Barry Baughier joined PFM in 2009 and is based in the Dallas, Texas office. Mr. Baughier has experience working with local governments throughout Texas, ranging from cities, counties, school districts, universities, colleges, and special districts. He assists his clients in identifying both short term and long-term investment options, while working with client portfolios ranging from $10 million to over $1 billion. Barry has helped structure client’s portfolios for bond proceeds investing, operating and reserve funds, and contractual obligations. He also assists clients with cash flow forecasting in order to add value to portfolio performance. He has been a member of the Government Finance Officers’ Association of Texas (GFOAT), the Texas Association of School Business Officials (TASBO) and the Government Treasurers’ Organization of Texas (GTOT). He has taught PFIA training courses throughout the state with topics ranging from Cash Flow Forecasting to Investment Strategy Implementation. Barry earned a Bachelor and Master of Business Administration degree from Texas A&M University-Commerce and holds Financial Industry Regulatory Authority (FINRA) Series 6 and 63 licenses.

TACCBO President-Elect

Neil VickersExecutive Vice President,Finance and Administration and CFOAustin Community College District

Neil Vickers is Executive Vice President, Finance and Administration, and Chief Financial Officer at Austin Community College District (ACC). He is directly responsible for the College’s budget, financing and investment activities as well as the departments of Business Services, Human Resources, Information Technology, and Facilities & Construction, Business Processes & Initiatives and Records & Information Management.

Mr. Vickers earned a bachelor’s degree in Mathematics from the University of Texas at Austin, and a Master of Accountancy from Texas State University. His coursework includes over 40 credit hours taken at ACC. Mr. Vickers has been a licensed Certified Public Accountant since 2003. He has also taught as an adjunct faculty member in ACC’s Accounting Department.

Neil served as Treasurer of TACCBO for 1½ years from February 2016 through June 2017 and is currently President-Elect.

Welcome

Stephen C. HeadChancellor,Lone Star College

Stephen C. Head, Ph.D. was appointed as the fourth chancellor of the Lone Star College System in 2014 after a thirty-year history of high-level positions at LSCS including President of Lone Star College-North Harris, Executive Vice Chancellor, acting Chief Executive Officer, interim President at Montgomery College and President of Kingwood College. His focus is on student access, equality, success and completion; academic quality; workforce programs in alignment with community needs; and collaborative agreements with educational, business and local civic organizations.

His values include operating the college on a sound, fiscally conservative model based on data, efficiencies, accountability and common sense. He also emphasizes transparency, ethical behavior and a culture of high expectations and achievement.

Dr. Head received his Ph.D. in History from Texas Tech University. He earned a Master of Arts degree in History and a Bachelor of Arts degree in History from Lamar University in Beaumont Texas. In addition, he previously taught history undergraduate and graduate classes for LSCS and university partners, and graduate classes in community college leadership and higher education finance.

Dr. Head has served on the board of five area chambers of commerce and three economic development districts or councils. He currently serves on the Executive Committee for the Texas Association of Community Colleges and the Executive Committee for the American Association of Community Colleges. He is a frequent presenter at state and national conferences on community college issues. In 2016, he was appointed by Governor Abbott to serve on the Texas Economic Development Council.

Julian Alvarez IIICommissioner Representing Labor,2016 - Present

Julian Alvarez III is the Commissioner Representing Labor of the Texas Workforce Commission. Gov. Greg Abbott reappointed him to the three-member Commission on March 7, 2017. His Commission appointment expires February 1, 2023.

The Commissioner Representing Labor represents the interest of more than 13 million Texas workers with respect to TWC services and ensures that their concerns are considered in all Commission actions.

Prior to his appointment, Commissioner Alvarez served as president and CEO of the Rio Grande Valley Partnership fostering relationships and coordinating programs to advance regional economic development and employment opportunities. He also served as a Texas regional director for the U.S. Senator Kay Bailey Hutchinson advising on legislative and policy issues related to South Texas. Prior to that, Alvarez served on the South Texas Drug Task Force as a state trooper for the Texas Department of Public Safety (DPS). After his service with DPS, Alvarez inspired stewardship and leadership as the director of college information for Texas State Technical College in Harlingen.

Adam JonesWeaver

Adam Jones is an independent management consultant, lobbyist and writer. He served from 2003 to 2012 as the Deputy Commissioner and Chief Operating Officer of the Texas Education Agency. He left public service to build and lead the state government and Austin advisory practice for Weaver LLP, the largest independent CPA firm in Texas and the Southwest. He still holds a position on the risk advisory staff of Weaver, where his practice areas include organizational assessment, IT governance, risk assessment, business process improvement and internal audit, including engagements for community colleges and other large governmental organizations.

His experience as a management consultant and advocate spans both public and private sectors, giving him a keen understanding of Texas politics and the state economy. He is a former director of the Texas Senate Education Committee and served two terms on the board of directors of the Texas Department of Information Resources. He is a current appointee to the state Charter School Finance Corporation.

Adam has consulted for some of the most influential education institutions, non-profit organizations and businesses in the country, including Rice University, the National Math and Science Initiative, the Foundation for Excellence in Education, The Flippen Group and Reasoning Mind. His clients benefit from his insider knowledge of state budget and finance, gained through positions with both the House Appropriations Committee and the Legislative Budget Board in addition to his vast experience as an agency fiduciary and executive. A frequent, sought-after speaker and author on a diverse range of topics, his book Rose Bowl Dreams: A Memoir of Faith, Family and Football was published in 2008 (St Martin’s/Thomas Dunne). He graduated with a master’s degree in public policy from Duke University and a bachelor’s degree in economics from the University of Texas at Austin.

Bill AltTouchNetBill has been with TouchNet Information Systems for the past 5 years with his primary focus on the state of Texas. He currently serves as the Regional Sales Manager for the campus card division, TouchNet OneCard, providing an integrated, mobile campus card solution for their clients. Bill brings over 14 years experience in the software as a service industry.

Susan AndersonValley View Consulting, LLCMs. Anderson has extensive public fund experience, beginning in 1971 with her first government position at the City of Austin, Texas. She served the City in the Financial Services Division for over twenty-five years. Investment strategies developed for City funds, pension funds and deferred compensation funds spanned the entire spectrum of eligible investment products, including fixed income, equity and international funds.

Following her retirement from the City of Austin, Ms. Anderson served as Chief Investment Officer for the State of Texas where she was responsible for the management of $35 billion of combined operating, endowment and trust funds. After her public service, she joined the national financial and investment advisory firm, The PFM Group, where she continued to develop her knowledge of public fund investment.

Throughout her career, Ms. Anderson has been involved in professional organizations for public sector officials. She has been a member of the Government Finance Officers Association (Texas and national), held officer positions in the Government Treasurers’ Organization of Texas (also chaired their Legislative Committee), and the Texas Association of School Business Officials.

Ms. Anderson earned a Bachelor of Science, Business Administration degree in Finance from St. Edward’s University. She is a Certified Cash Manager and a registered investment adviser representative. Ms. Anderson founded Anderson Financial Management, L.L.C. in 2008 and has partnered with Valley View since then to bring her expertise to the investment advisory team.

Shelley ArnoldERS and Comptroller’s OfficeFiscal Integrity Division, Financial Reporting SectionShelly Arnold is the current supervisor over the Financial Reporting Section in the Fiscal Management, Fiscal Integrity division of the Texas Comptroller of Public Accounts. Prior to becoming the supervisor in 2014, she was a team lead from August 2012 through June 2014 and financial reporting analyst from November 2002 through May 2004.

Shelly has also worked in the Fiscal Systems section of Fiscal Management as a USAS systems analyst from June 2004 through March 2008. She is a 1990 graduate of Abilene Christian University with a Bachelor’s degree in Business Administration, majoring in Accounting. She is a licensed Certified Public Accountant in the State of Texas. Shelly has experience in the private sector in tax and financial accounting. She has extensive experience in state government, having worked at multiple state agencies.

William T. BasingerAssociation of Records Managers and Administrators (ARMA)William graduated in 1998 with a BA from St. Edward’s University in Austin, TX. He spent 7 years in Contracts Administration for a telecommunications company before joining the Records Management ranks in 2007 where he managed an in-house Records Center at AT&T Wi-Fi Services. William is currently an AVP at BBVA Compass, where he transitioned in 2010, managing vendor consolidation, retention schedule creation, training development and most currently implementing an electronic information management solution to organize and manage the unstructured data across the company’s footprint.

William has been an active member of ARMA. He has served on the Austin ARMA Board as Newsletter Editor, WebMaster Co Chair, Vice President, President and is currently the Chapter Immediate Past President. He achieved his Certified Records Manager certification in Mar of 2016 and received his certificate in Understanding the Generally Accepted Record Keeping Principles (the Principles

Clen BurtonCollege of the MainlandClen Burton is the father of Clay and Shelby, boy and girl twins. He is married to the former Michelle Barkate and is a native of Baton Rouge, Louisiana.

Clen currently serves as the Vice-President for Fiscal Affairs at the College of the Mainland and as an adjunct accounting instructor. From 2004 to 2012, he served as the Vice-Chancellor of Finance and Administration for River Parishes Community College. Prior to his employment in higher education, he worked in healthcare, public accounting, and the construction industry.

Clen has a doctorate in human resource education, a master’s degree in accounting and a bachelor’s degree in speech communication from Louisiana State University. Later in life, he earned an associate’s degree in computer information systems from Bossier Parish Community College. He is a Certified Public Accountant, has passed the Certified Internal Auditor and the Certified Information Systems Auditor Exams, and is a Certified Microsoft Office Instructor.

In addition to being a member of the Dickinson Rotary Club, Clen has an unhealthy passion for LSU football and officiated high school football for seven seasons. He also enjoys the outdoors and spending time with his children.

Mark ChiTRSMark Chi began working at the Teacher Retirement System of Texas (TRS) in July 2008 as a Benefit Counselor, after many years working as a financial advisor. In February 2012 he transferred to Benefit Accounting as a TRAQS consultant and is currently the supervisor in the department.

Mark has extensive experience in developing and conducting workshops and seminars for TRS reporting officials. He represents TRS at annual conventions held throughout the state. Mark believes in the principles of hard work, honesty, loyalty, and dedication to our members of TRS.

Tammy CortesLone Star CollegeTammy Cortes currently serves as the Associate Vice Chancellor for Budget and Treasury at Lone Star College with oversight of the system’s $374M Operating Budget, financial analysis, property tax, debt and treasury operations. She has been with Lone Star College since 2001 and has held several management positions within the finance area. She also led the implementation of the General Ledger module in PeopleSoft Finance. Ms. Cortes was a member of the General Ledger advisory group for the Higher Education User Group from 2012 – 2018. HEUG is a Non-Profit organization comprising of institutions of Higher Education that use application software from the Oracle Corporation (PeopleSoft).

Prior to joining Lone Star College, Ms. Cortes worked in the accounting department at the Harris County Department of Education. Ms. Cortes has over 25 years of accounting and finance experience with the last 22+ years’ experience in the governmental setting.

Tammy earned her Bachelor of Business Administration in Accounting from Prairie View A&M University. When she is not involved in projects with LSC or taking classes toward earning her MBA through Sam Houston State University, she enjoys cooking, reading and spending time with her family.

He initially was hired on with the college in 1990 as a Special Projects Accountant and now his responsibilities include overseeing all aspects related to the College business offices; overseeing the Bond, Cash Management, and Investment revenues and expenditures, in addition to payroll operations and also serves as the Banner Finance team leader.

Jacob FraireTexas Association of Community Colleges (TACC)Jacob Fraire serves as President and Chief Executive Officer of the Texas Association of Community Colleges (TACC). Appointed as TACC’s chief executive in January 2016, he leads TACC’s core mission and strategies for creating a public policy ecosystem and associated state funding to advance the state’s 50 independently-governed public community colleges. Mr. Fraire serves as the association’s chief executive and chief advocate. He serves in partnership with the Texas Success Center to ensure that TACC’s policy advocacy mission is aligned with institutional practice, innovation, and research.

Before joining TACC, Mr. Fraire served as vice president of philanthropy at Trellis Company.

Mr. Fraire has served on multiple state and national advisory committees, including the Board of the Institute for Higher Education Policy (IHEP), a national policy research organization. From 1987 to 1998, Mr. Fraire served as an education advocate and lobbyist in Washington, DC, representing institutions and non-profit organizations in secondary and higher education.

The son of migrant farm workers, Jacob grew up in El Paso, Texas. In May 2013, he was awarded an honorary associates degree of applied arts from El Paso Community College. He also holds a bachelor of science from St. Edward’s University and a Master of Public Affairs from UT Austin. He and his wife, Virginia Fraire, together have five children.

Daniel GravesWeaverDan has more than 12 years of experience in public accounting, including 10 years of internal control process and IT risk management. Robert HallAustin Community CollegeRobert Hall is currently the Manager of Purchasing for the Austin Community College District (ACC) in Austin, Texas. He is responsible for ensuring the integrity of the procurement process through the coordination and monitoring of the purchasing and contracts management activities for ACC, including overseeing the purchase requisitions and purchase orders processing, and ensuring compliance with applicable laws, regulations, and policies. Robert also provides leadership, training, and supervision for purchasing staff and other ACC staff; assists the Procurement and Materials Management Director in planning and providing purchasing-related reports, and preparing purchasing agenda items for approval by the ACC Board of Trustees.

Robert retired from the Texas Health and Human Services Commission (HHSC) on August 31, 2017 after twenty-eight years of dedicated service. During those years, Andy helped ACC to achieve 4 new LEED campuses with Silver and Gold ratings and over 1MW renewable energy portfolio.

Mark KingGSAMark King is GSA’s Customer Service Director for Central and East Texas, located in Austin.

After receiving his Bachelor of Science in Finance from Virginia Tech in 2002, Mark joined GSA as a Financial Management intern, spending 2 years rotating through various budget offices throughout the agency’s central office. Mark later entered the procurement arena by becoming a Contract Specialist at the Greater Southwest Acquisition Center in Fort Worth, TX, where he managed over 100 GSA contracts.

In 2009, Mark King was promoted to his current position where he is responsible for servicing all federal, state, and local governments located in and around the greater Houston and Austin areas; a sales territory of over $2 Billion. Mark also serves as the subject matter expert for his regional organization on issues related to state and local governments’ use of GSA contracts. Ann Kokx-TempletSan Jacinto CollegeAnn Kokx-Templet is the Director of Contracts and Purchasing Services for San Jacinto College. Her experience includes over twenty years in the field of procurement in both the private and public sectors with a primary focus in higher education.

Ann has been in her position with the College for ten years and oversees the procurement and contracting divisions. She directs a team of nine with average expenditures in excess of $200 million annually. Her progressive procurement experience includes private sector, municipal, and procurement positions in community colleges, as well as in the insurance industry. Ann earned her Bachelor of Arts from the University of Michigan and holds both a CPPB and CPPO designation.

Wayne MainesAustin Community CollegeDr. Wayne M. Maines is the Vice President of Safety and Operations at Austin Community College District (ACC). He joined ACC in 2018 and leads the administration of college-wide safety operations. Dr. Maines serves as a member of the President’s Cabinet and provides support for a variety of critical college functions.

Dr. Maines has a thorough understanding of the operations of a large college environment and brings a wealth of relevant experience from his work in the private sector. He holds an associate degree from Fulton-Montgomery Community College, a bachelor’s degree from Cornell University, and earned both his master’s and doctorate from West Virginia University.

Jennifer Mott, CFALone Star CollegeJennifer Mott is the Chief Financial Officer of the Lone Star College System, overseeing financial operations & facilities. The CFO provides strategic financial leadership and is responsible for managing the functional areas of Budget and Treasury, Facilities and Construction, Financial Aid, Financial Reporting and Operations, and Supply Management.

Previously, Jennifer served as Deputy Director of Finance for the City of Houston. Under the leadership of Mayors Bill White, Annise Parker and Sylvester Turner, Jennifer served in several high level management roles. She has expertise in public finance, financial planning, budgeting, and treasury and capital management. Mott played an instrumental role in negotiations with the City’s three pension systems. She managed a $13 billion debt portfolio, $2 billion of liquidity products and increased revenue by $90 million. She also worked with stakeholders to reprioritize the city’s multibillion-dollar capital improvement projects.

Mott is passionate about financial management and has a proven track record of delivering strong leadership in public service. She’s committed to the mission of operating the college system in a fiscally conservative manner, based on data, efficiencies and accountability.

In 2007, Mott received her M.A. in Economics from Boston University. In 2005, she graduated summa cum laude with a B.A. in Economics from State University of New York College at Oswego. She became a certified Chartered Financial Analyst through the CFA Institute in 2013. The Houston Food Bank, Habitat for Humanity and the Gulf Coast Regional Blood Center are places where you can find Mott volunteering. She has two young daughters, Grace and Elsa. She’s originally from central New York but has made Houston her home since 2007. She enjoys traveling and hiking. Some of her favorite trips include the Inca Trail in Peru and The King’s Trail in northern Sweden.

Andrew OvermyerLBBAndrew Overmyer has been an analyst at the Legislative Budget Board since January of 2016. Prior to joining the higher education team, he was the primary analyst for the Texas Lottery Commission, Public Utility Commission, and Texas Department of Housing and Community Affairs. Machelle PharrERS and Comptroller’s OfficeMachelle Pharr is the Chief Financial Officer for the Employees Retirement System of Texas (ERS). Machelle joined ERS in June 2014 as the Assistant Director of Finance for Budgeting and General Accounting with 30 years of state service. In her current role, she leads a team of professionals dedicated to providing high quality, effective and efficient financial services in support of ERS’ mission and goals. The Finance Division works closely with other divisions and external agencies to develop and operate an effective system of financial controls, accounting and budgeting.

Before joining ERS, Machelle served as Chief Financial Officer for the Texas Natural Resource Conservation Commission (now the Texas Commission on Environmental Quality), the Texas Department of Health, and the Texas Department of State Health Services. Immediately prior to joining ERS, Machelle served as Deputy Assistant Director of Homeland Security for the Texas Department of Public Safety, working with the Councils of Governments and Urban Areas Security Initiative Cities to improve the state’s preparedness and ability to prevent and respond to terrorist attacks.

Machelle received a Bachelor of Business Administration in Accounting from the University of Texas at Austin, and is a licensed Certified Public Accountant and Certified Government Financial Manager.

He is a retired Executive Director of Finance for Northeast Iowa Community College (NICC), Calmar Iowa. Jorge RodriguezFTN Financial Capital MarketsMr. Jorge Rodriguez acts as a Senior Vice President of FTN Financial and serves as the Head of Texas Public Finance. With over 30 years’ Public Finance experience, Mr. Rodriguez has acted as Investment Banker or Financial Advisor on in excess of some $40 Billion in new issuances. Mr. Rodriguez has extensive expertise in the structure and marketing of all types of municipal credits.

Mr. Rodriguez began his association with Texas Public Community Colleges in 1984 as the Legislative Budget Board Examiner for Texas Community College Districts. Since that time, Mr. Rodriguez has represented as financial advisor multiple community college districts throughout the State including the Austin, Alamo, Houston, El Paso, Laredo, Northeast Texas, Howard and Galveston County Community College Districts. He has structured financings ranging from combined fee revenue bonds to general obligation bonds, tax notes and, most recently, public facility corporation lease revenue bonds for various Texas Community College Districts.

Mr. Rodriguez holds a Bachelor of Arts from St. Mary’s University in San Antonio, Texas and a Masters of Public Affairs from the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin, as well as FINRA Series 7, 50, 53, and 63 securities registrations. Mr. Rodriguez serves as Chairman of the Texas Municipal Advisory Council.

Bob ScottCity of Carrollton, TexasBob Scott is Chief Financial Officer/Assistant City Manager for the City of Carrollton, Texas where his responsibilities include all aspects of the City’s financial operations, Information Technology and Municipal Court. Mr. Scott, a CPA, began his career in public accounting, ultimately serving as an audit manager with responsibility for a large number of governmental clients. He has extensive experience in accounting and financial reporting issues having served on various GASB review committees and taskforces including the pension taskforce. He has been active in GFOA for many years serving both as Chairman of the CAAFR Committee and on the GFOA Executive Board. Also an active member of the AICPA, he currently serves as a member of the State and Local Government Expert Panel and has authored the AICPA course: GASB 68 Accounting and Auditing Seminar. In 2008 the AICPA named him the outstanding CPA in local government. He has twice received GFOA of Texas Outstanding Finance Officer Award.

Brandon TanousWeaverBrandon has 10 years of experience in internal audit, including work for public-sector agencies and nonprofit health care organizations, and experience managing complex engagements. Texas Association of Community Colleges Business OfficersJune 23, 2017 Business Meeting

The meeting was called to order by President Diane Snyder at 11:00 a.m. on Friday, June 23, 2017. Diane recognized Dallas County Community College as host committee and the President-Elect, Steve Evans, for the excellent program. Recognition was also given to Jean McSpadden as the Business Partner Liaison, Duane McNaney as the Conference Contract Administrator and Keith Blundell as the Website and Conference Registration Administrator.

A motion to approve the minutes of the 2016 TACCBO Business Meeting, as printed in the program, was made by Sarah Van Cleef and seconded by Clen Burton; motion carried.

The treasurer’s report was given by Neil Vickers, the TACCBO Treasurer. The Audit Committee comprised of Tracy Bergstrom and Pamela Ansboury, moved to accept that the 2016 financial statements be approved. Since the recommendation came from committee, there was no need for a second motion; motion carried.

Members of the Resolution Committee comprised of Kristi Bennett, Lisa Keil, and Lauren Miller, presented the resolution giving thanks to the officers, the host committee, the program sponsors, and the exhibitors. The Resolution Committee moved to accept the resolution as read. Since the recommendation came from committee, there was no need for a second motion; motion carried.

The future locations for upcoming TACCBO Conferences were announced:• 2018 – The Woodlands - hosted by Lone Star College• 2019 – San Antonio - hosted by Alamo Colleges

Under Old Business, Diane introduced Neil Vickers to present a report regarding the tax status of our organization. Neil announced that TACCBO is listed with the IRS as a 501(c)6 organization. This is a special category in the tax code that represents businesses whose purpose is to further an industry, much like local chambers of commerce. This type of organization is not eligible for sales tax exemption. As a result of this finding, our group will want to continue working each year with the host college in order to legally claim sales tax exemption for the annual conference activities.

Steve Evans took the floor and recognized Diane Snyder for her outstanding service to TACCBO as President for the 2016-17 year. There was no New Business to discuss.
