Spring is upon us. In most of the country, this means a time of thawing, an awakening from slumber, or an incredible display of new life and greenery. Here in the desert city of Las Vegas, it means business is booming, the tourists are coming, and

for those of us lucky enough call Las Vegas home, it’s the time of year where not only playing, but working outdoors, is a blessing. � is time of year in Las Vegas is incredible.

In the months ahead, we will see projects sprout up all over the valley. April brings us the ground-breaking of the much-anticipated 351,000-square-foot IKEA o� Sunset Road and Durango Drive, May will plant Genting Berhad’s $4 billion Resort’s World Las Vegas on the north end of the Strip, while the MGM Resorts International-AEG Arena takes shape toward the south. With new homes climbing up the mountain ridges and retail and res-taurants on the rise, the business of building is in full swing and it looks to be growing yet again.

Construction Las Vegas was cre-ated for the industry that develops, designs, and constructs everything that makes our city great. In the following pages, we showcase a wide array of projects from some of the most talented of our locally based companies. For example, we’ll display some amazing photographs from Nutone Construction who show us their contribution to the Linq; Tutor Perini shares their most

recent buildout to the McCarran International Airport, and we get a sample of the luxury retail portfolio of PWI Construction (who’s work we used for our cover in this issue). Tiffany. Chanel. Gucci. High-end retailers in Southern Nevada wouldn’t have a hook to hang their diamond-crusted keychains from if it weren’t for the multifaceted construction industry.

As Las Vegas rebuilds after the linger-ing recession, retailers and shoppers are coming back. According to a report in VEGAS INC, investors bought 48 shop-ping centers last year for a combined $485.7 million, up from $13.3 million in 2010.

It takes teams of contractors and sub-contractors to bring the brightest polish to the high-end retail industry. Once that’s done, many top names in the industry are able to extend their reach across the globe thanks to the ground-breaking work they accomplish here.

Tutor Perini Building Corp.’s first construction project at McCarran Interna-tional Airport was more than 32 years ago. Since then, the company has built some of the airport’s most significant expansion projects, including four major terminals: Terminal 3 (T3), Terminal D (phase 1), the International Terminal, and the Central Terminal. Tutor Perini’s most recent project was McCarran’s newest terminal, T3, Nevada’s largest public works job built to date.

T3’s contemporary design and advanced technology position it as a leader in aviation innovation. T3 has 14 aircraft gates, seven domestic and seven direct international and includes some the airline industry’s latest tech-nologies. Each new gate has self-boarding equipment; with the simple scan of a pre-printed boarding pass or mobile device, verified passengers can immediately board their flight without the need of an airline attendant. The terminal has eight miles of baggage conveyors, 15,538 square-feet of skylight and enough cubic yards of concrete to pave a 4-foot wide by 4-inch thick sidewalk stretching from Las Vegas to Oklahoma City.

Constructing T3 was a massive project that required a team effort from hundreds of firms. To highlight T3’s complexity, construction involved 50,000 building department inspections and over 100 companies. Termi-nal 3 spans 1.9 million square feet. Lengthwise it can fit six football fields, including the end zones on the south side of Level 2.

T3 is the future of aviation.

The PENTA Building Group’s recent completion of the SLS Hotel and Casino is part of the North Strip resurgence occurring in Vegas.

Bringing new life within the completely renovated three-tower skeleton of the former Sahara, PENTA’s team constructed over 1,600 stylish new accommodations ranging from 350 square foot rooms to unique 3,000-square-foot opulent penthouse suites. Of the three towers — World Tower, Story’s Tower, and Lux Tower — the World Tower stands as the tallest at 28 stories. It features 27 luxury suites, including a three-bay suite designed by Lenny Kravitz.

The 2.1 million-square-foot renovation included the 60,000-square-foot casino, featuring table games, slot machines, and race and sports book. The space also provides 12,000 square feet of high-end retail space, including the unique-to-Las Vegas Fred Segal shops.

SLS’s venues include three nightclubs, a 35,000-square-foot full-service spa, 40,000 square feet of meeting and convention space, 52,000 square feet of food and beverage venues, and a one-acre outdoor pool.

Beginning with its preconstruction services and continuing through project closeout, PENTA’s team helped to convert this facility built over the course of five decades into a classy, modern, on-Strip destination.

The first Chipotle Mexican Grill on the Strip across from CityCenter is the latest tenant improvement by CMBuilders, who is currently constructing a second Chipotle location at the Venetian.

Construction challenges required teamwork to run 200 lineal feet of CaptiveAire grease duct for the cook-hood system, including a ductwork sprinkler system. The project included an above-ground grease interceptor as well as other logistical challenges for the restaurant space.

The Associated Builders and Contractors Association is proud to be a judge and supplier for the Teamworks portion of SkillsUSA. � e SkillsUSA Championships are the showcase for the best career and technical students in the nation. Contests begin locally and continue through the state and national levels.

ABC is sometimes identi� ed as an organization that represents the 85 percent of the construction industry that works “non-union, also called open or merit shop.” � e association is not o� ended by that designation because it is essentially true.

However, it is not the position of ABC that only non-union contrac-tors should be used on construction projects to the exclusion of union companies. Our philosophy holds that both merit contractors and union � rms should work side-by-side, free of coercion or outside interfer-ence to provide on-time, on-budget construction with safety, quality and cost e� ectiveness as its goal.

� e AGC Las Vegas Chapter and Nevada Contractors Association hosted a Southern Nevada Legisla-tive Day at the Capitol in Carson City on Feb. 18. � ey two trade groups had displays on community projects, educational outreaches, facts on Southern Nevada’s con-struction industry, and success sto-ries. Association leaders met more than 100 legislators and discussed the work the construction industry does in Clark County. � e lunch and show-and-tell took place from 11:30 a.m. to 1 p.m. Later, associa-tion leaders met with Lt. Gov. Mark Hutchison and Gov. Brian Sandoval. The AGC, NCA contingent ad-ditionally had an opportunity to participate in a � oor vote during the assembly session.

ABOUT USIn 2011, the Las Vegas Chapter of the Associated General Contractors (AGC) reached a landmark agree-ment with the Nevada Contractors Association (NCA) that created unprecedented industry uni� cation, strength and leadership. While the

two associations still maintain their individual identities and branding, they share sta� , � nances, leadership and resources. � e trade groups also have consolidated political lobbying e� orts, including � nancial contribu-tion and candidate endorsements.

“� e combined group creates a business synergy that cuts the cost and eliminates redundancy, while closely aligning the industry,” says Sean Stewart, who serves as execu-tive vice president for both groups.

� e Commercial Alliance Las Vegas is the commercial real estate division of the Greater Las Vegas Associa-tion of Realtors. It organizes and empowers the industry in Southern Nevada through education, net-working, promoting professionalism and shaping public policy.

IMPROVING THE COMMERCIALREAL ESTATE MARKET A report released by Xceligent and the Commercial Alliance Las Vegas (CALV) shows continued improve-ment in the commercial real estate market in Southern Nevada, though some parts of the market are re-covering from the Great Recession faster than others.

“� is report from CALV and Xceligent shows that most sectors of our market are faring better than in past years,” said CALV President Bobbi Miracle, a local commercial real estate broker. “At the same time, our local o� ce market and some submarkets and product types are still lagging behind more successful sectors, such as industrial.”

O� cials from Xceligent, a provider of commercial real estate informa-tion locally and nationally, said the company is working with CALV to produce quarterly reports on market trends and conditions in the o� ce, industrial and retail markets in

Southern Nevada. � e report covers activity through the end of 2014.

“Xceligent is extremely pleased to have the support and collabora-tion of CALV and Las Vegas’ top-tier commercial real estate profes-sionals in the preparation of these quarterly market reports,” said Steve Golin, Western sales vice president for Xceligent. “� e data collected in these reports will help market leaders in Las Vegas and around the country accurately gauge the trends and strength of the industry overall, quarter by quarter”

Miracle, whose professional desig-nations include being a Certi� ed Commercial Investment Member (CCIM) and a member of the Society of Industrial and O� ce Re-altors  (SIOR), was one of 27 leading local commercial real estate brokers who served on advisory boards that helped verify and produce reports on the o� ce, industrial and retail markets in Southern Nevada.

“We look forward to producing and distributing similar reports each quarter to inform CALV members and others in our indus-try about what’s happening in the local commercial real estate market,” Miracle said. “We also want to thank all the brokers and others who volunteered their time and expertise to serve on the advisory panels that helped us create these reports.”

SOUTHERN NEVADA CCIMIN THE COMMUNITY � e Southern Nevada community is an important partner for CCIM and, as such, the organization participates in several community programs including Spread the Word and � ree Square. � is past December, Southern Nevada CCIM donated $500 to Spread the Word Nevada, a nonpro� t dedicated to advancing early childhood literacy by placing books into the hands and homes of children within Southern Nevada’s at-risk,low-income communities.

� e chapter has a long history supporting John S. Park Elemen-tary School. At our annual holiday lunch in December the chapter donated $6,000 to John S. Park. Proceeds are raised from our char-ity auction held at our annual Wine Soiree as well as from our annual charity Poker Tournament.

For the past few years the chapter has partnered with � ree Square to help provide assistance to Southern Nevada’s only food bank. � e chap-ter helps box food for distribution and recently provided � ree Square with a donation of $1,500.

Most people don’t think about the Federal Housing Administration as o� en as Realtors do, but when you ask someone over 30 how they bought their � rst home, most will smile and say, “I got an FHA loan.”

Since FHA is just a happy memory for many, it’s understandable the agency’s new fee reduction was only modestly celebrated when it went into e� ect this year. I can tell you though, for hundreds of thousands of aspiring U.S. homeowners who have been priced out of the housing market, the policy shi� is a life-changing opportunity.

There is a vocal misguided minority who will argue this price reduction will turn back the clock to the days when underquali� ed buyers received loans they could never repay. � is couldn’t be further from the truth. FHA is not lowering its underwriting standards or luring irresponsible borrowers into home-ownership, instead it is enabling quali� ed buyers to safely enter the market without exposing taxpayers to unnecessary risks.

� e new policy lowers the cost of FHA’s mortgage insurance premi-ums by 50 basis points, which trans-lates into an average savings of $900 a year for future homeowners and current borrowers who re� nance.

When private investors retreated from the mortgage sector in the wake of the worst housing crisis since the Great Depression, FHA in-creased its insurance activity to keep

money flowing into the market. Without the FHA, our ongoing eco-nomic recovery in Southern Nevada would be taking even longer.

FHA began raising its mortgage insurance premiums in 2011 to counter the expected losses that would come from the increased activity. By 2014, the fees were up by 145 percent, an amount overpriced by four times the anticipated risk to FHA’s funds. It was clear the pendulum had swung too far by 2013, when nearly 400,000 credit-worthy borrowers were priced out of the housing market because of high FHA premiums.

Economists at the National As-sociation of Realtors estimate that by lowering the annual premiums by 50 basis points, from 1.35 percent to .85 percent, FHA will price-in an additional 1.6 million to 2.1 mil-lion U.S. renters, along with many trade-up buyers. � is could result in 90,000 to 140,000 additional annual U.S. home purchases.

More a� ordable FHA loans will also have a positive impact on our all-important and still-too-scarce � rst-time buyers, who have been entering the market at a lower rate than normal in recent years .

FHA’s fee reduction is � nancially sound, socially responsible and good public policy. � e lower prices will enable more quali� ed borrowers to enter the market, and a new genera-tion of homeowners to say, “I bought my � rst house with an FHA loan.”

We at NAWIC pride ourselves on being a vital part of the community. For instance, every year NAWIC teams up with Opportunity Village for one of our community outreach projects. We just renovated the Cookie Shack, providing shelves to display gingerbread houses and a counter and service windows to sell and serve cookies and hot chocolate to patrons of the Magical Forest.

We have many annual events such as “Block Kids,” when we help elementary students build a project out of Legos and other materials — their creativity is just amazing!

We also hold a “Fix It Herself Program” with the Southern Nevada Girls Scout Council. We o� er the scouts a NAWIC badge, and they have the chance to earn a wood-working or gardening badge.

With our annual CAD Drawing Contest, high school students are awarded scholarship money and the chance to move on to the regional and national level. Last year’s winner made us very proud by winning all three levels.

We participate in Construction Career Day every year, where we educate young ladies about all the available career paths in the construction industry and o� er a mentoring program and access to scholarship funds — the NAWIC Las Vegas Chapter recently donated $1,000 to the local chapter of the Associated General Contractors As-sociation’s (AGC) Scholarship fund.

� e Nevada Association of Realtors represents the more than 14,000 Realtors in the state.

NVAR provides a wide range of services to its members, includ-ing operating a legal information hotline for Realtors. � e association also holds regular meetings for its board of directors and members and supports events and programs related to real estate, the housing market and related issues.

As part of its mission, NVAR works with state and local govern-ment leaders to advocate for the interests of its members, to provide useful information, to help shape public policy and to protect private property rights.

For example, NVAR recently supported e� orts by Nevada home-builders, contractors and others to reform the state’s construction defect laws. NVAR supported AB 125, a bill that was approved by the Legislature in February and sent to Gov. Brian Sandoval for his signature.

“We’re pleased to see the passage of AB 125,” said NVAR President Kevin Sigstad. “� is bill will create much-needed balance in the system

for repair of construction defects, and expedite the growth and recov-ery of an area of the housing market that has been lagging – construction of new townhome and low-rise con-dominiums. � is type of construc-tion is particularly important for � rst-time and entry-level homebuy-ers, and vital for the recovery of our local housing market. Construction of this type of attached housing has been a frequent target of o� en-friv-olous construction defect litigation. AB 125 will give homeowners the right to address and repair perceived construction defects and avoid costly litigation whenever possible.”

As another example, NVAR played a key role in a statewide coalition of leading businesses, citizens, community and industry organizations that helped defeat Question 3 in the Nov. 4 general election in Nevada because the as-sociation and its members believe the so-called margin tax the ballot question would have created would have been detrimental to Nevada.

The Hoffman Company closed the sale of 344 partially-improved lots on 127 acres at the former site of the Falls Golf Course at Lake Las Vegas. California developer RY Properties and investors bought the lots for $12.5 million.

Eight projects by the Molasky Group repre-sent $413 million in construction costs and more than 1 billion square feet of rentable space. The company is involved in the construction or renovation of the Cata-maran RX facility at UNLV Harry Reid Tech Park, FBI offices in Boston and Milwaukee, veterans facilities in Oregon and Alabama, residential/mixed use projects in Oregon and California and an office building for Blue Cross Blue Shield in Georgia.

Mark Rowland is chief executive officer of DTP Ventures, a new division of the Downtown Project that will oversee the or-ganization’s entities. Rowland will manage more than 300 employees at businesses including the Gold Spike, The Market and Downtown Container Park. DTP Ventures also will provide guidance to the VegasTechFund and the Downtown Project’s Small Business Fund.

Phillip Ohler is director of business development for Arq, which designs, installs and maintains indoor and outdoor wire-
