Center for Credit Union Leadership

The Center for Credit Union Leadership, a division of the Mountain West Credit Union Foundation, combines new and existing leadership development programs to help create a unique set of programs designed to discover, develop, and actively promote the next generation of credit union leaders.

The Mountain West Credit Union Leadership Institute is an in-depth series of workshops designed to develop the talents and skills of emerging leaders within the credit union movement. It is performance based instruction that teaches the art of leadership with well-focused, guided practices that encourage interactive participation and discussions. Participants delve into real life case studies through interaction with peers while developing deep relationships that enhance and strengthen the credit union community. Private one-on-one mentoring/coaching sessions round out this program and give learners a path to continue their leadership journey. The Executive Leadership Program was created to find and develop the future leaders of the Credit Union Movement. This program is a complete five-year curriculum built to develop leaders specifically for the credit union industry. Candidates that are selected for the Executive Leadership Program will be funded for immersive instruction in organizational leadership, credit union philosophy, and credit union operations with mentoring and coaching from current credit union industry leaders. This program includes the Mountain West Credit Union Leadership Institute, Credit Union Development Education (CUDE) program, Western CUNA Management School, along with special mentoring and coaching programs. The Chief Executive Institute is a Baldrige-based executive leadership program designed to help position credit unions for growth and leadership in a complex and ever-changing marketplace. This intensive curriculum is delivered in five, two-day classroom sessions plus two one-on-one coaching and mentoring sessions. The program is built to help develop a senior leader’s ability to capably and effectively lead the credit union towards achieving strategic goals, implement and communicate a clear vision, identify change and measure key processes, better manage organizational knowledge, align the workforce with its key skill sets, better understand how to meet member needs, and foster innovation. DESCRIPTION BSA Officers and others responsible for Bank Secrecy Act/Anti-Money Laundering (BSA/AML) compliance need to keep abreast of important developments involving BSA/AML including revised regulations, advisories, guidance, and enforcement actions. This full day seminar provides new and experienced BSA officers not only the newest information as it relates to the Bank Secrecy Act and OFAC requirements, but also the fundamentals of the duties of being a BSA Officer.

This year’s programs will address upcoming issues related to the added “fifth pillar of compliance” the Customer Due Diligence requirements and Beneficial Ownership; enforcement actions against various entities including Western Union and a New York credit union; advisories on Cyber Crime, E-Mail Compromise and Prepaid Cards; SAR statistics; OFAC actions; FinCEN publications; and a deeper look into effective AML audits as they relate to the requirements of the BSA/AML program.

If you are new to BSA, or just want to reassure yourself that you’ve got everything covered, the program also addresses the duties and responsibilities of being responsible for the overall program at the credit union. FAQs with answers about common and not-so-common issues related to the filing of reports, investigations, timing, recordkeeping etc. will also be addressed.

Instructor Bios

Robin CarlsonLeadership Consultant, Peregrine Leadership Institute

Robin Carlson has over 30 years of leadership experience in the private sector in all organizational levels from first-line employee to senior manager. She has worked extensively in the mining industry and has consulted to the mining and gas industries.

Robin has broad experience in training, developing, and leading multi-functional work teams and continuous improvement initiatives. She has been involved in many aspects of the coal mining industry; from environmental compliance to engineering supervisor and business process improvement manager. For several years she led the continuous

improvement program for several Western coal mines, which included initiatives related to process management, leadership development, team building and teamwork, cost control, and quality assurance. She also worked as an environmental consultant for the State of Wyoming Air Quality Division and led a team to develop an air quality baseline for NE Wyoming.

Robin holds a bachelor of science in geology and is a registered professional geologist in the State of Wyoming. She is a graduate of a variety of leadership development programs including Zenger Miller Front Line Leadership Training, Manager Development Leadership Training, Competency Based Interviewing Training, and Development Dimensions International Facilitator Training.

Howard A. (Art) Dillon, Jr. Trainer, Peregrine Leadership Institute

Art Dillon has worked as a leadership consultant and trainer for Peregrine Leadership Institute since 2006. Art has a diverse background in leadership, management, and organizational development in the public and private sectors as an educator, public speaker, community volunteer, and mentor. Art’s leadership training and experience include both military service and public education. Art was drafted into the U.S. Army from his home in British Columbia during the Vietnam War. He became a commissioned officer, earned his pilot’s wings, and served as a helicopter pilot with the 101st Airborne Division in Vietnam. During 32 years of active duty and National Guard service, Art held a number of key staff

and command assignments, and graduated from Command and General Staff College as well as the U.S. Army War College. Art retired from the military in 2006 as a Brigadier General and Commander of the Wyoming Army National Guard.

As an educator, Art served for 30 years as a teacher or principal. In 2006, Art retired as Principal of Colorado’s first Core Knowledge School, Traut Core Knowledge School in Fort Collins, Colorado. During Art’s 13 years as principal, Traut was designated a National School of Character in 1999, and earned a “John Irwin School of Excellence” rating by the Colorado Department of Education five times from 2000-2006.

Art’s formal education includes a B.Ed. in secondary education from Simon Fraser University in Burnaby, B.C., Canada; a M.Ed. in administration from Colorado State University in Fort Collins, Colorado; an Ed.S. in educational leadership and policy studies from the University of Northern Colorado in Greeley, Colorado; and a superintendent’s license. Art’s strengths include leadership training, curriculum development, character education, leading change, and strategic planning and decision making.

Mary-Lou HeighesPresident & Founder, Compliance Plus, Inc.

Mary-Lou Heighes is President and founder of Compliance Plus, Inc., which has been helping financial institutions with the development of compliance programs since 2000. She provides compliance training all over the country for various trade associations and financial institutions, and also speaks at numerous financial institution conferences throughout the country. Mary-Lou has been an instructor at regulatory compliance schools, and conducts dozens of webinars for organizations throughout the country.

Mary-Lou has been involved in financial institutions since 1989. She has over 20 years’ worth of compliance experience. Before starting Compliance Plus in 2000, she spent five years working in the trenches and seven years providing compliance assistance through a state trade association Information Hotline, working on state and federal laws and regulations and writing and editing advisory bulletins on changes to regulations affecting financial institutions.

Bruce Jolly, JD Partner, Reed & Jolly, PLLC

Bruce Jolly has represented credit unions since 1978 when he joined the staff of the Credit Union National Association where he became Washington Counsel. He has been involved in significant credit union legislation since that time, including testifying before various committees of Congress on issues ranging from taxation to field of membership. In 1998, he was the Senate Banking Committee’s expert witness on the field of membership issue as HR 1151 progressed to enactment.

Since leaving CUNA, Bruce has been involved in credit union representation on matters ranging from new product development to the Nationwide FCU sale in which members received an unprecedented $79 million for their ownership interests in the credit union. His practice includes advice on regulatory compliance, mergers, new charters, enforcement actions and strategic planning in the ever-changing world of credit union regulation. Long familiar with the requirements of the Bank Secrecy Act and obligations under the rules of the Office of Foreign Asset Control, Bruce provided support for credit union efforts throughout the United States in preparing and implementing the USA PATRIOT Act’s “Know Your Customer” rules when they became effective after September 11, 2001.

Bruce graduated from the University of North Carolina with a degree in journalism and from its law school with his JD. He is a member of the American Bar Association as well as the state bars of Virginia, North Carolina, Maryland and the District of Columbia.

Julie KappenmanDirector of Association Compliance Services, Mountain West Credit Union Association

Julie Kappenman has been involved in the credit union movement since 1989. She began her career in Minneapolis, MN where she worked for Teachers Federal Credit Union as an accounting intern. She was then hired by the National Credit Union Administration, (NCUA) as an examiner, where for nine years she conducted examinations of credit unions with varying asset sizes and complexity throughout the Midwest. Next, she became an Economic Development Specialist for NCUA where her role was expanded to include training and consulting for small and low-income credit unions throughout the country. As an Economic Development Specialist, Julie assisted in starting five new credit unions, authored “The

Interim Audit Procedures Manual” for Supervisory Committees, and provided one-on-one and group training sessions to numerous credit unions in a variety of areas including business development, compliance, and auditing.

Julie joined Compliance Solutions in May 2009 as a contractor. In this role, she performed on-site compliance reviews, regulatory updates for program materials, and compliance training.

Julie joined the compliance team at The Mountain West Credit Union Association as the Director of Association Compliance Services in 2012. She has a bachelor of science degree in accounting from Southwest State University in Marshall, MN and holds the Credit Union Development Educator (CUDE), Bank Secrecy Act Compliance Specialist (BSAS), and Credit Union Compliance Expert (CUDE) certifications.

Steven R. Mount, MSLeadership Consultant, Peregrine Leadership Institute

Steve Mount has served in The U.S. Army and worked in the mining industry in Southwest Wyoming. With nearly 40 years of leadership experience, he has held positions ranging from first line leader to executive level positions. He is a proven leader with extensive knowledge in management and leadership at various levels.

He worked for FMC Green River for 24 years in a wide range of positions before retiring in order to become a full time Guardsman in 2002. Steve first enlisted in the U.S. Army in 1974 and was commissioned as a second lieutenant in 1984. During his service, he

commanded at all levels, from company command to his last position as the Army Commander for the Wyoming Army National Guard. He has also served in key staff positions to include serving as Fire Support Coordinator for US Forces- Iraq in 2010 and Eighth Army Wartime Deputy Commanding General for Operations in Korea from 2013-2016. He retired as a Brigadier General in June of 2016 after serving for over 40 years.

Steve has a BS degree from Liberty University and a master’s degree in strategic studies from the U.S. Army War College in Carlisle, PA.

Chad NeumannSenior Consultant, Ascensus, Inc.

Chad Neumann is a Senior Training Consultant with the ERISA department at Ascensus. His expertise includes Traditional and Roth IRAs, Coverdell education savings accounts, health savings accounts, and SEP and SIMPLE IRA plans. He lends his expertise to the distance learning curricula, including the Video Training Series, webinars, and IRA Essentials OnDemand. Chad also leads exam development and review of the annual Certified IRA Specialist (CIS) program. Chad joined Ascensus in 2001 as a training consultant. He received a Bachelor of Science

in business administration from Carroll University. He has earned the Certified IRA Specialist (CIS) designation through Ascensus, the Certified IRA Professional (CIP) through the National Association of Federal Credit Unions (NAFCU), and the Certified IRA Services Professional (CISP) designation through the Institute of Certified Bankers. He is a member of the Association for Talent Development (ATD).

Olin Oedekoven, PhD President and CEO, Peregrine Leadership Institute

Dr. Olin O. Oedekoven has over 30 years of leadership experience at all organizational levels from first-line leader through strategic leadership. Olin has extensive work experience in both the public and private sectors with a comprehensive background in management, business administration, and organizational leadership.

Olin graduated from South Dakota State University with a bachelor of science in wildlife and fisheries sciences. He received a MA in wildlife management from the University of Wyoming and an MBA and doctorate in business

administration with specializations in management and public administration from Northcentral University. Olin also completed a post-doctoral program in human resource management.

Olin is a graduate of the Army Command and General Staff College and the U.S. Army War College where he received a master’s degree in strategic studies. His military experience includes senior staff, battalion command, and brigade command assignments. Olin retired from the National Guard in 2011 as a Brigadier General after nearly 33 years of military service. In his last assignment, he was the Deputy Adjutant General for the Wyoming National Guard, an organization with nearly 3,500 members.

David Reed, JD Partner, Reed and Jolly, PLLC and Founder of CU Doctor

David Reed has an engaging speaking style that has garnered him status as a regular lecturer nationwide on topics such as regulatory compliance, consumer lending, bankruptcy and collections. And, he offers facilitation services and a full range of on-site training programs that can be delivered to the Board, executive team, managers or frontline staff.

A former trial attorney and Vice President and General Counsel of a large credit union, David is particularly noted as an expert in the areas of credit union operations, bankruptcy and collections. He has been selected to train NCUA Field Examination and Audit Staff on

numerous issues including ID Theft Red Flags, S.A.F.E. Act, Third Party Contract Management and Bankruptcy matters. He also serves as editor of several industry manuals including Collections Manual for Credit Unions and Bankruptcy Guide for Credit Unions.

David received his undergraduate degree from Virginia Tech in 1986 and his JD from George Mason University School of Law in 1989. He is a Certified Compliance Officer.

Deborah K. Robbins, SPHRChief Operating Officer, Peregrine Leadership Institute

Deborah Robbins has over 30 years’ leadership experience in the public sector, private sector and nonprofit organizations at all organizational levels from line employee to senior leadership. With 14 years in the public sector, Deborah has a good understanding of the challenges faced by state and local governments. Deborah has worked in the mining industry in both the site and corporate environments.

Her background covers a wide spectrum of Human Resource generalist disciplines including succession planning, leadership development, organizational development,

individual development, conflict resolution, change management, handbook design, recruiting and retention, internal investigations and safety. Debbie was an adjunct faculty member for the University of Mary’s Accelerated Masters Programs, teaching human resource management. She recently moved back to Gillette, WY from Mudgee, New South Wales, Australia where she lived for three years.

Deborah holds a bachelor of science degree in personnel management and industrial relations and a master of public administration from the University of Wyoming. She is a graduate of the CDR Associates as a mediator and holds the SHRM designation of Senior Professional in Human Resources (SHRM-SP) and (SPHR). She is a certified coach and trainer with the John Maxwell Group.

Mark Robey, JDSVP, Regulatory Affairs, Mountain West Credit Union Association

Mark Robey oversees a team of compliance experts providing regulatory compliance assistance to member credit unions. He is responsible for developing and maintaining relationships with state and federal regulators to advocate for fair and balanced oversight of credit unions. Mark was appointed by Colorado Governor John Hickenlooper to serve on the Uniform Consumer Credit Code Council of Advisors in 2010.

Mark has been with the Mountain West Credit Union Association since 1992. He served as the Association’s General Counsel from 2005 to 2011 before being named Senior Vice

President of Regulatory Affairs. Mark served as Director of Information and Research from 1997 to 2005. Mark has over 30 years of experience in many different areas of the financial services industry including accounting, member services, teller and commercial loan analysis.

Mark holds a bachelor’s degree in accounting from Metropolitan State College of Denver, and received his JD from the University of Denver. He is licensed to practice law in the state of Colorado and has written multiple compliance articles for Credit Union Magazine.

George WarnockSpecial Agent, Dept. of Treasury, Internal Revenue Service, Criminal Investigation, Denver Field Office

George Warnock has been employed with IRS-CI for seven years and has investigated numerous crimes including violations of the federal income tax code, investment fraud, mortgage fraud, and identity theft. George is also a Field Office Use of Force Instructor who develops and delivers training in weaponless tactics, building entry, and firearms. Prior to IRS-CI, George worked as an auditor for the Government Accountability Office in Denver.

George received a Bachelor’s of Science in business administration with a major in accounting and a Master’s degree with an emphasis in finance from the University of New Mexico. George is also a Certified Public Accountant.
