A little about me…

• I’m a student at Old Dominion University pursuing a Bachelor’s Degree in Environmental Health with a concentration in Safety. I graduate in December!
• I started at BAE Systems, Inc. in early July so my internship is only just beginning!
• Walking in I knew very little about the maritime industry, so I feel as if I’ve learned a new language along with learning all about shipyard safety.

Safety Inspections: Fire Prevention and Housekeeping

• The Shipyard is a dangerous place: regardless of how many procedures and rules are in place.
• Duties of a Safety Inspector:
• Daily ship fire prevention and housekeeping inspections
• Respond to emergencies and accidents
• Perform root cause analysis and take photos of the location where an accident occurred, it’s important to secure the scene afterwards to determine the cause
• Ensure proper personal protective equipment (PPE) is donned for specific tasks• Main hazards inspectors are looking for:
• Secure ease of access to fire racks/hoses and reduce fire hazards
• Preventing slips, trips and falls by removing and reporting potential hazards such as: safety chains left out of place, tank hoops being loose or absent, hoses and service lines running along the deck, hatches left open, inadequate lighting, and trash and debris
• Ensure that employees are following proper procedures for assigned tasks, such as appropriate ventilation or hot work permits
• Following inspections, a discrepancy report is created and distributed to relevant parties so hazards may be corrected

Shipyard Competent Person: Testing a space for any gases present to prescribe the appropriate protective measures

• A Shipyard Competent Person (SCP) comes in prior to workers arrival to inspect confined spaces where employees will be working. They use a four gas meter and a PID to detect a potentially hazardous atmosphere.
• SCP’s are measuring for oxygen (O2), the lower explosive limit (LEL%), hydrogen sulfide (H2S), carbon monoxide (CO), and volatile organic compounds (VOC). These readings are recorded for spaces being occupied on each ship, as often as necessary. Confined and enclosed spaces can be fatal if employees enter a space that has not been confirmed safe for workers.
• In the case that a space isadjacent or within a fuel tank, for example, a Certified Marine Chemist isrequired before hot work can be performed.

Laws and Regulations: NAVSEA Standard Items, OSHA Standards under 29 CFR 1915, 1917, and 1918, and BAE Systems Procedures.

NAVSEA or Naval Sea Systems Command ensures that ships are delivered on time and on cost for the Navy. They’ve produced
standard specifications that those working on navy vessels must follow.
OSHA or the Occupational Safety and Health Administration works towards occupational safety for those working in the private sector, and has specific standards for the Maritime Industry
including Occupational Safety and Health Standards for Shipyard Employment (1915), Marine Terminals (1917), and Safety and
Health Regulations for Longshoring (1918).
BAE Systems has its own safety program that not only follows NAVSEA and OSHA rules, but also implements rules relevant to
keeping BAE Systems employees safe so they can return home at the end of the day.

Main Accomplishments

• Learning the language of the Maritime Industry
• Becoming more proficient in understanding and locating laws and regulations. BAE Systems, Inc. falls under many standards and regulations so it’s helpful to understand them on a deeper level and to have to ability to provide specifics when requested
• Attended Voluntary Protection Program (VPP) meetings which promote open discussion and cooperation in different shops throughout the shipyard. The teams work to solve ongoing issues that impact worker safety and health.

Major Project: Hearing Conservation Program

• A hearing conservation program is mandated by OSHA when employee noise exposure is equal to or exceeds an 8 hour time weighted average (TWA) of 85dB. BAE has many locations and activities in which noise exposure exceeds the permissible noise exposure.
• New employees of BAE must have a baseline audiogram to establish their hearing threshold levels. Audiograms are then performed annually and upon exit from the company.
• My project is to identify areas in need of “hearing protection required” signage and employees that need to be included in the hearing conservation program.
Monitoring with
Dosimeters
Locate employees at high risk of noise exposures above 85dB to include in the hearing conservation program
Prior to the beginning of an 8 hour shift, have employees don noise dosimeters that will measure noise exposure
Measurements from the dosimeters are then transferred and analyzed to determine exposures and potential need for hearing protection or double hearing protection

• Gaining experience in the shipyard industry in an area where shipyards are so prevalent
• To be a safety inspector or a competent person,you have to be confident in the safety decisions made every day. Frequently safety discrepanciesare questioned or not received well, so it’s important to stand by decisions. It’s also importantto admit when you‘ve made the wrong call.
• Ability to identify safety discrepancies
• Understanding the language of the maritimeindustry and how to navigate around the ship using tac numbers

• Shop and yard inspections
• No exposure to NFPA regulations or 1910 and 1926 with shop and yard operations/construction

• Become an Associate Safety Professional (ASP) and then a Certified Safety Professional (CSP)
• Graduate with a Masters degree, either in Occupational Health or Public Health
In 10 years…
• Be stable in a career in safety
• Have a leadership role in safety, such as a Safety Supervisor
And beyond!
• Become a Safety Manger
• Retirement ☺
I will accomplish my goals by continuously learning outside of college to be truly proficient in my career.
