The Background
Would EAGLE be Good for Smalls?
• GMASS, 3 Large• FIRST
– 16 Unrestricted– 18 Small Business– Task Orders
• ILSS• GPMSS
Would EAGLE be Good for Smalls? (cont.)
• EAGLE sought SB input – and listened• Multi-Step Process timing• 139 awards, 93 Small Businesses
– Initial TOs were SB Set-Aside– Historically Full & Open LRCs now Set-Aside– CONUS F&O have huge SB Participation %s
The Journey
Company Details• 8(a) certified through 2016• EDWOSB• Deltek Costpoint® Systems• DCAA Approved Accounting System• SBA Approved Mentor‐Protégé • Wells Fargo Lending Relationship• Systematic Staffing & Invoicing • Disciplined BD Process• Competitive G&A and Fee Structure
The Path of Small Business• Subcontracting is a mixed bag
– Teaming where your SB status is used but you get no work– Mooching heads off a prime– Managing a work center and workshare percentage through TA
• Prime contracting is the brass ring– Can’t get used and abused for your SB status– Referenceable Past Performance– Experience dealing directly with the customer (CO and CORs)
Technica’s EAGLE Journey
• Prime with Teammate* performing in some areas before we were considered capable in all areas of M‐S‐T
• Redstone LRC• Irwin LRC• Bliss LRC• HMSO*Large Business Subcontractor
Results
So What Now?
• Being a successful EAGLE contractor has taught me a lot
• Immense changes in a decade of work• Looking back to go forward
The Call to Action
What Could We Do?
• Create a forum on the EAGLE website:– Stream site visits on password‐protected page– Site visit observation plan– Section L compliance checklist – Bid/no‐bid decision template
• Companies contribute to this knowledge base• This becomes a resource for Small Business
Status Quo
• We have Small Business Participation Plan for Full and Open…– “M.5.4.3.1.1 The Offerors proposed percentage of participation
(goals) identified in its Attachment 0014 - Contract Participation Matrix (after adjustments based on paragraph M.5.4.3.2.1 below) will be evaluated against the Governments objective for each category. If the Offerors Small Business goal does not meet or exceed 39% based on Total Contract Value, the Government will determine the proposal unacceptable.”
Flip the Status Quo• Large Business Participation Factor
– CONUS requirements– Up to 39%
• Small Business gets Resources– Better P‐win– Transition personnel– Training– Procedures, SOPs, Policies– Exposure to Large Business thinking
What is in a Large Business Subcontracting Plan?
• One‐day formal partnering session led by third party to produce Agreement
• Mentoring coaching relationship with names and positions
• Establish consistent meeting process and objectives
• Milestones, Outcomes, Reporting Requirements
• Reported as a CDRL, CPARs
What’s in it for All of Us? • Reduces Waste for Everyone: Compliance
– Time– Money– Opportunity
• Reduces Risk to the Gov’t– Performance– Cost
• Gets Large Business Back in the Game– CONUS Revenue– Guaranteed Workshare
Why Do it?
• Government benefit from meeting goals beyond the Subcontracting stage– Better performance by Small Business primes– Less contracting time and effort required
• Large Businesses benefit from a relationship with SB companies so they can access Set-Aside requirements
• More Small Businesses can win work
SB Prime with 39% LB Subcontracting Plan
• Costs Controlled• Clear Communication• ALL Contract Requirements Understood• Prime Focused on Operational Excellence
Customer Confidence in Mission Success

Offsetting Operations and Maintenance Costs
Modernization and Facility Upgrades can sometimes increase operations and maintenance costs Depending on the age of facility / equipment When implementing wide leaps in technology Neutralizing energy usage not always possible on individual projects Addressing recurring and nonrecurring costs at the time of system design can be challenging
Working across projects for offsetting opportunities benefits Government and Industry Using a not‐to‐exceed agreement wherein full supporting documentation is not yet available Coordinating offsetting puts and takes across projects for overarching recurring cost pool to cover increases and decreases through a defined, agreed to process

Shared Schedule and Status Reporting Tool
Effective program‐specific proposal tool shared weekly between the Army and Contractor and reviewed bi‐weekly at Overarching Integrated Product Team Meetings
Includes the process steps, duration of time for completion, identified agency/functional owner, and comparison to the plan for health of status to plan
Reduces process step cycle times and overall lifecycle for a shared and accelerated acquisition process
Individual acquisitions reviewed as conditions become abnormal to assess root cause process issues for continuous improvement
Reinforces sound acquisition planning between the Army and Contractor in a sole source contracting environment, which flows down to increased visibility for subcontractors
