2018-19 President’s Report Submitted by Graeme Gabriel
I am extremely grateful to our Rabbis, Executive Director, Staff, Board of Directors, BEEF Board and the countless volunteers for their efforts during this past year. Virtually every aspect of synagogue life at Congregation Beth El benefitted from their collective contributions resulting in increased satisfaction, attendance and membership.
The year began with the introduction of BEIT, “Beth El Is Thursday”. This dynamic new programming conceived by Rabbi Shulman was embraced by our community. Thanks to the organization and support from Rabbi Shulman, Rabbi Libman and Dvora Vinick, every BEIT session provided an opportunity for our membership of all ages and interests to connect with our rich and vibrant heritage by exploring the past, present and future as Conservative Jews in San Diego.
In addition to new programming, we also welcomed a new Executive Director, Willy Bagg, and a new Ba’al Tefillah, David Lipsitz. Both Willy and David made positive impacts beginning with their contributions over the High Holy Days and extending throughout the year. In each of their own styles, they have quickly become a part of our community and enmeshed themselves in daily life at Beth El.
This year was also one of transition as a few staff members sought new professional opportunities outside of Beth El. We wish them all the best success in their new endeavors and are appreciative for their contributions to Beth El in various roles and over many years. A special thanks to Jessie Blank-Birnbaum, Eva Blank, Jason Lobenstein and Tina Marchiano.
Perhaps the most notable and impactful change to Beth El over the last year is the increase in security in response to the rising trend of antisemitism in America that was most tragically evidenced in Pittsburgh at the Tree of Life Synagogue and in our own San Diego Community at Chabad of Poway. The board meeting this past May to approve a Security Enhancement Plan and corresponding Security Capital Campaign was both the most challenging topic and also one of the most thoughtful discussions that I’ve experienced in a board meeting since I began serving on the Board in 2002. The Security Enhancement Plan and Security Capital Campaign are further described herein.
The year was not without its challenges as we had to address the unfortunate security needs at Beth El, numerous unexpected repairs and maintenance to our campus, the transitioning of school tenants as well as staff changes, and the security challenges mentioned above. Our staff together with the many talented lay leaders in our community rose to each of these challenges to ensure Beth El remains a vibrant and financially sound community fulfilling its mission “to create a home for every soul by offering a variety of Jewish

experiences to nourish the mind, heart, and spirit, while being a caring Jewish community.”
There are additional individuals, achievements and events I would like to highlight from this past year:
Audit: Thank you to our Audit Committee, Ilana Mauser, Chair, Julie Hyde and Dave Sigal for coordinating the clean audit for Fiscal Year 2017-18.
Finance: We would not have received a clean audit if not for the hard work and dedication of our Treasurer, Michael Weiner, who worked with our Senior Accountant, Sarah Marsh, Executive Director, Willy Bagg and was supported by the Finance Committee. As we approach the end of this fiscal year, Beth El’s Building Reserve will have a balance of over $550,000, and we are projected to end the year with an unrestricted cash balance of over $600,000. Most impressive is that we are projecting a small net profit for the year.
Beth El Endowment Fund: Our endowment balance on July 1, 2018 was $2,908,00 and this increased to $2,931,000 as of March 31, 2019. In May, Beth El received the annual disbursement from endowment in the amount of $94,000. In response to exigent circumstances, the BEEF Board has also approved a one-time disbursement of $50,000 on July 1 to cover the increased security guard costs.
Membership: This past year we modified our membership dues and donation structure to simplify giving in our Shared Commitment Model and provide greater donor recognition. We are pleased to report that as a result, our Honor Roll increased from 101 members to 159 members and total donations and membership are over 20% higher than in the previous fiscal year.
Human Resources: Led by Nancy Dosick, the HR Committee was instrumental in navigating numerous staff transitions and policy initiatives.
Tikkun: Our Tikkun Committee led by our President-Elect, Sam Jacobs, led a vibrant Might Mitzvah Sunday and countless other activities and initiatives.
USY: Led by our Youth Director, Jason Lobenstein, and an amazing and talented USY Youth Board, our Beth El chapter had a very exciting year. Our chapter continued its record of excellence in the Far West USY Chapter, and our very own Caleb Posner served on the Regional Cabinet as the Vice President of Membership/Kadima.
Minyanaires: In celebration of their wonderful camaraderie, the Minyanaires hosted their annual celebratory dinner this past December. It is clear that their mitzvah of ensuring a daily minyan at Beth El comes from the heart and is a benefit for the entire Beth El and San Diego Jewish community.
Women’s Connection: In January, the Women’s Connection annual shabbat honored Terry Miller with its Eshet Chayil (Woman of Valor). As with prior years, this was a group effort with many participants. This was in addition to the monthly Rosh Chodesh gatherings, running the Judaica Shop, it’s outreach programs for Adult Bat Mitzvahs and its Torah Fund Campaign.
Men’s Club: Not to be outdone, Men’s Club continued its traditions with a

vibrant membership that participated in its “Men Talking with Men”, the annual World Wide Wrap and its recent Men’s Club Shabbat that honored Dr. Bard Cosman. For those in attendance, we were treated to one of Dr. Cosman’s extremely thought-provoking sermons.
Building and Grounds: The remaining upgrades from the Innovation and Campus Enhancement Fund were either installed or contracted this year. This includes additional security upgrades, lighting upgrades, landscaping upgrades and upgrades to VTS that will be made in the summer now that we’re through the monumental rains this past winter and spring. Over the summer we will replace the storm drains in the main driveway, make significant repairs to the MISD Children’s House and Trailers, and welcome a new tenant to the Children’s House in the fall.
Security: As described earlier in the report, Beth El faced numerous security challenges this past year. Led by Staff and a Security Task Force made up of lay volunteers, Beth El made numerous security upgrades based on evaluations and feedback from experts in the field of security. As a result, our staff went through a thorough security and emergency response training program, lay volunteers attended a security course at UCSD, we increased the presence of security guards on our campus, and most notably, we came to the realization that we need to physically secure our campus. Our goal is that by this Fall and prior to High Holy Days, we will have an interior fence and gate system installed as we are guided by the goal that every member, staff and guest “Be Safe. Feel Safe, and Welcome”.
Shoah Memorial: The Shoah Committee led by Dr. Sonia Israel had a heartfelt and meaningful dedication ceremony on Yom Ha Shoah. The beautifully designed memorial is a welcomed addition to our campus.
Development: In order to cover the costs of the Security Enhancements, The Board approved a Security Capital Campaign to begin this summer. The goal of the campaign is to raise $1,000,000 with every member making a contribution to the campaign in recognition that security is the responsibility of everyone in the community. In approving the Security Capital Campaign with the stated goals, each member of the Board of Directors agreed to lead by example and make their own contribution to the campaign. In addition to the need for a Security Capital Campaign to cover physical enhancements to our campus, these new security initiatives are also impacting our operating costs, specifically the increased presence of security guards. As a result, the Sustaining Amount for next year will be increasing by $200 to $3,250 (as compared to the prior year increase of $50).
Viterbi Torah School: At the end of the school year, we had a wonderful celebration acknowledging the achievements and contributions from the students, madrichim, parents and teachers. The celebration was highlighted by the opportunity to thank Jessie for her dedication and impact to VTS over many years. We wish Jessie the best success in her professional life. Over the summer, there will be announcements and opportunities to meet with the Rabbis about exciting new changes at VTS and youth programming at Beth El.

The accomplishments this past year would not be possible without the generous donations and participation from all of our Members. We are particularly grateful for the many volunteer hours from my fellow Board Members, members of all of our Committees and their chairs. We are equally appreciative to our hard working and dedicated staff that stepped up during a year filled with both anticipated and unanticipated challenges.
In addition to staff transitions, I would like to take this opportunity to recognize a couple of board members for their distinguished service on the board for many years. Both Dan Kaplan and Edna Wallace each had many different roles and each made lasting contributions to our community.
I would like to take this opportunity to personally thank the many people who supported me this past year. There are a few people, in particular, whose support and guidance I leaned on throughout the year and were instrumental to my success. The Executive Committee – Laurie, Sam, Michael, Stacy and Tad, our spirited discussions and your commitment to Beth El were invaluable and are greatly appreciated. Beth El Staff – Antonio, Daniel, David, Dvora, Eva, Gabi, Jason, Jessie, Maria, Sarah, Tamara, Tina, Valentina and Willy, your hard work, dedication and enthusiasm never went unnoticed and is greatly appreciated. Rabbi Libman and Rabbi Shulman – it has been inspiring and a privilege to work alongside both of you and see first hand the commitment you make each and every day to our Beth El community.

Audit Committee ReportSubmitted by Michael Weiner, Treasurer
The members of the Audit Committee for 2018-2019 were Julie Hyde, Dave Sigal and Illana Mauser, Chair.
Following the recommendation of the prior year’s Audit Committee to appoint a new audit firm, proposals from several local audit firms were evaluated. The committee decided to select the audit firm of Leaf and Cole, LLP to be our new auditors.
On December 13, 2018, the committee, Michael Weiner, Treasurer, the Executive Director met with audit partner, Julie Firl of Leaf and Cole to review the financial statements and notes to the accounts and to discuss the recommendations of the auditors pertaining to the audit June 30, 2018
The auditors performed an audit using generally accepted auditing standards and expressed an unqualified opinion on the financial position of Congregation Beth El of La Jolla as of June 30, 2018.
There were no material weaknesses or significant deficiencies noted in the internal con¬trol structure.
It was the recommendation of the Audit Committee that the Finance Committee, Executive Committee, and Board of Directors accept the audited financial statements as presented.
Finance Committee ReportSubmitted by Michael Weiner, Treasurer
The Finance Committee met regularly throughout the year to provide oversight over all financial matters of Congregation Beth El. At each meeting the most recent financial statements were reviewed comprising a profit and loss comparison of actual to budget and to prior year, and the balance sheet. Additionally, a projection to year end was updated each month.
I am happy to report that cash balances are healthy. The balance in the Building Reserve account is in line with the recommendation of the reserve study undertaken in the last few years. Additionally, there will be an estimated $600,000 in unrestricted cash on hand at year end. A modest profit for fiscal year 2018-2019 is projected.
The following items of material consequence were overseen during the year:
• The annual audit was completed for the year ending June 30, 2018 which resulted in a clean audit report being provided by the auditors.
• Recommendations were made to the board targeting on repairs and maintenance of the campus and on new lighting and security enhancements.
• Discussion and development of policies relating to the building reserve, cash flow, and cash management,
• Review of the fiscal impact of adding additional security to continue to enhance support the safety of our congregation.
• The 2019/2020 budget was reviewed and approved before submission to the Board for their vote.

Dvora Celniker
Dvora Celniker is a high school math, computer science, and engineering teacher and has worked in education for the past 20 years. She moved to San Diego from New York City in 2014 and
began attending Beth El during the High Holy Days that year.
She was married to Steve Celniker on June 21, 2015, by Rabbi Graubart. Dvora chaired the Interfaith Shelter Project in 2017 & 2018 and is excited to take on the duties as head of the Tikkun
Olam Committee.
Rick Davis
Rick Davis was born a fly ball away from the Green Monster in Boston. This New Englander has been on the West Coast longer than he was in his hometown, although you can take the boy out
of Boston, but you can’t take Boston out of the boy.
Rick is a Vice President at Bank of America Merrill Lynch, where he assists high net worth clients with lending and credit needs.
Rick and his wife Lara are parents to son Ben and daughter Danielle.
