(205-0000-0037): Grouped Projects for Bridge Rehabilitation/Reconstruction (Highway Bridge

Program, HBP): Update the programming of the Grouped Projects for Bridge Rehab./Recon. to reflect the changes addressed in the current 10/29/2014 HBP Listing for Merced County: Right-of-Way advanced to FFY 2013/14 & move out Construction to outer year for Dickenson Ferry

Road Bridge; Move out Construction to outer year for Burchell Ave Bridge; Move out Right-of-Way to FFY 2017/18 for Cottonwood Road Bridge; Move out Right-of-Way to FFY 2017/18 for Atwater Jordan Road Bridge; Move out Right-of-Way to FFY 2017/18 for Merced Ave Bridge.

HBP (205-0000-0241): Arroya Ave Bridge Over West Delta Canal 0.9 Mi. N/O SR-152: Replace

one-lane bridge with a standard 2-lane bridge. Move out Right-of-Way from FFY 2016/17 to FFY 2017/18. Toll Credits programmed for all phases; The project is located in a rural (non-urbanized) area on a road that is not part of the regionally modeled

network. Also, the project does not include added lanes on the approaches to the bridge. Per FHWA guidance, Table 2 of 40 CFR §93.126, this project is EXEMPT from conformity requirements.

ATP (205-0000-0246): In the Community of Winton, Merced County. Walnut Avenue

Complete Street Upgrade: The project is located along Walnut Avenue between Santa Fe Drive and Winton Way. The project is to upgrade Walnut Avenue to enhance safety and to provide for an improved functional use by pedestrians and bicyclists. The project includes infrastructure and non-infrastructure components. The infrastructure improvements include construction of curb, gutter, sidewalk, storm drainage improvements, bike lanes, replacing outdated street lighting, and installing traffic-calming features (a speed table/raised crosswalk adjacent to the elementary school and bulb-outs at each intersection). The non-infrastructure portion includes providing education programs to students related to the safe and proper operation of bicycles on public streets. The CTC has awarded $236,200 in FY 2014/15 for completing environmental and design, and $1,545,000 in FY 2015/16 for construction.

ATP (205-0000-0247): In Merced. State Highway 59 Multi-Use Path Crossing of BNSF RR

Btwn. Cooper Avenue and Olive Avenue: The project is located along State Highway 59 between Cooper Avenue and Olive Avenue. The CTC has awarded $945,000 in FY 2015/16 for completing environmental, design, and for construction.

CMAQ (205-0000-0180): Construct Roundabout on SR-140/33 in Gustine: Due to significant risks with obtaining environmental clearance in time to obtain the funding obligation for Right-of-Way (R/W), the CMAQ funding for R/W (CMAQ = $154,927; City match = $20,073) will be reprogrammed to FFY 2015/16 (from FFY 2014/15). Total project cost = $2,700,000.

CMAQ (205-0000-0219): Atwater to Purchase One New, Tier 4-Diesel Water Truck: Advance

the CMAQ programming from FFY 2015/16 to FFY 2014/15 for Atwater to purchase one new, tier 4-diesel Water Truck to replace a 1962 Water Truck. Total project cost = $130,777 (to be fully funded with CMAQ using “Toll Credits”).

CMAQ (205-0000-0130): YARTS Public Outreach and Marketing: Additional FFY 2014/15

CMAQ was post-programmed to a prior pot of obligated funds to pay for expenses. This amount of $45,717 will be deducted from this year's programmed amount, leaving a balance of $39,283 (to remain fully funded with CMAQ using “Toll Credits”).

From: King, Bill Sent: Wednesday, October 15, 2014 10:08 AM To: Elwin, Ken; Sagin, John; Phimmasone, Thavone; Matt Fell Cc: Bramble, John Subject: FW: City of Merced's Adopted ATP Project  Good news! Caltrans has confirmed that the awarded ATP project is the multiuse path over the railroad, and NOT the multiuse path between Bear Creek Drive and Cooper.  The cause of the confusion was the extremely similar project titles of the applications.  As noted in the email from Caltrans below, it is easier to go by the assigned Caltrans Project Number, in this case #0598, which appears in the upper right hand corner of the application’s cover page.  If either Planning or Engineering receives further confirmation by letters or email to this effect, please notify MCAG as they may need such documentation for their records and formal actions.  Bill

MCAG BOARD ADOPTION RESOLUTION

BEFORE THE

MERCED COUNTY ASSOCIATION OF GOVERNMENTS RESOLUTION NO. 2015/01-15-0#

In the Matter of: RESOLUTION ADOPTING the Merced County Association of Governments 2015 Federal Transportation Improvement Program (FTIP) Amendment 1

WHEREAS, the Merced County Association of Governments (MCAG) is a Regional Transportation

Planning Agency and a Metropolitan Planning Organization, pursuant to State and Federal designation; and

WHEREAS, federal planning regulations require Metropolitan Planning Organizations to prepare and adopt a long range Regional Transportation Plan (RTP) for their region; and

WHEREAS, federal planning regulations require that Metropolitan Planning Organizations prepare and

adopt a Federal Transportation Improvement Program (FTIP) for their region; and

WHEREAS, the 2015 Federal Transportation Improvement Program (FTIP) Amendment 1 has been prepared to comply with Federal and State requirements for local projects and through a cooperative process between the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), the State Department of Transportation (Caltrans), principal elected officials of general purpose local governments and their staffs, and public owner operators of mass transportation services acting through the Merced County Association of Governments forum and general public involvement; and

WHEREAS, the 2015 FTIP Amendment 1 listing is consistent with: 1) the 2014 Regional

Transportation Plan; 2) the 2014 State Transportation Improvement Program; and 3) the Corresponding Conformity Analysis; and

WHEREAS, the 2015 FTIP Amendment 1 contains the MPO’s certification of the transportation

planning process assuring that all federal requirements have been fulfilled; and

WHEREAS, the 2015 FTIP Amendment 1 meets all applicable transportation planning requirements per 23 CFR Part 450; and

WHEREAS, projects submitted in the 2015 FTIP Amendment 1 must be financially constrained and

the financial plan affirms that funding is available; and

WHEREAS, the 2015 FTIP Amendment 1 is consistent with the adopted Conformity Analysis for the 2015 FTIP and the 2014 RTP; and

WHEREAS, the 2015 FTIP Amendment 1 does not interfere with the timely implementation of the Transportation Control Measures; and

WHEREAS, the 2015 FTIP Amendment 1 conforms to the applicable SIPs; and

WHEREAS, the documents have been widely circulated and reviewed by MCAG advisory

committees representing the technical and management staffs of the member agencies; representatives of
