Introduction
The National Dental Assisting Examining Board has developed and maintains the Clinical Practice
Evaluation (CPE) to aid Canadian Dental Assisting Regulatory Authorities (CDARA) in the licensure/listing/
certification/registration of dental assistants in Canada. The purpose of the CPE is to protect the public by
confirming that persons entering the dental assisting profession possess the skills necessary to perform their
dental assistant duties safely and effectively.
Candidates applying for the Clinical Practice Evaluation must successfully complete the NDAEB Written
Examination or hold the NDAEB Certificate by Transfer of Credentials (without examination) prior to being
eligible for the CPE.
International applicants are advised the NDAEB certificate process consists of two parts: the written
examination, followed by the CPE. In lieu of the CPE, international applicants may choose to voluntarily
complete formal intra-oral dental assisting education at a Canadian institute. The institute’s graduates must
be eligible to write the NDAEB examination. Contact the NDAEB office or visit the NDAEB website:
www.ndaeb.ca for information regarding dental assisting education programs.
Candidates choosing voluntary education in lieu of CPE are advised that education completed at programs
which are not accredited by the Commission on Dental Accreditation of Canada will not meet the
regulatory requirements for most Canadian provinces. The CDARA may require graduates of Canadian
nonaccredited programs to successfully complete the CPE to be considered for licensure/certification/
registration. Candidates who are uncertain as to their licensure status are advised to consult the CDARA in
the province they intend to work in before enrolling in a non-accredited education program.
Candidates are advised that the decision to require the NDAEB certificate for provincial
licensure/certification/registration rests with the Canadian Dental Assisting Regulatory Authority (CDARA).
For regulatory information, contact the provincial CDARA to confirm the need to hold the NDAEB
certificate before applying to the NDAEB.
A provincial exam and/or or clinical evaluation may be required in some jurisdictions. Candidates are
advised to seek licensure/listing/certification/ registration information from the provincial CDARA in the
province in which they intend to seek employment. For CDARA contact information, see the Registration
and Licensure area on the NDAEB website.

Application Process
Eligibility
Canadian Graduates
To be eligible for the CPE, applicants must:
• Have achieved a passing mark on the NDAEB Written Exam; or
• Hold the NDAEB Certificate by Transfer of Credentials (*TOC).
Note: * The Transfer of Credentials (TOC) is no longer available. Effective January 1, 2003, all qualified
candidates wishing to attain the certificate must write the NDAEB examination.
1. Applicants may apply for the CPE before they receive their written exam results in order to meet CPE
deadlines. Applicants who are unsuccessful on the written exam will have their application withdrawn
by the NDAEB and their fees reimbursed (except for the non- refundable application fee).
2. Contact the CDARA to confirm the requirement for the NDAEB Certificate and Clinical
Practice Evaluation.
International Applicants (Including US graduates)
International applicants wishing to attain the NDAEB certificate, including graduates of US dental assisting
programs, are required to successfully complete a two part NDAEB certificate process which includes the
written exam, followed by the Clinical Practice Evaluation.
To be eligible for the CPE, international applicants must:
• Have achieved a passing mark on the NDAEB Written Exam.
Note:
1. International applicants may apply for the CPE before they receive their written exam results in order
to meet CPE deadlines. Applicants who are unsuccessful on the written exam will have their
applications withdrawn by the NDAEB and their fees reimbursed (except for the non- refundable
application fee).
2. International candidates may choose to voluntarily attend academic upgrading at a Canadian dental
assisting program. Upgrading programs in lieu of CPE must include all nine skills evaluated on the
CPE. Programs accredited by the Commission on Dental Accreditation of Canada are highly
recommended for labour mobility purposes. NOTE: The CDARA may require graduates of
nonaccredited Canadian programs to successfully complete the CPE prior to
licensure/registration/certification. Contact the CDARA to confirm provincial regulatory
requirements before enrolling in education programs in lieu of CPE.
3. Contact the CDARA to confirm the requirement for the NDAEB Certificate.

How to Apply
• Submit a CPE application form, with passport size photo and full payment which must be received at the
NDAEB office no later than 4:30 p.m. Eastern Time on the application deadline date. Late applications
will not be processed and will be returned to the applicant. Candidates are encouraged to submit
applications up to six weeks in advance of the application deadline date.
Note: Candidates must apply for all skills required to complete the CPE. Candidates may not apply for
partial CPE unless applying for re-evaluation of individual skills or if proof of partial education in lieu of
CPE is submitted with the application. Candidates enrolled in education upgrading at the time of
registration for partial CPE, must show proof that their course/program will be completed prior to the date
of their clinical evaluation. If education is not completed prior to a candidate’s registered CPE, they will
not be eligible and will automatically be withdrawn.
Special Accommodations
• Requests for special accommodations (form available on our website under Document Library) must
be received in writing at the NDAEB office no later than 4:30 p.m. Eastern Time on the application
deadline date. Written verification of the circumstances requiring special accommodation, eg. special
needs, medical conditions or religious reasons, must be supported by reports, or other documentary
evidence, signed by a medical practitioner, psychologist or religious leader. The NDAEB reserves the
right to determine what conditions/situations constitute a valid request for special accommodations.
Candidates should note that dependant on the availability of clinics in various locations in Canada,
requests for special sitting dates due to religious reasons may not be possible at every sitting.
Note: Prayer Times will be observed. Candidates must submit the form “Request for Special Testing
Accommodations” stating the time(s) required for prayer and the duration to facilitate scheduling by
NDAEB staff.
Evaluation Date and Confirmation
• The NDAEB schedules CPE sessions quarterly. Exact dates may vary at sites across Canada. Contact the
NDAEB office for details regarding dates, times and locations, or visit the NDAEB website
www.ndaeb.ca. Candidates will receive an email 2-3 weeks before their scheduled CPE session directing
them to the candidate portal where they can access their Admission Letter. The Admission Letter will
confirm their scheduled evaluation date, time and place to report. To be allowed entry to the clinic,
candidates must present their Admission Letter in printed format or on their smart phone screen, along
with photo ID.
Note: Due to scheduling purposes, candidates will not be permitted to change their selected evaluation site after
the application deadline date.
• Candidates must be aware that due to clinic availability and the number of candidates applying,
evaluations are usually scheduled on weekends, including Saturday and Sunday. Session dates may
also include the preceding Friday or Monday following the scheduled weekend. Please note: candidates
are scheduled for one day only. Candidates must also be aware that due to reasons beyond the
NDAEB’s control, evaluation dates at specific sites may change after the application deadline. In such
cases, the NDAEB will advise candidates as soon as possible. While scheduling changes rarely occur,
candidates should plan accordingly. Contact the NDAEB or visit the website www.ndaeb.ca for details.

Frequently Asked Questions
Evaluation Session – General Information
Q: Where do I report on evaluation day?
A: You will be emailed notification to retrieve your admission letter from the NDAEB candidate portal
approximately 2 to 3 weeks prior to your evaluation date. The admission letter will include the date, time and
location of your Clinical Practice Evaluation. If you have not received notification for your admission
letter within 2 weeks of your evaluation session, contact the NDAEB office at 1-613-526-3424. Be
prepared to provide a valid email address or fax number with area code and your admission letter will
be emailed or faxed to you.
Q: What do I bring with me on evaluation day?
A: You will require: government issued photo ID such as driver’s license, passport or health card and you
must present your Admission Letter in printed format or on your smart phone screen. Bring a clinical
uniform, including clinic shoes and mandatory safety glasses (clear glass only) or prescription glasses. A
change area will be available. Patient treatment gloves and masks will be provided; however, candidates may
bring their own gloves (LATEX FREE ONLY) to ensure a better fit. Candidates choosing to bring their
own gloves are advised to bring a full box as several changes will be required throughout the evaluation. An
area to store your belongings will be provided. NDAEB is not responsible for any lost or stolen items. Do
not bring valuables to the CPE session. Bottled water or other drinks and a snack are recommended.
Q: Is there an orientation session?
A: Yes. One (1) hour is allotted to familiarize all candidates reporting for testing of four (4) or more skills.
Thirty (30) minutes will be allotted for those candidates reporting for testing on three (3) or fewer skills. The
allotted time will allow candidates to familiarize themselves with the clinic facility, equipment, and supplies.
Candidates must be very familiar with the information in this handbook before arriving at the CPE session.
The orientation will NOT be a tutorial or instructional session. Candidates will be familiarized with the
manikin and equipment but will not be given instruction on how to perform the skill. Candidates arriving
after the orientation session begins will not be given extra time to become familiar with the clinic,
equipment and supplies.

Therefore, candidates should plan to arrive at the time specified in the admission letter. Candidates arriving
after the session begins may not be evaluated. The Session Facilitator will determine if a candidate arriving
late will be evaluated, based on factors at the site on that day. During the orientation session, the candidate
orientation video will be shown. Candidates are advised to view the video on the NDAEB website
www.ndaeb.ca before reporting for the CPE session.
Q: Are visitors allowed?
A: No. Visitors are not permitted under any circumstances. Child care is not available and arrangements
must be made by the candidate for childcare.
Q: Will I be permitted to ask questions during the orientation session?
A: Yes. Questions regarding the clinic facility, the operation of equipment and general evaluation questions
will be answered. Please note: the CPE is not a tutorial session. Questions related directly to the
performance of the skills being evaluated will not be entertained.
Q: How long does the evaluation take?
A: On average, candidates attending the full CPE (9 skills) will be expected to be at the testing facility for
approximately 5-6 ½ hours, including the one hour orientation.
Interaction Between Candidates and Evaluators
• Candidates will refrain from discussions of a personal nature with evaluators or others associated with
the CPE. This includes sharing information regarding your educational background, such as school of
graduation, or other personal information. Evaluators will not permit the exchange of information not
directly related to the Clinical Practice Evaluation.
• Candidates will be expected to act professionally at all times. Outbursts or offensive language will not
be tolerated. Session Facilitators will dismiss candidates for this type of behavior.
Host Clinic Safety, Security and Administrative Requirements
• Rules and regulations regarding safety, security and administrative matters will be outlined by the
host facility Clinic Coordinator or Session Facilitator during the orientation tour. Candidates must
follow the rules.
• The Clinic Coordinator or Session Facilitator will familiarize candidates with the clinic and
equipment. She/he will confirm if a candidate requires a left handed operatory or has a latex allergy.
Candidates will be given the opportunity to operate equipment such as lights, chairs, units,
handpieces, oral evacuation and radiography exposure buttons. Candidates will not be permitted to
assemble or manipulate equipment and supplies or practice skills on the manikin during the
orientation session.
• Safety glasses (clear glass only) or prescription glasses, masks and gloves are required and must be
worn correctly during the performance of all procedures on the manikin. Candidates who refuse to
wear safety glasses or prescription glasses will not be permitted to begin the evaluation session.

What Skills are Evaluated on the CPE?
• Candidates will be evaluated on the following intra-oral skills performed on a manikin:
1. Exposes dental radiographs
2. Obtains preliminary impressions for study casts
3. Applies and removes dental dam
4. Selective coronal polishing (Rubber Cup)
5. Applies treatment liner (No Pulpal Involvement)
6. Applies and removes matrix and wedge
7. Applies anti-cariogenic agent (Tray Method)
8. Applies pit and fissure sealant (Cotton Roll Isolation)
9. Applies topical anesthetic
(See Appendix A of this handbook for evaluation criteria)
Manikins as Patients
Exposes Dental Radiographs
• Radiographic films will be exposed on a manikin (Dexter) using radiographic equipment. Only
information specific to opening and closing the dexter, activating the exposure button and processing
films will be provided. Candidates will NOT be given instruction on how to prepare the manikin and
equipment for film exposure or film processing.
• Three (3) size 2 films and one (1) size 1 film will be provided. Film size can be changed upon request
to a maximum of six (6) films.
• Exposed radiographic films will be processed using either a daylight loader attached to the processor
or in a darkroom using a processor that does not have a daylight loader attached.
• Candidates MUST be capable of processing radiographic films using the daylight loader and
darkroom facilities without assistance or instruction.
Obtains Preliminary Impressions for Study Casts
• The impression trays provided have been fitted for your manikin.
Applies and Removes Dental Dam
• The clamp provided has been fitted for your manikin.
Selective Coronal Polishing (Rubber Cup)
• Lead pencil will be used to create the stain on the manikin’s teeth. This stain will match your
prescription.

9
Applies Anti-Cariogenic Agent (Tray Method)
• On the manikin, fluoride adheres to plastic teeth and is difficult to remove with suction. You must
demonstrate your knowledge of removing excess fluoride after the trays are removed from the mouth,
but there is not an expectation you will be able to remove all of the excess from the plastic teeth.
Applies Pit and Fissure Sealant (Cotton Roll Isolation)
• Although the manikin does not salivate, you must demonstrate your knowledge of adequate isolation
and re-isolation without saliva contamination.
Applies Topical Anesthetic
• On the manikin the muccobuccal fold is located where the gingival tissues meet the hard plastic.
Evaluator Training and Calibration
• Evaluators have been trained to apply evaluation criteria in a standardized manner through a process
known as “calibration”.
• Each candidate is assigned a primary evaluator who will assess all skills for the candidate during the
session. In addition, a Session Facilitator will confirm all evaluation outcomes. This process ensures a
standardized evaluation for all candidates.
Required Outcomes/Results
• Candidates are reminded that the CPE is intended to measure your ability to perform each of the
skills as the operator. Candidates will be provided with a copy of their evaluations forms.
• Evaluation forms used to record the candidate’s performance are located in Appendix A. Evaluation
forms are divided into two sections – “Procedure” and “Professional Practice”. In both sections, the
critical criteria for each skill is indicated by a bold “dot” between the A and U columns (A . U).
To be successful, the candidate must be awarded an “A” (acceptable) in each and every critical
criterion. For example: In the skill “Applies and Removes Dental Dam”; if a final “U” grade is
awarded for “Bow and wings are completely exposed on 17” this will result in failure of the skill
“Applies and Removes Dental Dam”.
• All skills allow for a minimum of one re-attempt within the allotted time to correct errors that are not
related to patient safety. If the candidate chooses to reattempt the skill, the candidate will be
evaluated on their best product. For example: In the skill “Applies and Removes Dental Dam”; if
the candidate is awarded a “U” grade for the critical criterion “Bow and wings are completely
exposed on 17” during their first attempt, but on the second attempt the error is corrected, an “A”
grade is awarded for “Bow and wings are completely exposed on 17”, the “A” grade will stand as
this technical error is not related to patient safety.
CANDIDATE HANDBOOK fo r the CL INICAL PRACTICE EVALUATION Rev ised January 2017
© 2001 – 2017 National Dental Assisting Examining Board
10
• Critical errors awarded a “U” grade under “Professional Practice” (those that would harm the
patient) at any time, on any attempt, will be awarded a “U” grade. This “U” grade will not be
reversed from a “U” grade to an “A” grade even if the error is corrected on a re-attempt/reapplication.
For example: In the skill “Applies and Removes Dental Dam”; if the candidate is awarded a “U”
grade for the critical criterion “Safety floss is attached to any clamp being placed in the mouth” on
any attempt, the candidate will also be awarded a “U” grade for the critical criterion “Performs the
skill safely and with care”. This technical and patient safety error cannot be corrected on a
re-attempt of the skill. The “U” grade will stand even if the error is corrected. This will result in
failure of the skill.
Infection Prevention
All procedures will be performed on a manikin. For the purposes of evaluation:
• All aspects of infection prevention must be adhered to during the prescribed procedure while the
timer is running. Before the timer is started or after the timer is stopped, infection prevention is
not evaluated.
• The candidate will be directed by their Evaluator to put on gloves and mask prior to the start of
each skill. This will not be included in the allotted time for the skill.
• If a break in asepsis occurs during the prescribed procedure at any time while the timer is
running, it is the responsibility of the candidate to correct the error. For example, if a film or dental
dam clamp is dropped on the floor, the candidate must request an additional film or dental dam clamp
from the evaluator. In another example, if the candidate rips their glove during the prescribed
procedure at any time while the timer is running, the candidate must request an opportunity to re-
glove.
• Breaks in the chain of asepsis (infection prevention) during the prescribed procedure at any time,
while the timer is running, on any attempt that are not corrected by the candidate will result in
the awarding of a “U” grade under the critical criteria “Maintains aseptic technique without
breaks (including gloves and masks)” and “Performs the skill safely and with care”. These
patient safety errors cannot be corrected on re-attempts/re-applications and will result in failure of the
skill even if all other criteria are met.
• Aseptic technique will not be required when processing radiographic films.
• Safety glasses (clear glass only) or prescription glasses must be worn at all times in the clinic and
radiography rooms and when processing radiographic films.
• Gloves must be worn at all times during the prescribed treatment and radiography rooms but will
not be required when processing radiographic films.
• Masks must be fully covering the nose and mouth at all times during the prescribed treatment and
in radiography rooms but will not be required when processing radiographic films. The mask can be
used for more than one skill and can be changed as necessary determined by the candidate.
• The candidate will be directed to remove their gloves and mask when leaving the operatory.

Using a Fulcrum
• A fulcrum provides assurance that instruments will not slip and traumatize the tissue in the mouth.
• Whenever possible, the fulcrum should be positioned on the same arch on which you are working,
preferably in the same quadrant.
• An intra oral “built-up” fulcrum will be acceptable.
• A secure intra or extra oral fulcrum will be required when using all working instruments
(explorer, handpiece, burnisher, spoon excavator). Extra oral fulcrum includes a finger or hand rest on
the manikin cheeks, chin and/or lips.
• A fulcrum will not be required when using a mouth mirror, articulating paper holder, cotton pliers,
liner applicator, Howe pliers, clamp forceps, cotton tip applicators, scissors, etch, sealant, treatment
liner syringes and/or Micro tip applicator. However, these items must be used in a safe manner.
• Failure to use a secure intra or extra oral fulcrum with working instruments at any point during
the prescribed procedure (explorer, handpiece, burnisher, spoon excavator) will result in the
awarding of a “U” grade under the critical criteria “Maintains secure intra or extra oral fulcrum
with working instruments” and “Performs the skill safely and with care.” This type of patient
safety error cannot be corrected on re-attempts/re-applications and will result in failure of the skill
even if all other criteria are met.
• Failure to use other instruments in a safe manner will result in a “U” grade under the critical
criterion “Performs the skill safely and with care”. This type of patient safety error cannot be
corrected on re-attempts/re-applications and will result in failure of the skill even if all other criteria
are met.
Performing the Skill Safely and with Care
• Any negligent behavior that does or could result in injury to the patient or damage to the teeth will be
awarded a “U” grade under “Performs the skill safely and with care”. This patient safety error
cannot be corrected on re-attempts/re-applications and will result in failure of the skill even if all
other criteria are met.

At the Commencement of Each Skill
• A treatment prescription will be provided for each skill. A maximum of five (5) minutes will be
permitted to read the prescription before beginning the procedure.
• If the candidate is ready to proceed before the five minutes have expired, she/he may advise the
evaluator and the skill will commence.
• Candidates will not be required to wash their hands prior to donning gloves.
• Candidates will be directed to place mask and gloves. Once the candidate advises their Evaluator they
are ready to begin the skill, the timer will be started. This will allow the candidates time to put on
their gloves on and mask prior to the timer starting, ensuring all of the stated time allowed is for the
completion of the skill itself.
• Candidates will be able to refer to the treatment prescription at anytime during the performance of
the skill.
• Treatment prescriptions will include the number of re-attempts/re-applications permitted within the
time limit. Where skills include a placement and removal (such as “Applies and Removes Dental
Dam”), both the successful placement and removal will be required during the stated time limit.
• Candidates must follow the treatment prescription exactly.
At the Completion of Each Skill
• The candidate must advise the evaluator when she/he is ready to have their work evaluated.
• The candidate will be asked to leave the operatory/station to allow the evaluators to evaluate the
product. Candidate will be directed to remove their gloves and mask when leaving the operatory.
• If the candidate wishes to re-attempt/re-apply, the candidate MUST inform the evaluator BEFORE
they leave the operatory. For the skills Applies and Removes Dental Dam and Applies and Removes
Matrix and Wedge, the candidate will be directed to and evaluated on the removal of the dental dam
and matrix and wedge BEFORE the re-attempt/re-apply.
• Candidates who have completed a skill, advised the evaluator they are ready to have their work
evaluated and have left the operatory, will not be permitted to return to make adjustments to their
work, even if time remains to complete the skill.
When Will I Receive the Results of the CPE?
• Candidates will receive an email notification from the NDAEB four to six weeks following the
evaluation date advising them that their results have been made available on the candidate portal.
International candidates who have successfully completed all requirements will have their NDAEB
certificate forwarded by regular mail. Paper copies of results will no longer be mailed to
candidates.

Reporting CPE Results to Regulatory Authorities
• In the interest of public safety, the NDAEB will automatically release candidates’ CPE results, pass or
fail, to the Canadian Dental Assisting Regulatory Authority (CDARA) in the province in which the
candidate took the CPE. Other CDARA may request CPE results on individual candidates who did not
take the evaluation in their province. The NDAEB will release pass or fail CPE results to the CDARA
in any provincial jurisdiction upon request by the CDARA. The release of CPE results to third parties,
other than a CDARA, will only be done with the written consent of the candidate. Please refer to
NDAEB privacy policy and the CPE application form for details.
Evaluation if Unsuccessful
• Candidates who are unsuccessful may apply for re-evaluation. Please see information regarding
application and fees elsewhere in this handbook.
• Candidates will be given credit for successful completion of skills on previous sessions and will be
re-evaluated only on the skills not successfully completed on previous attempt(s).
• Candidates must be successful on all skills within 13 (thirteen) months of the initial evaluation
session. Candidates failing to successfully complete the entire CPE within 13 (thirteen) months of the
initial attempt will be required to retake the entire evaluation (all skills) or complete educational
upgrading in lieu in order to attain the NDAEB certificate or letter indicating successful completion of
the CPE.
• A candidate may attempt all skills a maximum of three (3) times (initial CPE session and two
additional dates) before being directed to a Canadian dental assisting program for education
upgrading. Candidates will be responsible for all costs associated with education upgrading.
Appeals
• Unsuccessful candidates have the right to appeal. Appeals must be submitted in writing to arrive at
the NDAEB office no later than 4:30 p.m. (Eastern Time), 30 days following the date appearing on
the results letter. A $150.00 (CAD) appeal fee must accompany the letter of appeal. The NDAEB
accepts bank draft or money order payments only.
• In the event the appeal is granted, the unsuccessful attempt will be expunged from the candidate’s file.
The $150.00 (CAD) appeal fee will be reimbursed and the candidate will be afforded another re-
evaluation at no cost to the candidate at the next available CPE session. Candidates must demonstrate
competence by successfully performing all skills on the CPE.
• Candidates are advised that NDAEB policy does not permit the issuing of the NDAEB certificate,
and/or letter confirming successful completion of the Clinical Practice Evaluation (CPE) if the appeal
is granted.
• If the appeal is denied, the original result will stand. All decisions by the Appeals Committee are final
and will not be revisited.

Subsequent CPE Requirement after Initial Successful Completion
• A Canadian Dental Assisting Regulatory Authority (CDARA) may require a dental assistant to retake
the CPE upon re-entry to practice after a lengthy period away from the profession. Contact the
CDARA for information.
Provincial Licensure/Listing/Certification/Registration
• Provincial regulations apply to the dental assisting profession in most Canadian jurisdictions. The
NDAEB written exam and Clinical Practice Evaluation may only be part of the
licensure/registration/certification requirements in a province. You are advised to contact the
provincial Canadian Dental Assisting Regulatory Authority (CDARA) for regulatory information.
(See the NDAEB website www.ndaeb.ca – Registration & Licensure).
