Welcome from Rally Australia Dear Competitor I’m pleased to introduce this Rally Guide for the 2018 Kennards Hire Rally Australia. The Guide reveals many changes for this year’s closing round of the FIA World Rally Championship – the 26th Australian WRC, incidentally & the CAMS Australian Rally Championship. WRC Clerk of the Course, Wayne Kenny and his organising team, have listened to driver and fan feedback after 2017 and as a result the challenge for this year will be very different from the first day to the last. For ARC crews, the competitive distance totals around 318 kilometres over 24 stages. Only six stages, including the Destination New South Wales Super Special Stage to be run twice on Friday and Saturday evenings and the daytime Sherwood Special Stage, have not been changed or replaced. For fans, we’ve re-located the opening Rally Show and Ceremonial Start to a beautiful area on the Coffs Harbour Waterfront, which will facilitate attendance by bigger crowds. This move also has allowed us to move the podium finish from the city centre to the spectator point on the Wedding Bells Power Stage, where we expect fans will be able to watch all the competing cars and crews drive over the podium. We’re creating more attractions at the Destination New South Wales Super Special Stage and the service park, which has been re-named Pedders Rally Central to help fans understand that this really is the exciting hub of a WRC event. The 2018 ARC season is proving even more thrilling than before, if that’s possible. We’re looking forward to an exciting finale and the part every crew and team will play in staging a memorable Kennards Hire Rally Australia. The organisers will be doing everything possible to make your experience as competitors rewarding, fun and hassle-free. Finally, while the rally will be your focus, I hope you are able to take an opportunity during your visit to enjoy the magnificent Coffs Coast host region. It’s home to so many wondrous natural attractions, from rainforest to ocean, and abundant cultural experiences. I look forward to welcoming you on 15th-18th November. 4.1.1 Criteria for acceptance of entries and closing date
Those wishing to take part in the 2018 Kennards Hire Rally Australia ARC/R6 Digital Cup/RA Classic Cup components of the Event must complete the official electronic entry form published on the Rally Australia Website https://rallyaustralia.com.au/competitors/ then click on the “National Documents & Forms” tab. Competitors unable to access the online entry form are to contact [email protected]. By sending an electronic form, the competitor undertakes to abide by the rules and regulations of the competition. Competitors will sign the entry form in Administrative Checks.

The entry application will only be accepted if accompanied by the total entry fees or by a receipt issued by the competitor’s National Sporting Authority. All entry forms must be received by the close of entries - Friday 26th October 2018 at 2000 hrs.
4.1.2. Vehicle Eligibility
➢ ARC: Vehicle eligibility will be in accordance with 2018 Australian Rally Championship® Regulations - Part 1 Sporting Regulations and Part 2 – Technical Regulations.
➢ R6 Digital Cup: Open to all competitors whose vehicle meets the specifications in the
CAMS/MSNZ Regulations, by invitation only.
➢ Rally Australia Classic Cup: Open to all competitors whose vehicle meets the CAMS Classic Rally Car specifications. Invitational Rally Cars may be accepted at the Organisers discretion but will primarily be special interest vehicles which comply with relevant safety regulations of CAMS.
4.2 List of Entry Fees
a) The entry fee for the National Event is fixed as follows:
• Australian Rally Championship $2500.00 (incl GST)
• R6 Digital Cup $2500.00 (incl GST)
• Rally Australia Classic Cup (2 Days) $850.00 (incl GST)
5. SERVICE PARK/RALLY CENTRAL
5.1 Information about the Service Park/Rally Central
The Service Park/Rally Central will be at the located at Stadium Drive, Coffs Harbour between Hogbin Drive and Pacific Highway, and is approximately 12km from Rally Headquarters. GPS Coordinates: 30˚ 19.344S and 153˚ 5.626E. National Competitors can access the Service Park from 0900hrs on Sunday 11th November 2018
5.2 Facilities at the Service Park
Each competitor will be provided with an 8mx10m area or as agreed within the National Service Park. The organisers will provide the following facilities at the Service Park:

5.2.1 Security in the Service Park
The organisers will provide 24hour General Venue Security from Saturday 10th November until Monday 19th November. 5.3 Environmental
Rally Australia was the first World Rally Championship event to develop a comprehensive
environmental management program that was recognised in 2013 by the FIA as world class.
We ask that all competitors be mindful of the sensitive environment within which the rally is
conducted. Please use the recycling and other facilities provided within the Service Park
responsibly.
The Service Park area drains directly to a Marine National Park. Fuel, oil, lubricants and
chemicals must be securely contained, and leaks and spills immediately cleaned up. Used oils,
coolant and lubricants as well as hazardous wastes such as batteries, chemicals and glass
should be disposed of in the designated facilities clearly marked around the service area. If
assistance is required seek help from the Service Park management team who have access to
additional spill clean-up materials and they can also call in one of our specialist environmental
response teams.
A car wash facility for rally cars will be provided near to the Service Park on Friday and Saturday
(Sunday TBA) and will be noted in the Road Book. Please do not use pressure cleaners within
the Service Park except in the areas designated by Rally organisers where the runoff can be
contained and disposed of.
Breaches of environmental controls may be noted by an official of the rally and could result in a
report to the Stewards with a recommendation that a fine be applied.

6. TWO-WAY RADIOS
6.1 Application Procedure
A licence is required for the use of all radio transmitters in Australia. Competitors wishing to use 2-Way radios during Rally Australia must complete the application form available on the form section of the event website. Radio Licences may be checked at scrutineering by Rally Australia officials in consultation with Radspec Consultants Pty Ltd, a government authorised authority for communications. Equipment acceptable for use within Australia must fall within the following frequency bands:
VHF Mid Band (70 to 87.5 MHz) VHF High Band (148 to 174 MHz)
The frequency assigned to the licence will be issued by Radspec Consultants Pty Ltd once the application has been received. Radspec Consultants Pty Ltd must receive all applications for licences with payment, by the Monday 15th October 2018. Citizen Band Radio Stations The Citizen Band Radio Stations (CBRS) in Australia operate under a Class Licence, which means that individual station licences are not required. The radio equipment is subject to stringent technical specification, and must operate on the following bands:
HF (26.965 to 27.405 MHz) UHF (476.4125 to 477.4125 MHz)
This is a public service, and no protection from interference is available. Competitors wishing to use this service should contact Radspec Consultants Pty Ltd for further information.

7. FUEL/TYRES
7.1 Fuel
Competitors are required to provide their own fuel or may use Service Stations shown in the Road Book. Fuel type must comply with ARC Technical Regulations Article 3, and be either:

➢ Unleaded Racing Fuel as defined in Schedule G, Article 3.2, or ➢ Commercial Fuel as defined in Schedule G, Article 2
The following arrangements apply:
• The organisers will provide a fuel storage container at the Refuel Area near the Service Park and all fuel must be stored in this area before entry to the Service Park (refer Appendix 2.3);
• Fuel for the Remote Refuel Zones will need to be loaded into the service vehicle from the Fuel Pick-Up Zone off Stadium Drive after leaving the Service Park;
• On return from the Remote Refuel Zones any remaining fuel must be returned to the fuel storage area before each service vehicle enters the Service Park;
• Following the last Service Park Refuel Zone on each day all unused fuel must be returned to the fuel storage area or taken away from the Service Park.
• Distances for Service Station Pump Fuel users are as per the Itinerary EXCEPT for the distances referred to above between the Service Park and the Service Stations.
• For environmental and safety reasons, all crews must use the provided refuel locations.
Competitors are reminded of the Refuelling procedures outlined in ARC Sporting Regulations Art: 16.3.
7.2 Remote Refuel Zones
Remote refuel zones will be established as follows at each of these locations: ➢ Friday 16th November 2018 following SS2 & SS5 in Glenreagh, ➢ Saturday 17th November 2018 following SS10 &SS14 in Macksville
7.3 Tyre Changing Zones
There will be no tyre changing zones between Services. ARC competitors are reminded they must use MRF control tyres on all Special Stages. The Tyre Order Form can be found on: http://www.rally.com.au/wp-content/uploads/2015/11/MRF-Tyres-2018-ARC-Tyre-Order-form.pdf
8. Vehicle Registration and Insurance
8.1 Visiting Rally Vehicles from Overseas
Visiting Rally Vehicles that are registered in another country and have number plates, a label (if applicable) and registration papers, do not require registration in NSW to compete in Kennards Hire Rally Australia. Entrants are reminded that 3rd party property damage insurance in Australia can be difficult to

obtain for vehicles registered overseas. The organisers have made arrangements to obtain this cover and application can be made at the time of lodging your entry if you wish to join a policy offered by the organiser’s insurance provider. Visiting rally vehicles that are not registered in another country may be issued an Unregistered Vehicle Permit (UVP) for the duration of Kennards Hire Rally Australia. These vehicles are subject to special conditions that restrict vehicle use only to the duration of rally. A Safe-Use-Declaration form is required. 8.2 Visiting Rally Vehicles from Interstate
Rally vehicles visiting NSW from interstate may participate in CAMS rally events if they comply
with the conditions of the registration cover issued by their own Registration Authority.
Reciprocal agreements between jurisdictions apply. They may also be issued an Unregistered
Vehicle Permit (UVP) from NSW.
9. HELICOPTERS & REMOTELY PILOTED AIRCRAFT
9.1 Registration Process
In accordance with FIA guidelines on helicopter use, all helicopters flying in support of the rally must be registered with the organisers. It is intended that, as a safety precaution, there will be a protocol to control rally airspace and only registered aircraft will be allowed to fly in this airspace. Registration forms will be available from the forms section of the Rally Australia Website. By registering a helicopter with Rally Australia, the pilot of the helicopter must agree to follow the rules and instructions notified to him or her during the event and agree to attend the compulsory briefing at 18:30 hours on Thursday 15th November 2018 at Rally HQ.

9.3 Remotely Piloted Aircraft (RPA)
These aircraft are also known as UAV’s and Drones. Rally Australia has a Policy that NO RPA, Drone or UAV aircraft, no matter of the size, may operate within the operational area of Rally Australia with the exception of the official WRC Drone operators.
10. RECONNAISSANCE
10.1 Procedure for Registration
All crews taking part in reconnaissance must register at Rally Headquarters to obtain all the
necessary documentation before commencing their reconnaissance. Registration for
reconnaissance can be completed on Monday 12th November (between 0900hrs & 2000hrs) &
Tuesday 13th November (between 0900hrs and 1030hrs)
Crews must register and collect their documentation in person. When registering for
reconnaissance the competitor must give the Organiser a Reconnaissance Vehicle Registration
form (available on the website www.rallyaustralia.com.au) including details of the
reconnaissance vehicle, mobile phone, contact number. Reconnaissance must be carried out in
accordance with the Reconnaissance Time Schedules. These schedules are published in
Appendix 1.1.
10.2 Specifications, National Restrictions AND Speed Limits
10.2.1 Passages
Crews are authorised to drive a maximum of two times through each special stage. All passages
are only allowed in the same direction of the rally, at a reduced speed and fully respecting the
traffic Laws. Crews must always enter and leave the special stages through the start and stop
control. Crews must be aware that the special stages are not closed to the public or residential
traffic during reconnaissance. All passages through the special stages will be recorded by the
marshals and signed by the competitors. Crews will be issued with a Reconnaissance Book
including a Pass Card.
10.2.2 Speed Limits throughout Reconnaissance
The maximum speed on the special stages is 60kmh, unless the traffic signs, the road book or
bulletins indicate a lower speed limit. The Speed limit for SSS 12 & 16 Raleigh and SS 7,8,17, &
18 Destination NSW Super Special Stage is reduced to 50kmh. Recce entry of these stages will

be controlled by Marshals with cars on the stages at the same time limited to ensure safety.
Crews are reminded that each of these stages involves duplicated sections of road and extreme
care must be exercised during reconnaissance. Headlights must be switched on when driving in
the special stages. Competitors must drive in a manner that does not endanger or
inconvenience other traffic or people living near the stages. All competitors must note that
there will be strict controls to prevent speeding and other road infringements
10.2.3 Reconnaissance vehicle identification
Each crew registered to do reconnaissance will be issued with 3x Number Sets. The two large
sets of numbers must be placed on the rear side windows of the reconnaissance vehicle. The
small number set must be placed in the top middle section of the front windscreen
11. SCRUTINEERING INCLUDING MARKING AND SEALING
11.1 Venue and Timetable
In accordance with Article 10 (d) of the Supplementary Regulations, and at the ARC Technical Manager's discretion, ARC registered drivers may present a signed Certificate of Technical Conformity, however the vehicle will then be subject to random checks. All National vehicles will be scrutineered at:

A schedule of scrutineering times will be published by bulletin.
Please note, parking at scrutiny is limited, please ensure you arrive within 10 minutes of your
scheduled time and leave immediately after.
11.2 Competitor Safety Equipment
At scrutineering, competitors must produce all items of clothing including helmets and frontal
head restraints intended to be used. Compliance with CAMS Schedule D will be checked.
11.3 Installation of Safety Tracking System
All competitors must make provision in their competition car for the installation of the RallySafe
Safety Tracking System and the Emergency button. The correct functioning and installation of
the equipment will be checked at scrutineering. Should a competitor retire they must return a
tracking unit and associated cables to RallySafe office in Service Park as soon as possible.
Due to time constraints, ALL crews are to ensure that their tracking unit and associated cables
are returned to the RallySafe office following entry into their final Time Control (Classic Cup on
Saturday evening; ARC/R6 crews on Sunday afternoon).
11.4 Installation of on-board cameras
The competitor of any car which carries an on-board camera must present the camera &
mountings at scrutiny. The fixings of camera and camera recorder must be able to withstand a
deceleration of 25g.

12.1.1 Coffs Harbour Base Hospital
There are numerous medical facilities available within the Coffs Coast Region. Coffs Harbour Base Hospital is the major hospital which has a 24-hour emergency department and is located at 345 Pacific Highway, less than one kilometre from the Service Park. Coffs Harbour Base Hospital provided emergency and critical care medicine as well as surgery and a range of critical support services. The 24-hour Emergency Department is located on the southern side of the main driveway of the campus

13. SHAKEDOWN Shakedown will take place on Thursday 15th November in accordance with Art 16 of the Supplementary Regulations and the following schedule:

14. START PROCEDURE
14.1 Rally Show & Ceremonial Start
A Rally Show and Ceremonial Start, compulsory for all crews, will commence at 1600hrs on
Thursday 15th November at Marina Drive, Coffs Harbour Foreshore. Vehicles can be presented
by a team member and all competitors in the National event will enter the Rally Show via the
orange route and depart the Rally Show via the red route. See travel map in Appendix 2. 7.
Attendance is compulsory, and all crews must attend wearing approved overalls and must
arrive no later than the times indicated in the schedule below. Late arrival of crews and/or
vehicle may be penalised at AU$100 per minute late for WRC and WRC2 drivers and AU$20 per
minute late for other crews.

2018. Competitors must follow the instructions of the marshals who may re-order them for the
finish ceremony. The proceedings for the finish will be published in a bulletin.

3.3 From Airport to Service Park (Rally Central) and Media Centre
Travel Instructions: 1. Exit the airport terminal along Airport Drive 2. After 600m – Turn Left at the roundabout on Hogbin Drive 3. Continue for 1.6km to roundabout of Hogbin Drive and Stadium Drive. 4. At Roundabout Turn Left to go to into the Coffs Harbour Education Campus and the Media Centre
OR Turn Right for approx. 650m to Service Park on RHS. Look for signs for relevant parking locations)
3.4 Between HQ and Service Park (Rally Central)
Travel Instructions:
• From either Media Centre or Service Park – travel west on Stadium Drive to Pacific Hwy (500m to 1.3Km depending on starting point)
• At large roundabout Turn Right (3rd Exit) to travel north on Pacific Hwy
• After 11.2 Km Turn Right into Opal Cove Boulevard (s/p Rally HQ)
• Follow signs to relevant Parking Area and to Rally Reception in hotel lobby
• To return –use same route in reverse direction
