የ2017–2018ን የሞንጎሞሪ ካውንቲ የህዝብት/ቤቶች (MCPS) የተማሪ ስነ-ምግባር ደንብ "Student Code of

Conduct" ሳቀርብ ደስታ ይሰማኛል። የተማሪ ስነ-ምግባር ደንብ/ኮድ ዓላማ የተማሪ ስነ-ምግባር ኣያያዝ ግልጽ፣

አግባብነትያለው፣እናፅኑቀጣይነትባላቸውውጤቶችቅንነትንናርትአዊነትንለማራመድእናተማሪዎችከስህተቶቻቸው

መማራቸውንናስነ-ምግባራቸውሌሎችንበሚጎዳሁኔታሲነካተገቢውንማሻሻያ/ለውጥማድረጋቸውንለማረጋገጥነው።

በተጨማሪ፣ይህየተማሪዎችስነ-ምግባርደንብበስቴትእናበፌደራልበሁለቱምደረጃዎችየተማሪዎችንዲሲፕሊን

በሚመለከትየሚጠበቅባቸውንህጋዊግዴታዎችንበኣግባቡያስተናግዳል።

በየአመቱ፣ የተማሪ ስነ-ምግባር ደንብን ለማሻሻል እንጥራለን/እንሰራለን። ሰላማዊ፣ ስነ-ስርአት ያለው የትምህርት

አካባቢዎች፣እናግላዊእድገትንየሚደግፍለእድሜ-አግባብነትያላቸውየዲሲፕሊንእርምቶችንየመስጠትግዴታዎች

መካከልትክክለኛሚዛንለማስፈን፣እናዋነኛዓላማችንን—ትምህርትእንዲያድግናሁሉምተማሪዎችበትምህርታቸው

እንዲበለጽጉለመርዳትፍለጎትኣለን።

ተማሪዎችንማገድናማባረር፣እንደ"የመጨረሻእርምጃ"ካልሆነበስተቀር፣በተማሪስነምግባርምሆነበት/ቤትሰላም

ላይእጅግበጣምትንሽወይምምንምአወንታዊአስተዋፅኦእንደማያደርግየሚያመልክተውበማደግላይከሚገኘው

ትምህርታዊምርምርስራችንመረጃማግኘቱቀጣይይሆናል።በተጨማሪተማሪዎችጠቃሚየትምህርትጊዜባጡ

ቀጥርስኬታማለመሆንይበልጥአስቸጋሪእየሆነባቸውእንደሚሄድእናውቃለን።በዚህምዓመትየተለመደውየሞንጎሞሪ

ካውንቲየሕዝብት/ቤቶች(MCPS)የፍትሕ/የእኩልነትስርአቶችየት/ቤቶቻችንባህልና፣የአካባቢአጠቃላይሁኔታ

ሆኖእንዲዳብር/እንዲሰፍንናእንዲሰርፅ፣ለመገንባትያለንንፅኑእምነትመሠረትአድርገንእንቀጥላለን።ስለዚህስራ

በMCPSየተማሪስነ-ምግባርደንብ"StudentCodeofConduct"የበለጠማንበብትችላላችሁ።

ሰላማዊናኣወንታዊየትምህርትኣካባቢዎችንየመጠበቅስራችንበተማሪላይበይሆናልየሚተነበዩ/የሚታሰቡ፣እንደዘር፣

ጎሳ፣ቀለም፣ዝርያ/ትውልድ፣ብሄራዊትውልድ፣ሃይማኖት፣የስደትይዞታ፣ፆታ፣የፆታመረጃ፣የፆታኣገላለፅ፣

የፆታዝንባሌ፣የቤተሰብ/የወላጅይዘት፣የጋብቻይዘት፣እድሜ፣የኣካልወይምየኣእምሮስንክልና፣የድህነትወይም

የማህበራዊ-ኤኮኖሚያዊይዘት፣ቋንቋ፣ወይምሌላ ህጋዊወይምበህገመንግስት የተጠበቁ /ባህርያት፣ጠባይ፣መለያ/

ወይምዝምድናዎችንበመሳሰሉግላዊ ሁኔታዎችምክንያትተጽኖ የማይደረግበት ሃቀኛፍትኃዊ የት/ቤትስርኣት

መፍጠርእንድእርምጃነው።በት/ቤትከተማሪዎችጋርእንዴትግንኙነትእንደምናደርግእናደህንነታቸውንእንዴት

እንደምንደግፍበተከታታይየምናደርገውየማሻሻልጥረትየሁሉንምተማሪዎችኣካዴሚያዊኣፈፃፀምለማሻሻል፣እናም

የትምህርትመዛባቶችንለማስወገድ፣ወሳኝነው።

የትምህርትቦርድበቅርቡባደረገውየፖሊሲክለሳ"BoardPolicyACA"በአፅንኦትእንደተገለጸውየሞንጎሞሪካውንቲ

የሕዝብት/ቤቶች(MCPS)ከአድሎአዊነትየፀዳ፣በእኩልነትላይየተመሰረተ፣ብቃትያለውየትምህርትባህልንይጠብቃል።

"ሚዛናዊነትንየጠበቀውጤታማየዲስፕሊንአመራርስርዓትእንደአንድመሠረታዊአካልበት/ቤቶችእንዲሰፍንይጠበቃል።

በ2017–2018 የትምህርት ዓመት በሞላ የተማሪዎቻችንን ደህንነትና ፀጥታ ለማረጋገጥ እና የዲሲፕሊንመምርያዎች፣

ደንቦች፣እናፕሮቶኮሎችቀናናርትአዊትግባሬለማረጋገጥሰራተኞቻችንሙያዊየትምህርትእድሎችማቅረብይቀጥላሉ።

ይህየተማሪስነምግባርኮድቀጣይነትናተፈጻሚነትያለውሰነድነው።የመማር፣የግንኙነቶች፣የመከባበር፣የልቀት፣እና

የርትአዊነትዋነኛእሴቶቻችንንለማንጸባረቅ የዲሲፕሊንልምዶቻችንንበማጥራትረገድMCPSከተማሪዎች፣ወላጆች/

� የሞንጎሞሪካውንቲየሕዝብት/ቤቶች(MCPS)የሥነ-ሥርዓትመርሆ

የሞንጎሞሪካውንቲየሕዝብት/ቤቶችየትምህርትቦርድመመርያ"JGA"የተማሪሥነ-ስርዓትእንደተገለጠው፤የሞንጎሞሪካውንቲየሕዝብት/ቤቶችለትምህርትአመቺስፍራዎችእንደሚሆኑይጠበቃል።ከተማሪውየመኖርያቤትበተጨማሪት/ቤቶችአወንታዊስነምግባርየሚጠበቅባቸው፣በእርስበርስመከባበርናበራስመተማመንሁኔታተምሳሌትነትያላቸውየተማሩማህበረሰቦችናቸው።

በMCPSየስነ-ምግባርበሂደትየሚጎለብት/የሚዳብርመሆኑንይታመናል።እናምውጤታማየሆኑየሥነሥርዓት(ዲሲፕሊን)ስልቶችየተማሪዎቹንየተለያዩስነምግባሮችናየእድገትደረጃቸውንበጠበቁየእርምትርምጃዎችወደተስተካከለባህርይመገንባትያስፈልጋል።ተከታታይነትያላቸውየማስተማርስልቶችእናስነምግባርግብረመልሶችለመማርማስተማርድጋፍሰጪከመሆኑምበላይ፣አወንታዊስነምግባሮችንያጎለብታል፣የስነምግባርመርኆንምያንፀባርቃል።የተሃድሶጥረትለተማሪዎችከስህተቶቻቸውእንዲማሩበስነምግባራቸውመነሾየሚደርስማንኛውንምጉዳትእንዲያርሙ፣እናበጠባያቸውምክንያትተረብሸውየነበሩግንኙነቶችንእንዲጠግኑእድልይሰጧቸዋል።የት/ቤትስነምግባርልምዶችየተተለሙትተማሪዎችለኮሌጅናለስራዝግጁለመሆንክፍልውስጥበትምህርትእንዲጠመዱነው።

ፍትሀዊ፣የፀና፣እናዘላቂየስነምግባርትግበራስለሚጠበቅተማሪዎችምምግባረብልሹነት/የመጥፎተግባርድርጊቶችስለሚያስከትሉትቅጣቶችእንዲያውቁመደረግአለበት።የሆነሆኖ፣የት/ቤትስነምግባርመተግበርያለበትበታቻለመጠንተማሪዎችንበመደበኛየት/ቤትፕሮግራምውስጥእንዲታቀፉየሚቻለውንሁሉበማድረግመሆንአለበት።እገዳዎችናስንብቶችእንደ"የመጨረሻአማራጭ"ብቻመሆንአለበት።

� የተማሪስነ-ምግባርተማሪዎችበት/ቤትውስጥምንዓይነትስነ-ምግባርእናስነሥርዓትእንደሚጠበቅባቸውሊነገራቸውይገባል።ብዙመምህራንተማሪዎችንየመማርያክፍልየስ-ነምግባርህጎችንበማዳበርሂደትያሳትፏቸዋል፣ሌሎችንእንዴትእንደሚይዙጥርትባሉየተወሰኑአባባሎችእንዲስማሙለተማሪዎችእድልመስጠት፣ከተማሪዎችምአስተያየትበመቀበል፣ሌሎችእንዴትአድርገውእነሱንእንዲይዟቸውእንደሚፈልጉ።እያንዳንዱት/ቤትቤተሰቦችን፣ተማሪዎችንእናየት/ቤትሠራተኞችንእያሳተፈከዚህየስነ-ምግባርደንብጋርየማይቃረንደንብሊያወጣይችላል።

የሚከተለውዝርዝርስለአርስበርስየመከባበርስነ-ምግባርአወንታዊተፈላጊነጥቦችንበማስቀመጥሂደትተማሪዎችንለማሳተፍእንደመነሻ/መንደርደሪያነጥብያገለግላል።

መግቢያ

የሞንጎሞሪካውንቲየሕዝብት/ቤቶች(MCPS)ተማሪዎች፣ወላጆች/አሳዳጊዎች፣እናሁሉምሰራተኞችበመተባበርርቱዕየሆነትምህርትለመማርናለማስተማርየተመቻቸሁኔታበመፍጠርላይያተኮረሥነ-ሥርዓትያለውናሰላማዊአካባቢአወንታዊየት/ቤትመስክለመፍጠርይጥራል።ተማሪዎችዘላቂነትያለው፣ፍትሀዊ፣እናበርትአዊነትየሚተገበርየሥነ-ሥርዓትአፈፀፃምሂደትየማግኘትመብትአላቸው።እያንዳንዱተማሪዎች፣ወላጆች/አሳዳጊዎች፣እናሠራተኞችጭምርሲተባበሩናዋጋሰጥተውትእርስበርስየመከባበርሚናሲተገብሩ፣በጋራግንዛቤሥነ-ሥርዓትንበስራሲተረጉሙትት/ቤቶቻችንለኁላችንእጅግሰላማዊናስኬታማይሆናሉ።

1. የራሴቃላት፣ተግባር፣እናአቋምበማንኛውምጊዜለራሴናለሌሎችያለኝንክብርይገልፃሉ።

2. በሰዓቱወደት/ቤትበመምጣት/በወቅቱበመድረስ፣በስነ-ስርአትበመልበስ፣እናበትምህርቴለማተኮርዝግጁበመሆንበራሴ፣በወደፊቴእናበት/ቤቴያለኝንአክብሮት/ከበሬታአሳያለሁ።

3. ሁልጊዜየምፈልገውግጭቶችንለመፍታትይበልጥሰላማዊመንገዶችንሲሆን፣ግጭቶችንበገዛራሴበሰላምልፈታቸውካልቻልኩየመምህራንን፣አስተዳዳሪዎችን፣ወይምየት/ቤትሰራተኞችንእርዳታማግኘትእፈልጋለሁ።

4. በሌሎችየት/ቤትማህበረሰብላይያደረስኩትንየሆነጉዳት/በደልለማረምዝግጁእሆናለሁ።

5. ሰላማዊእናንፁህየመማርያአካባቢበት/ቤቴበማራመድኩራት/ከበሬታይሰማኛል።

� የሞንጎሞሪካውንቲየሕዝብት/ቤቶች(MCPS)ሠራተኞችኃላፊነቶች

በት/ቤትውስጥእንክብካቤአድራጊአዋቂዎች/ጎልማሶችመኖርከተማሪዎችጋርጠንካራግንኙነቶችበመፍጠርረገድከፍተኛሚናአለው፣የተማሪዎችንከት/ቤትጋርያላቸውንግንኙነትያመቻቻልበረብሸኛስነ-ምግባርየመሳተፍእድልንምይቀንሳል።ሁሉምየት/ቤትየስራባልደረቦችከተማሪዎችጋርትርጉምያለውግንኙነቶች/መቀራረብእንዲኖራቸውበተለያዩመንገዶችይጥራሉ።ምክንያቱምበት/ቤታቸውከአዋቂዎችጋርትርጉምያለውግንኙነቶችያሏቸውተማሪዎችበትምህርትክፍልረባሽየመሆን፣የመቅረት፣ወይምት/ቤትጥሎየመሄድአዝማሚያቸውያነሰነው።

የሞንጎሞሪካውንቲየሕዝብት/ቤቶች(MCPS)የስራባልደረቦችየሚከተሉትንያከናውናሉ፡-1. ለተማሪዎችየሚጠበቅባቸውንስነምግባርበግልፅያስቀምጣሉ፤

ትምህርትሰጭአቀራረብምይወስዳሉ።2. የተማሪዎችንአወንታዊናተገቢስነምግባርመሸለምናእውቅና

መስጠት።3. ቅጥያጣብልሹስነምግባርንለይቶማወቅናለማስወገድጥረት

ማድረግ፣እናምየስነምግባርንህጎችፀንቶ፣በትክክል፣እናበርትአዊነትእንዲተገበርመጣር።

4. ቤተሰቦችን፣ተማሪዎችን፣የስራባልደረቦችን/ሰራተኞችን፣እናማህበረሰቡንአወንታዊስነምግባርእናየተማሪንተሳትፎበማሳደግሂደትማሳተፍ።

5. ግልፅየሆነ፣ለእድገትናለእድሜያቸውየሚመጥን/አግባብየሆነስነምግባርንማበረታታትእናበስነምግባርብልሹነት/ጉድለትተመጣጣኝርምጃዎችንበመውሰድለሁሉምተማሪዎቸእድገትናየመማርእድልበሚደግፍአኳኋንመተግባራቸውንማረጋገጥ።

6. የአካልጉዳትላላቸውተማሪዎችም፣ህጋዊናየፌደራልናየስቴትህጎችጋርየሚጣጣሙ፣ተገቢሂደቶችንማካተትይገባል።

� የወላጅ/አሳዳጊእናየማህበረሰብሃላፊነቶችወላጆቸ/አሳዳጊዎችከልጆቻቻውጋርበት/ቤትሊኖርስለሚገባተገቢስነምግባርያነጋግሯቸውእናምአወንታዊ፣የጥሩስነምግባርደጋፊ፣ሰላማዊ፣እናጥሩባህርይንየሚጋብዝ፣ለማስተማርናለመማርምቹየሆነየትምህርትቤትአካባቢበመፍጠርንቁተሳታፊእንዲሆኑልጆቻቸውንያግዟቸው።

ወላጆች/አሳዳጊዎችልጆቻቸውሊያጋጥሟቸውስለሚችሉየስነምግባርችግሮችከMCPSሰራተኞችጋርተባብረውመስራትአለባቸው።

ወላጆች/አሳዳጊዎችከት/ቤቶችጋርበመተባበርበት/ቤትናማህበረሰብውስጥየምክርአገልግሎት፣ከመደበኛትምህርትበኋላየሚካሄዱፕሮግራሞች፣እናየአእምሮጤናአገልግሎቶችወደመሳሰሉደጋፊቡድኖችወይምፕሮግራሞችልጆቻቸውእንዲሳተፉበማገዝማደፋፈርአለባቸው።

የሞንጎሞሪካውንቲየሕዝብት/ቤቶች(MCPS)ቀናየሆነ፣ሰላምየሰፈነበት፣አጋዥነትያለው፣እናማራኪየሆነየትምህርትአካባቢበመፍጠርየሚያግዙየማህበረሰብድርጅቶችንከት/ቤቶችጋርመጎዳኘትእንዲችሉያበረታታል።አረአያነትያለውድጋፍሰጭአገልግሎት፣በምክርናበማስጠናትአገልግሎትእንዲሁምልዩልዩለት/ቤትመጠቀሚያነገሮችንበመለገስየት/ቤትየስራባልደረቦችቀጣይነትያለውየተማሪዎችስነምግባርንለማነጽእዚህላይበተገለጸውየተማሪስነምግባርመመርያጋርየሚጣጣምድጋፍእንዲሰጡያደፋፍራል

� የሚያንጽተግባር፣የሚያንጽፍትሕ፣እናየሚያንጹት/ቤቶች

በሞንጎሞሪካውንቲየሕዝብት/ቤቶችMCPS’ቁርጠኝነትላይበመመርኮዝእኩልነትየሰፈነበት፣አዎንታዊስነባህርይየእርምትርምጃን(PBIS)*,ይደግፋል።የሞንጎሞሪካውንቲየሕዝብት/ቤቶች(MCPS)የሚያንጽ/ጠቃሚድርጊቶች፦ፍትህማስፈንን፣የሚያጓጉየት/ቤቶችባህል፣እናየሚጠበቀውንያህልተስማሚናየሚያጓጓየትምህርትመንደርለመፍጠርቁርጠኝነትአለው።

ገንቢ/የሚያንፁድርጊቶችጤናማግንኙነቶችንበመገንባት፣ግጭቶችናመጥፎድርጊቶችንለመከላከልበቁርጠኝነትተሳታፊማህበረሰብለመፍጠርየበኩላቸውንአስተዋፆእንዲያደርጉበሚቀጥለውመልኩይረዷል።

•ጉዳዩየሚመለከታቸውንማህበረሰብኃላፊነትመስጠትእናእንዲሳተፉማድረግ፤ነገርግንተሳታፊነትምንግዜምበፈቃደኝነትመሆንአለበት፡

•የሚመለከታቸውንበሙሉስለዝንባሌ፣ስለባህርይእናስለመጥፎድርጊቶችያላቸውሚናእናአመለካከታቸውንእንዲፈትሹመጠየቅ፡

•ልዩልዩዘይቤዎችንበንቃትመተግበርእናጠቃሚየማህበረብክንዋኔዎችንእናስነምግባሮችንእውቅናበመስጠት፣በማክበር፣የማህበረሰብጥንካሬናተሳትፎስራላይበማዋልማዳበር።

መልካምስነ-ምግባርንለመገንባትየሚወሰዱየእርምትርምጃዎችመዘዙንለመከላከልስለሆነአይቃረኑም።ይልቁንምተማሪዎችዝንባሌ/አመለካከታቸውንእናባህርያቸውንእንዲመረምሩ/እንዲያጤኑትናበነርሱምክንያትየተነኩትንሰዎችከደረሰባቸውጉዳትለመጠግን/ገንቢ/የተሻለሁኔታለማምጣትጥረትእንዲያደርጉይረዳቸዋል።ለገንቢተግባራትየሚጥቅሙበተከታታይነትተግባርላይየሚውሉየማህረሰብማዕቀፍ፣በተለምዶሁኔታ/ባህላዊተቀባይነትያለውመመሪያ፣የመከታተያአውታር፣ክብረዝግጅቶች፣ሆንተብሎግንኙነትንለመገንባት/ለማጎልበትየሚደረጉ/ድርጊቶች/እንቅስቃሴዎችበታማኝነት/በአክብሮትየሚደረግገንቢተግባራትአዎንታዊየማስተማርእናየመማርአካባቢበራስመተማመንንያዳብራል።

በተቻለመጠንየስነ-ስርዓት/ዲሲፕሊንእርምጃየሚያስወስደውድርጊትከጥፋት/ሕግመጣስጋርይዛመዳል።የዚያእርምጃአካልበሆነመንገድተማሪውአካዴሚያዊስራማከናወንካለበት፣ግቡከተያያዘውትምህርትጋርየተዛመደአንድዋጋያለውትምህርትእንዲማርማድረግነው።እርምጃመውሰድ/ቅጣትብቻመሆንየለበትም።ለምሳሌ፦አንድመምህርተማሪውበሚገባእንደሚያውቃቸውበግልፅእየታወቀብዙየሂሳብፕሮብሌሞችበቅጣትመልክመስጠትአይችልም።አሰልቺየድግግሞሽስራምእንደመቀጮመፈቀድየለበትም።አንድአስተማሪአንድንተማሪአንድአረፍተነገርደጋግሞእንዲፅፍወይምከመዝገበቃላትእንዲገለብጥማድረግየለበትም።የአንድተማሪትግባሬዎችለምንልክእንዳልነበሩየሚገልፅመጣጥፍመፃፍአንድተቀባይነትያለውአካዴሚያዊእርምጃነው።

አንድተማሪምንግዜም/በፍፁምበአካልመቀጣትየለበትም።ቢሆንም፣ድብድብለመገላገል፣ረብሻ/ሁከትለመከላከል፣ወይምበት/ቤትግቢወይምት/ቤትባሰማራውጉዞላይየሚረብሽተማሪንለማስቆምናለመቆጣጠርየት/ቤትሰራተኞችየተመጣጠነሃይልመጠቀምይችላሉ።በሞንጎሞሪካውንቲየሕዝብት/ቤቶችደንብ"MCPSRegulationJGA-RA"የመማሪያክፍልአስተዳደርእናየተማሪስነ-ምግባርቁጥጥር"ClassroomManagementandStudentBehaviorInterventions"በተገለጹየተወሰኑሁኔታዎችስርካልሆነበስተቀርበአካላዊእገዳወይምበማግለልመቅጣትክልክልነው።

የክፍልወይምየፈተናውጤቶችምንግዜምቢሆንበስነ-ስርዓት/ዲሲፕሊንእርምጃመልክአይስተካከሉም።ቢሆንም፣በMCPSደንብ"IKA-RA"መሰረት፣የክፍል/የፈተናውጤትአሰጣጥናሪፖርት"GradingandReporting"አንድተማሪበትምህርትማጭበርበርላይከተገኘ፣መምህሩዜሮሊሰጠውይችላል።

የመናፈሻ/እረፍትሊታገድየሚችለውበርእሰመምህሩ/ሯወይምተወካይፈቃድለተማሪዎችደህንነትየሚያሰጋነገርካለ(የመገልገያመሳርያ/እቃዎችየጥገናስራእየተካሄደካለ፣ወይምበመጥፎየአየርጠባይ)፣ወይምተማሪውለራሱ/ለሌሎችምአስጊሁኔታላይሲሆንበተጨማሪMCPSሰራተኛምግብወይምከምግብጋርየተያያዘማነቃቅያእንዳይሰጥበዲስፕሊን/በጥፋትምክንያትየታገደከሆነ/ች

ጥቂትአባላትበፈፀሙትድርጊትምክንያትየቡድናቸውአባላትበሙሉሊቀጡበትአይገባም።ለምሳሌ፦አንድተማሪክፍልውስጥቢረብሽአስተማሪውበክፍልየሚገኙትንተማሪዎችበሞላበጊዚያዊነትማገትአይችልም።ለትግባሬውተጠያቂውሰውባይታወቅምይህህግየፀናይሆናል።

� በዲሲፕሊንውሳኔዎችተፅእኖያላቸውታሳቢዎች

የሞንጎሞሪካውንቲየሕዝብት/ቤቶች(MCPS)ሰራተኞችግልፅነትየተሞላበት፣በልጆቹየእድገት/እድሜአንፃርተገቢመስፈርቶችንበመጠቀምቅጣቶችሚዛናዊናፅኑመሆናቸውንእያረጋገጡየዲሲፕሊንውሳኔዎችንያከናውናሉ።አጠቃላይሁኔታዎችንበመገምገምየት/ቤትሠራተኞች"የአፃፋውንተመጣጣኝነት"ከዚህበላይከተሰጡትምሳሌዎችጋርበማስተያየትመገምገምናየሚከተለውንመመዘኛከተማሪዲስፕሊንጋርማገናዘብይኖርባቸዋል።

1. የተማሪእድሜ(Pre-K-3)እገዳእናየማባረርቅጣትበአጠቃላይአይፈጸምባቸውም።*

2. ከዚህቀደምየነበሩአሳሳቢየዲሲፕሊንጥፋቶች(የተቀዳሚግድፈትአይነት፣የቀደሙጥፋቶችብዛት፣እናለተመሳሳይጥፋትተግባራዊየሆኑየዲሲፕሊንእርምጃደረጃዎችንበማካተት)።

3. የተማሪንባህርይ/ስነ-ምግባርለመገንዘብየሚያስችሉየበስተኋላመረጃባህላዊወይምየቋንቋታሳቢዎች፣

*በቅርቡተሻሽሎበወጣውየስቴትሕግመሰረት"Pre-K–2"ተማሪዎችንማባረርበጥብቅየተከለከለገደብተጥሏል።ርዕሰመምህሩ/የሚመለከታቸውከፍተኛ ጉዳት ሊደርስበት/ሊደርስባት እንደሚችል እርግጠኛ ካልሆነ በስተቀር፣ከት/ቤቶችድጋፍእናማሻሻያቢሮየPreK-2ተማሪንለጊዜውከመታገዱወይምከመባረሩአስቀድሞሕጉመከበርሩንለማረጋገጥፈቃድማግኘት ይኖርባቸዋል። ስለ ማባረር እና ከት/ቤት ማስወጣት የሞንጎሞሪካውንቲየሕዝብት/ቤቶችንደንብ"MCPSRegulationJGA-RB"ይመልከቱ።

� የዲሲፕሊንእርምጃዎችየMCPSማስተማርንእናመማርንለመደገፍቀጣይነትያላቸውትምህርታዊስልቶችንእናየዲሲፕሊንግብረመልሶችንይጠቀማል።

MCPSአንድንተማሪበዲስፕሊንምክንያትወደሌላት/ቤትየመመደብወይምወደአማራጭየትምህርትፕሮግራምየመመለስመብትእናስልጣንአለው።አንድተማሪበዲሲፕሊንምክንያቶችወደአማራጭየትምህርትፕሮግራምከተላከ፣በMCPSደንብJGA-RCየአካልጉዳተኝነትያላቸውተማሪዎችእገዳወይምስንብት"SuspensionandExpulsionofStudentswithDisabilities"በሌላካልተገለፀበስተቀርእንደጊዜውአረዛዘም"የተራዘመእገዳወይምስንብት"ተብሎይታሰባል።

ለተወሰነጊዜተማሪውንማግለል/time-out፣መምህር-ከተማሪውጋርስብሰባteacher–studentconferenceየማሰላሰልወንበር/reflectionchair፣አቅጣጫመለወጥ/redirection(ለምሳሌ፣የሚናጨዋታ/roleplay)፣የሚቀመጥበት/የምትቀመጥበትቦታለውጥ፣ቤትመደወል፣በመመርያክፍልየተሰጠልዩመብትማጣት፣ወይምየይቅርታደብዳቤእንዲጽፍ/እንድትጽፍበመሳሰሉየመማርያክፍልስልቶችንበመጠቀምተማሪዎችበስነምግባራቸውላይእንዲያስቡማትጋት።

የማህበረሰብአገልግሎት ተማሪዎችማህበረሰብንበሚጠቅሙየተለያዩስራዎችላይእንዲሳተፉማድረግ(ለምሳሌ፦ሾርባበሚዘጋጅበትወጥቤትማሰራት፣በት/ቤትወይምበሌላምስፍራብዙሰዎችየሚጠቀሙበትንቦታማፅዳት፣ወይምየአዛውንቶችመጠቀሚያቦታላይመርዳት)

የግጭትአፈታት ግጭቶችንበሰላማዊመንገድየመፍታትሀላፊነትተማሪዎችእንዲወስዱለማገዝበስልቶችመጠቀም።ተማሪዎች፣ወላጆች/አሳዳጊዎች፣መምህራን፣የት/ቤትሰራተኞች፣እናወይምርእሰመምህራንግጭትናንዴትንመቆጣጠር፣በንቃትማዳመጥ፣እናውጤታማግንኙነትንየመሳሰሉችግሮችንየመፍታትክህሎቶችናቴክኒኮችንበሚያራምዱእንቅስቃሴዎችላይይሳተፋሉ።

በቁጥጥርስርመዋል አንድንተማሪከትምህርትበፊት፣በምሳወቅት፣በነፃየእርፍትጊዜ፣ከትምህርትበኋላ፣ወይምበቅዳሜናእሁድለተወሰነጊዜበተለየመማርያክፍልእንዲገኝማድረግ።ተማሪዎችንከመደበኛውየትምህርትሠዓትውጭታግደውእንዲሰሩከመደረጋቸውአስቀድሞት/ቤቶችለተማሪዎቹወላጆችማሳወቅአለባቸው።

ማሰናበት ወላጅ/አሳዳጊበማሳወቅአንድንተማሪለ45ቀናትወይምከዚያበላይከመደበኛየትምህርትፕሮግራምእንዲገለልለማድረግየሚቻለውበሚከተለውሁኔታብቻነው።

1. ዋናየትምህርትቤቶችተቆጣጣሪባለስልጣን/ተወካይተማሪውከት/ቤትእንዲገለልከተወሰነውጊዜአስቀድሞየተመለሰእንደሆነበሌሎችተማሪዎችወይምበሰራተኞችላይጉዳትማስከተሉአይቀሬነቱንሲያረጋግጥ፣

2. የት/ቤቶችየበላይተቆጣጣሪ/ተጠሪተማሪውንየማግለልወቅትእጅጉንሊያጥርየሚቻለውንያህልይወስናል፤እና

3. የተወገደውተማሪበስኬታማሁኔታወደመደበኛየአካዳሚፕሮግራሙሊመለስይችልዘንድየት/ቤቱስርአትተመጣጣኝየትምህርትአገልግሎቶችእናተገቢየስነ-ምግባርድጋፍይሰጠዋል።COMAR13A.08.01.11(B)(2)(a-c).

ተግባራዊየስነ-ምግባርግምገማእናየእርምትእርምጃእቅድ

ተግባራዊየስነ-ምግባርግምገማስለተማሪውተገቢያልሆነወይምረብሸኛስነ-ምግባርመረጃዎችይሰብስብናየህንንስነ-ምግባርለማረምወይምለማስተዳደርየት/ቤትሰራተኞችመውሰድያለባቸውንአቅርቦትይወስናል።ከዚያምመረጃውየተማሪውንየስነ-ምግባርእርምትእርምጃእቅድለማዳበርይጠቅማል።የስነ-ምግባርእርምትአዎንታዊየስነ-ምግባርማረሚያእርምጃዎች፣ስልቶችያቀርባልእናምተገቢያልሆነወይምረብሸኛየት/ቤትስነ-ምግባርንለማረምበት/ቤትየተተለመውንይደግፋል።

በት/ቤት-ውስጥየሚወሰድእርምጃ፡

አንድንተማሪበት/ቤትህንፃውስጥከመደበኛየትምህርትፕሮግራምማስወገድነገርግንተማሪው/ዋየሚከተሉትንለማድረግእድሎችአሉ(ሏ)ት—

(i) በአጠቃላይስርአተትምህርትበአግባቡእንዲካሄድ፤

(ii) ተማሪውየአካልጉዳተኝነትያለውተማሪከሆነበህጉመሰረትበተማሪውIEPእንደተወሰነውልዩትምህርትናየተዛመዱአገልግሎቶችመቀበል፤

(iii) በመደበኛየትምህርትክፍልሊያገኝከሚገባውጋርተመጣጣኝየሆነትምህርትመቀበል፤እና

(iv) ተገቢእስከሆነድረስከእኩዮችጋርበወቅታዊየትምህርትፕሮግራማቸውመሳተፍ።COMAR13A.08.01.11(C)(2)(a).

የምክር-ጠቋሚፕሮግራም ተማሪዎችንስለራሳቸውየአካዳሚ/ትምህርት/እናማህበራዊእድገትሚያበረታታ/የሚያሰለጥን/የሚያግዝሰውጋርማቀናጀት(ለምሳሌ፡ከምክርሰጪ፣መምህር፣የትምህርትሥራባልደረባ፣የትምህርትጓደኛ፣ወይምየማሕበረሰብአባል)

ወላጅንመድረስ ወላጆችን/አሳዳጊዎችንስለልጃቸውስነ-ምግባርእናዲሲፕሊንንበሚመለከትማሳወቅ፣ተገቢያልሆነወይምረብሸኛስነ-ምግባርንበማረምረገድእርዳታቸውንበመጠየቅ።

ተማሪዎችን፣ወላጅ/አሳዳጊዎችን፣መምህራንን፣የት/ቤትሰራተኞችን፣እና/ወይምርእሰመምህራንንስለተማሪዎችማህበራዊ፣አካደሚያዊ፣እናከስነ-ምግባርጋርየተያያዙየግልጉዳዮችንበሚመለከቱአይነተኛየስነ-ምግባርመፍትሄዎችውይይቶችማሳተፍ።

የእኩያ/አቻግልግል ስልጠናያገኙተማሪዎችእንደገላጋይ/ሽማግሌየሚያገለግሉበትናእኩዮቻቸውግጭቶችንበማስወገድመፍትሄዎችንበማዳበርእንዲያግዟቸውየሚደረግበትየግጭትመፍቻዘዴተግባራዊማድረግ።

ተማሪወደአማራጭት/ቤትገብቶአማራጭየትምህርትፕሮግራምእንዲከታተልለት/ቤትአስተዳዳሪ/ዎችማስተላለፍ/አስተያየትመስጠት

እፆችንመጥፎአጠቃቀም(SubstanceAbuse)ማስተላለፍየምክርአገልግሎቶች

ከርእሰመምህርወይምተወካይጋርበመመካከር፣ወደአካባቢየጤናመምርያወይምየማህበረሰብፀረ-ዕፅአገልግሎትመጥፎየዕፅአጠቃቀምጋርለተያያዘየምክርአገግሎትበት/ቤትውስጥምሆነከት/ቤትውጭአገልገሎቶችወደሚሰጡበትተማሪዎችንመምራት።

ወደማህበረሰብአገልግሎትድርጅትመምራት/ማስተላለፍ

ከርእሰመምህርወይምተወካይጋርበመመካከርከትምህርትሠዓትበኋላ-ፕሮግራም፣የግልወይምየቡድንየምክርአገልግሎት፣የአመራርእድገት፣ግጭቶችንማስታረቅ፣እና/ወይምግላዊስልጠናወደሚያካትቱየተለያዩአገልግሎቶችተማሪዎችንመምራት።

ወደጤና/የአእምሮጤናአገለግሎቶችመምራት

ከርእሰመምህርወይምተወካይጋርበመመካከር፣ምክርናግምገማእንዲደረግላቸውየሚያስፈልጋቸውተማሪዎችንበት/ቤትየተመሰረቱወይምበማህበረሰብወደተመሰረቱክሊኒኮችወይምሌሎችአገልገሎቶችመምራት/መላክ።ተማሪዎችተገቢወዳልሆኑወይምረብሸኛስነ-ምግባሮችወይምበትምህርታቸውላይአሉታዊተፅእኖየሚያደርጉአሳሳቢጉዳዮቻቸውንከሌሎችገንቢምክርለማግኘትበግልእንዲያጋሩእናበግልየሚፈታተኗቸውንነገሮችለመቋቋምየሚያግዙዋቸውንቴክኒኮችእንዲማሩይበረታታሉ።እነዚህአገልግሎቶችቁጣ/ንዴትን-የመቆጣጠር(anger-management)ትምህርቶችእናበግላጭወይምግልፅያልሆነየግልስልጠናሊያካትቱይችላሉ።

ወደተማሪየድጋፍቡድንመምራት

ከርእሰመምህርወይምተወካይጋርበመመካከርየተማሪንውጤትለማሻሻልየመከላከያናየእርምትቴክኒኮችናአማራጭስልቶችንለማዳበርየት/ቤትአማካሪዎች፣የተማሪፐርሶኔልሰራተኞች፣መምህራን፣ርእሰመምህራን፣የማህበራዊአገልግሎትሰራተኞች(socialworkers)፣የጤናአገልግሎቶች፣የጤናክሊኒክሰራተኞች፣የት/ቤትሳይኮሊጂስቶች፣እናየውጭተቋምተወካዮችንሊያጠቃልልየሚችልየድጋፍቡድንየተማሪውንጉዳይከሚከታተለውሰው(casemanager)ስርማሰባሰብ።የተማሪድጋፍቡድንጥረትካደረገበኋላስነ-ምግባሩካልተሻሻለበአካባቢውየት/ቤትስርአትየሚመራአማራጭትምህርትምደባየአመዳደብክለሳ/ድህረእይታእንዲደረግቡድኑሊጠይቅይችላል።

ከትምህርትተጓዳኝእንቅስቃሴዎችመወገድ

ስፖርትንናየት/ቤትክበቦችንጨምሮ፣የተማሪንከትምህርት-ተጓዳኝእንቅስቃሴዎችየመሳተፍመብትመከልከል፣ወይምየመስክጉዞመከታተልወይምበት/ቤትዳንስመሳተፍንየመሳሰሉየት/ቤትክንውኖችተሳትፎማገድ።ስነምግባሩየዚህንአይነትምላሽአስገዳጅካደረገው፣ለጎደለውእንቅስቃሴበተማሪውየተከፈሉገንዘብካለናከተቻለመመለስአለባቸው።

ወደቦታውመመለስ/ካሳ በተማሪውስነ-ምግባርምክንያትበሌሎችላይለደረሰጥፋት፣ብልሽት፣ወይምጉዳትተማሪውእንዲክስመጠየቅ።ካሳውበገንዘብወይምተማሪውንበት/ቤትፕሮጀክትስራእንዲሰራበመመደብወይምበሁለቱምሊከናወንይችላል።

በCOMAR13A.08.01.11(D)መሰረት፣አንድተማሪየስቴትወይምየአካባቢህግወይምደንብከጣሰ/ች፣እናበዚያጥሰትምክንያትየት/ቤትንብረትወይምበት/ቤትንብረትላይየነበረየሌላሰውንብረትያበላሸ፣ያፈረሰ፣ወይምዋጋውበጣምእንዲወርድካደረገ/ች፣ከተማሪው/ዋ፣ከተማሪው/ዋወላጅ/አሳዳጊ፣እናከሌሎችአግባብካላቸውግለሰቦችጋርበጉዳዩውይይትካደረገ/ችበኋላ፣ርእሰመምህሩ/ሯተማሪው(ዋ)ንወይምየተማሪው(ዋ)ንወላጅ/አሳዳጊለባለቤቱወደቦታውመመለስ/ካሳያስገድዳል/ታስገድዳለች።የገንዘብካሳከ$2,500ወይምከንብረቱየገበያዋጋግምትወይምከሁሉቱየአነስተኛውንዋጋመብለጥየለበትም።

ተሐድሶ(Restorative)አፈፃጸም፡

በንቃትመልሶየማደስተግባርአወንታዊየት/ቤትአከባቢ(ሁኔታ)ለመመስረትናለመንከባከብእናምበተደራጀ/በተዋቀረሁኔታማህበራዊክህሎቶችንለማስተማርደረጃውንየጠበቀአገልግሎትለመስጠትይጠቅማል።የተሐድሶተግባሮችየሚገለገሉባቸውእርምቶች፣ምላሽ/አፃፋ፣እና፣በተጠቂውላይየተፈፀመጉዳትንጨምሮ፣በአንድክውነትየተቀሰቀሰጉዳትንለመለየትናለማያያዝ፣እናጉዳትያስነሳውንተማሪሁኔታየሚታረምበትንዕቅድማዳበርያናቸው።

በት/ቤት-የሚደረግወይምየማህበረሰብስብሰባ

ተማሪዎችን፣የት/ቤትሰራተኞችንእናበግጭቱየተሳተፉሌሎችንበርእሱለመወያየት፣ጉዳዮችንለመፍታት፣እናመፍትሄዎችለማቅረብመሰብሰብ(ለምሳሌ፡-“DailyRap,”“MorningMeetings”)።

እገዳ(ለአጭርጊዜከት/ቤትውጭ)

ለወላጅ/ለአሳዳጊበማሳወቅበርዕሰመምህርአማካይነትአንድንተማሪበዲስፕሊንማጓደልምክንያትከሦስትቀኖችለማይበልጥጊዜከት/ቤትማባረር።

ለወላጅ/አሳዳጊእያስታወቁ፣በዲሲፕሊንጉድለትምክንያቶችየአንድተማሪከት/ቤትከ4እስከ10የትምህርትቀኖችበርእሰመምህሩ/ሯመታገድ።

ለወላጅ/አሳዳጊእያስታወቁ፣አንድንተማሪከተማሪውመደበኛየት/ቤትፕሮግራምከ11እስከ45የትምህርትቀኖችመታገድ፣ይህምሊሆንየሚችለውበሚቀጥሉትሁኔታዎችብቻነው፡-

1. የት/ቤቶችየበላይተቆጣጣሪ/ተጠሪየሚከተሉትንሲያረጋግጥ፡-ሀ/የተወሰነውየእገዳጊዜከመፈፀሙበፊትየተማሪው/ዋወደት/ቤትመመለስበሌሎችተማሪዎችናሰራተኞችላይከባድጉዳትያደርሳልተብሎየሚታሰብከሆነ፤ወይም

ለ/ተማሪው/ዋበሙሉትምህርትቀንበሌሎችተማሪዎችየትምህርትሂደትያደረገውተደጋጋሚናመጠነሰፊበሆነረብሻ/የትምህርትቀንመዛባትያስከተለ፣እናምሌሎችበቅርብያሉናተገቢየዲሲፕሊንእርምጃዎችተሞክረውውጤትያልተገኘከሆነ።

2. የት/ቤቶችየበላይተቆጣጣሪ/ተጠሪየእጋዳውንወቅትእጅጉንሊያጥርወደሚችልበትጊዜይቀንሳል።

3. ተማሪው(ዋ)ንወደመደበኛአካዴሚያዊፕሮግራምበስኬትእንዲመለስ/እንድትመለስለማድረግት/ቤቱለተወገደ(ች)ውተማሪተመጣጣኝየትምህርትአገልግሎቶችእናተገቢየስነ-ምግባርድጋፍያቀርብለ(ላ)ታል።

ከመማርያክፍልበጊዚያዊነትመወገድ።

በመማርያክፍልናበመምህርየሚመሩእርምትምሳሌዎችእነዚህየእርምትእርምጃዎችየተተለሙትለተማሪዎችአክብሮትንአውቀውለሰላማዊአካባቢአስተዋፅኦእንዲያደርጉአግባብያለውስነ-ምግባርለማስተማርነው።መምህራንየተለያዩየማስተማርናየመማርያክፍልንየመምራትስልቶችንተግባራዊእንዲያደርጉይበረታታሉ።ተገቢሲሆን፣ስኬታማመማርናየእርምትእርምጃዎችንውጤትዘላቂነትለማረጋገጥ፣እናምለተማሪውተገቢያልሆኑስነ-ምግባርወይምረብሸኛስነ-ምግባርአስተዋፅኦየሚያደርጉትንሁኔታዎችለመለወጥ፣መምህራንተማሪውንየመደገፍስርአትላይለመሳተፍይችላሉ።እነዚህየስነምግባርእርምቶችበስራላይየሚውሉትደረጃበደረጃመሆንአለበት።

• በመማርያክፍል-የተመሰረቱርምጃዎች(ለምሳሌ፣የቃልእርምት፣በፅሁፍይቅርታ፣ማስታወስ/ሌላእቅጣጫመቀየስ፣ገፀ-ባህርይመስራት፣እለታዊየክንውንማስታወሻ)

• በቁጥጥርስርማዋል• የማገገሚያተግባሮች(በመማርያክፍልየተመሰረቱ)• የእኩያዎችየእርቅሽምግልና• በት/ቤትየተመሰረተግጭትየማስወገድመፍትሄ

• በት/ቤትየተመሰረተስብሰባ• ወላጅን/አሳዳጊንማግኘት(ወለጅ/አሳዳጊንበቴሌፎን፣በኢሜይል፣ወይምበቴክስትመገናኘት)

• ለሌሎችይፋያልሆነበት/ቤትየተመሰረተየመከላከልምክር/ክትትልማድረግ

• ከት/ቤትየምክርአገልግሎትእናመገልገያባለሙያዎችክትትልማድረግ

2ኛደረጃ

በመምህር-የሚመሩ/በአስተዳደርየተደገፉየእርምትምሳሌዎችእነዚህየእርምትርምጃዎችየተተለሙትተማሪዎችአክብሮትንአውቀውለሰላማዊአካባቢአስተዋፅኦእንዲያደርጉተገቢስነምግባርለማስተማርነው።ከነዚህአብዛኛዎቹእርምትርምጃዎችየተማሪውንየስነምግባርማሻሻልድጋፍዘዴዎችንበማዋሃድእናለተማሪውተገቢያልሆነወይምረብሸኛስነምግባርአስተዋፅኦየሚያደርጉሁኔታዎችንለመለወጥየተተለሙናቸው።እነዚህግብረመልሶች፣ባንድበኩልተማሪውንከት/ቤትእንዳይለይእየተደረገ፣በጉዳዩአስከፊነትላይበማተኮርእናወደፊትሊያደርስየሚችለውንከፍተኛጉዳትአስተዋጽኦበመግለፅስነምግባርንየማረምአላማአላቸው።እነዚህግብረመልሶችአገልግሎትላይየሚውሉትደረጃበደረጃመሆንአለበት።ለማንኛውምከባድክውነትወይምየተማሪዎችንጤንነትወይምደህንነትሊነካየሚችልሁኔታዎችንመምህሩ/ሯወደአስተዳደራዊድጋፍማስተላለፍአስፈላጊነው።

በመምህር-የሚመራበመማርያክፍልደረጃሊከናወንይችላል

• በትምህርትክፍልውስጥየተመሰረቱእርምቶች(ለምሳሌ፣የቃልእርምት፣የፅሁፍይቅርታ፣ማስታወስ/ሌላአቅጣጫመቀየስ፣ገፀ-ባህርይመጫወት/መስራት፣እለታዊክንውንመመዝገብ)

• የስነምግባርስምምነት• ወላጅ/አሳዳጊንማግኘት(ወለጅ/አሳዳጊንበቴሌፎን፣በኢሜይል፣ወይምበቴክስትመገናኘት)

• ከት/ቤትየምክርአገልግሎትሰጭ/የመገልገያባለሙያዎችክትትልማድረግ

የዲሲፕሊንእርምጃሰንጠረዥ/Matrixየተመሰረተውበሜሪላንድስቴትየትምህርትቦርድየስነምግባርህግነው።ከMCPSወቅታዊየዲሲፕሊንፍልስፍና፣እንዲሁምከሚመለከታቸውወገኖችአስተያየትጋርለማቀናጀትየተወሰኑክለሳዎችተደርገዋል።ሰንጠረዡ/Matrixተገቢላልሆነረባሽየተማሪስነምግባርደረጃቸውንየጠበቁመወሰድያለባቸውተከታታይሃሳቦችንያቀርባል፤የት/ቤትሰራተኞችየሁኔታዎችንአጠቃላይይዞታበማገናዘብየቦርድመመርያዎችን፣የMCPSደንቦችን፣እንዲሁምአግባብያላቸውየፌደራልናየስቴትህጎችንየሚያከብርየዲሲፕሊንእርምጃዎችንመውሰድይችላሉ።ሰንጠረዡሊደርሱየሚችሉተገቢያልሆኑወይምረብሻ-ነክስነምግባሮች(በስቴትማገጃኮድየተለዩ)እናተገቢጣልቃእርምጃዎችወይምውጤቶችንዝርዝርይዟል።ዓላማውአምስትየተለያዩእርከኖችያሉትየድጋፍ፣የማስወገጃ፣እናለተማሪዎችተገቢያልሆኑወይምረብሻ-ነክስነምግባሮችአስተዳደራዊእርምጃቀደምብሎከተሰጠውመግለጫእናሰንጠረዥጋርአብሮስራላይእንዲውልነው።

የSROsሚናበሞንጎሞሪካውንቲየሕዝብት/ቤቶች(MCPS)ውስጥበተመደቡበትት/ቤትሰላምንለማራመድየት/ቤትሰራተኞችንማገዝእናበወኪልድርጅታቸውናበMCPSባለስልጣኖችለት/ቤትናከፖሊስጋርለሚያያዙቅሬታዎችናክውነወቶችእንደአገናኝመኮንንሆኖማገልገልነው።
