Israel and the Palestinian Authorityon Thursday announced anagreement that will provide millionsof cubic meters of drinking water tothe Palestinians from a desalinationprocess. While the Palestinians madeplain that the deal, brokered by USPresident Donald Trump’s envoyJason Greenblatt, has no impact onfinal-status issues in the Israeli-Palestinian peace process, Greenblatthailed it as a “harbinger of things tocome.” At a joint press conference inJerusalem, however, Greenblattrefused to take any questionsregarding his bid to relaunch peacenegotiations
The agreement announced Thursdayis part of a larger trilateral agreementfor the construction of a 220-kilometer (137-mile) pipelinetransferring water from the Red Seato the Dead Sea — the lowest body of
water on earth — to benefit Israelis,Jordanians and Palestinians, andreplenish the dwindling Dead Sea. Asthe water runs down the gradient itwill be used to generate electricitythat will also power a desalinationplant to produce drinking water.
“As we all know, water is a preciouscommodity in the Middle East,”Greenblatt said. “The US welcomesthe agreement reached by thePalestinian Authority and thegovernment of Israel, which will allowfor the sale of 32 million cubic metersof water from Israel to the PalestinianAuthority. In addition, we hope thatthe deal will contribute to the healingof the Dead Sea and that will help notonly Palestinians and Israelis butJordanians as well.”
Trump has made it clear that reachinglasting peace agreement is a “toppriority for him,” Greenblatt added.“This agreement is an example of theparties working together to make amutual beneficial deal,” he said.
“I am proud of the role the US andinternational partners have played inhelping the partners reach this dealland I hope it is a harbinger of thingsto come,” Greenblatt said.
The US envoy, who earlier this weekmet with Prime Minister BenjaminNetanyahu and senior Palestiniannegotiators as part of a bid torelaunch talks, noted that Thursday’sagreement is the second recent deal

between Jerusalem and Ramallah toimprove the daily lives of Palestinians.On Monday, Energy Minister YuvalSteinitz and PA Prime Minister RamiHamdallah attended a ceremonylaunching a new Jenin electricalsubstation.
Thursday’s water deal was reachedunder the tutelage of RegionalCooperation Minister Tzachi Hanegbi,who hailed the so-called Red Sea-Dead Sea Conveyance project as the“biggest and most ambitious projectevent initiated and exercised” in thearea.
“Unfortunately, in our neighborhoodwe don’t always have a reason tosmile. This morning we do,” Hanegbisaid. “After years of stalemate, andthanks to the passionate negotiationsof Jason Greenblatt and thanks to thepragmatic and professional approachof both delegations… we reached animportant agreement,” he said.
The agreement announced Thursdayshowed that “water can serve asmeans for reconciliation, prosperity,cooperation rather than calls fortensions and dispute,” Hanegbi said
The deal was also applauded by thepro-settler Yesha Council. “We arevery impressed by Jason Greenblatt’sability to achieve a substantiveagreement on water that will changepeople’s lives on the ground,” thegroup’s foreign envoy, Oded Revivi,said. “We have long said that true
peace must be built from the groundup, one step at a time.”
Environmentalists hailed the deal as asignificant step toward addressingwater shortage issues, especially inwater-starved Gaza. Gaza needs about200 million cubic meters of water peryear, but natural aquifers can onlyprovide 50 million. For years, Gazahas been overpumping its aquifers,causing seawater to seep into thegroundwater and salinity levels torise. Currently 97% of Gaza’s water isnot potable. When Gazan water ismixed with Israeli water, however, thesalinity levels drop enough to make itsafe for human consumption,according to Gidon Bromberg, theIsraeli co-director of EcoPeace MiddleEast, a joint Israeli-Palestinian-Jordanian environmentalorganization.
“[Greenblatt] identified water as alow-hanging fruit, and this water dealbetween Israel and the PA is reallysignificant, because it is going to helpimprove the water situation first andforemost in Gaza,” said Bromberg.“The original 2013 water deal did notinclude Gaza at all; the original dealwas only for the West Bank,”Bromberg added. “It’s because of thecrisis in Gaza; both sides realize thatit’s not just a water security issue, it’sa national security issue. If morewater is not provided to Gaza, therecould be a potential outbreak ofpandemic disease, which even PrimeMinister Netanyahu has said won’t

stop at the border.”The water sharing deal reached onThursday calls for an Aqabadesalination plant in Jordan to sellwater to southern Jordan and Eilat,while water from the Sea of Galileewill be sold to northern Israel andJordan. Israel will sell 32 million cubicmeters of water to the PalestinianAuthority from Mediterraneandesalination plants — 10 million toGaza and 22 million to the West Bank— according to Bromberg, whoseorganization is heavily involved inwater research and advocacy.
Besides providing a yearly total of100 million cubic meters of drinkingwater to Palestinians, Jordanians andIsraelis, the Red-Dead project willproduce “green energy” and replenishthe Dead Sea, which is currentlyshrinking at a drastic pace, Hanegbisaid.The Israeli government now hasto allocate a budget for the project —which is located entirely in Jordan butwill be run by a joint administrativeboard — before construction cancommence, he said. It is expected tobe completed in four to five years, hesaid.
Experts have estimated the canal willcost $10 billion, and the EU, US, Japanand Italy, among others, have alreadycommitted to part of the cost,according to the Prime Minister’sOffice.
Bromberg’s EcoPeace, however,dismissed the idea that the canal will
“replenish” the Dead Sea. The canalwill bring an estimated 80-100million cubic meters to the Dead Seaper year, just 10% of the amount theDead Sea needs to stay at its currentlevel. The Dead Sea, dropping at a rateof more than a meter per year,requires 800 million cubic meters peryear just to stay stable, meaning theexpensive project will provide neededwater but won’t “save the Dead Sea”as advertised to global donors, it said.
The head of the Palestinian WaterAuthority, Mazen Ghuneim, welcomedthe deal.
“This will alleviate the suffering ofPalestinians that they surely face,especially in the hot summer months,”he said, speaking through aninterpreter.
Water is primarily a humanitarianissue, he added, stressing that thedeal struck this week has no bearingwhatsoever on the overall Israeli-Palestinian peace process.
Greenblatt and Hanegbi refused tocomment on current US-led efforts torelaunch peace negotiations, thoughthe Israeli minister said Thursday’sagreement teaches that “when youfocus on the issues, and not history orbackground or personal emotions orother disturbing elements, thecommon denominator’s much biggerthan what separates us.”

A United Nations official stationed inJerusalem warned Israel that thecurrent energy crisis afflicting theHamas-run Gaza Strip is having adevastating effect on the localpopulation, and will eventuallynegatively impact Israelis too.
Nickolay Mladenov, the UN’s specialcoordinator for the Middle East PeaceProcess, said Israel has no immediate,direct role to play in solving the crisis,but that once it has been resolved bythe conflicting Palestinian factions,Israel should do its utmost to improveconditions for the citizens of thecoastal strip.
Since the Palestinian Authoritydecided to ask Israel to reduce theamount of fuel it delivers to Gaza, thelocal sewage system has shut down,causing 100,000 tons of unprocessedwaste water to get dumped into theMediterranean every day, he said.Some of the waste water has reacheddesalination plants off Ashkelon, headded.
Some residents of Gaza have nodrinking water, and prices forvegetables have gone up by 50percent, Mladenov added.
“The effects of the crisis aredevastating,” he said. “And all of this,at the end of the day, will come backto Israel’s doorstep.”A worsening humanitarian crisis inthe Strip could lead to another roundof violence with Israel, which woulddestroy the budding US-led initiativeto relaunch Israeli-Palestinian peacenegotiations, he also warned.
Mladenov, who also functions as UNSecretary-General Antonio Guterres’srepresentative to the PalestinianAuthority and to the PalestineLiberation Organization, welcomedthe latest American effort to reach apeace agreement, but cautioned USnegotiators against pressing aheadtoo quickly.
“It would not be helpful to jump todiscussing final status issues rightaway. That tends to be premature,because the level of distrust on bothsides is so big,” he said. “If yousuddenly jump to those issues you’renot going to have the support ofconstituencies on either side. And itwouldn’t look reasonable.”
