PREFACE
West Tripura District is highly vulnerable to earthquake of severeintensity and cyclone. Flash Floods and Landslides are also occurred due toheavy downpour during South-West monsoon. Loss of lives and damage tolivelihood system, property, infrastructure and public utilities are the result offurious disaster for which we need to have a better preparedness and response atall level with the available resources. With an aim to build up an ideal disastermanagement in the West Tripura District, the DDMP-2016-17 is prepared onthe basis of given guidelines of the Government in Revenue Department.
The District Disaster Management Plan of West Tripura District tries tobridge the gap between the missing links of actual field situation andcontingency plans at higher level.
The District Disaster Management Plan Preparation Committee gaveexpert views in preparing the DM Plan for the year 2016-17 as an ideal one.
The present document will help in identifying some vulnerable pockets,the safest places where people can take shelter and food can be stored at thetime of crisis. It is accepted that the present form of DDMP, West TripuraDistrict would serve as a useful document for the District Administration aswell as for the public in reduction of loss of lives and loss of property at thetime of natural calamity.

Chapter I: Introduction1.1 Aim:
The West Tripura District is a multi hazard prone district to Flood, Cyclone,Earthquake, Forest Fire and epidemic. The entire State of Tripura is situated inseismic zone –V which is prone to moderate to high intensity earthquakes. So thedisaster management planning of this district may be referred to the inevitable plan,strong administration unit of linkup between the top & bottom of administrativeunit and to the grass root level transmission link. It is no doubt that the formulationof disaster plan is for preparedness and commitment for its positive implementationat the hour of crisis.
The DDM plan is viable because it envisages the following factors critically from apractical point of view:
Risk assessment & vulnerability analysis. Culture of quick and effective response. Maintaining cohesiveness & uniformity in the formulation of a strategy taking
a wide range of heterogeneous factors posed by a Disaster and climate changefactors.
Taking up disaster risk reduction issues in development process.
1.2 Objective:
The West Tripura District Disaster Management Plan formulatedwith a view to create an effective and realistic strong fail proof communication,authentic and accurate data base, full proof documentation and rehearsal in thecommunity in the shortest possible time with minimum simple orders andprocedures so that the people will get maximum benefit. The plan documentenvisages and ensured that the Community shall actively participate in all levels withoptimum utilization of men, materials available resources etc. with no gaps or nooverlaps to prevent loss to lives and minimize loss to property. The purpose of thepresent document also meant for ensuring quickest approach for rescue,rehabilitation and to avert further miseries of the calamity stricken people. TheDDMP would act like a true friend, which will guide the entire administrationmachinery, provide courage to the community to face the eventuality bravely andboldly.

1.4. R0les and Responsibility of DDMA
i) Ensure that the areas in the district vulnerable to disasters are indentified andmeasures for the prevention of disaster and the mitigation of its effects are undertaken bythe departments of the Government at the district level as well as by the local authorities.
ii) Ensure that the guidelines for prevention of disaster, mitigation of its effectspreparedness and response measures as load down by the National Authority and the StateAuthority are followed by all departments of the Government at the district level and thelocal authority in the district.
iii) give directions to different authorities at the district level and local authorities totake such other measures for the prevention or mitigation of disaster as may be necessary.
iv) lay down guideline for prevention of disaster management plans by thedepartment of the Government for the districts level and local authorities in the district.
v) Monitor the implementation of disaster management plans prepared by thedepartment of the Government at the district level.
vi)Organize and coordinate specialized training programmes for different levels ofofficers, employees and voluntary rescue workers in the district.
vi) Facilitate community training and awareness programme for prevention ofdisaster or mitigation with the support of local authorities, government andnongovernmental organizations.
vii) Set up, maintain, review and upgrade the mechanism for early warnings anddissemination of proper information to public.

How to use the planAt the time of occurrence of any incident / disaster like situation, the DDMA
shall hold an emergent meeting in a short period of time at the DEOC to inform thestakeholders about the gravity of the situation and responsibility & task of eachdeptt./agencies to be performed immediately to face the situation.
Approval Mechanism of the Plan: Authority forimplementation (State level/District level orders)
The DDMP is prepared on the basis of information received from the differentline dept. and in accordance with the prescribed model supplied by the Govt. inRevenue Dept. The draft DDMP is discussed in brief in the meeting of the DDMA /DDMC and then sent to the Govt. in Rev. Dept. (Nodal Dept. for DisasterManagement) for approval/suggestion if any to make the plan more effective.
Plan review and updation: Periodicity
Every year plan is reviewed / updated on the basis of the informationcollected from the line dept. / CPMS, etc. by the month of May. The Planis also updated 6 monthly in case of need.A Disaster Management Plan Preparation Committee has been formed forupdation of the plan.

District is prone to severe Earthquake and other Natural Hazards like Floods, Cyclones, Hailstorm, Lightening, Fire andManmade Disaster like Road Accident, Ethnic Violence etc.
Vulnerability to Earthquake
The District is a part of the most severe seismic zone in the country namely Zone-V of seismic zoning map of India. Several numberof moderate to large magnitude earth quake occurred within the District. In 1897 and earth quake took place in the state where theState’s only one building that is the king palace which was damaged completely. Several landslide and liquefaction took place in thedistrict.
The District has 9. Population and among them 4.5 Lakhs nos of populations are residing in Agartala Municipality andother Nagar Panchayat. Agartala City has now 4.00 Lakhs nos of population with 60 thousand nos buildings. If there is an earthquake of magnitude six and more about 30% of urban populations will be severely affected. As the District has the state capital orpublic building and infrastructure are concentrated in Agartala City. Hence the provability of building damage expected to be morethan 50%.
Vulnerability to Wind/Cyclone
The District is completely prone to cyclonic zone and the probability of damage is very high. The seasonality cyclone occurin the District during April & May and during October & November in terms of Kalbaisakhi . Sometimes the cyclonic wind the riskthe state after pressing Bangladesh.
In such events weekly built houses suffer the damage. Cyclone also disrobed power supply, telecommunication, surfacecommunication and if damages agricultural crops and greenery in the District.
Vulnerability to Flood
The District faces flash flood annually during the monsoon season i.e. June to September. The District has now Howrahand Kathakhal rivers are the major rivers draining flood water from Bangladesh. Now a days due to change of climates there are ontimely rains un subsequent temporary flooding occur in the low lying area in District. Particularly Agartala City if facing frequentfloods due to blockage of drainage system and free out let of rain water through Kathakhal and Howrah rivers.
Other Hazards like Landslide, Fire are very frequent. There are few identified placed in Sadar, Mohanpur and JiraniaSub-Division where both fire and landslide occur during rainy season.
Road accidents- with the increase in no. of public , private and Govt. conveyance road accident have become a regularphenomena resulting in loss of lives and or causing severe injuries.

C. Capacity & Resource Analysis:
Socio – Economic profile of the district. (Details in Annexure). The section wouldalso provide analysis on issues and challenges in sustainable development of the district. Itis better to use maps with short write ups to describe the analysis and explain the details inannexure.
Hazard Risk Vulnerability Assessment (HVCRA): Till a proper HVCRA is conducted, thissection may include analysis of the matrix of past disasters on maximum severity and bestpractices. This section may also include GIS maps.
Authority/Agency that carried out HVCRA. Tools, Techniques and Methodology used for HVCRA: Hazard analysis: List of hazards with probability (frequency and magnitude): It would
consist of the type of hazards that the district is prone to, history of hazards, impact analysisof the worst case scenario, the area, people and infrastructure that are exposed to thesehazards. It should provide information about the exposure levels of various villages and citiesthat fall in multi-hazard zones. This chapter could also look at issues that are being faced inthe district due to climate variability.
Vulnerability analysis: It would cover various social groups, infrastructure, properties,and environmental resources that are vulnerable to the impact of various hazards in thedistrict. The vulnerabilities can be categorized as physical/material, economic,Social/organizational and Attitudinal/ behavioral, and environmental. This section wouldalso describe major trends and forces of development that push people to live in unsafeconditions that lead to generation of new vulnerabilities- e.g. population growth,industrialization, environmental degradation, etc. Details to be given in Annexure. List ofvulnerable Talukas and villages (hazard-wise) be provided in the Annexure.
Capacities and resources analysis should highlight the capability and availability ofresources with the district administration and stakeholders to reduce disaster risks and toorganize effective response. Capacities could be policies, institutions, equipment, earlywarning, and trained human resources to handle variety of response and coordinationfunctions, financial resources that the district stakeholders have for disaster riskmanagement. The information and analysis gathered pertaining to the physical,technical and financial resources that are available with different departments andstakeholders
would be enlisted (number, type, location, condition etc). The inventory of resources available(equipment & skilled human resource) with each department & stakeholder including privateresources that can be requisitioned that could be utilized for emergency response, should beprepared. Assessment of capacities and training needs of practicing engineers, architects andmasons required for hazard resistant construction. A list of departmental focal points withcontact details should also be prepared while doing this analysis. Only analysis and outcomeis to be given here. List of resources, availability, and location is to be given in Annexure.

DISASTER PREVENTION AND MITIGATION
Unlike manmade disaster, natural hazard like flood, earthquake & cyclone cannot beavoided. However, prevention and mitigation measure along with proper planning of thedevelopment work in the risk prone areas hazard can be prevented from turning intodisaster.

They have also been given the responsibility of conducting awareness training programme, mockdrill and community level at the call of the SDMs, BDOs, PRIs.
Seasonal preparedness for seasonal disasters like flood and cyclone
In the month April and May meeting at District level by the D.M & Collector, Sub-
Division level by the SDMs and Block Level by the BDOs and other lien Dept. Like AMC, WR, SE,
PWD(R&B), CMO, TSECL, etc. is held and preparedness and response measures are discussed.
Community level preparedness/response and utilization of services of District level Task Force is
made as per requirement of the situation.
Community Preparedness
o Community warning system :- Group of community at each village/ward level has been
identified by the BDOs, SDMs, AMC, NP. After receipt of warning from the DEOC the
identified group of warning system shall communicate the message to the concerning people
of the areas by miking or other sound system locally available.

Awareness programme at community level is conducted every month under the supervision
of SDMs, BDOs, DEOs,

Department wise Response to DisasterStandard Operating Procedures(SOP)
1) SP(West) Maintain law & order. Undertake search & rescue works well as orderly evacuation to safer places. Undertake fire fighting, if occurs. Protection of supply & convoys and assist in orderly distribution of relief assistance.
Advance preparedness
Formation of team & delegation or areas. Skill up gradation trainings for the officers and supporting staff & wardens/ post wardens. Mock drills according to plans. services, ensure, identified are cordoned off. Provide security arrangement for visiting VVIPS and VIPs. Assist administration to take necessary actions against hoarders, block marketers and those
manipulating relief materials. Indentified and register the names of the dead and disposal persons. Assist administration in supply and distribution of relief materials.

Media Liaison
Media management during a disaster is an important aspect .The DDMA will ensure that up-to

The office of the DDMA will also establish a media centre attached to the State EOC to be
operated by the Team leader Media Team and regular media briefing should be arranged as per the
SOP for media briefing.
Post –operational Debriefing.The DDMA/DM & Collector is responsible for convening a debriefing conference as soon as
practicable after cessation of response activities. All agencies that participated in those activities will

b. Detailed damage and loss assessment
The damaged & loss assessment team (S.L. No- of Chapter-5) as formed
at District & Sub-Division level shall send detail damaged & loss assessment
report to the Chairman DDMA within a week of occurrence of the incident like
flood, cyclone, landslide, fire etc. and 2 weeks in case of earthquake. Such
report shall include the items with quantities and financial loss in rupees.

Authority for maintaining and reviewing the DDMP
The DDMA of West Tripura District consists of the following officers is the authority formaintaining and reviewing the West Tripura District.

Proper monitoring and evaluation of the DDMP
The DDMP is monitor and evaluated in every mock drill programme. The preparedness andachievement of all the lien Dept./CPMF/Stake holders are tested.
Post-disaster evaluation mechanism for DDMPMeeting of the DDMA will be held with in 2 weeks of facing the disaster like situation if any
occurred in the District where the team leaders/nodal officers of each participatingdepartment/agency shall remain present for post disaster evaluation of the situation in all respect.
Schedule for updation of DDMPAt present the DDMP is updated annually in the month of April/May on the basis of
information/data etc. receipt of various agencies. The DDMP shall however be updated onsemester basis in the next year.
Uploading of updated plans at DDMA/ SDMA websitesThe plan is uploaded in District web side
Conducting of mock drills at district level
The District level mock drill is conducted every year in January-March at a time in 4-5different spots.
20-25 different departments take part in the mock drill to show theirachievement/preparedness in the field of evacuation, search & rescue, health & first aid,garvage clearance, drinking water facility etc.
After completion of the mock drill evaluation of performance of the participating is made inthe conference hall/DEOC of D.M & Collector, West.

Coordination Mechanism for implementation of DDMP The Nodal Officers of various lien Department of the state
Government/central Government /CPMF/NGOs/CBOs/corporate sectors/
school authorities/Govt. Hospitals/Private Hospitals are linked up with the
district authority.
In the periodical meeting responsible officers of all the above depts./agencies
are invited, offered their views to ensure a better coordination mechanism for
implementation of DDMP.
Coordination with block/village level task forces is also better cared for
through the concerning BDOs/PRIs.
Linkage with DDMP of neighboring shall be made next year.
Linkage with SDMP is also maintained after consulting the DDMP.
