2015-2016 Assessment Updates

In Spring 2016, Grade 4 and 7 Writing tests will be redesigned as one-day tests

To be completed in one 4-hour administration

When students complete their tests, it will now be a requirement to release students.

TSI as a substitute for EOC’s

SB149: a student who has taken Algebra I or English II at least twice and failed to pass it may satisfy the requirement to perform satisfactorily on that assessment if he/she receives a score of proficient on the TSI

For Algebra I: Math score of 350

For English II:

Reading score of 351

Writing score of 350 an essay of 5

HB 1613: a student enrolled in a college preparatory math or ELA course under Sec. 28.014 who satisfies TSI college readiness benchmarks at the end of the course is exempt from the administration of the Algebra I or the English I and English II EOC assessment instruments, as applicable

EOCs

New rule for students graduating under FHSP – HB 2349

Effective 2015-16, a student graduating under the FHSP is NOT required to take an EOC if he/she Earned high school credit for the course to which the EOC applies prior

to enrollment in a Texas public school (and the credit has been accepted by a Texas public school) or

Completed a course for high school credit in a course to which the EOC applies prior to the 2011–12 spring administration

Prior to HB 2349, a student graduating under FHSP was required to take and pass all 5 EOC assessments in order to receive a Texas diploma regardless of course enrollment (except for course credits earned before the 2011-12 spring administration)

Calculator Policy

Calculators are required for

Districts may satisfy the calculator requirement by providing students with either a handheld calculator or a calculator application available on a tablet

Grade 8 Mathematics, Algebra I, Algebra II

Districts must ensure that each student has a graphing calculator to use throughout the entire test (both paper and online versions)

For Biology

Districts must ensure that students have access to a calculator with four-function, scientific, or graphing capability

There should be at least one calculator for every five students

Other Assessment Issues

Changes to TELPAS Holistic Rating Training (effective Jan 2016)

online training courses and calibrations will be available at a new website that will allow for a more streamlined training experience

calibration must be completed in a monitored setting

the number of opportunities to calibrate will be reduced from three sets to two sets 

supplemental support provider training requirements will be eliminated

local procedures must be established for verifying the completion of training and calibration

training history will no longer be available

So how do we talk about the Standard Progression Model? Each year for the next 7 years, it will get a

little harder to pass STAAR So … maintaining the same pass rate each year

will represent instructional progress for a campus

In 5 of the next 7 years, the Standard Progression model results in the same or lower passing standard than would have been applicable in the “stair-step” phase-in plan
