The time has arrived for us to welcome in the 2017/2018 sailing season. We look forward to another great year on the water, in a sport that can be enjoyed by all ages and abilities, individuals and families. As a club we have continued to grow and it is a

pleasure and a privilege to be your Commodore again this year.

We would like to officially welcome the addition of a new fleet in the clubs divisions, the catamarans. This class is a single handed boat which fits nicely between the National

125 and the Flying Fifteen classes, this is a huge positive for the club as we continue to build and offer alternatives for current and potential members.

I would once again like to acknowledge all the fantastic work that was undertaken during last season. The Esperance Bay Yacht Club has built a strong reputation for

holding successful and enjoyable regattas for all who make their way to our beautiful and remote part of the world. Having a dedicated and welcoming member base is the backbone of our club, a willingness to be involved and represent the club in Esperance

and at regattas further afield are signs of committed sailors who share a passion for sailing. The value of volunteers and the work achieved should never be underestimated.

I would also like to take this opportunity to again welcome our major sponsors in Cleveland-Cliffs Inc & WA Country Builders. We also have a host of other minor

sponsors and we encourage you where ever possible to show your support to them.

As we enjoy our sailing this year I would like to ask all members to please become advocates for our club. Encourage others to come down and have a go, no experience necessary! To build on the strength of the club and further boost our fleets we need to all become

ambassadors for EBYC. The value and benefits of spending a few hours on the water in the Esperance Bay should be shared as we inspire more people to become involved. 

Thank you the support everyone has given the club though volunteering your time, donations, sponsorship of prizes and your support of the committees that are in

place managing the many aspects of sailing. This support is essential for the EBYC to continue to be a place we want to be.

1. RULESAll races shall be governed by the rules as defined in the current Racing Rules of Sailing (RRS), which includes the prescriptions and safety regulations of Australian Sailing and relevant class association rules and these sailing instructions.

2. ENTRIESa) To rank as a starter, a boat shall:

i) Be registered with the EBYC.ii) Be helmed by a financial senior,

senior under 21 or junior member of the EBYC.

iii) Nominate by signing the appropriate form on the regatta notice board at least 10 minutes before the first warning signal. Failure to do so shall result in a two place penalty without a hearing. (This changes RRS 63.1).

iv) Prior to their warning signal cruisers shall notify the starters of the skipper’s name and the number of crew, and obtain acknowledgement from the starters.

v) All crew members who have sailed more than 3 races in this season must be a sailing member for the boat to be eligible for trophies and consistency points.

b) A helmsman entered in a “Crew’s Race” shall have crewed at least 5 times in the current season on that boat at EBYC but not be the usual skipper.

c) A visiting boat may, by invitation, be exempted from 2 a) (i) & (ii) above, but only pennants shall be awarded.

d) A boat’s skipper shall notify the race committee in writing, not later than 60 minutes before the boats preparatory signal, any changes to the boat’s sail number.

e) Cruisers entering the Remark Island race must have completed 5 races this season to be eligible for a trophy.

f) The “Recherché Cup” race is open only to eligible Flying Fifteens.

3. NOTICE TO COMPETITORSNotices to competitors will be posted on the official notice board located near the flag pole.

4. CHANGES IN SAILING INSTRUCTIONSAny changes to the sailing instructions will be posted on the official notice board at least one (1) hour prior to the first warning signal.

5. SIGNALS MADE ASHORESignals made ashore will be displayed on the flag pole situated at the South East corner of the Clubhouse.

7. STARTa) Flying Starts will be in accordance with

RRS Rule 26. b) Handicap Starts

i) Boats will be allocated a start number. Boats shall start on or after the fall of their number displayed from the start tower.

ii) Boats shall keep clear of the Start Line until their allocated number appears.

iii) Individual recalls for handicap starts. One sound signal will be made. RRS signal flag ‘X’ will be displayed until all OCS boats have returned to the pre-start side of

the starting line or for 30 seconds, whichever is earlier. This changes RRS 29.1.

c) Start Lines shall be eitheri) Between a staff displaying an

orange flag on the Race Committee boat at the starboard end and the course side of the port end starting mark.

Orii) Between a staff displaying an

orange flag on the Start Tower and the course side of a spherical orange outer mark. The Inner limit of the line may be marked by an orange buoy, on or near the Start Line. There will be a yellow separation mark near the middle of the line. The Cruising division shall leave it to starboard. All other classes shall leave it to port.

d) A boat shall not start later than 10 minutes after her Start Signal.

8. FINISHa) The Finish Line for “Short Course

Series Races” will be between a staff displaying an orange flag on the Race Committee boat at the port end and an orange starboard end Finish Mark.

b) The Finish Line for all other starts shall be between a staff displaying an orange flag on the Start Tower and the yellow separation mark. The inner limit of the line may be marked by an orange buoy, on or near the Finish Line.

9. COURSESa) Inshore courses are set out in

Appendices 1, 2, 3, 4 & 5 of these sailing instructions.

b) Courses for programmed races will be declared prior to the preparatory signal by hoisting the appropriate international code flag A, B, C, D, E or F.

c) Courses for Island or Special races will be posted on the regatta notice board at least one hour before the start and Code Flag F will signify these courses.

d) Except when Starting or Finishing, boats shall not pass through the Start or Finish Line while an orange flag or shape is displayed. This rule shall not apply during the period from the boat’s warning signal until she is clear of the starting area after starting. Boats failing to comply with the above shall be disqualified without a hearing (changes RRS 63.1).

e) Competitors must stay outside all exclusion zones on the Esperance Bay, including the power boat exclusion zone around the tanker jetty.

10. TIME LIMITA time limit of 3 hours shall apply to the first boat finishing in each class. Boats failing to finish within 50 minutes after the first boat finishes, or the 3 hour time limit, which-ever is later, will be scored DNF. (Sailing courses under appendices 1 to 4 and Short Island Races). The time limit for marathon and long island races will be notified on the day. Boats failing to finish within the time limit will be scored DNF (This changes RRS rule 35, A4 and A5).

11. PROTESTSa) Protests shall be lodged with the Vice

Commodore, a member of the Sailing Committee or Start Team, on an official protest form within one hour of the protesting boat finishing or retiring from the race.

b) Breaches of instructions 2 a) (iv) will not be grounds for a protest by a boat (Changes RRS 60.1 (a)).

c) Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties. Hearings will be held in the committee room at a time as stated in the notice.

d) Notices of protests by the Race Committee or Protest Committee will be posted to inform boats under rule 61.1(b).

12. PENALTIESFor all classes RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13. RETIREMENTSAs soon as practicable, retirees shall notify the Start Team or Race Control or Official Support Boat.

14. HANDICAPSa) Handicaps will be applied to all races

except parent and child races and team events.

b) For Flying Starts, a boat’s handicap will be expressed as a Percentage.

c) For Handicap Starts, a boat’s handicap will be expressed in minutes.

d) A boat new to EBYC or existing boat with new skipper, shall race three (3) races before she becomes eligible for a trophy.

e) Any request for variation, and the reason, shall be delivered in writing by the fleet captain to the Race Committee to be dealt with at their discretion.

15. POINT SCORING (other than Consistency Trophies)a) RRS Appendix A rule A4.1 low point

system will be used.b) A Championship Series will comprise

of 5 races. Each boat’s series score will be the total of her race scores discarding her worst score. If 3 or 4 races are completed, then all races will count. A minimum of 3 races will comprise a Championship Series.

c) Short Course Series will use the low point system, rule A.4.1 except if 4 or more heats are sailed then the worst heat may be dropped.

d) A boat may substitute a crew member in a championship series, subject to applying in writing to the race committee, and approval being granted. However the substitute may not helm.

e) The Recherche cup will consist of 3 races. All races to count.

f) The catamaran fleet will be corrected by the September 2016 version 1 of the Yachting Victoria yardsticks for catamaran classes. Competitors shall nominate their yardstick classification prior to their first race by informing the class captain who shall notify the race committee. Competitors will race under this yardstick for the season. Competitors failing to nominate a yardstick will be assigned the highest performance yardstick for the make of yacht sailed.

16. CONSISTENCY TROPHIESa) Consistency points will be awarded

to handicap results on the following basis: 1 point for starting, plus 2 points for finishing, plus 1 point for each boat starting in that race, less her finishing place (e.g. a boat finishing 5th in a race in which 15 boats start, will be awarded points as follows: 1+2+15-5=13 A boat that is scored RET, DSQ, OCS, BFD, or UFD, will only be awarded starting points.

b) A boat representing Esperance Bay Yacht Club at Class, State, National or International Regattas will be awarded consistency points equal to the average awarded to the competing boats at Esperance. Such boat shall notify the Start Team in writing prior to the Regatta. This rule will apply only for programmed races missed whilst competing at such regattas.

17. AWARDING OF TROPHIESa) Trophies will not be awarded if less

than three boats start in a race.

18. SAFETYa) Cruisers racing more than 2nm from

shore shall comply with AS Special Regulations Category 4, and maritime agency rules. For all other races Category 5 shall apply.

b) All dinghies, Flying Fifteen’s, & catamarans shall comply with AS Special regulations part 2 – Off the beach classes.

19. COACHINGCoaching of all classes is permitted during programmed races, except for Championship Races. This will not be regarded as a breach of rule 41.

20. LIABILITYAll those taking part in EBYC races and other sailing events, do so at their own risk and responsibility. See rule 4, “Decision to Race.” The EBYC will not accept any liability for material damage, personal injury, or death sustained in conjunction with, prior, or after any sailing event at or organized by the EBYC.

21. ADVERTISINGAll advertising shall comply with the WS advertising codes.

22. INSURANCEEach participating yacht shall have third party and public liability Insurance of not less than $10,000 000
