2016 Report Victory Christian Center
This year marked the thirty-eighth year of my wife, Pas-tor Kathie and I serving Victory Christian Center!
We could never have imagined what The Lord would do in blessing two ordinary, Jesus loving people from Trum-bull County to lead the best people on the planet to places none of us had ever experienced!
Now to Him who is able to do exceedingly abundantly above all that we ask or think, according to the power that works in us, to Him be glory in the church by Christ Jesus to all generations, forever and ever. Amen. (Ephesians 3:20-21 NKJV)From our humble beginnings of forty-six people attend-
ing June 25, 1978 at “Coitsville First Assembly of God” to our present eight campuses with average VCC Sunday attendance of close to 3,000 each week! What can we say but “To God be the glory!”
Changed lives is what has mattered most to us through-out the years. Seeing Jesus change an individual’s heart never, ever gets old! This year many hearts, lives, and homes were changed through the eight campuses of VCC as the glorious Gospel of Jesus Christ was preached.
You will see in the following pages more of the details from each VCC Campus. One Church, Many Locations is a lovely expression of Christ that The Lord has raised up. We continue to function in God’s work with great unity and productivity.
Two thousand sixteen will be remembered as the year of transition at our VCC Coitsville Campus. Leading this campus for over thirty-eight years, the last several also be-ing the Bishop/Overseer of all VCC Campuses has been a tremendous joy and privilege.
For several years I have been passionate about healthy transition occurring in The Church of The Lord Jesus Christ. I have assisted other churches towards this end and have also watched with sadness church leadership transition often being done poorly which hurts people, Kingdom progress and The Kingdom.
Quite often, the senior leader finds transition difficult. Some of the reasons I have observed, spoken on, and writ-ten about include the following:
• The senior leader’s primary identity and value being centered in his present position. He could not imagine doing anything else.
• A lack of the raising up (mentoring) leadership by the senior leader who are qualified to step in.
• A lack of personal financial preparedness for the new season.
• A poor theological mindset that sees transition as fail-ure and negative (rather burn out than rust out).
My prayer has always been that my wife and I would be Kingdom minded and do what was best for the Church and Kingdom of God at the right time and in the right way.
In July 2016, Pastor Daniel Houck and I began to have a sense that The Lord was orchestrating Pastor Daniel to be the Campus Pastor at Coitsville. We were somewhat surprised as this was not our plan. He had become my Executive Pastor at Coitsville in October 2015 and led the Coitsville staff from that point, doing an excellent job. He had most recently been the Campus Pastor at VCC Warren campus after attending Coitsville as a dedicated member for nearly ten years.
Our model for all ministry at VCC is “Then Jesus an-swered and said to them, ‘Most assuredly, I say to you, the Son can do nothing of Himself, but what He sees the Father do; for whatever He does, the Son also does in like manner.’” ( John 5:19 NKJV) Our goal is not to make decisions we hope He will bless, but to do our best to sense what He is doing and directing and join in what He is already blessing.
For several months we prayed, talked, formed a small transitional team, and worked towards a healthy transition. During this time our VCC Elders became a part of the larger team of prayer and counsel. From August through November, Pastor Daniel began to preach frequently and by September The Coitsville staff and Pastoral staffs from each VCC Campus were made aware.
On Sunday night November 13th we invited our VCC Coitsville family to a 6:00 public meeting, having met with hundreds of key leaders at 4:30 and we made the announcement.
My wife and I expressed our deep, never ending love for VCC and that Coitsville campus will always be “home.” We shared we are not retiring nor resigning, but respond-ing to this new season in our lives. Coitsville campus is the largest campus of VCC and deserves a full-time Pas-
tor. I cannot be the full-time Pastor at Coitsville Campus and Bishop of Victory Christian Center as well as other Kingdom responsibilities. Each of our VCC campuses need the Bishop Mantle I carry and the Prophetic Mantle my wife carries.
We also shared how we believed The Lord had uniquely qualified and called Pastor Daniel Houck to be the Cam-pus Pastor at Coitsville and that what has been viewed over the past several months is the new normal; my wife and I will be present once or twice a month and plan to speak around once a month.
The level of maturity, wisdom and grace upon the CVC family was evident that night and throughout the months following!
As I write this Bishop’s Annual Report we are a few months into the new normal at CVC and The Lord’s blessing is very clear. Already my wife and I have been able to attend and minister at several VCC campuses and Partner churches.
I am eternally thankful to The Lord for His wisdom and grace in leading us these many years including this transition. I am thankful to my wife for walking by my side through all these years at VCC and everything else in forty-five years of marriage. She continues to oversee our First Friday River services, Esther Experience and the mentoring of many. I am thankful to the Elders for their wisdom and support, thankful to the CVC staff and at-tendees for their love, loyalty, and faithful support through the decades and thankful for Pastor Daniel and Patti for obeying The Lord and taking CVC the next leg of this journey.

2016 Report Coitsville Campus
God continues to bless our VCC Family throughout the five county region and beyond! Wanting to impact our culture with the love of Christ as well as see indi-vidual lives transformed by the love of our Father is at the forefront of the heart of Bishop Thomas and each Cam-pus Pastor. Thousands of lives are warmed every week by VCC — and we rejoice in what God has done in each life. As we love God, love people, and love life His Kingdom purposes endure!
Our Coitsville Campus experienced some significant changes in 2016. Throughout most of the calendar year I had the privilege of serving Bishop Thomas as his Execu-tive Pastor. Leading the staff at Coitsville Campus and accepting any assignments to assist him throughout VCC has been a joy! There are some amazing servants who are pastors, managers, staff and volunteers within our VCC church family. Helping to lead them into their destiny is both humbling and exciting!
With Bishop Thomas still wearing the two hats of Bishop and Campus Pastor, he was diligently praying into what God was intending for the future at the Coitsville Campus. Bishop sensed that transition was coming soon, believing that Victory @ Coitsville needed and deserved a full-time Campus Pastor. It was in the summer that he first asked me to pray into whether or not the Lord may be aligning His plan to include my transitioning into that role. After several months of seeking the Lord and listen-ing to wise counsel, we announced in November that I would accept this new assignment as from the Lord!
In 2016 the Coitsville Campus saw a few other staff transitions as well:
• Pastor Joelle Rauch became Mrs. Joelle Johnson and moved to the Cleveland area with her new husband, Chris. We miss her enthusiasm and heart so much! Pastor Natalie Haines then joined the team to lead our local outreach within our Victory Compassion Minis-tries. She brings a passion for Jesus and fresh ideas to the table.
• Pastor Lauren Cypher became Missionary Lauren Cypher. The Lord mightily used her to build a great foundation and vibrant ministry in our Victory Kidz Ministries. She moved to Sweden for more ministry training, acquiring more tools for her tool belt. Her passion for children continues to inspire me! Pastor Isaiah and Laura Rowe joined the team during the summer months. He has done very well in rallying the kids, parents and volunteers to continue pursuing God in this vital area of our church.
• After serving for more than five years on our pas-toral staff, Pastor Kevin Rauch stepped into semi-
retirement. As anyone who knows PK, he will never fully retire! His energy and contagious passion for Jesus can still be felt around our church. We love PK and Cindy and count it a blessing that they still fellowship with us each Sunday.
After having the same pastors for over 38 years, The Coitsville Campus family has walked through this transi-tion very well. God has helped us. He has been gracious to us. And there is unity and excitement in the House of God! My love for Bishop David and Pastor Kathie Thomas runs deep. I respect and honor them so very much. We have walked this journey with mutual respect as well as honesty and transparency. Although they are able to devote more of their time to all eight campuses, we will continue to see them — and receive from them — at our Coitsville Campus. And that is a very good thing.
Proverbs 31 says that “a good woman is hard to find, and worth far more than diamonds.” God has given me an amazing woman of God — a good woman. Full of grace, love and wisdom. Patti — I love you and value you! You are wise and kind and supportive and sweet. Our church is blessed by your heart.
The year of 2016 was full of transition at Coitsville. But one thing remains the same: We will continue to love God and His people. I believe very strongly that as we create an atmosphere where His Spirit is welcome, He shows up! And, I know that if we love people to the best of our ability, He will send us more. We are mandated to reach others with the saving knowledge of Jesus Christ!
So, church family, we march on! I know that the heart of our Bishop and our Elders is the same — we want to see lives changed by Jesus. I can’t wait to write next year’s 2017 Annual Report. I do not know the details — but the theme will be similar. God is on the move. And our church is strong and growing.

GratefulAs we completed the 11 Year Anniversary with Victory
we remain grateful and energized in the ministry. Pastor Rob celebrated his 36 years of ministry and serving this kingdom work in New Wilmington. Pastor Andrew mar-ried Maria on September 17th. We hired Amanda Freehauf part-time to work with our preschool and nursery. Miss Elizabeth Prentice was also hired to work part-time as an assistant to Pastor Mickey with VK.
Missions UpdateThe Trotters, (Heavens Family) giving micro busi-
ness loans, bicycles and working with human trafficking. Richard and Anna Welch (Uganda Water Project) are on the field full-time with their three children and thriving. Jay Bennett is our YWAM missionary.
We are happy to add Lauren Cypher to our missionary support in child evangelism. We sent 159 shoeboxes to Op-eration Christmas Child. PB & J (Packing Backpacks with Joy). This ministry feeds children in the New Wilmington school district that are otherwise hungry each weekend. We have a team that links with the New Wilmington churches to provide this service.
We continue to have strong reports from the weekly prison ministry. We provide church service each week to Overlook nursing home and bimonthly bible studies. The Amish Clinics use our facilities for women’s exams and mammograms. Fun to see the NWC coat racks filled with black capes and bonnets.
The All-Campus event that takes place on the NW Campus was well attended. The “Journey to the Cross” experience is open for 12 hours during Holy Week and continues to bless so many as they walk through the sta-tions. The “Harvest Festival” in October changed direction to a NWC event and had some fun activities like the Best Apple Pie Contest and Seed Spitting.
Victory KidzWe sent 10 kids to the Victory Kidz Camp “Pure” this
year. The kids love and still sing the “Made Pure for You” song written by Pastor Lauren. It is amazing how those six days have and will continue to impact their lives!
We also had an in-house servant camp for our 3rd-6th graders. They served at the Overlook and at homes clean-ing. VK Passover Sleepover: A full Passover meal and story told.
NWC/VK continues to support their own missionary, Pete Cung and his orphanage in Myanmar. We also started to support, Pastor Lauren on her next adventure in Sweden.
United Youth Fifth Quarter 2016 Events: This year we started our very
first quarter event on Friday nights following New Wilm-
ington high school football games. We did two events and we had about 125 kids come. It was a great out-reach for our ministry.
Fall Retreat 2016: Theme was “Love Your Selfie.” The retreat was held at Camp Fitch in Erie, Pa. We had a great time rock climbing, horseback riding, shooting archery, etc. We had great times talking about our identity in the Lord and loving who God made us to be.
AG Youth Camp: Theme was “Undisputed.” We attended the Ohio AG youth camp this year for the first time and we took 14 from our campus. It was an awesome time of en-countering God for our students. They also enjoyed making new friends and playing some awesome games!
MinistriesCouples: XO Simucast Conference in FebruaryJust Women Ministry - Retreat: This was a 3rd year for
the women to spend time at McKeever in Sandy Lake, Pa. Theme, “Sweet Life Café” This weekend built relationships, created a Christmas wreath and put together a service project to give away. This is always a wonderful weekend to connect with Jesus and each other. Plus the food is fantastic!

Greetings VCC Family!Romans 5:1-2 says “Therefore, since we have been made right in God’s sight by faith, we have peace with God because of what Jesus Christ our Lord has done for us. 2 Because of our faith, Christ has brought us into this place of undeserved privilege where we now stand, and we confidently and joyfully look forward to sharing God’s glory.”One of the greatest privileges of the church is to be able to share God’s glory, and
we do that through Loving God, Loving People and Loving Life!It was a very good year for the Columbiana Campus as a whole. We saw some
shifts in our ministry teams. However God is faithful to those who have shifted into other areas and to those who have stepped up to fill open positions.
2016 also was a year in which we watched our Small Group ministry take root and take off. In September, we launched 6 new small groups and watched as God is using these groups to create new friendships and disciples in our campus.
We also started what we call “First Wednesdays”, where we meet together on the first Wednesday of the month to have a meal together, worship together, and hear an encouraging message of vision for the church.
Sheri and I would like to take this time to honor our own Pastor Gene and Darla Brown, whose sacrifice of time, ef-fort, and support help to make this campus run so amazingly well. We love you!
And we would like to take this time to thank every volunteer who selflessly works to see the Kingdom of God ad-vance. Thank you!
In closing we would like to thank Bishop Thomas and Pastor Kathie, as well as the Campus Pastors, Vickie Gonzalez and the VCC Support Staff, and not to mention Dean Beilstein and his team who help keep things running at all 8 campuses!

1 Thessalonians 5:17...Pray without Ceasing2016 was a Year of multiple Shifts in the Natural and Spiritual! As a church, due to
experiencing the physical growth of God we transitioned into our new Sunday site in the Liberty High School Auditorium. With this move, an additional 500+ seats are immedi-ately available for our Sunday morning worship experience.
In an explosive Easter and first Sunday in the High School service March 27, 2016 we declared “We are going Higher” in Jesus! Holy Spirit has been tangibly evident every week through the Gift of Prophecy, Worship, and Prayer. Many souls have been saved and set free from the hands of the enemy. All Glory Belongs to God!
First Lady Gloria and I celebrated our 8th year Pastoral Anniversary on June 12th and were honored to have our Pas-tor, Bishop David L. and Pastor Kathie Thomas with us. Eight, which means “The Year of New Beginnings”....we are still in awe from the Love, Honor and Appreciation we received that morning from our Pastor along with the Liberty Church Family.
Operation Impact (OPI) has thrived and literally transformed our community. A partnership with Second Harvest Food Bank kicked off an exciting program for children. Appropriately entitled “Backpack Program” we blessed 50 children from Martin Luther King Elementary School in the Youngstown City Schools. This program is designed to provide food and snacks for a child to have over the weekend to ensure they are receiving the necessary nutrients and food while they are away from their home school. In addition our partnership continues to grow with multiple schools within the Youngstown City School district. Our desire is to be available for various needs and desires from the admin-istration in order to raise the physical and moral compass of the student body. This is truly what OPI is all about!
We kicked off a Discipleship Program along with Connect Courses which are designed to properly equip our church family and daily volunteers with the DNA of Jesus by way of Victory. These vital tools serve as a guide which is needed to become an embedded follower of Jesus Christ while ministering to the “whole man.”
To conclude the year we held our 4th Annual New Year’s Eve service at our Coitsville Campus. We were humbled to see close to 1000 people fill the Worship Center and proclaim our 2017 Theme: “JESUS DID IT!”
We are on tip-toe anticipation for what the Lord has in store for Liberty!

2016 was an amazing year of transition! We experienced such an amazing grace for the journey we traveled. And it was good!
The church has officially left the building! Purposely coming back each week corpo-rately to be continually filled according to Ephesians 5:18. We learned in the Word of God how we can individually be effective Disciples as we hear and then “Do” the Word of God as we apply it to our lives.
With one full year under our belt as campus pastors, we have found our hearts even more in love with our warren campus body than we ever thought imaginable.
There were a few additions to the staff in 2016, one being Ms. Janessa Patrick who serves the Warren Campus as one of our incredible administrators and serves this local body with such a spirit of excellence. Also Mr. John Kascsak joined us in the capacity of head of maintenance last year. Along with his wife Barb they serve this local body with faithfulness and honor. We can’t talk about John without talking about Mr. Richard Bissell who makes our facilities shine like new once John fixes it up.
We continued to fan the flame of Life Groups. We have seen lives transformed in these smaller ministry groups and have realized that this is quickly becoming a big part of who we are as the Warren campus.
Speaking of Life Groups…Pastor Dan Prox really stepped up to the plate and helped me organize and administrate our life group program. We are growing with each life group session and it’s awesome to see God move in these life giving small groups! Pastor Dan and His amazing wife Marilyn continue to bless this local body with their love for the people and do all things with excellence. We could not it do what we do without them.
Pastor Rob and Tammy Bateman have become an invaluable part of the pastoral staff at VCC Warren. Not only are they our student ministries leaders, but they help me to pastor the body of Christ with love and compassion. Our Student ministry (United) transitioned from meeting on Sunday evenings to Sunday during our 11:00am service and has been an incredible move as we have seen more students come to be a part and have caused United to grow. We also remodeled our Student Union and the students and adults have all benefited from the updated room. Thanks to all the volunteers who helped make this a reality!
Miss Christine Tarr and Mrs. Marla Fraelich continue to passionately train up an army of next generation God chas-ers at the Nursery, toddler, and Victory Kidz aged children. There is no junior Holy Spirit and they continue to teach these little ones that there is nothing impossible with God! Each week we see children come to know Jesus as their savior and nothing even compares to watching this happen! Mr. Mark Fraelich keeps a sharp eye out, as he heads up our security team!
Pastor Toni (my amazing wife!) has grown into quite the “teacher/preacher!” She is no longer a mild mannered, soft-spoken teacher. The Holy Spirit has changed her and I truly love watching her flourish into the woman God has called her to be! I am blessed.
We are blessed with so many people who faithfully serve this local body with their gifts, talents and abilities so self-lessly and it truly is an honor to watch people realize that they were created for more than just sitting in a seat every Sunday!
We love our Bishop David L. Thomas and Pastor Kathie Thomas (Dad and Mom!) We are so eternally grateful that they saw something in us that we thought was dead and had all but given up! Thank you for believing in us. We love you and honor you! Thank you for choosing to bring us all along with you on this incredible journey of faith!

Matthew 28:19-20 “Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, 20 teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end of the age.” Amen.
Zechariah 4:10 Tells us to “not despise small beginnings, for the Lord rejoices to see the work begin.” In 2008 we began this journey and in 2016 we celebrated 8 years of min-istry at the Victory Christian Center New Castle Campus. God truly has brought us a long way and on this journey we have continued to experience a mighty outpouring of the Holy Spirit. This has transformed the lives of so many and challenged us to go deeper in our worship unto God. It’s so amazing to see people from all walks of life coming together to worship, be dis-cipled, and equipped and trained to do the work of the ministry and then take it all outside the four walls of the church and impact our communities for the cause of Christ.
We started off the year by equipping everyone in a powerful series titled “TMT” — Time, Money and Talents. This series challenged everyone to be a good steward over all that God allows us to manage in this abundant life he has given us. February gave us the opportunity to pour into relationships in the “Love and Marriage” series. During the series, we married a couple during the service and gave all of the married couples an opportunity to renew their vows. It was truly a blessing to watch God heal and strengthen marriages and families through that series.
In June, we joined the Jericho march along with Pastors from all across Lawrence County and marched through the streets of the city worshipping, praying, and blowing the shofar with an urgency to back our city for Christ. In August of 2016, New Castle kicked off our “Adventures of Do Good Duo” VBS which saw over 50 children per night come out to sing, dance, make crafts, and learn about the fruits of the spirit. The last night of the VBS was a block party that in-cluded food, games, puppet shows, and back to school book bags and supplies. God has called us to go to the highways and byways and compel them to come in. We have made this a major focus and will continue to do so until the day that the kingdoms of this world become the kingdoms of our God.
It’s so amazing all the salvations, deliverances, healings that God did in 2016 and even more amazing is the fact that the best is yet to come. We’re so thankful and will never lose our awe of God as we watch how He uses us as a small part of the puzzle to spread the good news of the gospel not only through word, but in love and in deed.

We are growing and it’s showing! In 2016 the sanctuary was filling quickly. As the room began to fill we began to dream, could we possibly fit more people in this room and the question was asked, is it possible for us to embark upon the journey of two ser-vices? But will enough people come to fill the room twice a Sunday? Will our team be able to handle it? Will it work? After a lot of prayer, perspectives, and presenting to our team, on Easter Sunday our church decided to take a leap of faith and launch our second service every Sunday.
There was an atmosphere of anticipation in the air on the first Sunday coupled with momentum of having the second service! More people would have the opportunity to get saved, set free, and be in a safe place! The room was filled with first time attendees. Every ministry exploded at the launch of two services. From the kids and youth to the adults, as time went by, more and more people were com-ing through the doors crippled by chains of anxiety, fear, drugs and depression and were being set free by the power of Christ!
DiscipleshipAs attendance rose, so did our need for discipleship. In order to meet this need our campus added the Women’s
Journey Bible Study, the monthly Men’s Breakfast, our marriage ministries, Financial Peace university, and our very first marriage conference. These ministries were just a few of the many programs birthed in 2016. Since we launched these ministries throughout the year, our Wednesday Night Family Night services grew substantially and the Holy Spirit moved powerfully!
Sisters With VoicesOne new ministry we would like to spotlight this year is Sisters with Voices. Our first Lady, Charon Cuprik is leading
the women at our campus in this ministry. We launched this group this year and it is a platform for the women at our church to share their powerful testimonies, teach and preach. It also gives them the opportunity to fellowship and wor-ship the Lord together.
Fusion Young AdultsFusion has maintained its vision of young adults living lives set apart and making everyone who walks in feel welcome
and safe, and we have started to see fruit from discipleship. Young Adults that walked in bound by life, and bad life choices were changing. Finances changed, better relationships came forward. Our very first group of young adults that came through are now serving and leading ministries throughout our church, getting married and starting families.
United YouthThe group of teens have become stronger as a family. We had so many opportunities this year!From pool parties and bonfires to an amazing week at Camp. We changed our name, and unified with the other cam-
puses for a powerful launch service. The teenagers are diving further into God, and standing up for their faith. We had the privilege of attending two VOX conferences. Once the fire touched the students, our mission has been to sustain and protect the flame!
Victory Kidz & GAP & Creation StationWOW! Did we have an awesome year in Creation Station,Victory Kidz and GAP! We saw salvations, discipleship
and tons of fellowship between the students! This year, Victory Kidz and GAP hosted our church’s first annual vacation bible school, Camp Courageous! We had a whopping sixty kids each day of VBS and we had wild amounts of fun! We decorated the entire church like a camp ground and had lessons, games and lunches like a real camp would! We even ended the week with a real outdoor, old-fashioned camp out where we set up tents and camped under the stars at the church! Not only did we have a great VBS, but we also saw explosions in the size of these three ministries! This year our church made the leap from one service to two services and our ministries definitely grew! Now we are seeing around seventy kids now between all three ministries and we are extremely excited to see what God will do in the future!
We are anticipating what God has in store for our campus in 2017!

Greetings in the name of The Lord Jesus Christ,2016 was a year of presence, answered prayers and cultivating relationships for the
Vienna Campus. We began the year with a powerful time of fasting and prayer that I believe set the atmosphere for what The Lord wanted to do throughout the year.
We started the year with something we called Babies, Baptism & Brunch. The place was packed and God was honored as we celebrated with our members and their families as we dedicated 10 babies and baptized 12 people and had a great time of fellowship afterwards.
God answered one of our most persistent prayers by sending us the Greenawalt family to take over our worship department. Until then our worship had been inconsistent and lacking in team members. Matt Greenawalt and fam-ily took the lead with a servants heart in that area and I can honestly say that in 2016 we had the greatest worship we ever had and one of the greatest teams I’d ever seen. Matt and his family are more than just friends or leaders, they have literally become family!
We also saw a tremendous spike in our number of volunteers and began the “shine team” which consists of volunteers that cleaned the church instead of having a paid staff member to fulfill those duties. Many people took their place by serving in various departments which led to over 90% of our church family being involved in ministry.
Our ladies had their third annual women’s retreat at Walnut Creek led by my amazing wife Danielle and our women’s ministry leader Paula Vanatsky. We had a tremendous turnout by our ladies as well as many ladies from other churches and have received numerous testimonies of what The Lord did not only at the retreat but throughout the year in the lives of the ladies that attended.
Our people also responded (as usual) to the benevolence needs of our church family and those in our community. I’m so honored to lead a group of people that are so unselfishly willing to meet the needs of others who are struggling financially.
Pastor Tyler also went the extra mile in leading our students (most of whom attend our church by themselves as their parents do not attend service anywhere.). He goes above and beyond by picking students up, visiting their schools and spending personal one-on-one time with them. He held his annual “Seniors Night” (for graduating seniors) at his home with over 50 people in attendance. I’m so proud of Pastor Tyler and the man he’s become.
To top it all off, we were blessed again to see the miraculous with two of our ladies being completely healed of cancer. And the greatest miracle of all…SALVATION, we saw numerous souls go from death to life as they received Jesus Christ as their Lord and Savior!
