IntroductionThe Public Relations & International Cooperation Department of Oman Med-ical Specialty Board (OMSB) is responsible for securing postgraduate medical training opportunities abroad for Omani physicians as well as for following up

their progress and concerns while in training.

Functions of the Public Relations & International Cooperation Department

1. Provide information about postgraduate medical training programs available in various countries.

2. Contact international institutions concerning postgraduate medical training.

3. Prepare terms and agreement memoranda with international institutions and organizations for postgraduate medical training.

4. Ensure the implementation of all terms and agreement memoranda with international institutions and organizations.

5. Ensure that periodical evaluation reports of scholars are received in coordination with the Cultural Attaché of the Omani Embassies in countries where Omani scholars are training.

6. Communicate with international organizations and scientific corporations to achieve technical cooperation with them and prepare cooperation projects.

7. Follow up the implementation of agreements, terms of memoranda and protocols with international institutions and organizations, and prepare reports on that matter.

8. Participate in arranging international conferences, which are within the scope of OMSB and collect recommendations based on these conferences.

9. Arrange visits between OMSB and international institutions or organizations in relation to postgraduate medical training.

10. Contribute in setting the National Postgraduate Medical Training Policy in Oman through the Higher National Committee for Advanced Medical Training.

The Higher National Committee for Advanced Medical Training

The Committee was formed late in 2015 to regulate and organize the Postgrad-uate Medical Education abroad at a national level. It is headed by the Executive President of Oman Medical Specialty Board. It has members who come from different government organizations, such as:

1. Ministry of Health

2. The Armed Forces Medical Services

3. Diwan of Royal Court

4. Ministry of Higher Education

5. Sultan Qaboos University

The Remits:• Set a strategy for advanced medical training to meet the healthcare

needs of Oman

• Set a strategy for postgraduate medical training programs not offered locally in OMSB

• Set guidelines and standards for postgraduate medical training abroad

• Contribute to the Future Vision of Oman’s Health Sector 2050

• Follow up the progress of Omani doctors pursuing postgraduate medical training abroad.

• The Committee works closely with various healthcare institutions, international universities, embassies and PGME stakeholders to ensure smooth and streamlined training. The PR & International Cooperation Department in OMSB handles the administrative work of the Committee.

Guidelines for Postgraduate Medical Training Abroad

1. The scholarship for postgraduate medical training abroad is for Omani physicians only.

2. The program applied for must be accredited in the country of training.

3. The training is preferred to take place in English-speaking countries (Canada, USA, UK, Australia, New Zealand, and Ireland), aside from France.

4. All applications will be processed through the Higher National Committee for Advanced Medical Training, which is supervised by OMSB.

5. The training applied for must be structured and clinical, i.e. residency and fellowship programs only.

6. The healthcare institutions provide OMSB with needed specialties and subspecialties.

7. The Higher National Committee for Advanced Medical Training is responsible for approving the countries and specialties in accordance to the healthcare needs in Oman.

8. The approval given to doctors is provisional. The final approval is given after the Committee reviews the institution and program where the doctor received an offer from. It is also in accordance to the availability of financial funds as specified by the Ministry of Higher Education.

Important Notes

1. Any subsequent changes to the training (specialty, place, duration, etc.) must be communicated with the Scholarship Affairs Section for review and discussion by the Higher National Committee for Advanced Medical Training. It is recommended that the request be submitted at least 6 months prior to the date that such change is intended to take effect on.

2. Any changes to the training without prior approval from the Committee will not be approved and will lead to cancelation of financial support in relation to the scholarship.

3. Scholars who do not complete the Residency/Fellowship training abroad with no valid reason would be required to pay back all the financial expenses provided for by the OMSB or the Sponsoring institution.

4. The guidelines are subject to change contingent to the available resources or as deemed necessary.

Guidelines for Full Residency Training Abroad

1. The application for residency abroad must take place during or after completion of internship.

2. The applicant must have passed all exams required by the country or the training institution.

3. The applicant must have passed the language proficiency test required by the country or the training institution.

4. Applicants for residency training in France must apply through the Embassy of France in Muscat. Details can be found on https://om.ambafrance.org/-French-Omani-cooperation-.

5. The training programs applied for must have an accredited curriculum in the country of training. Otherwise, the program curriculum must be provided to the Higher National Committee for Advanced Medical Training for review and approval.

6. The training program applied for must be a clinical residency training.

7. The training programs applied for must be the same as the programs offered to local trainees in that country.

8. The candidate must be eligible to hold a “License to Practice” in the country of training.

Guidelines for Fellowship Abroad

1. The applicant must have completed a residency program and obtained a Specialty Certificate as well as Completion of Training Certificate from OMSB or equivalent.

2. The applicant must have passed all exams required by the country or the training institution.

3. The applicant must have passed the language proficiency test required by the country or the training institution.

4. The programs applied for must have accredited curriculum in the country of training. Otherwise, the program curriculum must be provided to the Higher National Committee for Advanced Medical Training for review and approval.

5. Any fellowship offered to a candidate which does not require a “License to Practice” in the country of training is not recognized as a fellowship.

6. Priority is for the Subspecialty/Fellowship Programs that are not offered locally by OMSB.

General Requirements for Application

1. Personal Statement (reason for choosing the specialty being applied for)

2. Curriculum Vitae (updated)

3. Copy of Bachelor and MD (or equivalent) Degrees in Arabic and English

4. Transcript of Academic Records (English)

5. Internship Certificate

6. Certificate of Completion of Training (for Fellowship applicants)

7. Specialty Certificate (for Fellowship applicants)

8. Postgraduate Qualifications

9. Scores of International Qualifying Exams (MCCEE/MCCQE1, USMLE, AMC Exam, etc.)

10. Valid Proof of English Language Proficiency, if necessary (IELTS or OET)

11. Valid Proof of French Language Proficiency (for applicants to France)

12. Three Recommendation Letters from Sr. Consultants or Consultants (must not be older than 18 months)

13. Copy of passport.

OMSB recently started a new joint online application system for residency and fellowship training offered locally and abroad.1. Announcement on application will be disseminated to the employers

and OMSB Education Committees, and will be posted on newspapers and social media.

2. Application is done online through the OMSB application portal. All required documents must be uploaded to the system.

3. Applicants for residency training in France must apply directly through the Embassy of France in Muscat (https://om.ambafrance.org/-French-Omani-cooperation-).

4. Shortlisted applicants might be invited for interview.

5. Provisional approval will be given to eligible candidates for the purpose of obtaining an offer for residency or fellowship training abroad.

6. Validity of the provisional approval is until 31st December of the same year, wherein candidates must obtain a Final Offer Letter, with the assistance of Scholarship Affairs Office.

7. The Higher National Committee for Advanced Medical Training will review the offers to ensure that they meet the standards and requirements.

8. Eligible candidates who obtained an Offer should then apply for Scholarship of the Ministry of Higher Education, through their online application portal.

Applying to France (Residency Training Only)

The French-Omani Commission was established to provide Omani doctors with opportunities to obtain specialization training in France.

Conditions for Applications:• To be an Omani citizen• To be a medical doctor• To be less than 33 years old

Applying to United Kingdom (Fellowship Only)

The Fellowship training being applied for should require registration to the General Medical Council (GMC). Otherwise, it will not be recognized and therefore, will not be considered.

Application is done through the Medical Training Initiative Scheme (MTI).

Minimum Criteria for acceptance onto the MTI Scheme:• Appropriate postgraduate qualification (Part 1 College exam or equivalent)• Three years minimum postgraduate experience (Four for Royal College

Obstetrics and Gynecology).• Appropriate postgraduate experience including 1 year internship• IELTS with at least 7.0 in each of the testing areas and no less than 7.5

overall of the academic test, or OET with a grade of B or above in each testing area.

Applying to Ireland (Fellowship Only)

The OMSB has collaboration with the Royal College of Physicians of Ireland (RCPI) as well as with the College of Anesthetists of Ireland (CAI). However, applications that are not covered by the aforementioned Colleges could be sent to other respective Colleges as well.

Requirements 1. Have completed primary medical degree.

2. Have completed a structured internship.

3. Have completed a four/five-year Residency Program and incorporated examinations.

4. Have at least one year’s experience post-Residency training in the chosen specialty.

5. Be eligible to be registered with the Irish Medical Council.

6. IELTS overall band score of 7.0 with no less than 6.5 in each of the four domains or OET with a minimum score of B in all four domains.

Applying to Singapore(Fellowship Only)

Singapore Medical Council (SMC):In order to undertake hands-on training in Singapore, conditional registration to the SMC is required, which allows the doctor for a Fellowship post of up to 36 months.

In order to be eligible for conditional registration, doctors must hold member-ship exams such as MRCP, MRCS, MRCOG etc.

More Opportunities(Study Leaves)

An alternative optiAn alternative option to a scholarship is a “Study Leave” where the doctor, if approved by the Employer, continues to receive salary during the study. However, all expenses relating to the study is self-funded. The candidate must obtain a final acceptance from the university and must provide full information of the program such as the curriculum. OMSB’s role will be to evaluate the program and provide a feedback from an academic and training point of view. The final approval is given by the employer of the doctor.

What is IELTS?It is the International English Language Testing System. It conforms to the high-est international standards of language assessment. It tests the four language skills – listening, reading, writing and speaking.

OET

What is OET? The Occupational English Test is a language test for health practitioners who are qualified to practice in one country and wish to gain provisional reg-istration to practice their profession in another country which has an En-glish-speaking context. The test assesses English language proficiency as it is used in medical and health professions.

OET candidates gain a pass by achieving an A or B in each of the four subtests:

When and where to take the test? The OET is administered by the OET Centre up to ten times a year in over 40 locations around the world.

How to register for the OET? To register, you must apply online in the OET website. The OET Centre accepts payment by credit card online, bank cheque, money order or AEI-NOOSR through its ASDOT program. Debit cards cannot be used to pay online.
