As Chair of PCCAT, it is my great pleasure to welcome you to the 2015 PCCAT annual conference. The support, the interest, the commitment that your presence here represents is that we all have some commonalities and shared values that we can build on together to enhance Pan-Canadian mobility. PCCAT, officially incorporated as a non-for-profit organization in April 2013, is committed to actively enhance collaboration to facilitate the implementation of policies and practices to support student mobility within and among provinces and territories in Canada. We have a very exciting program before us that I trust will spark discussions about trends, best practices and innovative ways to impact the future. This is an exciting time to explore opportunities arising with the growing trends in student mobility and find pathways to collective success.

Electronic Transcripting Initiatives at Stanford University, and the Groningen Declaration by Thomas Black, Associate Vice Provost for Student Affairs and University Registrar at Stanford University

Thomas Black is the Associate Vice Provost for Student Affairs and University Registrar at Stanford University. He has worked in higher education for over 35 years in various administrative positions including the registrar offices of the University of Chicago, Duke University and the University of North Carolina at Chapel Hill. He’s an honorary member of the Southern Association of Collegiate Registrars and Admissions Officers and the Carolinas Association of Collegiate Registrars, and he frequently presents at the American Association of Collegiate Registrars and Admissions Officers national conferences. Tom has served as a member of the National Student Clearinghouse Advisory Board. Perfecting the electronic transcript and its safe delivery via the Internet is Tom’s ongoing work. He’s also interested in increasing the exchange of student data using national standards while ensuring only authorized access to that information. Tom received his B.A. and M. Ed. degrees from Penn State University. (Time will be given for response and discussion at 9:30am.)

Duty Bearers and Way Finding: Seizing Opportunities to Use Quality RPL Guidelines to Enhance ServiceBonnie Kennedy, Executive Director, Canadian Association for Prior Learning Assessment (CAPLA)

Creating a hospitable environment for ‘second chance’ adults and newcomers seeking a Canadian credential is a challenge for many colleges and universities. What if some low cost strategies and quality-assured processes could increase access, while academic standards are maintained. What if recognition of prior learning (RPL) principles and self-audit checklists contained within CAPLA’s new draft Pan-Canadian Quality Assurance RPL Manual could relieve some of the anxiety surrounding assessment practices? What if Canada could deliver on its lifelong learning promise by enhancing recognition opportunities so under-represented groups and non-credentialed adults could find a place in the academy and in the economy?

Technological Education Pathway Development (TEPD) ProjectDr. Mary Harrison (Curriculum Consultant) & Gabriela Kongkham-Fernandez (Pathways Coordinator), Fanshawe College

TEPD formed with the intention of developing a multilateral articulation agreement between Ontario’s 24 public colleges and Brock University for teacher candidates who enter Brock’s revised 4 term Technological Teacher Education program without a degree. The agreement would enable these candidates to earn a Bachelor of Education Degree at the conclusion of their teacher education. Historically, these candidates earned a Diploma of Education when they completed the program. TEPD hopes to provide an incentive for tradespeople to pursue a teaching credential and to address structural inequalities within the profession. The Collaborative TEPD team involves representatives from Brock University, Conestoga College, Fanshawe College, Mohawk College and Niagara College.

Injecting the Liberal Arts into College Transfer Agreements Tim Brunet, Pathways Specialist, Faculty of Arts, Humanities, and Social Sciences, and Coordinator/Lecturer, Liberal Arts and Professional Studies, University of Windsor

The University of Windsor created an admission policy that will inject the Liberal Arts into the knowledge economy. UWindsor’s new admission policy for college graduates enables students to complete a degree that will better equip them to work within large organizations and diverse social contexts. The Liberal Arts and Professional Studies (LAPS) program enables students to take cohort courses in innovation, knowledge management, and research, while exploring other courses in the arts, humanities, social sciences, science and business. Graduates of UWindsor’s LAPS program will be well-equipped to work and lead organizations and society in the knowledge economy.

Movement of Ontario College Graduates Pursuing University Out-of-Province Henry Decock, Principal Researcher and Associate Vice-President, Academic Partnerships Ursula McCloy, Research Project Manager, & Mitchell Steffler, Research Analyst, Centre for Research in Student Mobility (Seneca College)

In 2013, approximately 6.4% of Ontario college graduates surveyed in the Graduate Satisfaction Survey pursued university education six months after the completion of their programs. Of those, a preliminary analysis shows that a sizable number are going out of province to pursue education both within and outside of Canada. Between 2011-2013, this amounted to slightly more than 1000 survey respondents. Our study examines where this group of graduates are studying, what types of programs they are pursuing, and the role online learning is playing in post-graduate learning. Additionally, we will explore whether the mobility patterns are reflected in formal articulation agreements between the sending and receiving institutions.

Delivering Dual Credit Courses: Approaches to Creating the Newest Pathway Grant MacTavish, Coordinator of the Saskatchewan Polytechnic Recognition of Prior Learning (RPL) Office, Saskatchewan Polytechnic

Saskatchewan Polytechnic developed and implemented a model for the delivery of dual credit programming in collaboration with the Saskatchewan Ministry of Education, representatives of provincial school divisions, and with information gathered from other provinces involved in dual credit.Four courses were piloted during the winter semester of 2015 with enrollment from multiple school divisions. Multiple approaches were implemented in creating the dual credit courses, including the creation of new high school courses, to integrating short Saskatchewan Polytechnic courses into existing high school courses as an enhancement.

Courses BC: Looking Back to Move Forward in Support of Student Mobility Cathy van Soest, Manager, Student Data Services at BCcampus

BCcampus’s CoursesBC has been in operation since the late 1990s. Originally known as BCcourses and CourseFinder, this tool aggregates credit-based online and distance post-secondary course opportunities for B.C. students. As a student mobility support tool, it enables the matching of online and distance courses with transfer credit information available through the B.C. Transfer Guide. In this session, we will demonstrate CoursesBC, while we reflect upon the various innovations we have pioneered and our experiences in working with students, advisors and student services staff; discuss recent data gathering activities and identify success factors and challenges; and engage participants in round table discussions concerning future CoursesBC features to support student mobility.

AUGUSTUS III Transfer Students in BC: Profile and Performance 2008/09-2012/2013 Anna Tikina, Research Officer, BC Council on Admissions and Transfer

The BC Council on Admissions and Transfer has published “Transfer Student Profile Reports” periodically since 1991. The current presentation provides an overview of the most recent findings covering the period 2008-2013, including trends in student mobility as well as demographics and performance of transfer students. For this year’s Report, all six institutional members of the Research Universities Council of British Columbia (RUCBC) provided data about students who transferred to their institutions. The results allow us to describe trends in the number of students transferring to these universities; the sending institutions from which they transfer; the faculty, program and credentials they enter; credential completion rates; and transfer student demographics.

Building Trust and Informing Decision Making: ACAT Learner Pathways Modernization InitiativeRobin Fisher (Chair) and Anne Marie Lyseng (Senior Manager, Alberta Council on Admissions and Transfer (ACAT)

ACAT is seeking to foster a climate of trust in credit transfer and student mobility among students, stakeholders, and government by enthusiastically engaging in two major reviews of its operations. These two reviews are 1) the Learner Pathways/Alberta Council on Admissions and Transfer (ACAT) Review and 2) the Learner Pathways Modernization Initiative (LPMI). Both involve a collaborative approach and will put ACAT’s transfer technology and its whole operation under the microscope. We intend to find out what is working and what is not, what needs to be changed and what does not. This session will discuss both process and outcomes and will consider to what extent both may be instructive as we work to build trust and inform decision making within and across jurisdictional boundaries.

Engaging Internal and External Stakeholders and the Importance of Consistent Messaging Victoria Baker, Degree and Transfer Credit Manager, Seneca College

This session will discuss the various ways Seneca College’s Degree and Credit Transfer Office effectively communicates consistent information from the partner to the student and everyone in between! We will look at how our centralized office acts as a hub for pathways information and advocates for not only the student, but the academic area and our partners at large when it comes to the dissemination of transfer information. Learn about how we are staying current with social media trends and utilizing our network to find new ways to inform, update and enhance the breadth of transfer knowledge throughout the College.

Dual Credit: Current Status and Possible DirectionsJohn FitzGibbon, Associate Director, Transfer & Articulation, BC Council on Admissions and Transfer

BCCAT recently produced a review of dual credit programs in BC including a review of the literature on the topic and the models, benefits, issues, and possible directions for this form of transitional programming. The paper also reviewed policy and practice in Alberta, Ontario, and the US. The session will provide an opportunity for delegates to engage in these topics in more detail.

Understanding New Program Approval Processes and the Implications for Joint Program DevelopmentJoanne Duklas, Researcher and Consultant, Duklas Cornerstone Consulting

Joanne Duklas will share findings from an ONCAT funded research project focused on identifying approval processes, timelines, and the general typology for undergraduate new program development at Ontario colleges and universities. The project goals included identifying and understanding the entirety of new program approval practices and governing frameworks at internal institutions, external allied organizations, and government. Unique components related to joint program development will be shared to help highlight the complexities involved in new program approvals.

After outlining the funded project results, based on her experience in the field Joanne will share impressions of exemplars both within Ontario and across other jurisdictions, with the goal of advancing conversations that encourage unique approaches to administrative program launch, academic innovation, and expansion of student mobility.

Canadian PESC User Group: Working Together to Support Electronic Transcript Exchange Leisa Wellsman, Manager, Applicant Services, Ontario Universities’ Application Centre, and Cathy van Soest, Manager, Student Data Services, BCcampus.

The Canadian PESC Users Group (CanPESC) started in 2011 and is an interest group of volunteer members working together to promote data standards and especially interoperability for transcript exchange. In this session, participants will find out about CanPESC and the PESC XML transcript exchange standard; why organizations are interested in applying this standard; and how it is being applied across Canada. The presentation will also include an interactive session with participants to discuss how this standard could be applied in their local contexts and to provide feedback on directions for CanPESC to support electronic transcript exchange.

At the Frontier: Exploring the Elements of a Trans-border Program• Veronika Mogyorody, Visual Art and the Built Environment (VABE) Program Coordinator;

After a five-year process to establish the Visual Art and the Built Environment [VABE] program at the University of Windsor, the School of Creative Arts welcomed its first VABE cohort in 2009. This joint degree program with the University of Detroit Mercy’s (UDM) School of Architecture was designed to leverage the combined expertise and resources of two institutions and offer a program that integrated the creative art and architectural processes, with theory, practical application, and the values of environmental sustainability. This presentation will highlight the challenges faced over the past five years in managing an international and cross-institutional program that is interdisciplinary in its configuration, involves different academic governance structures and accreditation processes, and requires unique operational considerations necessitated with crossing a border.

Transferring is More than Moving Credits!Karen McDaniel, Articulation Coordinator, Southern Alberta Institute of Technology (SAIT)

In February, I attended a conference sponsored by the National Institute for the Study of Transfer Students (NISTS) in Atlanta, GA. I was stunned by the information presented and what I learned about how transfer students are not only awarded transfer credit but are recruited and then supported from the time they arrive on campus to their graduation. Transfer students are not the same as first year entry students - they have different characteristics, attributes and retention challenges. There were over 400 attendees but only 3 Canadians, so I would like to share what I learned and start a Canadian dialogue.

ARUCC PCCAT NATIONAL TRANSCRIPT GUIDE AND TRANSFER CREDIT NOMENCLATURE PROJECT: Encouraging National Student Mobility through Collaboration Joanne Duklas, Primary Investigator and Project Lead, ARUCC PCCAT National Transcript Standards and Transfer Credit Nomenclature Project; Researcher and Consultant, Duklas Cornerstone Consulting

Joanne Duklas will share findings and seek expert advice regarding the ARUCC PCCAT National Transcript Standards and Transfer Credit Nomenclature Project . The Project is in its second Phase and is now focused on engaging the national community in validating the findings from the first Phase and creating the national transcript and transfer credit nomenclature standards. For this plenary session, Joanne will be seeking final input from registrarial and pathway policy developers and practitioners on the actual content. This will be an interactive session. The resulting standards and nomenclature will be available to the national postsecondary community at the end of September through an online, searchable database. Foundational principles continue to inform the work of this multi-phased ARUCC and PCCAT Project and include examples such as promoting student success and mobility, respecting institutional autonomy and provincial authority, and enhancing transparency. The full study from Phase 1 along with an executive summary is published online at the Project website (http://www.arucc.ca/en/resources/arucc-pccat-project.html). Financial sponsorship for the Project is provided by ARUCC, PCCAT, BCCAT, NBCAT, ONCAT, Campus Manitoba, ACAT, and the Saskatchewan Credit Transfer and Learner Pathways Committee.

Enhancing Student Mobility through ApplyBC and TranscriptBCCathy van Soest, Manager, Student Data Services at BCcampus

BCcampus operates ApplyBC, B.C.’s post-secondary application service for students, and TranscriptsBC, a collaborative transcript exchange service for B.C. post-secondary institutions. To ensure that these services are relevant, BCcampus works with stakeholder institutions and surveys students to stay on top of support interests. In this session, we’ll provide an overview of how ApplyBC and TranscriptsBC operate in B.C. and an update of our recent activities; provide information on how we are working collaboratively and inter-institutionally with institutions in B.C. and key areas of focus; discuss our current and future work plans for both services; and how our work with stakeholders is enhancing student mobility in B.C.

Victoria Baker has coordinated and managed Seneca’s Degree and Credit Transfer Office for the past 4 years, and has worked at the College for over 7 years. Her role involves working with internal Academic departments to establish and develop partnerships with Universities and Colleges both locally and abroad. Victoria not only negotiates articulation agreements but also updates existing agreements to reflect curriculum changes and improvements. Her centralized office provides dedicated degree transfer advisement services to students on new and existent diploma to diploma, diploma to degree and degree to masters program pathways and connects students with resources and information to support their academic goals. Victoria has expanded the capacity of service the DCTO provides to not only students, but also faculty and brings significant expertise on student pathways, and specifically the on scope and depth of student advisement required in this area.

Tim Brunet is the Pathways Specialist for the Faculty of Arts, Humanities, and Social Sciences at the University of Windsor. He also coordinates and lectures for the Liberal Arts and Professional Studies program. Tim is deeply involved in higher education as the Vice Chair of the Pan Canadian Consortium on Admission and Transfer and is currently completing a PhD in Higher education at the University of Toronto.

Henry Decock is the Principal Researcher at the Centre for Research in Student Mobility and the Associate Vice-President, Academic Partnerships. He has been working at Seneca College since 1987. He Holds a PhD in Higher Education from the Ontario Institute of Studies in Education/University of Toronto, MA in Sociology from York, and a BA in Sociology and Politics from the University of Western Ontario.

Joanne Duklas is a long standing member in the higher education field who has served for over two decades as a strategic enrolment management professional. She is a seasoned administrator and passionate supporter of student success and mobility and has led significant portfolios in the postsecondary arena. She is currently a consultant and researcher focused on advancing next generation practices in support of student mobility. Joanne’s external committee involvement has included serving as chair and president of a number of Canadian provincial and national associations. She has been formally recognized by her peers both at the national and provincial level and granted honorary status within OURA and ARUCC for her efforts.

Robin Fisher is the Chair of the Alberta Council on Admissions and Transfer and has also served on the CATs in British Columbia and Saskatchewan. His PhD in history is from the University of British Columbia and he has published on the history of the Pacific and British Columbia. His administrative career culminated as Provost and Vice President Academic at Mount Royal University.

John FitzGibbon is BCCAT Associate Director responsible for Transfer and Articulation. Before coming to BCCAT he managed a number of secondary and post-secondary education projects in the West Bank and Gaza Strip, Egypt, and Jordan. He also worked in a variety of administrative positions related to secondary and post-secondary education in BC in the areas of career pathways, provincial articulation, PLAR, student outcomes, curriculum and program development, and information reporting. He also taught in both the secondary and post-secondary systems in the province. John holds an MA in Curriculum Studies from UVIC.

Ann Marie Lyseng is the Senior Manager for the Alberta Council on Admissions and Transfer (ACAT) Secretariat and Learner Pathways within Alberta Innovation and Advanced Education. Ann Marie has a Master of Education in Educational Administration and Leadership from the University of Alberta, and has worked as a secondary and post-secondary instructor in Alberta and for Alberta Education as a Senior Manager in assessment and curriculum, including English Language Arts, Social Studies/Social Sciences, and Knowledge & Employability.

Grant MacTavish (B. Ed. (V/Tech) M. Ed.) is the Coordinator of the Saskatchewan Polytechnic Recognition of Prior Learning (RPL) Office. Grant has been involved in adult education since 1983. His expertise extends from; industrial instructor, curriculum developer, continuing education consultant, international projects coordinator to his current role as coordinator of RPL at SIAST. Grant’s involvement in RPL has involved; managing the Saskatchewan Labour Force Development Board’s Provincial PLAR Services project; working with partners to develop RPL processes for industry associations; introducing the concept of RPL to institutional partners in both Ukraine and Vietnam; member of the CICAN – Recognition of Learning Coordinating Committee; presented at eight CAPLA conferences; and currently sits as a member of the executive of PCCAT. As the coordinator of RPL, Grant is responsible for PLAR and Transfer Credit at Saskatchewan Polytechnic. Transfer credit support has increased at SIAST under Grant’s leadership and has been further enhanced by the development of the Guide to Transfer Credit @ SIAST. Building capacity for the delivery of Dual Credit at Saskatchewan Polytechnic has been Grant’s latest initiative.

Ursula McCloy manages the range of research being produced at the Centre for Research in Student Mobility at Seneca College. Previously, she has lead projects with Ontario Colleges funded by MTCU’s Productivity and Innovation Fund, has served as Research Director at the Higher Education Quality Council of Ontario, and a Research Officer at Colleges Ontario. She has a PhD in Nutritional Science from the University of Toronto, and master’s and undergraduate degrees from Memorial University. She also completed post doctorate work at the University of Manitoba.

Karen McDaniel is the Articulation Coordinator at SAIT Polytechnic in Calgary, AB. Dr. McDaniel has many years of education experience as a teacher, academic and administrator. Her doctorate is in curriculum and instruction from the University of Calgary. Become joining SAIT, she was the Director of Undergraduate Teacher Education at Eastern Washington University in Cheney, WA.

Veronika Mogyorody is Assistant Provost, Academic Architectural Advisor for the University of Windsor and is involved with the oversight of the design/construction process for new academic buildings. She is trained as an architect and urban designer, and has worked on projects associated with enhanced learning environments. She is an Associate Professor in the School of Creative Arts (SoCA) and Coordinator of Visual Arts and the Built Environment [VABE], an interdisciplinary program between SoCA (Windsor, ON) and the School of Architecture at the University of Detroit Mercy (Detroit, MI). Her research has focused on higher education learning spaces, environmentally responsible design, and the shift towards sustainable practices and building construction.

Mitchell Steffler is a Research analyst at Seneca College’s Centre for Research in Student Mobility. He was formerly a Data Analyst at the Public Economics Data Analysis Lab in McMaster University. He holds a MA in Economic Policy from McMaster University and a Bachelor of Arts degree in Economics from Wilfrid Laurier University.

Anna Tikina is BCCAT’s Research Officer. She has strong skills in research and policy analysis, project management experience in academic and industrial settings, and familiarity with institutional research in the B.C. postsecondary system to her work at BCCAT. Anna holds a Masters’ from Yale University and a Ph.D. from University of British Columbia. She also holds an undergraduate degree in Education. Anna conducts research, and supports and manages research projects undertaken by external researchers for Council.

Cathy van Soest is Manager, Student Data Services at BCcampus. She facilitates the on-going development and implementation of online student services with B.C. post-secondary institutions including CoursesBC, MyCreditsBC, and TranscriptsBC. Cathy has worked in both the post-secondary and K-12 sectors and has a background in open learning, education technology and international education.

Leisa Wellsman joined the Ontario Universities’ Application Centre (OUAC) in 1996 and is currently Manager of Applicant Services. She has been involved with electronic transcript exchange since 1998, and manages the operational side of the OUAC’s electronic transcript business. Leisa currently co-chairs the Canadian PESC User Group.

NATIONAL CAT PANEL SPEAKERS

Philip Belanger is the Executive Director, New Brunswick Council on Articulations and Transfer (NBCAT). Originally from Ottawa, ON, Philip Bélanger has served the government of New Brunswick since 1979, with a strong background in education and training, project development, management and consulting. In 2004 Philip took on the responsibility of Immigration Settlement and Multiculturalism within the department of Post Secondary Education, Training and Labour (PETL), with much implication in credentialing. In December, 2006 he joined the Council of Atlantic Ministers of Education and Training (CAMET) on a secondment agreement, for the development of an Atlantic Centre for International Credentials and Competency Assessment and Recognition. With his deep involvement in credentialing Philip was approached by PETL to develop a provincial long-term operational structure to facilitate credit transfer and prior learning assessment and recognition (PLAR) in NB, which lead to the establishment of a New Brunswick Council on Articulations and Transfer (NBCAT). Officially founded in 2010, Philip was appointed Executive Director of NBCAT.

Glenn Craney is the founding Executive Director of the Ontario Council on Articulation and Transfer (ONCAT), a member-driven organization in the province that brings together all institutions in the post-secondary education sector. In this leadership role, Glenn and his team work with Ontario’s 45 publicly funded colleges and universities to develop transfer credit policies and practices that will enhance student mobility and change the culture of credit transfer.

Prior to joining ONCAT, Glenn served as Senior Policy Advisor to the President, and Executive Director of the Office of Institutional Research and Analysis at York University, as well as Chair of the Council on University Planning and Analysis (CUPA). Previously, he was Director of the Office of Institutional Analysis and Planning and lecturer in the Department of Economics at the University of Guelph.

Glenn began his career within the Postsecondary Education Division of the Ontario Ministry of Training, Colleges and Universities where he held progressively senior roles in both the colleges and universities branches. In 2005, he was seconded to government from Guelph University for the Rae Review on Postsecondary Education.

Robin Fisher is the Chair of the Alberta Council on Admission and Transfer (ACAT).Robin’s last academic position was as Provost and Vice President Academic at Mount Royal University in Calgary. Prior to Mount Royal he was a Faculty Dean at the University of Regina and the University of Northern British Columbia. He is an historian by discipline and, as a faculty member at Simon Fraser University, he published on the history of British Columbia, the Pacific and New Zealand. He has served on the transfer councils of British Columbia, Alberta and Saskatchewan. Returning to the west coast he is doing some consulting work and has come back to history by working on a biography of the anthropologist, Wilson Duff.

Robert Fleming is the Executive Director & Co-chair of the BC Council on Admissions and Transfer (BCCAT).Prior to being appointed BCCAT Executive Director and Co-chair in 2010, Dr. Fleming taught at various institutions in BC and served in administrative roles, including English department Co-chair, Dean of Humanities, and Associate Vice-President Academic. Over his career, he has contributed as a member of several provincial, national, and international post-secondary committees and organizations. His scholarship includes presentations and publications on literature and composition, program development and review, post-secondary policy and systems, and organizational cultures. Dr. Fleming holds Bachelor of Arts and Master of Arts degrees in English from the University of British Columbia, and a Doctorate in Education from Simon Fraser University. He is also a graduate of SFU’s Professional Development Program in Teacher Education.

Kathleen Massey is the University Registrar and Executive Director of Enrolment Services at McGill UniversityKathleen has worked at McGill University in Montreal as the University Registrar and Executive Director of Enrolment Services since 2007. Previously, Kathleen held leadership positions at one college and two other universities across Canada, in Toronto and Calgary. Her involvement in supporting student mobility through credit recognition has included roles on the PCCAT executive and as a university representative on the Alberta Council on Admission and Transfer. Massey is a member of several national and international professional organizations, including ARUCC, PCCAT and the Quebec Bureau de coopération interuniversitaire (sous comité des registraires). She is currently the Chair of the national ARUCC Groningen Task Force in Canada. Massey is the proud leader of the award-winning Enrolment Services team at McGill.

Dave Neale is the Executive Director of Campus Manitoba. Dr. Neale is a retired VP Academic and professor emeritus of Ambrose University, Calgary. He joined Campus Manitoba in 2012 and has been actively transforming the organization since that time. Campus Manitoba now operates a virtual online learning portal (eCampusManitoba.com) and is building a transfer credit portal scheduled to go live in 2016, as well as other collaborative initiatives within the Manitoba PSE system.

5. Updates from PCCAT Sub-Committees

a. Conference Planning - Tim Brunet Tim expressed thanks to the organizing committee, and extended special thanks to the University of Windsor, the chief sponsor of the event. Tim issued a proposal that next year’s conference be held at Windsor. The goal will be to send out a call for proposals before Christmas 2014. A survey inviting feedback on this year’s conference will be sent out shortly after the event.

b. Research – Rob Fleming Rob noted that the first phase of the National Transcript Guide project is now complete. Joanne Duklas, the project lead, presented on the results of the project at the conference, and feedback from attendees is welcome. The next step will be to seek to direction from the Board regarding follow up on endorsed recommendations, development of a phase two project proposal, and, as appropriate, identification of funders. The PCCAT Board will be meeting on June 26th to decide next steps in collaboration with ARUCC. Rob expressed thanks to the Project Steering Committee for their dedication to the project despite tight timelines and a considerable workload.

c. Nomination – Glenn Craney This sub-committee has been focusing on developing a structure for nominations, to ensure orderly turnover of board membership and balanced representation. Glenn noted that three members will be stepping down this year: Katherine Sutherland (Thompson Rivers University), Kathleen Massey (McGill University), and Karen McDaniel (SAIT Polytechnic). In addition, Tim Brunet’s term as Vice-Chair is set to expire. Elections will be held later in the meeting to replace the positions left by outgoing members, and to open the way for additional board member nominations. (The bylaws allow for an unlimited number of directors).

Glenn noted that, with Kathleen Massey stepping down, representation for Quebec is of some concern. The Board is investigating potential members to represent this jurisdiction, and the bylaws allow the Board to appoint members as appropriate throughout the year.

d. Strategic Planning – Tim Brunet Tim reported that Katherine Sutherland had issued a proposal that a Strategic Planning sub-committee be struck in order to liaise with stakeholders, focus on collaboration, and maintain resources. This group includes members from across sectors and has worked well together, recently completing a financial review.

e. Website Design and Maintenance – Tim Brunet Members reviewed the newly launched site (www.pccatweb.org) which features news, membership and board information, reports and research, and a repository for key documents (such as meeting minutes and the bylaws, which are to be posted shortly).

Members are invited to submit materials for posting to the site, but the posting of untranslated pieces is likely to delayed, pending translation. In addition to time constraints, there are cost implications related to the translation of materials. For this reason, it was agreed that a related line item be built into the budget on an ongoing basis.

Those who wish to be notified of news and other updates, may receive RSS feeds by posting their name and email on the site.

Members expressed general satisfaction with the new website.

6. AGM Meeting Minutes process

Draft minutes will be circulated to members by email for review. The amended version will be sent to members prior to next year’s conference, and presented at the 2015 AGM for ratification. This process will set the precedent for the process in future. Approved minutes will be posted to the website. Executive meeting minutes will also be posted, but will be password protected for access by the executive only.

7. Membership Criteria and the Bylaws

Membership criteria are outlined in the bylaws. They denote that there is just one level of membership for all, and stipulate that members attend the conference at least once every three years. They also state that an individual’s membership is not linked to their institution (regardless of whether the institution pays the membership fee).

MOTION: To approve the addition of this friendly amendment to the bylaws: “If you leave your organization your PCCAT membership goes with you.”
