BEITENACTEDBYTHISUILCONGRESSHEREASSEMBLEDTHAT:1

SECTION1. CriminalDefenseAttorneys,whetherprivatelyretainedorcourt2

appointed,arebannedfromusingthemitigationof“affluenza.”3

Especiallywhenthedefendantischargedwithmanslaughterand/or4

homicide,asinthecaseofTexasv.EthanCouch.5

SECTION2. Affluenza:Asocialtheoryclaimingthatindividualswithveryprivileged6

andwealthybackgroundssometimesstruggletodeterminethe7

differencebetweenrightandwrongduetothenatureoftheir8

upbringing,(Business8Dictionary). 9

SECTION3. TheJudicialBranchofGovernmentwillberesponsiblefortheoversight10

andenforcementofthemandates.Iftheterm“affluenza”isusedasa11

mitigatingcircumstanceforanycriminalorcivilactinacourtoflaw,the12

defenseattorneyforthecasewillbeheldincontemptofcourtandliable13

forpunishmentatthejudge’sdiscretion. 14

SECTION1. TheUnitedStatesmustestablishaguaranteedminimumincome(GMI)to2

helplowerthepovertyrateamongU.S.citizens.3

SECTION2. Guaranteedminimumincomeisasystemtoensureallcitizensaswellas4

familieshaveasufficientincomeonwhichtosurvive.5

SECTION3. TheDepartmentofLabor(DOL)willstrivetomakesurethisbilliscarried6

outtoaidintheAmericancitizens’abilitytofundtheirbasichuman7

necessities.8

A. TobeeligiblefortheGMI,apersonmustworknolessthan20hours9

perweek.Theymustalsobeovertheageof18andpayingfortheir10

ownexpenses.11

B. TheGMIwillbesetat$20,000ayearforasingleindividualand12

$5,000perchild.Thesepaymentswillonlyaccountforoneadult13

parentperhousehold.Paymentswillbereleasedmonthly.14

C. Thisservicewillbefundedusingstateandfederaltaxes.15

compensatedapartfromcollegescholarships;and2

WHEREAS, NCAAgeneratesasurplusofalmostabilliondollarseveryyear,and3

WHEREAS, MuchoftheprofitsmadefromNCAArevenuedoesnotgotosupport4

academicendeavorsonthecollegecampusbutisusedinsteadto5

increasecompensationofcoachesandotheradministrativeofficials,and6

WHEREAS, Collegeathletesoftenmissclassforathleticevents;and7

WHEREAS, Athletesareunabletoreceivepaymentfromfansforautographs,8

paraphernalia,oranyuseoftheirnameorlikeness;now,therefore,beit9

prohibitedfromalllegaldocuments,including,butnotlimitedto,birth3

SECTION2. A.“Raceandethnicityquestions”aredefinedasanyquestionor5

statementthatrequiresorasksforaresponseregardinganindividual’s6

racialorethnicbackground.7

B. “Legaldocuments”referstoanyitemofinformationforpurposes8

involvingdocumentationbystateorfederalgovernments,and9

institutionsrelatingtohealthandeducation,including,butnotlimitedto,10

sanctionsbytheIRS,withtheminimumpunishmentofafivepercenttax16

WHEREAS, Thetechnologiesarepromisingandprovidebothasystemtoeliminate9

discontinued.3

SECTION2. Entrapmentshallbedefinedasapracticewherebyalawenforcement4

agentinducesapersontocommitacriminaloffensethattheperson5

wouldhaveotherwisebeenunlikelytocommit.6

SECTION3. TheDepartmentofJusticeinconjunctionwiththeDepartmentof7

HomelandSecurityshallensurethefollowing:8

A. EntrapmentisDisallowedasaLawEnforcementMethod–Nolevel9

oflawenforcementshallbeallowedtouseentrapmenttoprovoke10

prosecutingthemortakingthemintocustody.12

B. ConvictionsUsingEntrapment–Allconvictionslinkedtotheuseof13

entrapmentaresubjecttoreviewbytheDepartmentofJusticeand14

C. ViolationsareEnforced–Ifanyagencyisfoundusingentrapmentto16

meetquotasorprosecutenon-threateningindividuals,theyshallbe17

SECTION3. Gradeleveladvancementand/orgraduationwillbedeterminebythestudent’s6

gradeaverage.Eachschool,workingwithintheirstatelawswilldeterminethe7

requiredgradesnecessary.8

SECTION4. Studentswhodonotmeettheaveragegraderequirementswillberemediatedin9

amannerdeterminedbyalocalcommittee.Thecommitteewillbecomposedof10

theSuperintendent,Principalsandteachers,ortheirrepresentatives.11

SECTION5. TheU.S.DepartmentofEducationwilloverseetheenforcementofthisbill.12

SECTION6. Thisbillshallbecomeeffectivewiththebeginningofthe2017-18schoolyear.13

A  Bill  to  End  Genetically  Modified  OrganismLabeling  Requirements  

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT:  1  

SECTION  1.  2

The United States federal government shall not require that genetically

modified food be labeled as genetically modified, genetically engineered,

or as genetically modified organism. 4  

SECTION  2.  5

Genetically modified foods include any product or byproduct of any

organism whose genetic code has been altered to include genes not usually

present. Text, symbols, and QR codes are considered labels. 7  

SECTION  3.  8   The United States Department of Agriculture will oversee the

enforcement of the bill. 9  

SECTION  4.   This statute will take effect immediately, once passed into law.  10  

SECTION  5.   All laws in conflict with this legislation are hereby declared null and void.11

withSection4oftheLetPeopleDrawtheLinesAct(HR2978)tooverseeand3

enactredistricting.4

SECTION2. Eachdistrictcreatedbystatecommissionsmustaccomplishthefollowing:5

A. Haveasequalofpopulationaspracticable.6

B. ComplywiththeVotingRightsActof1965.7

C. Minimizedivisionsofmunicipalities.8

D. Begeographicallycompactandcontiguous.9

SECTION3. TheElectionAssistanceCommissionshallprovidepaymentstostatesinorderto10

carryoutredistricting.11

SECTION4. Ifstatesfailtocarryoutthecreationofacommitteeorimplementationof12

redistricting,statecourtsand/orthefederaldistrictcourtwillberesponsiblefor13

takingonalternateproceduresasstipulatedinSection6oftheLetPeopleDraw14

theLinesAct.15

SECTION5. Thisactandallamendmentsmadeshallapplytotheredistrictingcarriedout16

precedingtheupcoming2020census.17

agenciestocreateclinicsforveteranslivingincommunitieswithouteasy3

accesstohealthcare.4

SECTION2. “Allocationoffunds”referstofundsthataremarkedforfundingfor5

veteranshealthcare.“Privatefunding”referstovolunteers,charities,6

andotherdonationsmadebyprivatecitizensdirectlyforthecareofthe7

veteranswhohaveservedinthemilitaryandneedeithertemporaryor8

permanenthealthcare.9

SECTION3. TheDepartmentofDefenseandtheVeteransAdministrationwilloversee10

thisprojectwith:11

A. ArepresentativeorrepresentativesfromtheDepartmentofDefense12

assignedtothosecommunitieswishingtoparticipateintheproject.13

B. Andlocalrepresentative(s)fromwithinthecommunities.14

SECTION4. Duetotheurgentcareneededformanyofourveterans,fundingshould15

bemadeavailableassoonaspossiblewithinthelegaltimetable.16

SECTION5. Alllawsinconflictwiththislegislationareherebydeclarednullandvoid.17

courts,shallholdtheirofficesduringgoodbehavior…”Theproposedamendmentwould10

officesforaneighteen-year,staggeredtermlimit."12
