Emergency Support Function (ESF) #11
Agriculture & Natural Resources
• EDEN participated in national dialogue beginning in 2018 (Scott Cotton, Noel Estwick, Beverly Samuel, and Mike Yoder)
• ESF #11 enables EDEN to collaborate in planning with
federal agencies, state agriculture directors, and state
animal health directors for addressing agricultural issues in
the protection of the nation’s agricultural, natural, and
cultural resources
• Evolved with further collaboration through webinar
sponsored by EDEN Executive Committee for
stakeholders 10

EDEN’s Funding from NIFA
• FOOD AND AGRICULTURE DEFENSE INITIATIVE
(FADI) aka Homeland Security Program
• To provide funding to protect the food supply and
agricultural production through reducing the impacts
of disasters

Cooperative Agreement
• Second year of a 4-year agreement with Purdue
University for coordination of EDEN.
• Funding was increased by 29% in the project period
that began September 1, 2019 through August 31,
2020. Total funding for 4-year project: $1.6 million.
• EDEN Executive team provided input to Purdue on
expenditures for the budget and Purdue is
overseeing mini-grants for specific projects.

Role of Anchor Institutions Partnerships
Smith-Lever Special Needs Grants Funded in FY19
This project will create partnerships between Land Grant Universities, public schools,
hospitals and other anchor institutions to increase food system resilience to improve
disaster preparedness.

Title: Heartland – Extension Disaster Education Network – Building
Resiliency in the Heartland
Smith-Lever Special Needs Grants Funded in FY19
This project will address the need for regional coordination and leveraging of existing
disaster preparedness and recovery resources in Iowa, Kansas, Nebraska, and Missouri
(a multistate/regional project) and build resiliency within the region.

Title: Indiana PREPared (Purdue Rural Emergency Preparedness),
Development of targeted rural-disaster specific resources and
associated training with special emphasis on agricultural
production sites.

A focus of this project will be the enhancement of the INPREPared.org website through updating
and expansion of NRAES-10, Farm Accident Rescue publication.

Title: Shelter from the Storm: Preparedness Education for Vulnerable
Populations in Connecticut

The focus of this project is to educate vulnerable populations with key messages on
practical steps to improve their readiness for severe weather.

Institution: University of Nebraska-Lincoln
Title: Resource Toolkit To Support The Wellness Of Extension
Employees Following A Natural Disaster
Smith-Lever Special Needs Grants Funded in FY19
The goal of the project is to support the psychological wellness of Extension employees
following a natural disaster by developing, implementing, and evaluating a toolkit of
resources that provide strategies of coping and reaching out to supportive others.
NIFA DFCS Visiting
Scholar EDEN
• Visiting Scholar is based upon a candidate’s demonstrated
record of accomplishments, quality of the proposed project,
depth of subject knowledge, and feasibility of conducting the
proposed work at NIFA.
• Currently working with Dr. Ryan Akers on the My Youth
Preparedness Initiative (MyPI) to explore partners for
funding expansion; MyPI was funded by NIFA for three years
for a total amount of $477,435, and it has been implemented
in 28 states.

1890 Visiting Scholar
• Dr. Noel Estwick continued work on engaging the 1890
institutions in EDEN and in emergency preparedness.
• Commendation: (16 of 19) 1890 Institutions have joined
EDEN or in the process. Over half have completed the
FEMA training to work with faith based organizations.
The 1890 Advisory Group is planning for a workshop in
2020 to aid all institutions in updating emergency plans.

Historically Black College/
University Consortium
• Participated, along with Dr. Estwick, on the consortium to
connect Land-Grant partners with emergency
preparedness for HBCUs
• Initiative funded through Howard University to train
students on HBCU campuses in the FEMA Community
Emergency Response Team (CERT) training
• North Carolina is the first state in the rollout –
1862 and 1890 partners are part of the dialogue 23
