Welcome!On behalf of our Board of Directors and Staff, we welcome you to Pennsylvania Rural Water Association’s 27th Annual Conference. We are

happy that you are able to join us for one of the industry’s largest conferences in Pennsylvania.

This year, we have OVER 70 classes for water, wastewater, source water protection and management professionals. New this year, we have included certification exam review sessions in the schedule. Also, you will see certain classes are offered twice during Conference. This will give more opportunity to students to attend the more popular classes. With hundreds of years of experience in one place, we hope you benefit from the time provided to catch up with friends & colleagues, and meet with over 130 companies in the industry here at the

Conference.

DON’T FORGET THE EVENING EVENTS! After the daily training sessions, we hope you will join us to unwind at the events we have planned:

Tuesday Start Conference by listening to Dr. Chuck Jackson talk about leadership during our Opening Session Tuesday morning.

After class, head over to Champ’s Sports Bar & Grill for the Annual Meet & Greet. We shut the place down for everyone to be able to eat, drink and catch up at one of the best restaurants in town.

Wednesday During our Annual Exhibit Hall Extravaganza, one lucky system attendee will win a Disney Dream Vacation®.

After the Extravaganza, we have some great games planned. Compete in the Annual Turkey Calling Contest or the Texas Hold ‘Em Tournament. Or, back by popular demand, we have a Cornhole Tournament with LIVE music provided by Pure Cane Sugar!

1. Manager's Roundtable – Positive Power (1 CCH): In an age of high expectations and limited resources, helping professionals strive to deliver quality work under stressful circumstances. This session is designed to encourage utility professionals to take a quick look into the mirror to assess the degree to which they are able to project positive energy into a demanding workplace.

2. Methods for the Determination of Bacterial Species (3 W & WW CH): Introduction to water microbiology, requirements of the Revised Total Coliform Rule, review of sampling–do’s and don’ts, Test Methods: MTf, Mf and Enzymatic: theory, testing, reading and recording results, how to correct final results for dilutions, QC/QA requirements for the test methods, incubators, thermometers, MPN vs. Cfu: Is there a difference? Q & A.

3. Maintaining Water Quality Through the Budgetary Process (3 W & WW CH): The core of most water quality issues can be traced back to the budgetary process. The focus of this class is to review some basic methods applied during the creation of an Authority/Municipal budget. The information is intended to give operators an understanding of their roles and responsibilities with regard to the allocation and use of funds.

4. Line Locating (3 W & WW CH): This course is designed to instruct water company personnel in proper line locating techniques through classroom and hands-on training. The idea of line locating is to prevent injury from excavating accidents thus promoting operator health and safety. Line location also prevents property damage to both the utility line and other adjoining utility lines, thus reducing cost and down production time to the water utility.

5. Building a Distribution System Workshop (3 W CH): Interactive demonstration showing the building of a water system from start to finish. See the installation from mainline, laterals, services, taps, restraint joints, fire hydrants, and meters. Discuss proper installation techniques and system coordination from start to finish, including proper use of gaskets and couplers.

6. Reduction of Non-Revenue and Unaccounted for Water Thru Leak Detection and Metering (3 W CH): This course will provide a student with the ability to identify and reduce both un-accounted for and non-revenue water in their system. The course will show how this is achieved through the

implementation of system-wide leak detection and metering programs.

7. Source Water Protection – Identifying and Living With Potential Risks (3 W CH): Rarely will a water source be free from Potential Sources of Contamination. This class discusses methods to identifying risks to your water source(s) and offers common-sense management options to address those risks.

8. Groundwater Fundamentals and Filtration Basics (3 W CH): This course will focus on the fundamentals of groundwater supply and treatment, and various filtration alternatives to meeting safe drinking water requirements. Emphasis will be placed on the evaluation and selection of the appropriate filtration techniques and advantages/limitations therewith, operation and maintenance, equipment and chemicals necessary for appropriate utilization and operations of selected alternatives.

9. *I & I Removal vs Treatment (3 WW CH): This course will evaluate the different types of I & I causes, detection and options for removal in addition to evaluating the cost and options of treatment. Which option suits your system best?

10. Responsibilties of Clean Water Professionals (3.5 WW CH): As a wastewater operator, you are a clean water professional in an occupation that requires education, training, experience, and attainment of State Certification to practice. In this profession, operators must be responsible for and dedicated to the protection of public as well as environmental health. Operators must act skillfully and conscientiously in a timely fashion. Operators have a direct impact on our environmental and public health, the preservation and protection of which affects the quality of life and safety of all residents and visitors.

11. Chemical Safety - Repeat (3 W & WW CH): Chemical hazards are a reality of an operator’s daily duties. This course will cover common water/wastewater chemicals, risks and safe work practices related to those risks. This class is also available on Wednesday afternoon (#30).

12. Sludge Thickening & Dewatering Technologies (3 WW CH): This course will cover types of sludge, solids processing, sludge conditioning, sludge thickening, and sludge dewatering. This will be all in conjunction with the various technologies that make it all happen.

13. Managers Roundtable - Funding (1 CCH): Representatives from PennVest, uSDA, PRWA financial and others will present information on available funding and application processes. Bring your questions for discussion.

14. SCADA Questions Answered: What is it? Do I need it? Am I Using What I Have? (3 W & WW CH): This course teaches managers and operators to ask questions and make informed SCADA/monitoring decisions including selecting appropriate technology for their system, appropriate system suppliers and a foundation for using the data provided by a SCADA system.

15. Basic Math Refresher (3 W & WW CH): This course provides an overview of the basic mathematical principles required to operate a water treatment plant or a wastewater treatment plant. Good for both operator’s in training and experienced operators that desire a refresher.

16. Shoring, Repair and Restoration - Repeat (3 W & WW CH): The class will address three different phases from trench safety options, repair and restoration. Portable shoring/trench box, hydraulic tools and pumps, and asphalt surface restoration. This class is also available on Friday morning (#66)

17. Workplace Safety: Right to Know and PPE for Hazardous Chemicals (3 W & WW CH): Hear from PA Labor & Industry about the latest PA public sector safety requirements, including personal safety tips. The PA Right to know section meets the annual refresher requirement for PA public sector employees.

18. Mechanics of Meters and Radio Frequency Systems 101 (3 W CH): This course covers HOW a water meter works and how the Radio frequency System (Rf) brings detailed information to each utility. The myths are confronted!

19. Fire Hydrant Operation & Maintenance - Repeat (3 W CH): Hydrants play a vital role in communities by providing firefighting protection. Water systems also use hydrants to flush water lines and check water pressure. The water system is usually responsible for servicing and repairing hydrants. Therefore, it is essential to educate water company employees on proper operation, maintenance and repairs of hydrants, which is the main focus of this course. In addition, the course will cover flow testing, flushing a distribution system and hydrant security. This class is also available on Thursday morning (#48).

20. Distribution System Fundamentals I (3 W CH): Overview of distribution system components, pipe and basic safety.

21. Illicit Discharges, Connection and Stormwater (3 W & WW CH): This course covers stormwater impacts from illicit discharges, illegal connections and stormwater overload on wastewater systems and the community.

22. Back to the Basics (3 W & WW CH): Whether you are a seasoned operator or new to the industry, you need working knowledge of the basics. This course is designed to refresh the knowledge of experienced operators and enhance the knowledge of a new operator in a fun, competition quiz format.

23. Basic Approach to Identification and Removal of Infiltration and Inflow (3 WW CH): This course will cover identifying and removing infiltration and inflow (I & I) from your sewer system. Discussions will include understanding the importance of I & I, developing a comprehensive I & I identification program, and rehabilitation methods and techniques to remove I & I.

24. Anaerobic Sludge Digestion: Operation and Troubleshooting (3 WW CH): An operator led course designed to assist other Wastewater Treatment Plant Operators and personnel in the routine principles and practices of standard anaerobic digester operations. Sour digesters, start-up, testing and troubleshooting will be covered, along with maintenance/repair concerns.

25. To UV or Not to UV: A Comparison of UV and Gas Chlorine Disinfection (3 W & WW CH): Disinfection is perhaps one of the most important processes at most water or waste water treatment facilities from a public safety perspective. ultraviolet light and chlorine gas are both widely used and each has significant advantages and disadvantages. This course will provide an overview of disinfection techniques in general, provide sample dosage calculations for various forms of disinfection and provide a detailed comparison of the advantages of uV versus gas chlorine. The comparison will investigate the capital cost, the life cycle cost, and safety involved with each method.

26. Water & Sewer Fitting Applications, Sizing, Restraints, & Accessories (3 W & WW CH): AWWA/ANSI fitting specifications and applications for potable water, and sanitary sewers. Water products to include ductile iron MJ and flange fittings, coatings, restraints, clamps and couplings, gasket selection, and service fittings. PVC to include fittings for SDR 35, AWWA C900, and C905. This course will identify available fittings for different varieties if pipe, PVC, ductile Iron, PVC and copper service.

27. Find It, Fix It, Forgetta ‘Bout It (3 W CH): Leaks from our aging infrastructure are constant problems. While permanent solutions such as lining and replacement are clearly options, sufficient finances may not be in place, and other solutions must be implemented. This course will review methods in both pipe locating and leak detection. Specialty tools will enable the crews to make repairs in a safe and effective manner.

28. Flagger Training - Repeat (3 W & WW CH): This class is to instruct water and wastewater operators and other personnel on proper procedures and equipment for flagging, as outlined by PADOT Publication 213. Those who successfully complete this course will receive a PADOT Wallet Card. This class is also available on Friday morning (#69).

29. Chemical Feed Systems - Pump Selection & Feed System Operation & Maintenance (3 W & WW CH): Operation and maintenance of chemical feed systems is critical to the proper operation of water and wastewater systems. Proper operation ensures compliance and protects public health and environmental safety through accurate application of approved chemicals. This course will provide operators with basic theory of operation and application to ensure consistent, reliable and safe drinking water, reliable, efficient treatment of wastewater through chemical application equipment operation, maintenance and troubleshooting.

30. Chemical Safety - Repeat (3 W & WW CH): Chemical hazards are a reality of an operator’s daily duties. This course will cover common Waterwater/Wastewater wastewater chemicals, risks and safe work practices related to those risks. This class is also available on Tuesday morning (#11).

31. Water Quality & Distribution System Improvement through Optimization (3 W CH): This course covers many aspects of distribution system optimization including the importance of accurate and up-to-date mapping, increased distribution system monitoring, disinfectant residual maintenance, disinfection by-product (DBP) control, impacts of tanks on water quality, and pipe asset management to

minimize main breaks and non-revenue water. This course will include workshop activities to apply the concepts learned.

32. Interpreting Well Pump Test and Water Quality Data (3 W CH): This course will focus on interpreting pump test data including: step rate test, constant rate test, safe yield, pump selection, pump efficiency, well efficiency and, troubleshooting pump problems. This course will also look at water quality reports and what they mean including the revised total coliform rule and how to solve water quality problems.

33. Stormwater Modeling-Industry Aspects for Hydraulic and Hydrologic Modeling (3 W & WW CH): This course gives a complete perspective how understanding the intricate properties of stormwater runoff, infiltration, and flooding can influence water and wastewater operations. It will also highlight how modeling can be utilized to make asset management decisions for a municipality’s stormwater, water, and wastewater infrastructure. Water and wastewater operators who take this class will have a better understanding of the importance of stormwater mapping and modeling to better protect water resources, areas where inflow and infiltration may occur, as well as flooding and infrastructure conflict.

34. Disinfection for Small Systems (3 W CH): This session will review the most common disinfection chemicals and methods. It will identify potential disinfection systems that provide control, data logging for reporting and remote communications so systems can be easily monitored.

35. Intro to Geographic Information Systems (GIS) - Repeat (3 W & WW CH): This course covers the basics of Geographic Information Systems (GIS) for mapping your water, wastewater, and/or storm water system. Includes GIS hardware, software, background, data types and collection and a field demonstration. This class is also available on Thursday afternoon (#53).

37. Lab, Field, and Process Measurement of Dissolved Oxygen and Ammonia (3 WW CH): The course is an introduction to proper sampling & measurement techniques for dissolved oxygen & ammonia for wastewater operators & laboratory technicians. 38. Manager’s Roundtable – Biosolids (1 WW CH): The land application of biosolids is still a cost effective disposal option for wastewater biosolids. This presentation will provide a regulatory update, a summary of the Altoona Water Authority’s biosolids management program and the cost benefits of land application. The presentation will also discuss a recent compliance issue and how the authority corrected their operational procedures.

39. Microbiology of Anaerobic Digesters (3 WW CH): This course reviews five areas of concern related to the microbiology and successful operation of anaerobic digesters, including causes and corrective operational measures for foam and scum production.

45. Not All It’s Cracked Up to Be - Our Failing Pipe Infrastructure (3 W & WW CH): A combination of old pipes and earlier than expected failure of newer pipes has led to a “perfect storm” in our pipe infrastructures. Estimates of pipeline replacement nationwide exceed $1 billion in the next

decade. This course covers the history of pipes, expected lifespans and considerations for line replacement.

46. Corrosion Control & Flushing: What’s in Your Pipes? (3 W CH): This course covers the basics of corrosion in a water distribution system, methods of control and distribution system flushing.

47. Cross-Connection Control Management - Repeat (3 W CH): This course is designed to educate students on the concepts, purposes and procedure of cross-connection control administration. Such an understanding is necessary in order to prevent contamination of potable water systems due to cross-connections. This class is also available Thursday afternoon (#57).

48. Fire Hydrant Operation & Maintenance - Repeat (3 W CH): Hydrants play a vital role in communities by providing fire fighting protection. Water systems also use hydrants to flush water lines and check water pressure. The water system is usually responsible for servicing and repairing hydrants. Therefore, it is essential to educate water company employees on proper operation, maintenance and repairs of hydrants, which is the main focus of this course. In addition, the course will cover flow testing, flushing a distribution system and hydrant security. This class is also available on Wednesday morning (#19).

49. Wastewater Cleaning: Nozzles (3 WW CH): This training class will cover “Efficient Sewer Cleaning” – soft blockages, hard blockages, sewer back-ups, removal of roots, removal of grease and removal of mineral deposits for sanitary collection and stormwater systems.

50. Lift Station Operation & Maintenance (3 WW CH): This course will provide an overview of lift stations, including basic design principles, typical operation, and lift station maintenance.

51. Aerobic Digestion (3 WW CH): Review the theory of an aerobic digester including proper biological balances. The components and physical elements of the digestion process are outlined, as are the operational controls and process considerations for successful operation of an aerobic digester.

52. Upgrading Wastewater Plants for Nutrient Removal II - Ballasted Floc (3 WW CH): The course will cover the coming effluent requirements, the chemistry the operator and engineer must know. How plants will be configured to meet these standards will be covered.

Managing Disinfectant Residual Levels, DBPs & Nitrification in Water Distribution Systems (3 W CH): Maintaining distribution system water quality is a challenge no matter whether you use chlorine or chloramines as a secondary disinfectant. In this presentation, we will discuss the latest technologies and strategies for improving distribution system water quality by using your storage tanks to actively boost and stabilize chlorine or chloramine disinfectant levels or reduce disinfection by-products such as THMs using in-tank aeration.

57. Cross-Connection Control Management - Repeat (3 W CH): This course is designed to educate students on the concepts, purposes and procedure of cross-connection control administration. Such an understanding is necessary in order to prevent contamination of potable water systems due to cross-connections. This class is also available Thursday morning (#47).

58. Revised Total Coliform Rule - Compliance and Assessments - Repeat (3 W CH): The Revised Total Coliform Rule (RTCR) goes into effect on April 1, 2016 for all public water systems. A significant new aspect of the RTCR is the requirement to conduct Level 1 and Level 2 Assessments. During this training, participants will learn how to properly conduct these assessments, as well as new

compliance, reporting and public notification requirements for the rule. This class is also available on Friday morning (#68).

59. Source Water Protection: Emergency Planning & Response – Real Life Experiences (3 W CH): This course covers drinking water emergency response based on the experiences of a geologist and consulting engineer. The course will present research data on ground water movement in limestone areas. It will also address considerations for stream velocities (travel time) when an enviornemntal accident occurs. Preplanning and coordination with fellow professionals and operators in the same basin make all the difference.

The roles that are performed by each bacterial group may be positive and/or negative to the treatment processes and depend upon the operational conditions of the basic principles of bacterial activity and growth that are presented in this course. Several of the significant groups of bacteria that will be reviewed during this class.

BNR / ENR Basics – An Operator’s Perspective (3 WW CH): BNR/ENR Treatment Basics will provide a concise overview of BNR and ENR treatment facilities, including how they operate, the biology involved, the typical analytical monitoring that is required and commonly used process chemicals. Numerous types of BNR/ENR processes will be analyzed. Design considerations, as well as proper wasting and biosolids handling will also be discussed.

67. Distribution System Workshop (3 W CH): New regulations addressing water distribution systems are on the horizon. Distribution system operators for far too long have ignored the importance of water quality in the distribution system and the components that may affect that quality. Many small utilities have no idea what type of pipe they have in the ground, where it is and how to safely repair that pipe. This course will address the pipe materials, how to map their system and how to do this with safe working practices.
