Held under the sanction of USA Swimming through Hawaiian Swimming #HI20150805-WZ

In granting this sanction, it is understood and agreed that USA Swimming shall be free from any liabil-ities or claims for damages arising by reason of injuries to anyone during the conduct of the event.

All entries shall be submitted only by the LSC using a USA Swimming approved Standard Database

Interchangeable Format (SDIF) electronic file. The entry time shall be the swimmer’s best time from August 6,

2014 to Wednesday, July 29, 2015. The file shall include the USA Swimming member registration number and

the home club code (or UN for unattached) for each swimmer entered.

Entry Deadline: The SDIF file must be received by 3:00 PM (PDT) (12:00 PM Noon HST) Wednesday, July

29, 2015.

For a swimmer who does not have a long course time which makes the standard, the qualifying short

course time shall be designated by a Y (short course yards) or S (short course meters) on the

electronic file. Swimmers with non-qualifying times shall be designated with a B (non-qualifying bonus

swim) and an L (LCM), Y (SCY) or S (SCM) on the electronic file.

Proof of time shall be the responsibility of the LSC. Violations shall carry a fine of $250.00 assessed to

the LSC. The swimmer will be dismissed from the meet and all points earned by that swimmer will be

removed, including all relays in which the swimmer participated.

Any swimmer who has, within the 18 months prior to the start of the meet, participated in one (1) individual

event at a USA Swimming championship as defined by Article 207 of the current USA Swimming Rulebook,

excluding Disability Championships and Open Water Championships, may not compete in that event or the

related relay leg.

Eligible athletes: 2015 USA Swimming year round athletes registered in a Western Zone LSC who are no older

than 14 years of age as of the first day of the meet and designated by their LSC to participate in the meet.

Details of any changes to normal meet operations protocol will be announced at the General Meeting.

Swimmers’ and Coaches’ Responsibility—It shall be the swimmers’ and coaches’ responsibility to acquaint themselves with all of the information contained in this meet information book and any details at the General Meeting which will be held on Tuesday, August 4, 2015 at 5:00 PM (HST).

Open Water Swim—Sunday, August 9, 2015: 10 & Under—1K; 11-14—3K at Kamaole I Beach. Check-in time is 7:00 AM, races start at 8:30 AM. See separate Meet Announcement for details.

The meeting will be chaired by the Meet Referee and the Meet Director. At the discretion of the Meet Referee, a coaches’ meeting may be held some time during the course of the meet after the Gen-eral Meeting. Official’s Briefings/Evaluation Requests Hospitality Room All officials are expected to attend an officials meeting to be held one hour prior to each session for which they have been assigned. Officials must be USA Swimming registered prior to the start of the competition. This meet has been approved as an Officials Qualifying Meet for N2/N3 certification/re-certification. The Application to Officiate form can be found in this booklet and on the Western Zone website (www.westernzoneswimming.org). Applications for assigned positions should be submitted by June 30, 2015. Requests for Evaluation should be submitted by July 15, 2015. Requirements for Offi-cials uniforms are specified on the Application to Officiate.

Directions from Kahului Airport: Exit airport on HI-380 (Dairy Road); continue on HI-380 for 1.7 miles. Turn

left onto Pu’unene/Mokulele Highway HI-311 for 6.5 miles. When road becomes HI-31, Piilani Highway, continue for 2.8 miles to Lipoa St. Turn right. Pool is on the right. Note: Drive carefully; speeding is a ticketing offense. Note: If you are staying in the Lahaina or Ka’anapali area, please allow at least 30 minutes drive time to reach the pool. Warning: if accidents occur on the Pali Highway, the highway may shut down completely to traffic flow until traffic lanes can be reopened.

Live Web Results/Meet Programs: Live results will be available on Meet Mobile. Meet Programs will be available for purchase at Concessions and on Meet Mobile. Hospitality: Hospitality will be available for credentialed coaches, officials, and team managers for breakfast and lunch each day. Refreshments will be provided for the evening sessions. Concessions: Full concessions will be available for spectators throughout the event. Information/Lost & Found: An Information/Lost & Found area will be available at the lifeguard office. Site Information

Kihei Aquatic Center: One 8-lane 50 meter outdoor pool with a separate warm-up/down yards pool. The main competition pool is 8-lane, 50m x 25y facility with bulkhead set at 50m. Depth 13’ at starting end; 6’7” at turn end. The competition course has not been certified in accordance with 104.2.2C(4) but will be laser measured daily. The timing system is Colorado Timing Systems with touchpads at both ends. Paragon starting blocks with movable vanes will be used. Credential Pick-Up & Registration; Coaches Packets: Coaches must check-in with the Clerk of Course prior to entry on to the deck in order to receive heat sheets, hospitality passes and other information. Only credentialed coaches, managers, and officials will be allowed in certain areas of the pool complex. Facility Notes: Banners may be attached to bleachers and other areas using rope or cords. Please do not use adhesives. Spectator Seating: Spectators are welcome to sit in the covered bleachers. Only athletes, coaches, officials, and credentialed chaperones are allowed in the athlete village. Due to USA Swimming Insurance requirements only credentialed swimmers, coaches, officials and volunteers are allowed on deck. There are no exceptions.

Entering the Meet

Eligibility: 2015 USA Swimming year round athletes registered in a Western Zone LSC who are no older than 14 years of age as of the first day of the meet (August 5, 2015) and are designated by their LSC to participate in the meet. A swimmer who has, within the 18 months prior to the start of the meet, participated in one (1) individual event at a USA Swimming Championship as defined by Article 207 of the USA Swimming Rulebook, exclud-ing Disability Championships and Open Water Championships, may not compete in that event or the relat-ed relay leg at this meet. This is a Proof of Time meet. It is the responsibility of the LSC submitting the times for their athletes. Violations of this requirement shall carry a fine of $250.00 payable by the LSC. The swimmer will be dismissed from the meet. All points earned by that swimmer will be removed (including all relays in which the swimmer participated). Time verification with date and location where achieved must be in the USA Swimming SWIMS database or made availa-ble upon request to the Administrative Referee. Entry Limits—Individual and Relays: A swimmer may enter up to six (6) individual events for the meet, but may not compete in more than three (3)individual events per day. Each LSC may enter 400 individual events of which no more than 160 may be slower than the time standard. Each LSC athlete roster is limited to a total of 80 athletes, not including any athletes with disabilities. An LSC that enters more than 400 individual events and/or 160 slower than the time standard, shall scratch down to the limit prior to the close of the scratch box on Tuesday (15 minutes after the end of the General Meeting). Failure to comply shall be deemed to have given the Meet Referee authority to eliminate entries to comply with these entry limits. Slower than time standard swims will be eliminated first. Disa-bled swimmers will not be included as part of the LSC’s 400 or 160 limits. Appropriate fees for all entries submitted are required to be paid; no refunds will be made. Each LSC is limited to one (1) non-standard swim per gender, per age group, in any event of 400 meters or longer. Entries over this limit must be scratched prior to the close of the scratch deadline for the event. In the event that such scratch is not received, the Administrative Referee has the responsibility to eliminate entries to comply with these entry limits. Each LSC is limited to 2 relays per relay event. Enter relays times when submitting entries. Swimmers entered in the meet whose age/gender meet the event description are eligible to swim that relay. All relays will be swum as 10 & Under, 12 & Under, and 14 & Under. They will be scored and awarded accordingly. Each LSC may bring two (2) swimmers with disabilities who are 12 and under and two (2) swimmers with disabili-ties who are 13-14. These swimmers with disabilities are not required to meet the time standards for their age group events; however, they must provide a time for each event they enter. Classification of a swimmer with a disa-bility is irrelevant.

Meet Schedule: Wednesday, Aug 5—Saturday Aug 9 Prelims Warm-up: 7:00 AM Meet Start: 8:30 AM Finals Warm-up: One (1) hour before the start of Finals Finals Start: No sooner than two (2) hours after the competition for Prelims; to be announced at General Meeting Timeline: A projected timeline will be established by the Meet Referee and distributed at the General Meeting

Tuesday afternoon. A timeline will be included in the session sheets each day. Clerk of Course: The host will provide a Clerk of Course desk at the pool for the duration of the meet. The desk will be open from 12:00 Noon to 5:30 PM on Tuesday, the day prior to the start of the competition and from 7:00 AM to the close of the scratch box on Wednesday through Friday.

Entry Submittal Information: Entries must include: Full legal name, age, USA Swimming Registration number, home club code, and LSC code. Entries shall be the swimmer’s best time from the first day of competition of the prior year’s meet to the entry deadline of the current year. For a swimmer who does not have a long course time which makes the time standard, the qualifying short course time shall be designated by a Y (short course yards) or S (short course meters) on the electronic file. Swimmers with non-qualifying times shall be designated with a B (non-qualifying bonus swim) and L (long course meters), Y (short course yards) or S (short course meters) on electronic file. Swimmers with disabilities must be identified at the time entries are submitted.

Qualifying times are stated at sea level. Times achieved at an altitude of 3,000 feet or above may be adjusted in accordance with the current edition of the USA Swimming Policy Manual. All entries shall be submitted only by the LSC using a USA Swimming approved Standard Database Interchangeable Format (SDIF) electronic file. Bring copies of ALL correspondence with you to the meet in case of entry problems. Entry Errors: The following procedure applies to and only to a swimmer whose entry is incorrect due to an adminis-trative entry error. The error(s) may be corrected if:

The LSC entering the swimmer can prove, with documentary evidence, to the satisfaction of both the Meet Di-rector and the Meet Referee that the administrative error is due exclusively to the error of the LSC and not in any way the fault of the swimmer.

Such documentary evidence must be submitted to the Meet Director or Meet Referee prior to the General Meet-ing (NO exceptions) where it will be subject to approval.

If approved, the swimmer shall be seeded correctly. Entry Deadline: The entry file must be received by 3:00 PM (PDT) (12:00 Noon HST), Wednesday, July 29, 2015. Meet Procedures

Meet Format: Swimmers are considered checked in for all events EXCEPT the 800 and 1500 meter Freestyle events which require positive check-in in order to be seeded. The meet will be run under National Championship rules including relays. All Preliminary events will be swum slowest to fastest using a Preliminaries/Finals format except for the following:

Finals will be swum in B/A Format consisting of the top 16 qualifying times of each event except for the events with an asterisk on the Order of Events page.

The 11-12 Girls and Boys 400 IM, 200 Back, 200 Fly, and 200 Breast will be swum as timed finals with the fastest heat swum in Finals.

800 and 1500 Freestyle events will be swum as timed finals in Prelims, will be seeded according to entry time and will be swum fastest to slowest, alternating Girls and Boys.

All relay events will be swum as timed finals at the end of each Finals session. All relay forms, with declared entry times, must be returned to the Clerk of Course by 12:00 pm on the day of

the relay event in order to be seeded. The Meet Referee and Administrative Referee, in concurrence, may re-seed any relay with an unrealistic entry time to the first heat with a “no time” entry time. Up to eight swimmers may be listed on the entry form. The order of the swimmers may be changed up to the time the lead swimmer is called to the blocks.

Long course meter (LCM) qualifying times will be seeded first, short course yard (SCY) qualifying times will be seeded second, and short course meter (SCM) qualifying times will be seeded third. Bonus entries must be labeled as such and will be seeded after all qualifying entries. Check-In and Scratching: National Championship scratch and No Show rules will be used, except where otherwise specified. A scratch box will be located at the Clerk of Course. Scratches prior to the seeding of Preliminaries must be confirmed by properly filling out and depositing a scratch card in the scratch box located at the Clerk of Course by the scratch deadline. Scratch Box Closing: The scratch box will close 15 minutes after the close of the General Meeting on Tuesday. The scratch box will close one-half (1/2) hour after the start of Finals on Wednesday, Thursday, and Friday for the next day’s preliminary events. Preliminary Heats: Any swimmer who fails to compete in an individual preliminary heat in which he/she is entered and has not properly scratched will be barred from all further individual and relay events for that day and must check in with the Administrative Referee prior to the scratch deadline each day for the remainder of the meet. Finals: Swimmers have 30 minutes after announcement of preliminary results of their event in which to scratch or declare their intention to scratch. Any swimmer seeded in a Final race in an individual event who fails to compete in said Final shall be barred from further competition for the remainder of the meet, unless the swimmer has properly scratched according to the meet rules. Scoring: Individual Events 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1 Relay Events 40-34-32-30-28-26-24-22 Awards: Team award for 1st Place—Trophy Name: Scottie Ascherman Team Championship Award Team awards for 2nd—8th places Medals awarded 1st—8th place and ribbons 9th-16th place for individual awards Medals 1st—3rd place and ribbons 4th—8th place for relays The Adam Szmidt Team Sportsmanship Award is given for overall team spirit and sportsmanlike attitude. Sportsmanship and spirit, not performance or team score, are the judging criteria. Criteria in order of importance are: Sportsmanship Total team support –consistent, positive attitude throughout the entire meet Appearance (uniform, shorts, suits, etc.) Each LSC is responsible to name one coach and one athlete to the selection committee. Please turn in the names of the representatives to the Swimming Championship Coordinator. Ballots should be turned in no later than one hour before the end of each day’s Finals. The award will be presented on Saturday at the conclusion of Finals.

Meet Procedures-Continued

Rules: USA Swimming/Western Zone/Hawaiian Swimming Rules will govern the conduct of the Western Zone Age Group Championship and will serve as the official guide for technical and procedural rules. It shall be the swimmers’ and coaches’ responsibility to acquaint themselves with all of the information contained in this meet announcement. Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a USA Swimming member coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. Membership Requirement: All coaches and officials expecting to receive a deck pass should be prepared to show a current USA Swimming membership card. The deck pass should be visible at all times while on deck. Coach Check-In: Coaches must check in with the Clerk of Course prior to entering the deck. Athlete Accommodations: Swimmers with a disability are welcomed to enter this meet. The coach or entry chairperson must alert the Meet Director as to the need of any special accommodations or seeding arrangements at the time the entry is submitted. Warm-Up and Safety: Hawaiian Swimming warm-up rules will be in effect through out the meet. NO DIVING OR RACING STARTS will be permitted from the blocks or side of the pool during general warm-up. Swimmers must enter the water using a three-point entry. Racing starts will be permitted only when sprint lanes are opened by the invigilating officials. Warm-ups will be under the control of Meet Marshals. A warm-up schedule will be presented at the General Meeting, Tuesday, August 4, 2015. LSC’s will be assigned time and lanes for Prelims. Hawaiian Swimming open lane warm-up rules will be in effect for Finals, which will begin one hour preceding the start of Finals. The designated Warm-up/Warm-down pool will be available for continuous warm-up/warm-down. The Meet Referee may make changes at any time as determined to be in the best interest of the athletes and the conduct of the meet. Restrictions: USA SWIMMING RULES 103.11 AND 103.12

REGARDING TABACCO AND ALCOHOL USE WILL BE STRICTLY ENFORCED.

The use of audio or visual recording devices, including a cell phone, is not allowed in changing areas, restrooms or locker rooms. Visual recording devices are not permitted behind the

blocks during the start sequence throughout the meet.

This meet may be covered by media, including photographs, video, webcasting, and other forms of obtaining images of athletes participating in the meet. Entry into the meet is acknowledgement and consent to this fact.

Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited.

All swimmers entered in the competition must comply with USA Swimming Rulebook section 102.8 regarding swimwear and taping. Only swimsuits complying with FINA swimsuit specifications may be worn in any USA Swimming sanctioned or approved competition.

Miscellaneous Information: Heat sheets: Prelims $3.00 p/session Finals $2.00 p/session All sessions: $15.00 Officials Certification: The Western Zone Age Group Championship is a qualifying meet for National Officials Certification. In order for the LSC Official to advance, the candidate has to be observed by a National Evaluator indicating that the candidate has demonstrated the appropriate qualities and skills over several sessions and has been recommended for advancement. Officials wishing to obtain or renew their national certification must apply to be considered. Please note your request on the Application to Officiate. Any questions can be directed to the Meet Referee. Officials Mentoring Program: This fund provides travel lodging assistance for two officials from each Western Zone LSC to attend and work at least 80% of the meet sessions at the WZ Age Group Championship. The proceeds of the fund generated from this meet are shared equally across all applicants who have met the work requirements. Each LSC Officials Chair must submit the names of their two officials (one to act as a mentor and one that has been identified as having strong potential) to the Western Zone Officials Chair by June 30, 2015. Officials Reimbursement Fund: This fund provides reimbursement assistance to officials who work at least 80% of the meet sessions and who are not being reimbursed from another source for their expenses to attend the WZ Age Group Championship meet. The proceeds of the fund generated from this meet are shared equally across all applicants who have met the work requirements.
