is currently involve in multiple projects striving for higher

green marks awards in both public and private projects, SGBC's Green School Initiative as well as SGBC green products

taskforce

Mr.LI got his professional education from Northeast University and jointed Shanghai Jahnson in 2009, currently is Director of PC Building Design Department with certification of national premium level registered structural engineer. He has been the leader structural engineer in many PC building projects which include Vanke Group, China Resources, Greenland Group, SEKISUI House etc and PC consultant for PC design in the projects of Vanke Group, China Poly Group and Xincheng Group.His experiences related to the PC design coved many kinds of PC system (PCF、inner-cast out-hung、assembly integral precast concrete shear wall, assembly integral frame core - tube system} with various PC rate(15%、25%、45% and above).He has vast experiences in current China's PC system, structure analysis, structure connection, PC component manufacture etc.He has been an editor for Shanghai's PC building training textbook and detail requirement of Shanghai's PC building design made by Shanghai housing support and management office in conjunction with Shanghai engineering and construction plan review and management center.

Zuber Betonwerk GmbH & Co. KG is a family owned company for precast concrete components in the south of Germany.

The foundation was in 1952 and today Mr. Laurenz Zuber operates Zuber Betonwerk in the third generation. The main

precast products are floor slabs, double walls, solid walls, concrete stairs and architectural concrete fronts as facing

panels or as sandwich walls. These products are also produced in colored concrete and with machined surfaces. The

production takes place in two automated circulation systems, divided for floors and walls. For architectural concrete and

the stairs, there is a second production hall with a manual production on tilting tables and stair moulds.

Further includes the group two engineering companies. With the ability to design the complete products in their own

planning offices, Zuber is on the market particularly flexible, and also in a position to solve highly complex tasks. A special

advantage is certainly also that Zuber is involved in the software company bauBIT, which manufactures special CAD

systems for the precast industry.

editor for PCF part (Designing Specification of Assembly Monolithic Concrete Residential System) of Shanghai Building

Construction Instruction and PCF part of Standard Atlas of Assembly Integral PC Structure. He has completed nearly 100

PC building projects in abroad and more than 30 building designs and technical consultations.

同济大学建筑工程系教授，博士导师。长期从事现代预应力结构和预制混凝土结构。现任中国混凝土与水泥制品协会

预制混凝土结构分会副理事长、上海市建筑工业化专家委员会副主任委员、上海市建筑学会工业化建筑专业委员会主任委员。

主编了上海市《装配整体式混凝土住宅体系设计规程》和《装配整体式混凝土公共建筑设计规程》。

Dr. W. C. Xue is a professor of structural engineering at Tongji University. He obtained his PhD in 1995 from Southeast

University, China. His main research interests include prestressed structures and precast concrete structures. Dr. Xue

has published more than 300 papers, including 25 SCI-indexed papers. Note that 9 of the papers were published in ACI

Journals and ASCE Journals. Dr. Xue is the chief editor of two design codes for monolithic precast concrete structures

in Shanghai, i.e., "Code for design of monolithic precast concrete buildings" and "Code for design of monolithic precast

concrete public buildings".

Mr.Iliopoulos is a structural engineer and holds a Diploma in civil engineering from the National Technical University

of Athens, Greece and a Doctorate degree from the Ruhr University, Germany. His expertise refers to steel-concrete

composite structures, progressive collapse and earthquake engineering. He has participated in numerous engineering

projects such as longspan roofs, steel–concrete composite bridges, and steel buildings in seismic areas. He has published

papers in international journals and conferences such as Journal of Constructional Steel Research, International Journal

of Steel Structures, Stahlbau, IABSE, Eurosteel etc. Iliopoulos is also member of the CEN/TC 250/SC4 Working Group

for the European codification of steel-concrete composite bridges. He currently serves as an R&D engineer for the

multinational company Peikko Group Corporation.

He is married with two grown-up children and lives in Wotton under Edge and Leicester. Apart from concrete his passions

are Gloucester Rugby and Van Morrison.
