Present on the Dais: The Right Reverend Gretchen Rehberg, Ninth Bishop of the Episcopal Diocese of Spokane The Reverend Jeffrey L. Neuberger, Secretary of Convention The Reverend Mary Beth Rivetti, Chair, Committee of Dispatch J. Scott Miller, Chancellor Call to Order and Welcome The 53rd Convention of the Diocese of Spokane was called to order by the Rt. Rev. Gretchen Rehberg, bishop diocesan; Rehberg welcomed those gathered to the celebration of Following Jesus Together. Opening Worship Convention chaplain, the Rev. Rick Matters led the opening worship. The necrology was read. Welcome by the Host Committee Ms. Ann Rule, Senior Warden, St. Luke’s, Coeur d’Alene greeted the convention on behalf of St. Luke’s as the host parish, recognizing the 125th anniversary of the organization of the congregation of St. Luke’s. Parliamentarian Appointed Bishop Rehberg appointed J. Scott Miller, Chancellor, as Parliamentarian for the convention. No action required Announcement of Convention Committees and Officers Bishop Rehberg announced the persons serving as chair of convention committees: Committee on Credentials: Rev. Carol Forhan Committee on the Dispatch of Business: Rev. Mary Beth Rivetti Committee on Diocesan Elections: John Wallingford Committee on Resolutions: Rev. Frances Twiggs Committee on Nominations: Rev. Jan Griffin

Committee on Constitution and Canons: J. Scott Miller Worship Committee: Rev. John Grabner and the Ven. Ted Nitz Program Committee: Rev. Margaret Fisher, Rev. Glenda Empsall Certification of Quorum Bishop Rehberg recognized the Rev. Carol Forhan, Chair of Credentials who made the following report whereupon the Secretary certified the presence of a quorum for conducting business.

• Number of clergy entitled to vote: 73 • Number of clergy excused: 16 • Number of clergy with vote registered present: 56 • Number of clergy with seat and voice only registered: 3 • A quorum of voting clergy is (50% +1): 29 • Number of congregations entitled to lay representation: 34 • Number of congregations represented by lay delegates: 33 • A quorum of congregations entitled to representation: 18 • Number of lay delegates registered present: 75 • Number of lay delegates with seat/voice only registered present: 5 (youth)

Committee on Dispatch of Business Bishop Rehberg recognized Rev. Rivetti, chair; Rivetti moved the convention accept the report from the Credentials Committee and waive the taking of a roll call vote of the delegates present. No objection; the Secretary certified the quorum. Rivetti moved that the convention admit clergy of the Evangelical Lutheran Church in America serving Episcopal congregations in the Episcopal Diocese of Spokane with seat, voice, and vote for this convention. A question was raised from the floor as to how many clergy the motion involves. Bishop Rehberg answered one, and introduced the Rev. Kimberly Meinecke, Priest-in-Charge at St. David’s, Spokane. Motion carried Privilege granted Introduction of Youth Serving as Pages Bishop Rehberg introduced youth serving as Pages for the convention and called upon the Chair of Dispatch to make a motion. Harmon Rambo, Ross Osborne and Daniel Lloyd were introduced. Rivetti moved for the unanimous consent to grant privileges of the floor to the youth with seat and voice. No objection Privilege granted

Recognition of Clergy Transitions & Diocesan Staff Bishop Rehberg welcomed new clergy to the Diocese: The Rev. Jonathan Myers, West Central Episcopal Mission, Spokane. Bishop Rehberg announced impending retirements: The Revs. Elizabeth Hasen, Margaret Fisher and Jodi Lediard. Bishop Rehberg welcomed and introduced the diocesan administrative staff: Mallory Ware Davis, Sarah Nowak, Laurie Boss. Committee on Dispatch of Business Bishop Rehberg recognized Rev. Rivetti, chair; Rivetti moved adoption of Scheduled Order of Business. Motion carried Scheduled Order of Business adopted Bishop Rehberg recognized Rev. Rivetti, chair; Rivetti moved adoption of Special Rules of Order and Convention Voting Procedures. Motion carried Documents adopted Bishop Rehberg recognized Rev. Rivetti, chair; Rivetti made an announcement concerning how announcements are made. No action required Election of the Secretary of Convention Bishop Rehberg recognized the chair of the Nominations Committee, the Rev. Jan Griffin who reported one candidate for the office of Secretary, the Rev. Jeffrey L. Neuberger. Bishop Rehberg called for additional nominations from the floor; there being none, Bishop Rehberg recognized the Chair of Dispatch for a motion. Rivetti moved the Secretary be instructed to cast a unanimous ballot electing the Rev. Jeffrey Neuberger as Secretary of this convention. Motion carried Neuberger elected Secretary Bishop’s Nominations of Officers of Convention Bishop Rehberg nominated the following individuals as officers of the convention:

• Chancellor: J. Scott Miller • Vice- Chancellor: Kathryn McKinley • Registrar: Gloria Lund

Rehberg recognized the Chair of Dispatch for a motion; Rivetti moved the Bishop’s nominations be elected. Motion carried. J. Scott Miller, Kathryn McKinley, Gloria Lund elected

Ministry Presentation: Camp Cross Bishop Rehberg introduced Colin Haffner, Director of Camp Cross. Rehberg announced Mr. Haffner’s departure from the diocesan staff and voiced sincered appreciation for his service to the Diocese. A gift was presented; convention delegates responded with a standing ovation. Rehberg announced the convention offering received on Sunday will go to support Camp Cross. Rehberg announced a video presentation of the ministry of Camp Cross. Video was shown. No action required Committee on Resolutions Bishop Rehberg recognized the Chair of the Resolutions Committee, the Rev. Frances Twiggs to report on resolutions timely submitted to the convention. Twiggs reported no resolutions were timely submitted. Rehberg issued a last call for resolutions; none received from the floor. Rehberg declared the time to submit resolutions closed. Rehberg announced courtesy resolutions would be received by the Resolutions Committee with a deadline of 6pm. Presentation: United Thank Offering Bishop Rehberg introduced Kate Mietus for a presentation concerning the United Thank Offering and the Fall Ingathering to be received at the Sunday Eucharist. Election of Bishop’s Nominations to the Commission on Ministry Bishop Rehberg announced four nominations to the Commission on Ministry pending convention approval.

Rehberg recognized the Chair of Dispatch for a motion; Rivetti moved the Bishop’s nominations to the Commission on Ministry be elected. Motion carried Karr-Cornejo, Large, Young and Johnson elected (each for a three-year term) Rivetti noted members of the Commission on Ministry are published in the delegate packets. The following names and terms of the members of the Commission on Ministry was displayed to convention.

Ratification of Bishop’s Nominations to the Diocesan Disciplinary Board Bishop Rehberg announced two nominees for a three-year term on the Disciplinary Board.

Rehberg recognized the Chair of Dispatch for a motion; Rivetti moved the Bishop’s nominations to the Disciplinary Board be elected. Motion carried Adams and Goheen elected Rehberg noted the terms of members of the Disciplinary Board are currently not within canonical limits and at the inaugural meeting of the new Board those terms will be adjusted. The following names and terms of the members of the Disciplinary Board was displayed to convention.

Appointment of the Church Attorney Bishop Rehberg announced the appointment of Mr. Peter Moye as the Church Attorney for the calendar year 2018, subject to approval by convention as stated in the canons. Rehberg recognized the Chair of Dispatch for a motion; Rivetti moved the Bishop’s nomination of Peter Moye as Church Attorney be approved. Motion carried Moye approved Announcement of Disciplinary Board Intake Officers Bishop Rehberg announced the appointment of Intake Officers, the Revs. Kristi Philip and Karen Schomburg. Bishop Rehberg recognized Jane Gober as diocesan staff member for youth ministry and announced Ms. Gober’s ordination to the diaconate on November 18, 2017 at St. Paul’s, Walla Walla. A short video presentation highlighting the youth ministry was shown to the convention. Committee on Nominations: Diocesan Offices Bishop Rehberg recognized the chair of the Nominations Committee, the Rev. Jan Griffin who reported the following: Two candidates for the office of Standing Committee, Lay:

• John Finlon (St. David’s, Spokane) • Dale Lamphere (St. Andrew’s, Spokane)

9:00-9:30am Opening Worship Bishop called upon Lucas Kulhanek-Arenas to lead the convention in Morning Prayer. Committee on Credentials The Secretary of Convention reported a quorum is present with the following information:

• A majority of congregations is 18 with 33 represented. • A majority of lay delegates is 38 with 81 represented. • A majority of clergy is 29 with 56 represented.

Convention Reports Bishop Rehberg announced reports from various commissions and committees were made available on the diocesan website and several hard copies are available from the Secretary upon request. Report from the Treasurer Bishop Rehberg called upon Mr. George Durrie for the Treasurer’s report. Durrie made his report and moved to adopt the Diocesan Askings of 22%. Rehberg noted that members of the Youth will be acting as Roving Reports with cell phones to capture comments from convention delegates. Bishop Rehberg asked those participating be generous with their time. Rehberg noted that a quilt will be raffled at this convention with proceeds going to the Bishop’s Scholarship Fund. Committee on Dispatch of Business The Rev. Mary Beth Rivetti announced the following: “The Secretary of Convention is required to read to the diocesan convention the constitutional changes enacted at the General Convention in 2015. They will be projected here at each break. If you would like to see the original text of each resolution, the Secretary will have that available for your review.” B011: Amend Article II.7. of the Constitution of the Episcopal Church (clean version) Sec. 7. The House of Bishops may electa Bishop Suffragan who, under the direction of the Presiding Bishop, shall be in charge of the work of persons of this Church who serve as chaplains in the Armed Forces of the United States, and such other agencies as may be specified by the Presiding Bishop. The Bishop Suffragan so elected shall be ordained and consecrated and hold office under such conditions and limitations other than those provided in this Article as may be provided by Canons of the General Convention.

Item D003: Amend Article V, Section 1 of the Constitution of the Episcopal Church (clean version) A new Diocese may be formed, with the consent of the General Convention and under such conditions as the General Convention shall prescribe by General Canon or Canons, (1) by the division of an existing Diocese; (2) by the junction of two or more Dioceses or of parts of two or more Dioceses; or (3) by the erection into a Diocese of an unorganized area evangelized as provided in Article VI. The proceedings shall originate in a Convocation of the Clergy and Laity of the unorganized area called by the Ecclesiastical Authority for that purpose; or, with the approval of the Ecclesiastical Authority, in the Convention of the Diocese to be divided; or (when it is proposed to form a new Diocese by the junction of two or more existing Dioceses or of parts of two or more Dioceses) by mutual agreement of the Conventions of the Dioceses concerned, with the approval of the Ecclesiastical Authority of each Diocese. After consent of the General Convention, when a certified copy of the duly adopted Constitution of the new Diocese, including an unqualified accession to the Constitution and Canons of this Church, shall have been filed with the Secretary of the General Convention and approved by the

Bishop Rehberg introduced the Rev. David Hacker who presented a narrated video presentation on St Michael’s, Yakima and the mission endeavor “Between the Ridges.” Video was shown. Appointments to Diocesan Council Bishop Rehberg announced the one-year appointments to Diocesan Council.

Bishop’s Comments: Diocesan Council Bishop Rehberg commented concerning the present size of the Diocesan Council membership as one of the largest of small dioceses like Spokane. Bishop Rehberg noted a review of the current size will be made with attention to sustainability. Rehberg also noted a tabulation of positions within the Diocese revealed a total of 102 positions that must be filled on an annual basis, most of them canonical.

No action required Bishop’s Comments: Change in Status of St. Andrew’s, Spokane Bishop Rehberg announced a voluntary change in status from parish to mission on behalf of St. Andrew’s, Spokane, in accordance with Canon 9.2. Rehberg noted the Standing Committee had also approved the change in status in accordance with Canon 9.2.5.1. Further, Rehberg directed the Secretary to issue a certificate of ecclesiastical dissolution revoking the title and location of the dissolved parish and the effective date of converting to the new status, and to deliver a copy of the certificate to the Mission/Specialized Mission authorities in accordance with Canon 9.2.5.5. Presentation Bishop Rehberg recognized the Rev. Bill Osborne for a brief presentation on Episcopal Migration Ministries. Courtesy Resolutions Bishop Rehberg called upon the Rev. REPORTS TO CONVENTION 2017

|ARCHIVIST Submitted by: Gloria Lund The Annual meeting for National Episcopal Historians and Archivists (N.E.H.A.) was in late June this year, in New York City. The humidity was barely tolerable as we walked the six blocks from our hotel each day to St. Michael’s Episcopal Church on W 99th St., where the meetings were held.

In spite of my ‘tongue in cheek’ attitude towards the theme of this meeting “Immigration, Going Out and Coming In: Ministries, Transition and Change in the Episcopal Church”, there were some very interesting presentations; examples from history are how the State of Virginia welcomed foreign refugees in the 1950s and how the Diocese of Olympia is handling Refugee Resettlement right now. Also, a panel conversation on the practical value of the Church Archivist and the actual facts of working with Ancestory.com, which the Diocese of New York has just completed. I think we are going to be pleased with their work. We had a wonderful field trip to the beginnings of our Church – Trinity Church (1697) and St. Paul Chapel (1766) as well as learning about the role they played in the aftermath of destruction of the Twin Towers in 2001. Another afternoon we toured the General Theological Seminary Library with their Rare Books and Archival Display and were invited to stay for their Annual Garden Party and Evensong – a lovely afternoon in the middle of an intensive week. Except that the buses forgot to pick us up at the end of the day – but then you don’t sweat the little things when you are in New York City. I was proud to be a part of the committee that has restored the Laurence D. Fish Parish History Award with a prize of $200. The award went to the Rev. Robert Semes who wrote A Church Grows in the Desert: A History of the Episcopal Church of St. Paul in the Desert, 1939-2014 (Palm Springs, CA). Our plan is to give this award every two years – the next award will be given in 2019. Hopefully there will be two different entries from the Diocese of Spokane. I am certainly looking forward to seeing one of our own bring this award home. For your information, Archives for Congregations: A Practical Guide to Developing a Church Archives, 2nd edition, is now available. We are looking for a volunteer to assist with the translation of this publication into Spanish. I certainly hope that Diocesan Council will be able to continue to fund my involvement as the Archivist as they have in the past, as I find these annual meetings very informative. I wish, also, that each of our congregations would see to it that they have an archivist appointed and in place that would join this organization and participate in the annual meeting. There is so much to be shared and to learn. |BETWEEN THE RIDGES: ST. Hundreds of people use St. Michael's seven days a week: • Hundreds meet daily at two AA groups seven days a week at Noon and 5 PM • Adult Children of Alcoholics group meets Tuesdays and Friday at 6 PM • Citizenship classes sponsored by La Casa Hogar meet Mondays & Fridays at 6:30 PM.

Over 250 people attended one of their orientation meetings recently! • St. Michael's food pantry is open every Friday from 10 AM to Noon

In 2016 the pantry served 5,848 households, and distributed 144,294 lbs. of food with 1,551 volunteer hours.

Special Events throughout the year include:

• World AIDS Day vigil and health fair in partnership with local health organizations, featuring AIDS memorial quilts from the Yakima Museum

• First Annual Transgender Memorial Service • Faith Action Network’s Yakima Legislative Briefing • Christmas Party, Shove Tues Day Pancake Supper, and Easter Baskets for the women and

children in Parkway Apartments Transitional Housing • Our First Annual Dinner and Auction Fundraiser in November put on in collaboration with

all the groups that call St Michael’s home. We are grateful for the involvement of the many groups who use the building and help to care for the facility with their time and financial support. They are forming an extended community here and are beginning to meet monthly as the St Michael’s Program Committee. St. Michael's is grateful for the prayers and financial support of the whole diocese and our growing list of individual donors. We are grateful for St Timothy’s very generous grant from their Ruth Lumen Fund. Thanks to volunteers from All Saints and Lord of Life Lutheran who repaired our broken basement stairs and our panty ceiling! We are grateful for the board members of Between the Ridges, the umbrella organization responsible for operating St. Michael's Episcopal Mission and other outreach and shared ministry programs in the Yakima Valley for the Episcopal Diocese of Spokane. This has been an evolving ministry over the last couple of years, but now Between the Ridges members come from Episcopal Congregations throughout the region. Other programs sponsored by Between the Ridges include: Dismantling the Doctrine of Discovery Workshops, The Clean Water Project on the Yakama Nation, Meet Your Farmer, and our newest project: a worshipping community at Noah’s Ark Homeless Shelter.

2017 has been a very special year for the Bishop'S Guild. We welcomed our ninth bishop of the diocese of Spokane, the Right Reverend Gretchen Rehberg. At her ordination we presented her with vestments, the rochet and chimere. Following the ordination, we hosted a reception.

The purpose of the Bishop's Guild is to support the Bishop and her mission as called upon. The guild supports the Bishop's Discretionary Fund and Scholarship Fund from the proceeds of our two annual fundraisers.

We are part of the Cathedral Guild Organization although our membership consists of women from congregations around the Diocese. We welcome new members. Our current membership includes women from Coeur d Alene St. Luke's, Ritzville St. Marks's, Spokane, Cathedral of St. John, St. Andrew's, St. David's, St. Stephen's, Spokane Valley Episcopal Church of the Resurrection.

The Guild traditionally hosts receptions for ordinations that are held at the Cathedral and sometimes for confirmations at the Bishop's request.

The Bishop's Guild meets once monthly on the second Friday in the Guild Rooms of the cathedral. at noon

|CAMP CROSS Submitted by: Colin Haffner, Executive Director The season at Camp Cross was great once again. Energy and excitement over camp is extremely high, and this should only increase in the coming years. The challenges of this summer were relatively quiet compared to years past, though there is always much going on and much to be done. A very quick snapshot of the summer (and year) to date: Camper Demographics:

• Camp Cross has had an all-around successful year. Most camps exceeded registration numbers from 2016. The exception was our Jr. High Camp, which could be attributed to the July 4 holiday.

• Campers came from within the Diocese as well as the Seattle, Portland and Boise areas. Some came from further away in California, Arizona, and as far as Germany.

• About 67% of our youth campers and 80% of family and adult participants identify with a church in the Episcopal Diocese of Spokane.

• About 1 in 3 campers received a full or partial scholarship to camp this summer. • Of those receiving camperships, 80% were sponsored by a church in the Diocese of Spokane &

20% received a campership from Camp Cross. • 25% of our campers this summer were at Camp Cross for the first time.

Giving to Camp Cross:

• Fundraising for the Saints-A-Cross pontoon boat is picking up again. Bishop Rehberg sent out a letter on September 1 that has received a good response to date. Further pushes in the Diocesan Digest and a phone-a-thon at the end of September are also planned.

• $10,000 given to the Camp Cross Endowment. • Nearly $19,000 was given to the Camp Cross Fund. • We’ve received designated gifts totaling more than $15,000 toward the pontoon repairs and other

needs at camp. • In addition, we received in-kind donations of a new refrigerator for the Ark, an awning for the

waterfront, new bed mattresses, and a new kayak. • Further, more than 70 volunteers gave their time this summer as counselors, resource team

leaders, health care providers, and kitchen volunteers totaling nearly 6000 hours of free skilled labor to Camp Cross, or more than $70,000 in wages.

Facility Notes:

• We had three big facility needs arise this summer: o Replace the leaking roof on the laundry room o Replace the lift pump station on the west side of camp o Replace the ice machine in Wells Hall

• We were able to accomplish a few more facility needs with the help of Gonzaga University’s Reality Camp. They joined us for the 6th year in 2017 and did work changing rotted boards on

the deck, painting cabins, and doing a large amount of landscaping on the newly renamed “Bishop Waggoner Sunset Chapel.”

• The Jr. High Session was ended early due to a failed septic pump. This was repaired but will need addressing in the near future.

• A comprehensive facility audit is being completed to give a better understanding of the scope of current facility needs for the camp.

Other Notes:

• We are on target to meet our budget goals this year. As of August 15 we were about $10,000 under budget. This will level off as the season comes to a close.

• The schedule for next season will be posted prior to Annual Convention for the Diocese. • Volunteers are becoming a bigger challenge, especially in the area of certified health care

providers. • Camp program continues to further integrate the Daily Office into each day, and this will be fully

integrated starting in 2018. • The poor air quality altered some activities and program during the Sr. High session.

|CANONS FOR REGIONAL MISSION Submitted by: The Rev’s Anne Barton, Marilyn Wilder, Bill Osborne, Robin Biffle Northwest Region The Rev. Marilyn Wilder (Trinity Church, Oroville) In this past year, in my role as the Canon for Regional Mission for the NFW, I have worked regularly with the Regional Development Team in the preparation and facilitation of the 2017 Spring and Fall Diocesan Gathering Days. The scope of this team work consisted of working with the Rev. Canon Susan Cleveley, Canon for Congregation Development, and the Regional Development Team in creating the material and agenda for the Gathering Days as well as monthly WEBEX meetings to discuss issues and challenges for the spiritual health and development of the congregations in the Diocese. We all met two times on retreat together in this last year in order to prepare the content for the Gathering Days. I have occasionally been a supply priest for the Bishop’s Chapel in the Methow. They use the Alliance Church in Winthrop for church on Sunday evenings. Regular meetings of the clergy of the region are happening as of late. We are trying to meet by Skype for a portion of these monthly meetings to help with the long-distances people must travel to get together. We, over the last year have been working with the book “Unbinding the Gospel” but now will be reading and sharing “State of the Episcopal Church, USA” by Crabtree. It has been my pleasure and my privilege to serve with Bishop Gretchen Rehbeg, the Rev. Susan Cleveley, the Rev. Janet Griffin and the members of the Regional Development Team together in ministry in this Diocese in the last year.

Northeast Region: The Rev. Bill Osborne (St. Stephen’s, Spokane) The Canons for Regional Mission are called to work in collaboration with the Bishop and other Canons for Regional Mission for congregational development. Specifically, the Canons for Regional Mission are required to preside at all meetings of the region; to call and preside at regular meetings of the regional clericus; to work with other members of the Regional Development Team and with Diocesan staff; to organize, plan, and lead the twice-annual Regional Gathering Days; to consult with regional clergy; to be available for counsel to the Vestries and Bishop’s Committees of congregations with vacant cures and, when requested, to help provide for sacramental care during vacancies; to advise the Bishop of any situations which, in the opinion of the Canon for Regional Mission, requires the Bishop’s attention; to report from time to time to the Bishop and the Diocesan Council on the progress, needs, and prospects of the work within the regions; and to make an annual report to the Convention of the official acts by the Canon for Regional Mission. Southwest Region The Reverend Anne W. In addition to my work as a member of the Regional Development Team, I worked in consultation with the Rev. Janet Griffin, Regional Developer for the SW, in creating the agenda for our almost monthly Clericus meetings. Our meetings have consisted of scripture reflection, discussion on ministry related issues in our congregations, continuing education training in ministry development and time for personal sharing of issues in our lives and congregations. The Rev. Janet Griffin and I have also met together monthly along with the members of the Board of St. Michael’s Specialized Mission as they have begun to plan for their ministry work in becoming more linked with the local community. In addition to leading the Clericus meetings, I have met monthly with Bishop Gretchen Rehberg and the other three Canons via WEBEX in order to share information with our Bishop and one another the issues facing the congregations of our Diocese. In specific instances of direct contact with churches in the SW region, I provided training on how to lead Morning Prayer to a ministry team at Holy Trinity, Sunnyside and on-going consultation with the Deacon and Sr. Warden of All Saints, Richland while their Rector was on sabattical. I also met regularly with individual clergy in the SW Region and Sr. Wardens to provide pastoral support to them as needed. It has been my pleasure and my privilege to serve with Bishop Gretchen Rehbeg, the Rev. Susan Cleveley, the Rev. Janet Griffin and the members of the Regional Development Team together in ministry in this Diocese in the last year. Southeast Region The Reverend Robin Biffle (St. Mark’s, Moscow) In early 2017, I was appointed Canon for Regional Mission in the Southeast Region. These have been months of intense orienting and learning. The most excellent part of the work is that it is almost always teamwork—with other members of the Regional Development Team (RDT); with the Regional Developer in the Southeast (The Rev. Canon Susan Cleveley); with the clergy in the region; with the Bishop; with Paulsen House staff; and with so many others—all undertaken “to equip the saints for the work of ministry, for building up the body of Christ” (Eph. 4:12). Canons are to preside at the Regional Gathering Days (RGD), but—thankfully—that planning and facilitation happen in conjunction with the Regional Developer and with the entire RDT. The eight of us meet for an intense planning “over-nighter” before each RGD, and again afterward to debrief and to get a head-start on the next RGD. In addition to the four face-to-face meetings, we meet together one a month with the Bishop via a remote internet video platform (WebEx) to share accomplishments and challenges of the congregations we serve throughout the diocese, and to share perspectives on how more powerfully we might “be compelling witnesses to Jesus”—in our own places and within the diocese as a whole. Canons also convene and facilitate regular meetings of the regional clericus; in the Southeast, clergy try to meet monthly for three hours. During those meetings, the Regional Developer and I hope to hear from the clerics in the region how we can support their work in serving the region’s congregations in their

ministries. In meetings, we usually spend an hour in each of three areas: 1) formation in our lives and work as clergy, and as disciples of Jesus; 2) sharing personal news and talking about ministries in our congregations; and then 3) the Regional Developer and I communicate news from the Bishop, Paulsen House staff, other regions, and the larger church—all of which may bear on our work together. This year in the Southeast, The Rev. Canon Susan Cleveley (who also serves as Canon for Transitions) has taken the lead in working with congregations in our region who are without permanent clergy leadership. While this will fall more to me in coming years, as my competency increases, I try now to support her in that work where I can. I thank the wonderful people I serve in the congregation of St. Mark’s, Moscow, for sharing me with this important work in our diocese. In this first year of service as Canon, my learning curve has been steep, and I’ve relied heavily on my colleagues in ministry—both lay and ordained. For me, the delights and gifts of the work are the team time and working individually with people in the region as we strive to form “compelling witnesses to Jesus” right where we are. |CHANCELLOR’S REPORT TO CONVENTION Submitted by: J. Scott Miller, Chancellor The Chancellor is J. Scott Miller, and the Vice Chancellor is Kathryn R. McKinley. The Chancellor and Vice-Chancellor provide assistance and legal opinions to the Bishop and to other Diocesan entities upon request by the Bishop. In the event of a Title IV disciplinary action against a member of the clergy, they provide legal advice as requested but do not otherwise participate in disciplinary process. Vice-Chancellor McKinley has been very busy advising the Bishop regarding creation of the structure of Between the Ridges, and developing the contours of the relationship with the Diocese. She is also actively working on updates and revisions to the Diocesan Employee’s Manual. Chancellor Miller has been actively engaged with a Title IV disciplinary matter that was transferred from another diocese. That matter does not involve any local clergy, but is being handled by the Spokane Diocese because of conflicts of interest in the other diocese. (Title IV matters are confidential so details of that matter cannot be disclosed.) Chancellor Miller also has been negotiating with a California trustee regarding property that is being given to the Diocese, and has worked closely with Camp Cross regarding negotiations with Idaho Dept of Lands, Idaho Dept of Water Resources, and Idaho Fish and Game to expand the long-term parking area. He remains active in the Episcopal Chancellor’s Network, and the Western Episcopal Chancellor’s Network.

The Chancellor also serves as a member of the Central Terrace, Inc. HUD low income housing corporation, as well as its subsidiaries (St. Andrews Court, LLC, Coventry Court, LLC, Post Falls Terrace, Inc., Moses Lake Terrace, Inc, and the Normal Hill Apartments, HUD projects). The Chancellor and Vice Chancellor are both required to be attorneys licensed to practice in either Washington or Idaho. They are nominated by the Bishop and elected by Convention. |CHURCH PERIODICAL CLUB Submitted by: Mary Kay Ferrell, Diocesan Director This year the Church Periodical Club donated $804.86 to be shared between the Miles of Pennies Fund for children and the National Book Fund for adults. The Cathedral of St. John held a book sale in November. Books that did not sell were donated to St. Stephen’s, Spokane. Following a book sale at St. Stephen’s most of the remaining books were separated into types of books and given away to places where they could be used the best. Children’s books were donated to Head Start, young reader books to the Boys and Girls Club, Bibles to West Central Episcopal Mission, cook books and books on nutrition went to the Lutheran church that has nutrition classes in the West Central Neighborhood and others. It was very rewarding to know the books would go where there was a need. The estimated value was over $800.00 considering $1.00 for hard back books, 50 cents for paperback and 10 to 25 cents for some pamphlets and children’s books; we were able to give away a lot of reading material. No group in our Diocese asked for a grant this year; hopefully someone will be wanting books in the next year. Please contact me if you have any questions or where there might be a need. |COMMISSION ON MINISTRY Submitted by: The Rev. Robin Biffle, Chair The Commission on Ministry (COM) is mandated by the Canons of the Episcopal Church to advise and assist the Bishop on matters regarding discernment of and formation for ministries in the church—both baptismal (lay) ministries and ordained ministries. COM helps develop and offer both the processes and the programs this Diocese uses to help prepare and nurture disciples of Jesus in the Episcopal Church. In early 2017, longtime COM Chair The Rev. Gretchen Rehberg resigned after she was elected to serve as our bishop. COM’s efforts in this transition year have focused on continuing the work she initiated and we developed together. We’ve begun by re-exploring our mandates and mission, and looking at ways we can deepen our accountability, effectiveness, and consistency in service to the people of the Diocese—lay and ordained—in lifelong formation. To continue the COM’s work of fostering accountability and flexible consistency in the process of discernment and formation for Holy Orders, the COM offered a first “Here I am” weekend for those

discerning a call to ordained ministry. The weekend, to be offered annually, is intended for aspirants and their sponsoring clergy so that all entering this portion of discernment engage together the relevant material from the bishop and the COM as we continue our common work. The COM spends significant time on the program for those persons being formed locally for diaconal and priestly ministry. Those who do not select full-time residency in seminary receive academic preparation principally in on-line classes from the Center for Anglican Lifelong Learning (CALL) through the Church Divinity School of the Pacific (CDSP) in Berkeley. Additional classes are offered locally during six “formation weekends” each year, this year with the spiritual guidance of The Rev. Rick Matters, who served as the group’s chaplain. Many of the local classes are open to lay and clergy in the Diocese. In 2017, for example, classes in “Planning and Leading Effective Meetings” and “Intercultural Competency in Preaching” generated broad attendance. The COM continues to look at and revise our programs for lay ministry licensing, with the goal of having basic curricula available online for local and regional trainings in preparation for licensing and re-licensing by the bishop. As with formation for ordained ministries, we’re striving for clarity, accountability, flexibility, and consistency in these programs. We have revised the COM material for the website (which we hope will be uploaded by the time you read this—but if it’s not, it will be soon)—and so we hope needed material will be more easily accessible. This is a perpetual work-in- progress so we ask your patience. The formation of disciples of Jesus and of leaders in our common life is holy work, and we on the COM approach our tasks imbued with this knowledge. |COMMUNICATIONS Submitted by: Mallory Ware Administrative Coordinator and Bishop’s Executive Assistant In April of 2017 our Diocesan Communications Officer, Cate Wetherald, took another position outside of our organization with Spokane FAVS. We have not filled the position, and the majority of Cate’s work has been given to myself, the Administrative Coordinator & Bishop’s Executive Assistant. Some of the work has been pared down, refined and reorganized. Below you will find a report of some of the changes the Episcopal Diocese of Spokane has implemented in the way of communications and some of our future plans. Print Publications and Communications: We have decided to go to a standard publication time for our email newsletters.

News & Notes: Around the 1st of the month we send out News & Notes from the Bishop’s Office. This newsletter serves to offer words from the Bishop to congregations and clergy, as well as information that the Bishop finds pertinent. A printed copy is also sent to each congregation to display on their bulletin board or distribute in some form. This publication is also added to the website and announced on Facebook.

Diocesan Digest: Around the 15th of the month we send out the digest, an email digest that reaches all of the constituents we have in our database. Something with important upcoming events to look out for and tools. A printed copy is also sent to each congregation to display on their bulletin board. This publication is also added to the website and announced on Facebook. Leadership Newsletter: Bi-monthly we will be sending out the leadership Newsletter, direct to clergy, wardens and the admin & finance leaders of the diocese. This Newsletter is comprised of calendar items and coming needs and events to keep leaders informed.

Website: The website will be experiencing re-organization and redesign this year to streamline and merge information. The goal is for a website that is a little more intuitive and user friendly, as well as functional across technological platforms. Perhaps even a beta testing period to get an idea about functionality. Social media: The Facebook continues to be active and actively used, with daily posts from staff and the Bishop, featuring video sermons and more. Events are still highlighted on the Facebook, website and email. Twitter & other social media: We have Twitter, but is not as well tended, and does not have a wide audience reach for us. Networking Communications:

Google Groups mailing lists: The diocese is also putting together 2 Google Groups to facilitate networking of congregations, a la the active-clergy list-serv already set-up. One is a list for administrative and financial employees and volunteers in our churches. The hope is to create a network where questions on databases, organization and such can be voiced, and our congregations can get an idea of what other churches may be using and how they may be doing things. The same type of Google Group will be created for Wardens.

Active clergy list: This list is still very active and has made a shift from a previously hosted domain to the diocesan domain. Questions, changes and additions made be made by contacting me.

Project management tools:

Basecamp: More opportunities for training on Basecamp is the hope. Opportunity for training at Diocesan Council and potentially more. Online Conferencing: We will be looking into moving to a new online conferencing tool once our contract is up with WebEx in January of 2018. In the meantime, we hope to continue to use WebEx and train people to use until then.

This will happen towards the end of the year. |CONSTITUTION AND CANONS Submitted by: J. Scott Miller, Chair The Committee is responsible for reviewing proposed changes to the Diocesan Constitution and Canons of the Diocese. Changes may be proposed by any congregation, committee, or individual member of the Diocese. There have been no proposed changes submitted since the October 2016 Annual Convention, so the committee has not met. |DIOCESAN COUNCIL Submitted by: Rev. Kathy Lamphere, Secretary Diocesan Council, chaired by the Bishop, is the governing body of the Diocese. It is charged with adoption and oversight of the annual budget and for the unification, development and implementation of the missionary, educational, financial, and social work of the Diocese. It is responsible for the work assigned to it by Diocesan Convention and any new work initiated by the Council between conventions. It has oversight of, and decision-making responsibility for all funds designated for the above-mentioned purposes. Diocesan Council is comprised of both voting and non-voting members. Voting members include the Bishop; the Treasurer of the Diocese; twelve members from the diocesan regions with each of the four regions electing one member each year to serve three year terms; three at- large representatives elected at convention to serve three year terms; and four individuals appointed by the Bishop to serve a one year term. The elected terms overlap so that one third are replaced each year. Ex-officio members with voice but no vote include the Secretary of Convention; the Treasurer of the Convention; the Chancellor and Vice Chancellor(s) of the Diocese; the President of the Episcopal Church Women; the Chair of the Board of Trustees of the Foundation; and the Canons for Regional Mission. Diocesan staff are often invited to attend meetings to give reports and support as needed. At the first Diocesan Council meeting following Diocesan Convention, a Vice President and a Secretary are elected to serve until their successors are elected. Members with non-expiring terms are The Rt. Rev. Gretchen Rehberg, Bishop of the Diocese, and George Durrie, Treasurer of the Diocese. The executive committee functions to make decisions between Diocesan Council meetings; discuss the agenda for future meetings; and set and propose the annual budget. Diocesan Council Meeting Summaries The following are summaries of Diocesan Council meetings: December 2-3, 2016 Bishop Waggoner welcomed Bishop Elect The Rev. Gretchen Rehberg, new and returning council members and diocesan staff. A motion was made and approved giving diocesan staff voice but no vote. Bishop appointments for one year terms included Mary Bachler, Debbie Cornue, Scott Clark and Peggy Johnson. Peggy Johnson was elected Vice President and The Rev. Kathy Lamphere Secretary. The Rev. Nic Mather, Scott Clark, The Rev. Bob Totten and Mary Baechler were appointed to the Executive Committee. Consent was affirmed appointing The Rev. Mary Beth Rivetti to the Church Growth and Development Fund. Resolutions for clergy housing allowances and upfront payment of the bishop’s housing allowance for 2017 were approved. A resolution in support of Standing Rock was affirmed. The next episcopate wishes to utilize the regional structure instead of the committee structure to foster better communication between Council and congregations. Liaisons for congregations were identified and given assignments to be completed before the next Council meeting. Reports were presented for Transition Ministry, Regional Development, Youth and Formation, Standing Committee, and Camp Cross. Current financials were presented including the sale of properties in Ritzville and Colfax. Feb. 3-4, 2017 Bishop Elect Rehberg stressed the importance of becoming familiar with and living into the vision statement of the Diocese: “To be creative and compelling witnesses to Jesus Christ in the Inland Northwest”. Gathering days this year will each have a central theme. The first will be “creativity” and the second will be “compelling”. The 2017 Diocesan Convention will be about “witnessing”. Information was provided concerning the Bishop’s Chapel in the Methow Valley, Paulsen House, the Foundation, and Youth Events. Reports concerning the mission, ministry and the financial status of West Central Episcopal Mission, St. Michael’s Specialized Mission and Between the Ridges were reviewed and discussed. The report for Camp Cross included financial information. Information about the sales of the vicarage in Ritzville and the church building in Colville was updated. Diocesan total income for year-end was reported to be 106% and total expenses were 98.59% of budget. Pledge income of over $63,000 was made up of prior Askings. After a review and discussion of diocesan finances, monies for the Transition Committee to complete its work were approved. A motion to provide funding for the Search, Transition and Standing Committees to meet with the Search Consultant and Bishop to review the Search and Transition process was approved. A small group was appointed to assist a congregation engaging in a building project and capital campaign.

Information gathered from congregations about their worship services, prayer groups, fellowship, and children and youth ministries was shared and discussed. June 2-3, 2017 Reports were given concerning the Foundation, Paulsen House, Camp Cross, The Regional Development Team, Youth and Young Adults, Women in Ministry, and the Bishop’s Chapel. An update on the sale of the Ritzville property was provided. Lawrence House at West Central Mission will soon be vacant and will need to be considered for rental or other options. Budget process changes were noted and a report on finances indicated that all but one outstanding loan is expected to be paid off by year end. A task force will develop a process for loan applications and another will work on diocesan askings. Bishop Rehberg expressed a concern regarding the understanding and funding of Specialized Missions. A change in canons ensuring that congregations cannot imperil themselves may need to be considered. Bishop Rehberg provided updates about her visitation schedule; the theme, program and fees for Diocesan Convention; and changes in diocesan staff. The November Diocesan Council meeting has been changed to December 1-2. Due to the IRS rate for mileage reimbursement it will be more economical to purchase a car for the bishop’s use. A motion to be open to buying a car for the Bishop was approved. A common thread noted from the Breakout Session is that of relational connections and the difficulty of working with congregations in transition. Resources need to be networked and the Diocese is to form Google Groups to help with the networking. |EPISCOPAL RELIEF AND DEVELOPMENT (ERD) Submitted by: The Rev. Southwest Region, Lay or clergy to be elected Mary Baechler (Christ Church, Zillah) As I gradually moved to Christ Church Zillah in 2010 or 2011, these things brought me into the church: the caring people, the beautiful music, that it was smaller. I started learning much more about Jesu and the scriptures, which I had been reading alone, looking for understanding, the sense that God is close by. My best church education has been a bible study with a bunch of incredible ladies, mostly over 80 years old. WE have wrestled with every question, listened to the hardships, and laughed. The Rev. David Hacker makes sure we really ‘dive in’ to the scriptures. This is the foundation of love that we talk about. Soon after I joined the Bishop’s Committee for Christ Church. I was appointed to Council by Bishop Waggoner in the fall of 2015 and 2017. I’ve served on the Executive Committee of Council. I am on the Board for Between the Ridges and was on the board for Generating Hope (Noah’s Ark). I helped organize the Clean Water Project on Yakama Reservation with much help from the Episcopal Church and Between the Ridges. Southeast Region, Lay person to be elected No Southeast nominee as of 21 September 2017. |REGIONAL DEVELOPMENT TEAM Submitted by: The Rev. Susan Cleveley Canon for Congregational Development/Diocesan Transition Minister As Canon for Congregational Development and Diocesan Transition Minister, I work closely with the Bishop supporting her in her vision and priorities for the formation of disciples of Jesus and the practice of building congregations throughout our diocese and the wider church, to be fulfill/embody their primary task, which is to be the local expression of the Body of Christ wherever they reside. I participate with the Bishop and other diocesan leadership in strategic planning, visioning and goals development and execution. I am directly responsible for:

• Chairing and leading the Regional Development Team providing oversight, training, facilitation, and support to all members of the team.

• Working with the other regional developers, to receive, evaluate, and respond to all direct requests for congregational development consultation.

• Directing the Spokane College for Congregational Development intensive session. The Director provides program oversight of personnel, design, and logistics (registration, facility, meals, etc.) and recruits, trains, supports, coaches, and mentors all trainers and participants.

• Diocesan Transition Ministry (DTM): working directly with the Bishop, and all congregations and clergy in transition within the diocese. This includes all things related to our Call processes (working with all committees, posting and advertising calls, background checks, letters of agreement, clergy orientation to the diocese, etc.), coaching and support of clergy as they seek

They call and preside over the two regional gatherings held in the spring and fall and are ex-officio members of Diocesan Council. For additional information please the Canon’s report. Regional Developers: As members of the bishop’s staff, Regional Developers (RD’s) work within each region providing support, resource and training to congregations, their leaders and clergy through vestry/bishop committee retreats, congregational meetings, large/small group facilitation, consultation with congregational leaders. Additionally, Regional Developers work collaboratively with the Canons for Regional Mission to equip leadership for ministry and facilitate the regional gatherings and clericus events.

Regional Gathering Days: 1. This spring, the Regional Development Team and congregational developers hosted the

Spring Regional Gatherings in four locations around the diocese, connecting approximately 200+ diocesan leaders for fellowship, sharing, training and open conversation with the Rt. Rev’d Gretchen Rehberg. The morning was spent appreciatively exploring our congregations through the use of biblical story and imagery to better understand who we are and where God invites us to go. Additionally, our work was meant to welcome and orient each other, as well as our new Bishop, to the diocese as a whole and each congregation in particular. After lunch, Bishop Rehberg shared her vision and priorities for the diocese and answered questions from participants on a wide range of topics.

2. Our Fall Regional Gathering Day will be held on September 30, 2017 (after the writing of this report). We will reflect on scripture, the nature of the church as both a human and divine institution and explore how our buildings and properties shape us and act as outward and visible signs of our inward grace. We will conclude the day with preparation for diocesan convention to include the exploration and sharing of concrete ways that we witness to Jesus Christ in our own unique ministry contexts throughout the diocese.

3. As in 2017, the 2018 Spring Gathering Days are scheduled to be held over four consecutive Saturdays and the Bishop will be present in each region.

Congregational Development:

1. This summer saw us offering the fourth year of the Spokane College for Congregational Development. The Rev. Canon Susan Cleveley serves as the Director of the College. As such she gathers with the directors from other dioceses and helps plan the curriculum. The College is an intensive two-year course of practicum and study designed for congregational teams wanting deeper, intentional learning, skills development and practice in the area of congregational development. 32 participants from five dioceses attended the weeklong intensive in Spokane. Additionally, we added a new unit focused on intercultural competency and invited our graduate students join us at the end of the week increasing our participation to 39. Through the generous underwriting of the bishop, every Spokane diocesan attendee who wished received a 30% tuition reduction to offset their fees. The training staff included: the Rev. Cn. Susan Cleveley, the Rev. Cn. Arienne Davison (Diocese of Olympia), the Rev. Cn. Bill Osborne, and the Rt. Rev. Gretchen Rehberg. The Rev. Canon Susan Cleveley represented the Diocese of Spokane on the College for Congregational Development training staff in the Dioceses of Chicago and Olympia.

2. Regional Developers aided congregations in every region facilitating Bishop’s Committee/

Vestry retreats, workdays, visioning, goal setting, asset mapping and more. 3. Lastly, the Regional Development Team, as diocesan staff and ex-officio members, attended

§ Arranged for a review of the process for the nomination, ordination, and election of a new bishop, under the guidance of our diocesan consultant, Canon Betsy Greenman, with a final assessment and celebration with the members of the Nomination, Transition and Standing Committees to take place on Thursday, October 19, 2017, at 5pm at the Mirabeau Park Hotel in Spokane Valley.

|TREASURER Submitted by: George Durrie, Treasurer

The mission and purpose of the treasurer is to oversee and assure the “receipt, care, and disbursement” of the funds of the Diocese. This person is responsible for ascertaining the soundness of the financial practices of the Diocese and maintaining its fiscal integrity. Receipts of pledged income from congregational Askings for 2016 exceeded the budgeted amount by just under 7%. This overage is the result of the payment of back Askings owed mostly by three churches from the previous year(s). We have been in the 94% to 96% range of Askings support for the past several years, and the 2016 level of support pushes us to the high end of this spread, and further. All in all, the attention to current and past Askings by our churches is most commendable. The Diocese, as always, stands ready to assist churches faced with unforeseen financial difficulties. And Laurie Boss, our Financial Officer, is vigilant in an effort to flag local problems in this regard before they become more difficult to deal with. Current income has for the most part been fairly steady with pledge income from Askings, as of July 31, on course to end the year within the mid-90% range of the budgeted level. These numbers are bolstered by the receipt of $7,574 in Askings owed from the previous year. Pledge income from Askings for 2017 is budgeted to be about $48,500 less than 2016, the amount of Askings foregone when St. Michael’s moved from “parish” to “specialized mission” status. And our national church pledge for 2107 is $9,400 less than 2016. Looking ahead, and speaking of Askings, keep an eye out for the scheduling at the Diocesan Convention of an open discussion session with the Bishop-appointed Askings Task Force. The Task Force is charged with the task of exploring alternatives to the way Askings (possibly renamed “Fair Share” or “Assessment”) are calculated. Bishop Rehberg is hopeful that this process can be simplified such that all churches of the Diocese will be fulfilling this canonical responsibility in a uniform, and thus fair, manner. Toward this end, the Task Force seeks your input. In the interest of aligning budget line-items with her mission priorities Bishop Rehberg has introduced two new budget category headings: “Discipleship Formation” and “Discipleship Action.” Under both, the allocation of Diocesan resources is geared to enabling congregations to grow as communities of faith and witness. With an eye to maintaining budgetary stability in the longer view, Bishop Rehberg has instituted a financial planning protocol of annual set-asides to assure that sufficient funding is

provided for the events, conventions, etc. that occur every three, five, or ten or more years. This will accumulate funding over time for such events as EYE, General Convention, Lambeth, and a Bishop transition. |UNITED THANK OFFERING Submitted by: Kate Mietus, Diocesan UTO Coordinator The mission of the United Thank Offering is to expand our awareness of the abundance of God’s blessings in our lives, through daily gratitude and monetary offerings. One hundred percent of the money collected in the UTO Blue Boxes is given out in the form of grants for mission (human needs) or ministry (expanding the church). The churches in the Diocese of Spokane gave $7889.44 during the Fall 2016 United Thank Offering Ingathering at the Diocesan Convention in Lewiston, Idaho, October, 2016. Twenty-eight parishes in the Spokane Diocese participated in the Fall Ingathering. The Spring 2017 Ingathering brought in coins of thanksgivings and blessings in the amount of $688.91. Two parishes in the Spokane Diocese participated in the Spring Ingathering. |WEST CENTRAL MISSION Submitted by: The Reverend Canon Karen Schomburg In May of 2016 a group of determined volunteers joined me to do the hard work of a “turn around” project for the West Central Mission. The initial group was formed as an advisory team to help me unpack the history of the mission, including relationships, ministries, and community connections. With this background work done we dissolved the advisory team and created a new leadership team which continues on with the work of moving the mission into the future. Members currently are:

Over the last year we have continued to keep our focus on Dinner Table. Every Wednesday night, year-round, we serve a full sit down dinner to over 70 people in the neighborhood. We send home left overs, hygiene kits, and provide a safe and warm environment to our friends. But what we have done that is the most impactful is the slow and intentional work of building relationships.

Early in our turn-around work for the mission, we decided to join forces with Spokane Alliance. Under the guidance of Carol Krawczyk, Spokane Alliance lead organizer, we received training in a community listening method called “house meetings”. We formed a new team under the guidance of The Rev. Woody Garvin, to focus on this work, considering WCEM our “ground zero.” Our goal was to listen to over 200 people, asking them to tell us their hopes and dreams for their West Central neighborhood, being careful to listen and not advise, hear and not judge, be present and not patronizing. What we have learned so far in our listening are three concerns: Generational Poverty, Housing, and Addiction. As we move forward, we will be asking for leadership for local organizations in the neighborhood to organize for the common good, working with Spokane Alliance towards these goals. In addition, we partnered with St. Andrews again this summer to provide breakfast and lunch as well as an art program to the River City Youth Ops as they worked in the area gardens and sold their vegetables at Farmer’s Markets. In addition, this partnership continues to blossom and grow as we continue to build relationships with the leaders, volunteers and staff of RCYO. St. Andrew’s staff and volunteers have been strong and important supporters of the mission adding an additional level of service and professionalism, especially from Tracey Waring. Building relationships with the Spokane area churches has been an important focus. In particular, volunteers from St. David’s, St. Stephen’s, St. John’s Cathedral, Bethany Presbyterian and those from other area churches have joined us on Wednesday evenings. Those who come on a regular basis have experienced deep Christian formation in learning to become Jesus’ “hands and feet on the ground” in West Central. As chaplain, my responsibility is to serve both the volunteers and the guests who come to dinner. Walking with those who have never experienced the wide array of diversity and intense poverty has been central to my work with volunteers. Sitting with those whose lives have been shattered by drugs, loss of employment, prostitution, a series of bad luck, and mental illness is overwhelming work for those who are not prepared to suffer along with our neighbors in West Central. In the months and years ahead I believe WCEM will be a central gathering place for those who care deeply about the West Central neighborhood they live in and are willing to work to make it a place of hope, stability and vitality. My hope is that this work will be a model for other congregations in this Diocese to find meaningful networked relationships in their own communities, where listening and being in these deep and holy relationships can be transformational and deeply spiritual. |WOMEN IN MINISTRY Submitted by: Evita Krislock Recently women of the Diocese attended Women's Weekend at Camp Cross, August 25th-27th, the Rev Mary Ayers and Bishop Rehberg led the women through a weekend of Gratitude. What a promise of ministry and mission for those in attendance. That same weekend was the Province VIII Annual Meeting, hosted this year by the Diocese of Los Angeles. MaryKay Ferrell, Church Periodical Club province chair, Kate Mietus, Diocesan UTO chair and Evita Krislock Province VIII ECW National Board representative were able to participate.

MaryKay and Evita, due to their leadership roles in ECW were sent to the annual meeting by their supporting affiliations (CPC, ECW National). This provided our Diocese with a presence and ongoing support of women's ministries as we build our diocesan network of Women in Ministries. Working together we can effect a change. Women in Ministries plans a winter retreat for the women of our Diocese March 16-18, 2018, at the Immaculate Heart Retreat Center. Watch for further information regarding this event from the Diocese and on our Women in Ministry Facebook page. Triennial 2018 is fast approaching. Triennial is a gathering of women throughout the Episcopal Church to learn, grow, and network as we discover new ways that may be traditional, tried and true that we hadn't considered, or consider 'out of the box’ and innovative ways to share our good news. Triennial is held in conjunction with General Convention, scheduled for July 5-10th, 2018 in Austin Texas. Our theme Go! Share the Word Everyday, Communicamos, EveryWhere is exciting when we consider how that impacts us, the Church and the world. Our Diocese hopes to send four representative from WiM to experience this life changing event, one from each region. Registration cost is $475.00. Please consider helping sponsor a woman from your region to attend. |YOUTH & YOUNG ADULT MINISTRY Submitted by: Jane Gober, Missioner for Christian Religious Education So far during 2017 the Youth and Christian Religious Education ministry of the Diocese of Spokane has offered nurture and shepherding for diocesan youth ministries, camp formation and local lifelong formation. The heart of this ministry is preparation for and offering youth events for young people from across the diocese. This ministry also works to network our congregational formation with offerings across the church, and to more deeply knit together the formation work of the local church with the summer holiness at Camp Cross. In the last program year we were able to launch a new senior high youth event EPISCOBALL which began in conjunction with the ordination of Bishop Rehberg. The focus of EPISCOBALL is service and our young crew were able to serve with the ordination events in a variety of ways. In 2018 they are aiming toward a weekend of service and fellowship in Yakima. The highlight of the year was perhaps taking an amazing crew of seven teens and two adults and one bishop to the Episcopal Youth Event in Oklahoma. We also had one teen on the design team! All our travel went smoothly and the experience was life-giving for all who participated. I want to share with you this reflection from Emily Asplin, a member of the Cathedral.

“Never in all my years as an Episcopalian did I think I would witness bishops from all over the world dancing their way through a procession. With a thousand other teenagers singing around me running conga lines along the aisles, I felt an entirely new sense of connection with my faith and a comfort in my spirituality. I have always been hesitant to “dive into” a belief in God due to questions I still had about different aspects of

Christianity. EYE gave me the tools to mold my relationship with God so that it filled the cracks left open by skepticism. It reminded me to keep questioning and exploring what God and Jesus mean to me and how they impact my everyday life. In one praxis session (a seminar type of workshop each with a different, faith-based topic), we learned about Marshall Rosenberg's theory on nonviolent communication. It blew our minds. We redefined violence and nonviolence and discussed how they influence our environments, ourselves, belief in heaven, image of God, and even our world economy. We came out of the session in awe with a completely new view on the idea of a “loving God” and how we can live lovingly and nonviolently in our own lives.

On the flight home, as my body was still recovering from the Oklahoma humidity, I began to digest the massive amount of information and experiences that made up the past week. Amid the exhaustion, I felt a warm sense of wholeness: my faith felt renewed, my intentions and plans felt energized, and I felt in communion with those from my Diocese and from the entire church. From Hawaii to Maine, Alaska to Florida, France to Guam, I had the opportunity to meet a diverse group of people who were all united by a curiosity to discover more about our faith. So many of the other youth I talked to agreed that the love and power in this experience made them unafraid to be Christians, Episcopalians, and people ready to walk in the footsteps of Jesus, spreading love to everyone and everything we encountered. It introduced me to exciting philosophies on God and faith and showed me the immense power that the youth can bring to our church - contributing new ideas to our congregations, connecting with other youth during meaningful times in their lives, and helping energize our faith. EYE was an incredibly formative experience for me, and I hope that every single teenager in our Diocese has the opportunity to be as impacted and inspired at the next EYE as I was this year.”

When this report is offered we have two events still to occur: SPOKES and New Beginnings. SPOKES is the youth presence at diocesan convention, and New Beginnings is a peer led youth weekend that will be shared this again this November 17-19 in Walla Walla. The adult leadership team is guiding the heartfelt work of the large peer leadership group as they prepare for this year’s event. We know that much of the lifelong formation happens in the chance to lead as much as it is in the chance to receive. We are proud of how many incredible young leaders we have serving and growing every year in this Diocese. It is a true blessing to serve with such heartfelt and creative seekers of Good News in this Diocese.

Appendix 1: Bishop Rehberg’s Address

I have been told that the first time I give a convention address is not the appropriate time

to say everything I have ever thought of about the life and work of the diocese. I suspect that the

person who told me this was concerned about how long I might talk. I will try to remember the

wisdom in the statement regardless of any underlying reason.

To serve our diocese as Bishop is an incredible blessing. The past year my life was

turned upside down. I am someone who likes a regular schedule and the comfort of routine, at

the same time the changes to my life have been in service to the call as bishop, and so while

stressful at times, the changes have been ones I have gladly undertaken. While I don’t have all

the boxes unpacked, I am comfortably settled in my home in Spokane and learning what it means

to have a suitcase always open in the bedroom. I will admit that while I understood intellectually

what the travel was going to be like, I did not know in my hips and shoulders what it means to

sleep in different beds so many nights each week. I now have a travel bag always packed,

healthy snacks in the car, and my spare pillow with me at all times.

Early on I committed to trying to visit with all vicars and rectors of congregations, and I

am trying to attend regular vestry and bishop committee meetings at all congregations. Of

course those are taking longer since so many congregations have meetings on the same days! I

have truly enjoyed driving the diocese and having time with clergy and people in leadership as

well as the normal Sunday visitations. I believe there is no better way to understand the

challenges of our communities and congregations than to be present and listen. I have not been

able to make it to every community, but have been to many and am looking forward to being

with you all this coming year.

What I have already seen and heard is a diocese with congregations who are doing really

good mission and ministry in their communities, congregations who are reaching outside of

themselves to serve others, congregations who faithfully come together to worship and enjoy

being together in fellowship and in learning.

I have also seen and heard congregations and clergy who are worried about the future.

Concerned about money, about people, about who will step up next into leadership. Some

people worry about which direction the country is going, or the church is going, or their

community is going. Some people worry about the local economy or the climate. People in our

diocese are working hard, at the same time there places of stress and some are tired. I understand

this, there are times I look around at the world today and want to just retreat into a good book

and cup of tea.

Jesus is moving however, and he calls us to follow him. Jesus calls out to us to walk his

way, to pick up his cross, to proclaim his good news. In the midst of our concerns about money

and people and politics, the call of Jesus sounds clear and we are to respond, we respond by

being a creative and compelling witness to Jesus Christ in the Inland Northwest, we respond by

following Jesus together.

To be a creative and compelling witness to Jesus Christ in the Inland Northwest and to

follow Jesus together – this is our vision and our theme this past year. I want to parse those

phrases a bit, and then explore what I think that means for us as a diocese going forward.

First of all it is Jesus we witness to, it is Jesus we follow. We don’t witness to the

Episcopal Church, we don’t follow a particular priest or bishop or political leader. It is Jesus

Christ who we follow and proclaim. So as a diocese we are called to know Jesus and to make

him known. In the fire department where I served years ago we had a phrase “you cannot teach

what you do not know, you cannot lead where you will not go.” We cannot witness to Jesus or

follow Jesus if we don’t know Jesus. A priority for all of us is what we classically call Christian

formation. This is the deepening of knowledge of and love for the Lord that is age appropriate

and constant. It is the work of head and heart and hands. As a diocese the question before us is

how we will go about meeting the challenge of formation for all our members so that every

person is equipped to follow and witness to Jesus. This is not about every congregation having

bible study or Sunday school, this is about making sure that we offer diocesan wide programs for

all ages so that no matter where you worship you have the opportunity to go deeper in your

knowledge and love of the Lord. In my opinion this is where we start, formation is the

foundation for all of our work.

We are blessed indeed with Camp Cross, a sacred place where people of all ages can

enter into an intense immersion experience of deepening faith. Camp Cross is primarily a

summer camp for our children and youth, and I do not anticipate that changing, we need to make

sure that it is the best rustic summer camp possible for our children and youth which provides an

experience of the inclusive love of God and allows for campers councilors and staff to grow in

their faith in Jesus. Youth are three times more likely to have faith as an adult when they have

had an intense immersion experience. We offer that experience at Camp Cross. What I think we

need to do now is strengthen and further develop the connection between what is happening at

Camp and what is happening with youth events and congregational events.

Additional formation programs that we are working on for the coming year include

offering retreats for adults. We will have Dent Davidson back and he will be in each region for

all day workshops on music and liturgy. Those who were fortunate to attend the last workshop

Dent presented know what a gift he is to all of us. We are working on the development of a

youth leadership team which consists of adults and youth to take increased ownership and

responsibility for the youth formation programs in the diocese. All of this is to say that

formation is a huge priority, one we enter into together.

God calls us into communities of faith, God calls us to follow the way of Jesus together.

The classic term for these communities of faith is congregations. It is our task to strengthen and

develop our communities of faith, this is the work of congregational development. The work of

the College for Congregational Development, the regional Gathering days and the Regional

Development Team is all in service to this goal – building faithful, healthy, and effective

communities of faith. When congregations take seriously the work of development, send their

leadership to gathering days, send teams to the College for Congregational Development, learn

and use the tools provided at those trainings, utilize the resources available with the Regional

Developers those congregations discover for themselves what they need to do to become more

faithful in their witness to Jesus and gain the confidence and skill to take that next faithful step

following Jesus out into the community and engage their ministry in deeper ways.

Jesus calls us to follow him, we are called into communities of faith so that we can follow

Jesus. We don’t just stay nicely cocooned in those communities, Jesus also sends us out to

work! As a diocese we are doing amazing ministry, every place I go I hear how you are all

working hard in mission and outreach, how you are serving your communities. I think we need

to strengthen our understanding of how our ministry is done out of our commitment to follow

Jesus and not simply because we are good civic minded folks. We need to be more vocal about

the fact that Jesus said feed my sheep and so we literally feed people. Jesus said that whatever

you do to the least of these you do to me and so we seek Christ in the least and lost and work for

justice. In our mission and ministry outside the walls of our buildings let us be willing to

proclaim the faith of Jesus not just in our actions but in our words.

I am well aware that most Episcopalians love the line about preach the Gospel at all

times, if necessary use words, and we love to say that this means we don’t need to use words.

My brothers and sisters in today’s world we need to use words. We need to witness to Jesus not

just in action but with voice. We need to say that as followers of Jesus we are committed to

making sure that nobody goes to bed hungry, and every person has a safe place to sleep at night,

that we heal the sick and visit those in prison and respect the dignity of every human being. We

need to say that as followers of Jesus we worship the prince of peace not the dogs of war. We

need to say that as followers of Jesus we take literally, and seriously, the command to love God

and love our neighbor and we agree with James that love means actually doing something!

In this diocese we are called to witness to Jesus and to follow Jesus together. We cannot

remain content to simply think about our own congregations or those people who look like us

and think like us. We are called to think bigger, dream bigger. We are invited to claim deep in

our bones the reality that the Body of Christ is more than our local town, more than our local

congregation, more than our diocese, more than the Episcopal Church. When times get hard and

people get afraid the tendency is to hunker down, to hold on tight to what we think is “ours,” to

care only about what is right in front of us. My brothers and sisters God is bigger than that, God

calls us go beyond ourselves into something bigger as well.

As I look at the world today I know that we desperately need the good news of Jesus. I

deeply believe that this world needs us, it needs us to love God and love our neighbor in word

and action. It needs us to be a creative and compelling witness to Jesus because it is only when

we follow Jesus that we see hope. I cannot do this on my own. You cannot do it on your own.

No congregation can do it on their own. We need each other, we need the whole Body of Christ.

We need to follow Jesus together.

So my brothers and sisters let us do just that. Let us look beyond our own individual

fears and claim the courage of Jesus. Let us go past our own despair and claim the hope of Jesus.

Let us abandon any sense that the task is too great or we are too old or too small or too poor or

whatever else is keeping us from our joy in following Jesus, and let us reach out, stand together,

follow Jesus, and change the world!
