the same time, 220kV Idukki Kalamassery line-1 also

got tripped at Idukki end. Subsequently running Units 1

and 2 also tripped on Governor oil Low Pressure due to

loss of AC supply. This resulted in complete outage of

protection due to failure of R phase bushing on the HV

side. For 400kV Neyveli TS2- Neyveli TS-I (EXP), R

pole breaker at TS1Expgot tripped. TS2 End breaker

tripped on trip command received from TS1 EXP

1. NLCIL to measure the earth resistance of Neyveli

TS-2 SS and submit the same to PCSC forum. NLCIL

to check the healthiness of LAs of ICTs and confirm

proper earthing.

2.It is also recommended to furnish a report on

adequacy of ground wire shielding of switchyard.

3. NLCIL to ensure Time synchronization of relays at

Neyveli TS-2 SS.

NLCIL NLCIL mail dated 09.07.2019:

1) The earth pit resistance of the ICT1 LA was measured as follows.

400 kV side was measured on29-03-19

Rphase - 0.61 ῼ , Y phase - 0.76ῼ , B phase - 0.58 ῼ

230 kV side was measured on 29-03-2019

Rphase - 0.47 ῼ , Y phase - 0.86ῼ , B phase - 0.68ῼ

The resistive leakage current for the LA's was also measured and the readings are as

follows.

400kV side was measured on 29-03-2019 and the values are as follows .

R phase - 73 μA , Y phase 90 μA , B phase - 92 μA .

230kV side was measured on 22-03-2019 and the values are as follows

R phase - 238 μA , Y phase - 330 μA , B phase 401 μA.

After the incident on 07-05-19 the resistive leaksge current was again measured on

13-05-2019 and the values are as follows.

400kV Side

R phase - 91 μA , Y phase - 116 μA , B phase - 105 μA

230 kV side

R phase - 297 μA , Y phase - 318 μA , B phase - 385 μA

2) Time synchronization of one series of relays completed. The time synchronization

of balance relays will be completed by August 2019.

Line tripped due to OV St-1 protection operation at

JSW end and DT was sent to Guttur end. At Guttur

end B ph voltage was observed to be lesser comparing

to R ph and Y ph(Vr-249kV, Vy-255kV and Vb-

230kV).

JSWEL is recommended to monitor the B-ph CVT of

Y-phase to earth fault occurred in 400kV Kaiga-Guttur

line-2. A/r was successful at Guttur end. At Kaiga end

A/r was not attempted and breakers got tripped due to

operation of Pole discrepancy (1.65 Sec). 400kV JSW-

Guttur line tripped on operation of over-voltage at

Guttur and direct trip was received at JSW. From DR

of Guttur, it is observed that there was swell in R & Y

phase voltage for few cycles

1. NPCIL (KGS) is recommended to identify the issue

related to unsuccessful A/R attempt of 400kV Kaiga –

Guttur line and non-opening of R-pole CB. It is

recommended to check the healthiness of all breakers

including breaker timing.

2. Time synchronization of DR and EL at Kaiga end
