When I joined Jewish Family & Children’s Services (JFCS) of Southern Arizona as President & CEO in 2014, I set my sights on sharpening our ability to assist those in need by strengthening and expanding our behavioral health and community services.

To do this, I knew we needed to innovate and achieve financial stability. In fiscal year 2017, we reported a healthy operating budget of $3.85M – a growth of almost $1M since 2014 – and total assets of $3.26M compared to $2.84M in 2014. We also lowered our administrative expense ratio from 21% in 2014 to 17% in 2017 which is excellent by industry standards.

Every day, our expert and dedicated staff are on the frontlines, improving the lives of more than 2,000 community members. JFCS is a recognized specialty provider of person-centered trauma-informed care to children, adults, families, first responders, seniors and Holocaust Survivors. ‘Person-centered’ honors individual needs and circumstances, and ‘trauma-informed’ means that our services are focused on addressing what happened to the person not what is wrong with the person.

One of our flagship programs, Project Safe Place, was recognized for its outstanding psychological trauma services for children and adults by Pima County in 2016, and for its community impact at the Social Venture Partner’s Fast Pitch Awards event in 2017.

JFCS is committed to increasing mental health awareness through continued outreach and community events. In the Fall of 2017, Dr. Richard Carmona, 17th Surgeon General of the United States, deepened our understanding of psychological trauma and its effect on our military service men and women and our seniors at the Mel Sherman Institute on Mental Health Lecture which attracted over 200 attendees.

In addition to answering the pressing call for mental health services for the entire community, JFCS continues to offer free new durable medical equipment to low-income mobility-challenged people, and our expanded fiduciary, guardianship and advocacy services are available for older adults and people with disabilities. JFCS’ charitable support programs provide holiday food baskets and emergency financial assistance to at-risk Jewish community members.

This report illustrates our impact on the community and shares our highlights and accomplishments over the last two years. Last fall, I was especially proud to represent JFCS and accept the 1st Place Award in the area of Psychiatry and Mental Health at the 2017 Influential Health and Medical Leaders Ceremony. I also want to thank the Weintraub Israel Center for the wonderful opportunity to participate in a mission to Israel with other community leaders in 2016. My visit was educational, enlightening, and it truly enhanced my ability to lead JFCS.

At JFCS, we believe in healing the world with loving kindness through just and charitable acts. Expanded the scope of trauma services to include adults who are the victims of crime For fifteen years Project Safe Place has provided trauma-related therapy for children who are the victims of or witnesses to domestic and community violence. In 2016, Project Safe Place expanded to include adult victims based on strong evidence that trauma is passed from generation to generation. More than 550 community members received counseling and support services from master’s-level licensed therapists skilled and trained in specialized treatment modalities such as Trauma-Focused Cognitive Behavioral Therapy, Eye Movement Desensitization and Reprocessing (EMDR) and various types of play therapy.

JFCS was honored to host Dr. Richard Carmona as keynote speaker for the Mel Sherman Institute on Mental Health Lecture Series in November of 2017. In his riveting presentation, Dr. Carmona discussed the war-related physical and psychological brain injuries sustained by military services members, as well as the challenges of dementia in the aging population. Dr. Richard H. Carmona is 17th Surgeon General of the United States, Chief of Health Innovations at Canyon Ranch, and Distinguished Professor at the University of Arizona. Attended by over 200 community members, this free lecture held at the JCC was made possible by the generosity of Irving Silverman who established a fund at the Jewish Community Foundation of Southern Arizona to honor his friend of blessed memory, Mel Sherman.

Responding to the urgent need for suicide prevention training for educators, Kelly Burroughs, VP of Clinical Services, participated in a panel dedicated to raising the awareness of suicide and suicide prevention techniques for young people. Every day there are 3,470 suicide attempts by teens in the U.S.; and, suicide is the second leading cause of death for 15-24 year olds. The panel presented on indicators, statistics, and how schools and teachers can respond when encountering a young person with suicidal intent. Sponsored by the Pima County School Administrator’s office, the training was attended by more than 90 administrators and educators from across schools in Pima County.

Contributed to Federal Guidelines on Advancing Trauma-Informed Care for Seniors The Jewish Federations of North America invited JFCS of Southern Arizona to contribute to formal guidelines published by the U.S. Administration for Community Living (ACL) / Administration on Aging. The knowledge and wisdom gathered from the Holocaust Survivors Program will be transferred to other aging populations who have experienced trauma such as refugees and veterans. JFCS of Southern Arizona is the only agency in the state to partner with The Conference on Jewish Materials Claims Against Germany as it seeks to create a better life for Survivors who are in need.

2017 INFLUENTIAL HEALTH AND MEDICAL LEADER—1ST PLACE AWARDCarlos A. Hernández, President & CEO, captured 1st Place at the 2017 Influential Health and Medical Leaders Award Ceremony presented by Tucson Local Media at Casino del Sol on September 28, 2017. This prestigious award in the Mental Health and Psychiatric Services category recognizes Carlos’ dedication and significant contribution to providing and overseeing the delivery of high quality mental health services to children, adults, and families from all walks of life. Under Carlos’ leadership, JFCS has expanded and improved significantly in the areas of technology, program expansion, delivery of services and financial stability. This well-deserved honor makes us all proud!

SOCIAL VENTURE PARTNERS’ FAST PITCH AWARD JFCS hit a home run at Social Venture Partners’ Fast Pitch Tucson, a fast-paced competition that mentors non-profit-leaders to powerfully communicate their story and to connect with business, philanthropic, and nonprofit leaders to bring about positive change. JFCS’ Project Safe Place received an Outstanding Community Impact Award for $5,000 from the Connie Hillman Family Foundation thanks to a winning presentation by Liz Hernández, JFCS Director of Marketing & Development. The Fast Pitch event took place on November 9, 2017 at the Leo Rich Theater in front of a panel of prominent judges and a full house including our own cheering squad of therapists, staff, and Board members. Project Safe Place offers trauma-focused psychotherapy to children, adults and families who are victims or witnesses of crime and abuse.

BETTY BROOK PROFESSIONAL OF THE YEAR AWARD JFCS Clinical Therapist, Stacy Gee was selected for the 2017 Betty Brook Professional of the Year Award in recognition of her outstanding clinical work and passion for helping others. Every year, JFCS honors our first Executive Director, Betty Brook by awarding a $500 scholarship granted by the Brook family to an outstanding JFCS staff member. Betty Brook’s 38 years of dedication and service to JFCS laid the lasting foundation for vital counseling and community services for the Jewish and broader Tucson communities. This year’s award recipient Stacy Gee has a love of learning with hundreds of clinical and trauma training hours received in the past two years and plans to use the scholarship money for continued professional development.

JFCS COUNSELING SERVICESPerson-Centered Therapy for ALL

We are trauma experts.

Person-Centered Trauma-Informed Counseling and Therapy helps support people of all ages who struggle with issues of anxiety, depression, trauma, grief, and other mental health issues. Our master’s-level licensed clinicians help people learn coping skills and regain self-sufficiency. We help people from all walks of life regardless of faith, age, race, sexual orientation, gender identity, or ethnicity.

First Responders face frequent danger and witness traumatizing events in the course of their workday. JFCS offers first responders and their families confidential trauma-informed counseling to help manage these stressors.

Project Safe Place Recognized for delivering outstanding services to underserved and disadvantaged people in our community by Pima County. Project Safe Place was highlighted as one of six agencies for achieving positive outcomes in trauma-informed therapy for children ages 3 to 18 that are victims of crime or abuse in the 2016 Pima County Community Development Annual Impact Report. This report, shared with the Pima County Board of Supervisors, reported that 90% of children served by Project Safe Place increased their knowledge and understanding of violence, abuse, and neglect and its effect on their lives and increased their coping skills.

School-Based Services JFCS partners with Tucson Hebrew Academy to provide a Licensed Clinical Social Worker on-site to support the students, their families and faculty.

JFCS COMMUNITY SERVICESCommunity Services for ALL

Guardianship & Fiduciary Services are available for vulnerable people of any age with serious mental illness, and/or developmental disabilities or aging issues; to protect them from abuse, exploitation and neglect while helping to maintain the highest degree of independence. Trustee, Power of Attorney, Conservator services are also available.

Surrogate Program is a new program that fills a gap for solo seniors and other adults who wish to designate a Health Care Power of Attorney outside the categories of family and friends. JFCS becomes your available and trusted Health Care Representative and advocate.

HoME helps low-income people of all ages have access to safe and durable medical equipment needed to live independently and with dignity. We provide new medical equipment such as walkers, wheelchairs, grab bars and shower chairs to improve mobility and home safety.

Select Care provides personalized guidance and care management for older adults and those with disabilities due to aging, chronic or sudden illness. The Select Care team serve as a support system during life’s transitions, explaining options, prioritizing needs, coordinating services and navigating the health care system.

JFCS JEWISH COMMUNITY SERVICES

LEAH (Let’s End Abusive Households) offers a Jewish response to domestic abuse through individual counseling, psycho-educational workshops, community linkages, and advocacy for Jewish individuals and families.

CHAI Circle offers support groups for Jewish women who have or have had cancer, with the belief in the importance of having each other for encouragement, mentoring, socialization, spirituality, and even humor..

Jewish Emergency Financial Assistance (JEFA) offers short-term emergency financial assistance to Jewish individuals and their families to avoid eviction, job loss, utility shut off, and hunger. Mitzvah Magic, Matza & More, and Kosher Thanksgiving make Jewish celebrations and holidays shine a little brighter for those in need.

Jewish Elder Access (JEA) provides referral sources for caregiving, housing, transportation and professional service needs of low-income Jewish older adults in our community.

Project STAR (Synagogues and Therapists Are Responding) provides people in the Jewish community the ability to receive counseling and community services on a sliding fee, depending on financial need.

Holocaust Survivors Program provides case management, counseling, financial assistance, in-home support services, and socialization for Holocaust Survivors living in Southern Arizona.

Project Safe PlaceMy six-year-old granddaughter witnessed the murder of her brother at home. I watched as she became withdrawn, refused meals, and often woke up screaming from nightmares. I brought her to Project Safe Place for trauma-informed psychotherapy. During play therapy, she whispered words that conveyed bits and pieces of her memories but never filled the doll house with any people. Today, she fills her doll house with a family.

Matza & MoreI suffer from anxiety and recently lost my job. My circumstances are bleak, and they are worse during the holidays. We have lots of bills to pay, and really didn’t think we were going to afford the Passover food that has always been at the center of our family tradition. So when the friendly driver arrived with a beautiful basket from JFCS, I can tell you that we were overjoyed and beyond grateful. The basket had fresh vegetables, gefilte fish, horseradish, walnuts, matza, food cards, and even Haggadahs for the children. My heart is full of gratitude for JFCS and all the wonderful volunteers who brightened our holiday!

Counseling ServicesMy recently-widowed sister was crying uncontrollably and stopped answering phone calls from family and friends. She was referred to JFCS, and during the therapy process, she realized that she wanted to make peace with our estranged brother. After a few months of therapy, my sister found a new sense of calm and awareness. I am hearing her laugh again. Thank you JFCS for helping my sister cope with her loss, and find a path to move forward in her life again.

First RespondersI am proud to be a DPS Officer. I am also a wife and a mother of twins. Lately, I have felt increased anxiety, and difficulty handling the pressure at work and at home. A co-worker told me about the JFCS First Responders program that offers trauma-focused therapy services. My JFCS therapist is excellent, and is working with me on ways to process and cope with the stressful emergency situations that I deal with every day. Although I have always seen myself as a strong problem solver, I also recognize that it’s ok to be vulnerable—we all need help at some point in our lives. Thank you JFCS!

Thank you JFCS for helping my sister cope with her loss, and find a path to move forward in her life again.

My heart is full of gratitude for JFCS and all the wonderful volunteers who brightened our holiday!

The CELEBRATION OF CARING is our only annual fundraiser and the revenue we raise goes to support much-needed mental health and social services for people from all faiths, age and gender groups, ethnic and racial backgrounds—regardless of their ability to pay. At JFCS of Southern Arizona, we strive to strengthen our community by helping people overcome life’s challenges and regain self-sufficiency. We could not do this without the generous financial support of our donors.

faith journey and underscored the importance of services provided by JFCS.

CELEBRATING THE 75TH ANNIVERSARY OF JFCSThe 2016 Celebration of Caring was truly a special event marking our 75th Anniversary. We celebrated what began as the Jewish Welfare Society in 1941 by honoring three pioneer families — the Brooks, the Sarvers, and the Zuckermans —whose vision and commitment continue to pave our way. We came together to remember our history and to commit to our vision for the future.

Our 75th Anniversary was a remarkable milestone resting upon generations who have supported our vision. My parents were committed to this agency and it has been an honor for me to serve as Board Chair and to continue our tradition of tzedakah.

When my term began in 2014, the Board of Directors envisioned a culture of excellence that translated to JFCS being the agency of choice for the community. We have made that vision a reality. EXTENDED LIVING BRIDGES BETWEEN TUCSON AND ISRAELCarlos Hernández, President & CEO, and his wife Nora joined 44 community members on a 10-day journey to Israel in February, 2016. Sponsored by the Weintraub Israel Center, a joint project of the Jewish Federation of Southern Arizona and the Jewish Community Center, Carlos’ trip was funded by a grant from the Jewish Community Foundation.

Points of discovery included Tel Aviv, an Ethiopian village, Sea of Galilee, a kibbutz, the Golan Heights, the Syrian border, all that Jerusalem offers, visits to Christian Holy sites and Yad Vashem. “The friendships we created and things we learned made this a truly meaningful and special trip,” Carlos said.
