The Why:
1. Amazon Cloud (AWS) Estimated bid is $148K per year plus
support Required VPN tunnel from Montana
infrastructure to AWS Required application support from OLIT Requires extensive open source
application training
Montana must replace the obsolete main frame processes for updating Montana laws (MCA).
The Open Source Environment called LAWSII was chosen, where do we host it?
2. Montana Executive Branch Estimated bid $73K per year Only basic server installation support Required OLIT to configure & support Requires extensive open source

We had three Choices for hosting LAWSII – Used SWOT Analysis
3. Montana Legislative Branch Estimated bid $144K first year Following years $47K per year Includes full support & control Bid is incremental to the current OLIT
