Key Dates

• Cleaners’ Certified Agreement 2011 expired on 31 August 2015

• Negotiations commenced between the Department of Education and Training and United Voice Union in July 2015

• The operative date of the proposed agreement is 1 September 2015 with a nominal expiry date of 31 August 2018

Key Features

The proposed Cleaners’ Agreement includes changes to the following:

– Wage Increases– Working Parties – Commitment to Workplace Health and Safety – Cleaner Replacement in Special Schools

Wage Increases

Wage increases will apply in the following: – 1.04% 1 April 2016

• To enable the annual wage increase to shift from its April anniversary date to September, and to therefore align with the September effective date of the agreement, a five month pro rata increase of 1.04 per cent was agreed to between the parties.

– 2.5% 1 September 2016

– 2.5% 1 September 2017

Working parties

Two working parties will be established over the term of the agreement:

– Working party 1 • Review the contemporary role of cleaners • Assist with future career paths • Arrange Professional Development opportunities

Working parties

– Working party 2: • Continuous improvements in Workplace,

Health, and Safety Standards of Cleaners • Commitment to promoting safe and healthy

environment • A Pilot Program of School Cleaning Advisors

including a 6 month trial beginning 2016 to support the safety and well-being of Cleaners

• Prevention of injuries and illnesses in the workplace

Cleaner Replacement It was agreed that next shift cleaner replacement would be in place in special schools for any absences in accordance with the Absence Relief Policy.

Existing Clauses Various other clauses have been amended through negotiations between the Union and the Department

Existing Clauses

These include:

– Compassionate/Emergent Leave • This clause was removed given the leave provision is currently

provided for in the Special Leave Directive 09/13

– Employment Security

– Union Encouragement

– Protocol for school visits

Dispute Resolution Procedure• Process remains unchanged:

– Stage 1 (school) 5 working days.– Stage 2 (region) 7 working days.– Stage 3 (central) 7 working days. – Stage 4 – resolution by the QIRC

Agreement

• You are being asked to support the proposed Cleaners’ Agreement

• If the valid majority vote in favour, the new agreement will start from the date of certification by the QIRC

• The first pay rise will then take effect on 1 April 2016

Ballot Process

– Ballot opens 7am, 30 November 2015– Ballot closes midnight, 11 December 2015– Ballot paper with instructions on how to vote will

be posted to employees home address

How to vote– Call the 1800 number provided on the ballot paper– Enter your employee number and password

provided – Follow the prompts to vote YES or NO
