Constitution (Adopted October 12, 1987; amended Oct. 7, 1991; Oct. 18, 1994; Oct 28, 1997; Oct. 21, 2003)

Article I—General

Section 1. Name: The name of this Association shall be East Central Illinois Baptist Association

(ECIBA).

Section 2. Purpose: The purpose of ECIBA is to empower its churches to accomplish the Great

Commands and the Great Commission.

Section 3. Authority: This Association is a self-governing body under the Lordship of Christ. It

determines its own membership and ministry but has no authority over the churches affiliated with

it. However, the Association may, upon invitation from a church, consult with that church.

Article II—Articles of Faith and Rules of Order

Section 1. The Holy Bible is the inspired Word of God and is the basis for any statement of faith.

This Association subscribes to the doctrinal statement of The Baptist Faith and Message as

adopted by the Southern Baptist Convention in 1963.

Section 2. Parliamentary rulings shall be governed by the current edition of Robert's Rules of

Order.

Article III—Membership

Section 1. This association, in session, shall be composed of the elected messengers from the

affiliated churches, who are in their doctrine, polity, practice, and financial contribution in

voluntary cooperation with the purposes of this Association.

Section 2. Any church seeking fellowship in the Association shall present, at least sixty (60) days

prior to the date of consideration, a petitionary letter giving the following information:

1. A brief history of the church's organization,

2. Evidence of cooperation or intention of cooperation with East Central Illinois Baptist

Association through attendance and financial contributions,

3. Copies of the articles of faith, covenant, and constitution adopted by the church, and,

4. A brief record of the program of the church to the date of petition.

This letter will be presented to the Associational Board, who will authorize the Credentials

Committee to investigate the petitioning church. The Credentials Committee will be appointed by

nomination from the floor at a regular meeting of the Associational Board. Three members will be

elected by a simple majority of those Board members present and voting. Each church affiliated

with the Association shall be notified, not less than thirty (30) days prior to the date of

consideration, of the petition for membership. The Credentials Committee shall bring its

recommendation to the annual meeting. A three-fourths (3/4) majority vote shall be required for

admittance. Representative members from the petitioning church shall be present and shall be

introduced at the meeting when their letter of petition is presented for discussion and vote.

Section 3. Each qualified church shall be entitled to have five (5) messengers for the first one

hundred (100) resident members or fraction thereof and an additional messenger for each

additional fifty (50) resident members or fraction thereof, providing that no church shall have more

than ten (10) messengers. Pastors and members of missions may be elected by and included as

messengers of the sponsoring church.

Section 4. Should any church maintain doctrine, polity, or practices contrary to the purposes of the

Association, or fail to send an Annual Church Profile, messengers, or financial contributions for

three (3) consecutive years, the Credentials Committee may, upon failing to reconcile such church,

recommend dismissal. A three-fourths (3/4) majority vote in annual session shall be required to

withdraw fellowship from a church.

Section 5. All persons filling elected positions in the Association shall be members of affiliated

churches.

Article IV—Officers and Duties

Section 1. The Association shall have the following officers: Moderator, Vice-moderator, Clerk,

Assistant Clerk, Treasurer, Assistant Treasurer, and three (3) Trustees.

The Moderator shall be elected for a one (1) year term and may be reelected to a second

one (1) year term. All other officers shall be elected for one (1) year and shall be eligible for

reelection to succeeding terms. All officers, with Trustee chairman designated, shall be

recommended by the Nominating Committee.

Section 2. The duties of Associational officers shall be those defined in our policy manual. Other

specific duties may be assigned to the officers by the Association.

Article V—Committees and Duties Section 1. The Association shall have the following standing committees: Budget and Finance,

Nominating, and Personnel. The Association may have other committees which it deems

advisable.

Other specific duties may be assigned to the committees by the Association.

Article VI—Associational Leadership (LEAD) Team

Section 1. The Associational LEAD Team shall have the following members: Associational

Missionary/Church Starter Strategist, (AM/S), as Chair, and members elected for the purpose of

planning and implementing the overall strategy of the Association.

Section 2. The duties of the LEAD Team shall be those defined in our policy manual. Other

specific duties may be assigned by the Association.

Article VII—Funds

Section 1. Associational funds shall be deposited promptly in a bank approved by the Trustees, in

the name of East Central Illinois Baptist Association.

Section 2. Requisitions shall be required for all purchases excluding salaries. All bills shall be paid

by check according to the budget or other specific authorization by the Association.

Section 3. The Budget and Finance Committee shall arrange for an annual audit of the

Association's financial records.

Section 4. The Associational Board shall provide a sufficient surety bond on all who handle funds.

Article VIII—Meetings

Section 1. The time and place of meetings of the Association shall be proposed by the LEAD

Team and approved by the Association.

Section 2. The LEAD Team or the AM/S of the Association may call the Association or Board into

special session at the time and place set by the LEAD Team or AM/S, but all affiliated churches

must be notified of the special meeting at least ten (10) days before said meeting. Such notice shall

include the time, place, and purpose of the meeting.

Section 3. Representation of twenty-five percent (25%) of the churches shall constitute a quorum

at all meetings of the Association.

Section 4. The Moderator shall be responsible for the preparation of an agenda which shall be

mailed to each Board member at least one (1) week prior to the Board meetings. Members of the

Board may submit items for the agenda at the beginning of the meeting. Such items shall be added

only by three-fourths (3/4) vote of those present and voting.

Article IX—Associational Board

Section 1. Membership: The Board shall be composed of officers of the Association, the pastors of

all churches and missions, the Associational Missionary/Church Starter Strategist, LEAD Team

members, committee chairmen, local campus ministers employed by Illinois Baptist State

Association, and two (2) members recommended by each cooperating church, upon being elected

by the Board of the Association in regular meeting. All Board members shall be members of

churches affiliated with the Association

Section 2. Organization: The officers of the Association shall serve in the corresponding office of

the Board.

Section 3. It shall be the duty of the Board to transact the business of the Association during the

interim between annual meetings.

Section 4. Meetings: The frequency and date of the meetings of the Board shall be decided by the

Board or the Association in regular session.

Section 5. Prior to each Board meeting a copy of the minutes of the previous meeting shall be

mailed to each member of the Board.

Article X—Amendments

This constitution may be amended at any annual meeting by a three-fourths (3/4) vote of

the members present and voting, providing each amendment proposed has been submitted in

writing, mailed with the agenda, and read at the last Board meeting prior to the annual meeting.

Minutes of the 63rd Annual Meeting

Monday, October 17, 2016 Calvary Baptist Church, Monticello 1. Worship was led by Calvary Worship Team and included Soon and Very Soon and Come Thou

Fount of Every Blessing.

2. Blake Brewer welcomed everyone to the meeting and prayed. Moderator Mark Carpenter called

the 63rd Annual Meeting of ECIBA to order.

3. Becky Fouts called the roll of churches and made a motion that the messengers be seated and

authorized to conduct the business of the Association. Motion was seconded and carried. (See

Messengers, pg. 9)

4. Mark Carpenter made a motion to adopt the proposed program as printed. Motion was seconded

and passed.

5. David Hutton introduced pastors and staff who are new to the association. This included:

Chris Baker, LeRoy Blake Brewer, Calvary

Pat Tieman, Bement John Maham, Redeemer

Cory Stanley, Vale Kyli Kaufmann, Vale

David followed the introductions with a prayer.

6. Becky Fouts gave the treasurer’s report. (See pg. 23) Motion was made by Roger Neal to accept

as printed; seconded by Dennis Norton and passed.

7. Campus ministry reports are printed in the Book of Reports (pg. 18) Church of the Cross is no

longer passing out Pop-Tarts do to a change in management at the apartments. The Conversational

English Group has seen a couple of ladies receive Christ recently.

8. Mike Goodsell from the Baptist Children’s Home and Family Services gave a report. BCHFS

started 99 yrs. Ago as an orphanage after WWI. Now, it is place for teens who have made some

bad choices about life. Referrals come from pastors, social workers, schools and they have a very

diverse group. Currently, they are seeing more girls than ever before and trying to love on them

daily. The Pregnancy Center in Mount Vernon can house 7 ladies at a time. They provide guidance

and Christian job core training. Adoptions and foster care are available out of Angel’s Cove.

Pathways Christian Counseling has 11 locations and is trying to expand northward in the state of

Illinois. BCHFS has partnered with an orphanage in Uganda. Mike reminded everyone that

BCHFS does not receive any funding from the state nor are they part of the Cooperative Program.

They are 100% funded by churches and individuals.

9. Sylvan Knobloch brought greetings from IBSA and a video of Nate Adams. He reported that

IBSA reached 95% of the Cooperative Program goal. There were 23 church starts in the last year

and 85 in process.

10. David Hutton gave a DOM report. Since arriving at the end of May, he has spent time meeting

and visiting with all our pastors and churches. The only one he has not met with yet is Christian

Center of Hope in Danville. David has also been reading 30 years of reports and minutes from

association meetings. He is aware that most churches are struggling. He is challenging churches to

prayerfully have an open mind about discipleship and outreach. Strong churches make a strong

association. David also informed everyone that the 2017 Annual Meeting will be on one day

instead of two evenings. That will be October 7, 2017. Details TBA.

11. The Worship Team led us in singing In Christ Alone and My Jesus, I Love Thee.

12. The Doctrinal Sermon was given by Randie White of First Baptist, Farmer City. He noted that

in Deuteronomy we see a 7 day journey which took 40 years to accomplish. Also, in the story of

Joseph and Potipher we see that God is involved in the details. God knows the big picture and is

sovereign over everything. Christians can take great comfort in knowing that God is in control. We

should consider that God has brought this group of people here together for a reason. Are we

willing to accept the challenge?

13. The meeting was adjourned until Tuesday evening with Duane Davis giving the benediction.

Tuesday, October 18, 2016 Redeemer Church, Urbana 14. Chet Daniels gave a welcome to everyone and opened in prayer.

15. Worship was led by the Redeemer Worship Team. It included All Creatures of Our God and

King, and Come Thou Fount, Come Thou King.

16. Moderator Mark Carpenter presented the Associational Board (pg. 8). Roger Neal made a

motion to approve the Board as printed. It was seconded by Walt Greenleaf. Motion carried.

17. David Hutton gave the Annual Meeting Planning Committee Report. The 2017 Annual

Meeting will be on one day, Saturday, October 7, at Bethel Baptist in Danville. Motion carried.

18. Mark Carpenter presented the Nominating Committee report (pg. 6) with one change. Steve

Terhark was added to the Christ on the Campus Endowment Trustees. This was approved and

passed.

19. David Hutton gave the LEAD Team report. LEAD Team is going to be about making

disciples. How do we reproduce ourselves? Strong churches make a strong association. There will

be training offered on this. Also, getting people involved in Missions; partnerships with IMB

missionaries; opportunities for unreached people groups. Other tasks include the ECIBA website

which is in desperate need of revision/update, social media and how to use it effectively, and the

constitution, which also needs updated. The association needs to be DOING something worthy of

the churches’ support.

20. No miscellaneous business was brought.

21. Karen Killingsworth presented the 2017 budget (pg. 26). She pointed out that David will have

$1400 of his salary designated for housing. Coming from the Finance Committee, no motion was

needed. Budget passed.

22. Karen Killingsworth also stated that the Finance Committee had agreed for $1000 of David’s

salary in 2016 be designated for housing and that $400 be added to the reimbursable fund for

attending the IBSA Annual Meeting. This was accepted and passed.

23. Karen brought a motion from Finance Committee and the Trustees to evaluate the care of the

ECIBA property. They will either purchase new equipment or hire a service to handle the East part

of the property. They are asking for $7800. Motion passed.

24. Redeemer’s Worship Team again led in singing Mighty is the Power of the Cross and God is

Able.

26. Chet Daniels brought the Annual Sermon on Ephesians 3:14-21. This is a powerful prayer

from Paul with emphasis on verses 20-21. How should we think about this in our world today?

Objectively: God is God of the universe, not idle, but active; Subjectively: He is at work within us.

This is a challenge for bold faith, bold prayer, bold trust, and to boldly receive God’s blessings.

27. Mark Carpenter recognized the leadership of the association and they were acknowledged with

applause.

28. David gave the benediction and a wonderful time of dessert and fellowship followed.

2016 Associational Board Meeting Minutes

January 19, 2016 ECIBA, Mahomet 1. Moderator Mark Carpenter opened the meeting with prayer.

2. Moderator Carpenter gave a brief devotional on II Timothy 4:1-8, “Built to last”.

We must endure the afflictions and last through difficulties in our circumstances. We are all tools in God’s

hand to accomplish His plan. Some highlights from around the association are:

Bethel – collected 200 PopTarts & 200 hot chocolate packets; participated in Angel Tree;

Are collecting all year for Operation Christmas Child next November.

Penn. Ave. – collecting snacks for 250 participants in “One Winter’s Night”; saw a

visiting professor from China profess Christ; now have 2 new professors.

Calvary – passed the goal for Lottie Moon ($5500); currently collecting change in baby

bottles for Crisis Pregnancy Ctr.; have a person coming in view of a call for Ryan

Tackett’s position.

Gibson City – passed goal for Lottie Moon ($3261); celebrating the 95th birthday this

week of their longest member; starting a new ministry at Holly Brook.

Redeemer – campus ministry is growing; 6-8 members meeting one on one with students;

family ministry thriving; Seminary level classes offered on Sunday evenings;

College Ave. – One of their students going to seminary when finished at ISU;

This Friday is a day of prayer and fasting for collegiate ministry.

Temple – Sunday morning ministry to Eden Supportive Living Ctr.: Eden is allowing

Temple to use their vans to transport residents to church; met or exceeded all

giving goals in 2015; working with “off the Fence” ministry in Bement.

3. Following a time of sharing praises and concerns, Moderator Mark Carpenter called the Board Meeting

to order with 16 Board members and 1 visitor present.

4. Rebecca Fouts gave the treasurer’ report. (See attached to original Minutes.) Motion was made and

seconded that the report be accepted. Motion carried.

5. Moderator Carpenter announced that the Search Committee has met several times since Oct.

They have received a few resumes and are looking them over. They will most likely conduct some

interviews soon via SKYPE.

6. Scott Boyd gave a report from BASIC. BASIC has changed. There is now a definite national &

international ministry. Scott is concentrating on the national by working with the ROTC students. He is

currently doing early morning PT with them and also provides water for their evaluations.

7. Duane & Alice Davis are focused on the international ministry by continuing the Conversational English

Group every Thursday. They now also have a student from Brazil as well as China & Korea. They hosted a

Thanksgiving dinner again which has grown from 2 students in 2013 to 27 in 2015. Alice has been teaching

many of the students about baking and candy making. CEG has had many day trips around the area.

Calvary is providing the meal on the 2nd Thurs. of each month & PABC is providing the third. Anyone is

welcome to come and take part.

8. Clark Killingsworth sent a MOSAIC report since he was unable to attend. Karen Killingsworth

elaborated on the event this Friday. College Ave. is one of four churches in the state doing a day/night of

prayer & fasting for collegiate ministry in Illinois.

9. Randy Fouts gave a report on Parkland ministry. Church of the Cross is building good relationships with

the students and even some parents. Randy & Becky spent several hours at the emergency room with an

injured soccer player. They are also receiving prayer requests from the students themselves.

NEW BUSINESS 10. Christ on the Campus trustee Roger Neal explained that they were contacted by Scott Boyd because he

is no longer receiving stipend from IBSA. The trustees are therefore recommending that an additional

$7200 be taken from the COC fund to make up the difference in Scott’s support. Motion was seconded.

QUESTION: Why the cut from IBSA? Everyone, statewide is struggling. IBSA wants local churches to

take responsibility for collegiate ministry. MOTION PASSED.

11. Eulonda Dreher asked that the COC Trustees consider raising the amount of Scott’s support.

He receives $1100 from the COC monies while Clark receives $1500.

12. Duane presented a template contract between the collegiate ministers and ECIBA. It spells out

obligations on both sides as well as compensation. Motion was made to accept the contract with minor

adjustments, seconded and passed. Article 1.7 will be amended to read “Meet on a regular basis with the

appropriate ECIBA staff or representative assigned by the LEAD Team to plan, train and evaluate the

ministry. Currently, that person is the Missionary Emeritus until a new Associational Missionary arrives on

the field.”

13. Karen Killingsworth noted that she was contacted by Doug Morrow at the Baptist Foundation about the

association’s funds. The finance committee will meet and take the appropriate action.

14. Motion was made to adjourn the meeting. Motion carried.

April 19, 2016 ECIBA, Mahomet 1. Moderator Mark Carpenter opened the meeting with prayer.

2. Derrick Baker gave a devotional based on Philippians 1:3-11 making these points: 1) Christ

above all things; 2) build gospel partnerships; 3) praying and encouraging one another.

3. Following at time of sharing, Duane Davis lead in prayer.

4. Moderator Mark Carpenter called the business meeting to order with 23 board members and

several visitors present.

5. The Treasurer’s report was approved as printed.

6. Scott Boyd gave the report for UI BASIC. He reported that IBSA is funding the painting of the

BASIC house in June. He continues to work with the ROTC students and brings water and pop

tarts to the students. He has extended his military retirement to December, 2018. The Conversational English groups continues to meet on Thursday nights. International students enjoy a

meal then hear a Bible story followed by questions and answers.

7. Clark Killingsworth gave a report MOSAIC in Bloomington-Normal. He reported that they

were struggling with how to make a bigger impact on their community; suggestions that were

given through their partnership with churches in Iowa were met with resistence. When they were

disappointed that they were unable to get in to a conference in Iowa, God used the experience to

change resistance to more openness to effective next gen churches. He also reported that his daughter, Cara, would be coming home on April 30 from the mission field and

will be available to share her experiences.

They are working on starting a summer Bible study for students.

8. Derrick Baker gave a report on the ministry at Parkland Point. Pop tarts continue to be a good

way to build relationships with students. They will host the last dinner for the school year this

week and are expecting 50-60 students.

NEW BUSINESS

9. The Finance Committee chairman, Karen Killingsworth made a recommendation that the budget

be amended to allow compensation for a new Director of Missions. The salary would be $2500/month and additional reimbursements of $3500 for the remainder of 2016.

The motion passed.

10. Roger Neal, trustee for the Christ-on-the-Campus endowment fund made a motion that an

additional $400/month be taken from the fund to bring Scott Boyd’s compensation equal to Clark

Killingsworth’s, since IBSA is no longer funding UI Campus Minister. Mike Kessel, fund

manager, recommended that we switch funds from C to A category to increase the dividends

($218.38) this year. The motion passed.

11. The Personnel Committee requested that the new work subsidy to the Korean church be

extended through the end of the year. New work is usually supported for two years, however,

Pastor Chung requested an extension. Motion passed.

12. Chet Daniels from the DoM search committee recommended Rev. David Hutton as our new

DoM.

13. David Hutton gave his testimony and shared his vision for missions.

14. Motion to call David Hutton passed unanimously. He is moving from South Carolina and

hopes to be on the field in May, definitely June, depending on housing.

15. Dennis Norton from the Trustees Committee requested that churches send a list of people who

can help with general building maintenance to him or the association.

16. The meeting closed with a group prayer for David and Shannon Hutton. Prayer was led by

July 19, 2016 ECIBA, Mahomet 1. Moderator Mark Carpenter opened the meeting with prayer.

2. Mark gave a devotional based on Romans 1:6 ". ..for I am not ashamed of the gospel ..." based

on a handout by Dr. Bob Moorehead. It goes very well with David's emphasis on fulfilling the

Great Commission. (see handout)

3. Highlights from the association: Bethel -Recently had a Block Party with 23 visitors. They had food, games and give-aways.

Margaret Neal shared that it was a good time of all ages and races playing together.

Gibson City - VBS is next week and they have received many decorations from PAB and College

Ave. Pray with them that many will have the opportunity to hear the gospel. They have made a 16-

foot submarine that children can crawl through and play in.

Pennsylvania Ave. -VBS was last week. They received many of the decorations from two

Mennonite Churches that use Lifeway materials. After Gibson City, the decorations will be

headed for Mt. Zion Church in Decatur. One of the attendees brought his entire Boy Scout

Troop to the Family Night Event.

Cornerstone -Their VBS was also last week. Calvary - Pastor Search Committee has begun work toward a new pastor. They recently had a

baptism of a spouse of a member. An exchange student from France was there and has also

been saved.

Temple - The army extended Scott's chaplaincy to 2018. The congregation celebrates

something every week: most recently, long marriages.

4. Moderator Mark Carpenter called the business meeting to order with 13 board members and 1

visitor present.

5. The Treasurer's report was approved as printed.

6. Scott Boyd gave the report for UI BASIC. He reported that a group of men from Winn­ Stanley

came the last of June and painted everything in the BASIC house. Jim Wickersheimer from PAB was

the site coordinator for the project. John Mahan and his family are living at the BASIC house while

serving as campus ministers for Redeemer Church, Urbana. IBSA has promised $28,800 to renovate

the kitchen and dining areas. The Conversational English group continues to meet and grow on Thursday nights. 4 years ago, they started

with 1 Chinese student. The next year they had 4, then 7, then 13, and now they are averaging 60. They

had events on Memorial Day, 4th of July, and a concert held at Judah Christian School's athletic fields.

Several students have enjoyed mowing the Davis' lawn and learning to bake with Alice. Jo Terhark

encouraged everyone to be involved either with bringing food or participating in conversation.

7. Clark Killingsworth was traveling with his family and sent a written report for MOSAIC in

Bloomington-Normal. (see report)

8. Derrick Baker gave a report on the ministry at Parkland Point. There has been a hiatus during the

summer but the athletes are beginning to move in. Aug. 22 is the first day of classes, so Church of the

Cross will host several events that week to meet students and start building relationships. Pop-Tarts

will continue to be needed weekly.

9. David Hutton gave the DOM report. He and Shannon have been visiting churches this summer and

hope to get to all of them soon. He has listened to those of our churches who have sermons on line.

They have also visited several VBS days and other children's events. David is enjoying meeting and

talking with people.

David will be reshaping the LEAD Team this fall. He wants it to focus on Equipping pastors and especially Cultivating Disciples. We need to make Jesus' last words our first priority. He is excited about what will happen during the next year.

NEW BUSINESS

10. There was no new business presented.

11. The meeting closed with a group prayer for Duane Davis. Duane is having surgery on July

20 for his back. Prayer was led by Derrick Baker and Dennis Norton.

Collegiate Ministry Reports

This year BASIC further expanded its ministries to both the ARMY ROTC (AROTC) and the

Conversational English Groups (CEGs)

ARMY ROTC: I went from doing Physical Training (PT) with the Cadets on Wednesdays only

last year, to doing PT with them on both Mondays and Wednesdays this year. Following PT on

Mondays I also began leading a time of devotion with the Cadets. Twenty-three cadets attended

our first devotion and I can see our numbers growing in the weeks ahead. I also began meeting

with Cadets on an individual basis for counseling and to talk to them about spiritual matters. The

water and pop-tarts ECIBA provides for the Cadets enables me to build relationships with them

and opens the door to deeper conversations. Finally, the AROTC Commander is a strong believer

with a Baptist background and asked me to pray over the cadets at their first full formation.

CONVERSATIONAL ENGLISH GROUPS (CEGS): The big news is that our CEGs grew

from 20 students last year to over 60 students this year. Additionally, because our CEGs grew so

large over the summer, a consistent 60 each Thursday night, we had to move from meeting at the

BASIC House to the Fellowship Hall of the University Baptist Church on the corner of 4th and

Daniel. Also, the Cornerstone Baptist Church has felt led to provide meals for the CEGs on the 3rd

Thursday of each month. This is huge because that means with Calvary Baptist providing meals

on the 2nd Thursday we have ECIBA churches providing meals for 2 Thursdays each month. Not

only is God bringing unbelieving Chinese students to hear Bible stories, God is increasing

ECIBA’s missionary heart so that together we are making an eternal difference. Because of our

efforts together 2 female students gave their lives to Christ this past year and one of them is

currently being discipled by Duane and Alice.

Normal-Bloomington MOSAIC Student Ministries

The following two types of students are regularly encountered on college campuses in

Bloomington/Normal. The characters depicted here are fictional and neither composite is all inclusive.

Rarely will any student be a perfect match for either description. In reality, many students share a

combination of traits from each composite. Nevertheless, the descriptions express some of the real

challenges faced in collegiate ministry today.

Martha: Has limited church experience. Went to church on occasion with her family while growing up.

Participated in youth group activities. Has some basic Bible knowledge. Prefers involvement in a collegiate

group that has no formal ties to any local church. Considers attendance at a collegiate Bible study her

weekly “church attendance.” Wants to be free to “float” around to various local churches while in college

and does not want to be challenged with church membership. Is easily offended when asked questions of

accountability (especially regarding such things as sexual activity, pornography, alcohol, homosexual

attraction, partying, carousing, etc.) May occasionally invite other students to attend her collegiate Bible

study. Her prayer life is sporadic, mostly private, and centers on fulfilling her own dreams, wants, and

desires. Prefers a worship experience that is entertaining with preaching that is brief, light-hearted,

positive, and uplifting. Has a genuine disdain for messages that call for repentance or real life change. May

participate in mission activities that are service oriented. Hasn’t thought much about church involvement

beyond college. Wants to find a good job after college first and then will see about fitting church into her

life after she’s settled.

Mary: Has no formal church background and very limited Bible knowledge. Surrendering her life to Christ

resulted in a turning away from alcohol consumption, pornography, and/or bi-sexual relationships.

Following Christ resulted in losing friends and being scorned by family. She longs for a Christian mentor

who will teach and model not only matters of faith but will also engage her in real life-on-life discipleship.

Appreciates being under the care and authority of a local church and wants to be held accountable to

higher standards of Christian living. Is passionate about sharing her faith with her peers. Prays fervently

alone and will faithfully gather with other believers to pray for genuine move of God on her college

campus. Longs to see many of her peers engaged in small groups and churches that are raising up

Christian leaders and multiplying disciples. Prefers participatory worship with songs that engage her heart,

mind, and soul. Appreciates preaching that is biblically based and challenging. Is excited about being

personally engaged in missions’ activities that take the gospel to unreached people groups. Looks forward

to finding a church home after college where she can be more personally engaged in disciple-making.

Upon graduation Mary will place a priority on finding a church where she can continue to grow as a

follower of Christ, first. Finding a job is a secondary consideration for Mary.

Surely, most would agree that Mary is to be commended for her faithfulness and obedience to the

commands of Christ. Martha, on the other hand needs to be challenged with at least three biblical

warnings: First, she needs to be reminded of Jesus words when he said, “Not everyone who says to Me,

‘Lord, Lord!’ will enter the kingdom of heaven, but [only] the one who does the will of My Father (Matthew

7:21, HCSB). Second, Martha needs to be challenged by 2 Timothy 4:3 where the apostle Paul warns

Timothy, “For the time will come when they will not tolerate sound doctrine, but according to their own

desires, will accumulate teachers for themselves because they have an itch to hear something new (HCSB).

A third challenge for Martha would be Jesus’ words when he said, “Mary has made the right choice (Luke

10:42, HCSB).

Please pray for College Avenue Baptist Church and Mosaic as we continue to transition into becoming a

church with a collegiate ministry that will reach the lost, disciple the saved, and challenge the unchurched

as well as the Martha’s on our college campuses to become more like Mary as they surrender in

obedience to the Lordship of Jesus Christ.

Director of Missions Report

David Hutton

So, what have I done? I’ve tried to visit and meet all the pastors and the churches since our arrival

in June. Shannon and I got around to every VBS that let us know they were doing one. We visited

the IBSA building and met some of their staff to get an idea of how things work in Illinois. I

began to serve as interim pastor at Calvary Baptist Church in Monticello in September. I’ve read

over reports from the past 30 years to get an idea of the history of ECIBA. I’ve been involved in

an installation of one pastor and an ordination service. Most of my time has been listening and

learning.

So, what’s the plan? I’m glad you asked…and if you didn’t, you get to hear my answer anyway.

First, the association has 17 churches and 12 of those have been organized before I was born and

another two before I was in high school. We have 3 churches that were started since 2000 that are

still in existence. Twelve of our churches have dropped in membership over the past 10 years with

4 of those dropping by 53% to 78%. We need to come up with a strategy that will turn this

around. But the association can’t do it for the churches. The churches have to recognize their

situation and want to address this.

Secondly, the finances for the association has been down by more than 50% over the past 10 years.

One thing you can be sure of, I will not come to you asking you to increase your giving to the

association. If you see value in what’s being done, then I believe the churches will support it.

There will be changes. If not, ECIBA will die.

And lastly, there are some administration issues that need to be dealt with in order to better address

the needs of the association. There are several positions open and it is difficult for the nominating

committee to find folks willing to serve those positions. One answer is to fill the positions with

warm bodies and not consider their gifts/talents. If we do this, we need to provide training for

those who are serving in those positions. Another answer is to reduce the number of positions and

fill them with qualified servants. The constitution needs to be updated to address today’s needs.

And the associational handbook or policy manual needs to be updated to reflect the changes in

how we function as an association.

With that being said, let me give you an idea of how I would like to move forward.

1. I believe ministry is best done through the local church. I believe it’s biblical and it’s

practical. Any ministry that is led by the association will eventually be transferred to the

local church.

2. Strong churches make a strong association…not the other way around. For the churches

that are in decline, I would like to come alongside the pastor and their leaders to begin a

process of revitalization. The church must recognize its condition and decide to do

something about it.

3. Our priority for training this year will be on assisting churches to make disciples. We will

provide training for pastors and their leaders on how to make this a reality in their church.

4. I want to develop a long term partnership (3 years minimum) with an IMB missionary that

is focused on a UUPG (Unengaged Unreached People Group). This will provide

opportunities for those in smaller churches to participate in missions with others. Everyone

that goes on a trip will be trained and prepared before their trip. And we will be making

multiple trips to support this partnership each year to provide stability and focus in the

work.

5. Communications will all be done through the association office. Becky has agreed to

oversee not only our newsletter but also maintain our website. The site has not been

updated in years and we need a fresh start. That will happen as soon as we can get

everyone together to make the changes.

6. I want to be prepared to have items that need to be addressed in the constitution presented

by the summer board meeting. That way, discussion can be held and we can be prepared to

vote on it by the next annual meeting.

As I said earlier, a strong association does not make strong churches. But strong churches do

make a strong association. My efforts will be focused on the local church and assisting pastors

and leaders on how to make Jesus’ last words our first priority. Let’s get busy.

IMB Report Fall 2016

Thank you for the way you have partnered together with us to get the gospel to people who have never heard it before.

Over the past year we have walked through difficult days at the IMB. But to see God’s provision through churches and through the Southern Baptist Convention ecosystem has been amazing. From the way that you have cared for, encouraged, and supported missionaries who have made transitions, to the way you have redeployed many of them into your churches and your communities for the spread of the gospel here in North America, to how you have sacrificially and generously given through the Cooperative Program and the Lottie Moon Christmas Offering — it’s nothing short of breathtaking to see well over $260 million dollars given from churches with the express purpose of getting the gospel to people who have never heard it.

Toward this end, in 2015 Southern Baptists gave $95.2 million through the Cooperative Program and $165.8 million through the 2015 Lottie Moon Christmas Offering® for International Missions, the highest total in the 127-year history of the offering. These gifts support almost 4,000 missionaries sent out by Southern Baptist churches through IMB.

In addition, Southern Baptists gave $6.5 million for hunger

relief and development ministries around the world.

Together, these gifts enabled IMB missionaries to report:

• 127,385 people professing faith in Christ • 54,762 new believers expressing their faith through baptism • 3,842 new churches planted • 886 people groups engaged

I hope that this ministry report is also a picture of what lies ahead as Southern Baptists move into the future. We pray the number of people who have come to Christ, the churches planted and the leaders trained will multiply in the days to come as we continue to pray, give, go and send for the glory of God. We want to partner together with you to take gospel to a world where 2.8 billion people have little or no access to the gospel.

IMB exists to empower limitless missionary teams to make disciples and multiply churches among unreached peoples for the glory of God. As IMB mobilizes Christians and churches to join God’s mission through evangelism, Bible translation, disaster relief, sustainable development and more, it is with one goal in mind: to make disciples and multiply churches in fulfillment of Christ’s commission.

Pray that God will create a missional awakening in our churches. Pray that He will wake up Southern Baptists to see His great glory and that churches will pray with zeal for the glory of God among the nations. Pray that churches will be aware of ways to give with even greater sacrifice for the glory of God among the nations. Pray that churches big and small will play their part in sending the gospel to the nations.

A Report to IBSA Churches

IBSA 2015 Annual Report | Presented to Local Associations Fall 2016

2015 was marked by continued cultural shifts away from Christian values and biblical morality, and increased hostility toward those who openly share the gospel. It's certainly challenging for Illinois churches to minister in this environment. Yet Annual Church Profiles (ACP) totaled from 2015 show IBSA churches to be committed to the advancement of the gospel, struggling in some areas but making gains in others. In fact, reports from Illinois churches reflect trends among Southern Baptists nationally: more churches with slightly smaller memberships, advancement in missions but decline in baptisms. Missions cooperation is still a key commitment for Illinois

Baptists. In the 2015 church year, IBSA churches gave an

additional 2.1% to missions through the Cooperative Program

(CP), rebounding to $6.23 million from a decline the previous

year. Additionally, giving to Illinois missions and ministries

through the Mission Illinois Offering rebounded with a 10.7%

increase.

Also noteworthy is IBSA churches' increase in percentage giving

through CP. After dropping to 6.8% in 2013 and 2014, the 2015

CP giving percentage rebounded to an average of 7.1% of local

churches' undesignated receipts. Nationally, the average is 5.5%.

Some younger leaders and those without Baptist background may

not always understand the cooperative missions model. But for

IBSA, this level of CP-giving is encouraging, and further

encourages IBSA's continuing commitment to fan the flame of

passion for cooperative missions.

Many challenges facing IBSA churches are rooted in leadership

issues. As the 2015 Midwest Leadership Summit and 2016

Illinois Leadership Summit demonstrated, there is a hunger

among pastors and church leaders for personal development. In

more than 20,000 individual trainings last year, IBSA equipped

leaders to grow stronger, healthier churches. And with the IBSA

Church Consulting Team fully staffed, IBSA provided on-site

assistance for pastors and churches in 10 zones.

IBSA assisted in the starting of 23 new churches in 2015. And

we were encouraged that, at the 2015 Annual Meeting, more than

300 church leaders made commitments to implement specific

evangelistic ministry strategies, proven to push back lostness and

grow churches.

IBSA missionaries and ministry leaders appreciate the

partnership of IBSA churches in advancing the gospel across

Annual Meeting Planning Committee Report The LEAD Team recommends that the 2017 Annual Meeting be held October 7 at Bethel

Events of Historical Interest

Bethel: Congregation started collecting in January items to be used for Operation Christmas

Child. A wonderful block party was held in June with great success.

Cornerstone: The building was expanded with six classrooms and equipped with smart TV and

digital communication systems; added large patio and fire-pit; installed playground equipment.

We added a new middle school youth SS class that began September 4. Two Deacons stepped

down and we selected 3 new Deacons.

College Ave., Normal: Clark Killingsworth marked his 25th anniversary on July 1, 2016.
