MRTS11 Update Overview
• Current state of play on TMR projects: A high percentage of seals use a polymer modified binder
Typically S0.3B, S0.7S and S4.5S binders classes are specified
TMR rarely specifies CRM binders
S1.8R, S15RF or S18RF
The number of alternative tenders using CRM binders has increased significantly over the last 2 years.

MRS11 Update
Methods of quantifying sprayed bituminous treatment(Cl.2.3):
Seal designed by the Principal: Quantified by the materials used
Seal designed by the Contractor: Quantified by area of seal applied
Cutter oil, adhesion agent, and transport of Principal supplied binder scheduled as separated work items to ensure appropriate application and payment fairness
For cutter oil and adhesion agent “Provisional Quantity” work items, limits of accuracy ± 100%
Standard work item for supply of binder is removed from the standard work item list
Supply of binder is included in relevant spraying or treatment work items and will not be quantified separately.

MRS11 Update
Calculation of quantities (Cl. 2.4): Supply of binder is included in relevant spraying or treatment
work items and will not be quantified separately
Standard work item for return of excess bituminous material supplied by the Principal added. The quantity will be the actual quantity of bituminous material, at 15°C, returned by the Contractor, measured at the point of return
Supply of materials (Cl. 2.5): Binder, aggregate materials, and geotextile can be supplied by
either the Principal or the Contractor
Cutter oil and adhesion agent is always supplied by the Contractor.

MRS11 Update
Return of excess Principal supplied bituminous materials (Cl. 4.1)
Where the return work item omitted in the Schedule of Rates, the payment to be as agreed by the Administrator and the Contractor
If an agreement cannot be reached, the Administrator will determine a rate based on quotations from a third party for work of a similar nature
If the excess Principal supplied bituminous materials are contaminated or considered by the Administrator as unsuitable for return, these materials shall be dealt with as directed by the Administrator.

Sprayed Seal Design Supplement
• Why develop a Supplement? Which Austroads report?
AP-T68 AP-T236 AP-T310
Link the Austroads reports together Deficiencies with AP-T68:
Voids factor for very low volume roads Aggregate spread rates Flakiness index requirements for double/double seals Adjustment (Vt) to basic voids factor for traffic effects Ball embedment requirements Sprayed sealing with a variable rate spray bar Polymer factors for sprayed seal design Binders used for initial seals (primerseals).

Sprayed Seal Design Supplement
• Issues with AP-T310: Recommendations vary significantly from historical TMR practices
Binder selection for initial seals (primerseals) varies significantly across the state:
Inconsistencies between TMR Districts
Inconsistencies within the same TMR District
A cutback bitumen selection table has been developed based on feedback:
promote greater consistency between TMR Districts
TMR has minimal experience with using polymer modified binders for primerseals
Further guidance for:
Foamed bitumen stabilised pavements
Use of bituminous emulsion binders.
