1. INTRODUCTION

The University of Cambridge International Examinations (CIE), the Ministry of Education

(MOE), Singapore and Singapore Examinations and Assessment Board (SEAB) are the

joint examining authorities for the examinations except for Mother Tongue subjects and

subjects examined in Mother Tongue, where SEAB is the examining authority.

The Singapore-Cambridge General Certificate of Education Advanced (A) Level

Examination is administered by SEAB.

Before registering for any examination subject(s), you are advised to read carefully the

information contained herein. By registering for the examination, you agree to comply with

all the examination instructions and regulations stipulated by SEAB.

SEAB may issue additional instructions for the conduct of specific examinations (for

example, written papers, coursework, oral, and practical) at any time leading up to the

date of examination. Any new or updated instructions are part of the instructions &

regulations, and will take immediate effect unless specifically stated.

You will be informed of the updates through your school. The instructions will also be

updated on the SEAB website at www.seab.gov.sg. If you have any questions, you should

approach your school teachers for clarification.

The national examination question papers are copyrighted. You are not allowed to post

online, publish or reproduce the national examination question papers in any other form

without permission from SEAB. SEAB will take all necessary actions, including penalties

against candidates if there are any copyright infringements.

No part of this document, whether image, text or otherwise, may be copied, reproduced,

published, adapted, modified, distributed, transmitted, communicated and/or stored in any

form or by any means without the prior written permission of the SEAB.

2. REGISTRATION You are required to register for your choice of examination subjects through your school.

School candidates must not register as private candidates. If you have registered as

a private candidate, your registration as a private candidate will be invalidated and

any paid examinations fees will be forfeited.

2.1 GCE A-LEVEL EXAMINATION

You must be enrolled in one of the following courses to be eligible to sit for the GCE A-Level

Examination:

Academic Level

Subject Requirement(s)

CI1 You may register for Year-End H1 Mother Tongue Language (MTL) Examination if you had obtained B3 or better in GCE O-Level MTL. This is subjected to approval by your school.

JC1/CI2 Optional subject:

ONE H1 Content-based subject.

You are not allowed to re-sit the same subject in JC2 / CI3.

Compulsory subjects: (a) H1 Project Work (b) Year-End H1 MTL Examination; or

Year-End MTL Syllabus B Examination if you did not obtain at least D7 in GCE O-Level MTL or offered MTL Syllabus B at GCE O-Level.

You are not required to sit for the H1 MTL Examination if you: o Are exempted from MTL; o Attained D7 or better in GCE O-Level Higher MTL; o Offer H2 Mother Tongue Languages & Literature (MTLL) at JC2; or o Offer H1 Non-Tamil Indian Languages (Bengali, Gujarati, Hindi,

Punjabi and Urdu) or H1 Foreign Languages (French, German and Japanese) in lieu of MTL (subjected to approval).

Note:

You will need to produce a MOE letter of approval to be exempted from MTL.

Your school must inform SEAB that you are offering H2 MTLL at JC2 in order for you to be exempted from the H1 MTL Examination.

Once you have fulfilled the MTL requirement or have been exempted from MTL, you must count MTL as 1 Academic Unit (AU) as part of the 12 AU cap.

Academic Level

Subject Requirement(s)

JC2/CI3 Compulsory subjects: (a) General Paper; or

Knowledge and Inquiry (KI) in lieu of General Paper and as a fourth H2 subject.

(b) Mid-Year H1 MTL Examination (if you wish to retake the subject); or Mid-Year MTL Syllabus B if you had obtained “Ungraded” in the Year-End MTL Syllabus B Examination during JC1 / CI2 or “Ungraded” in the Year-End H1 MTL Examination during JC1/CI2.

Curriculum Requirements: o You must offer at least FOUR content-based subjects by the end of

JC2 / CI3, of which THREE must be at the H2 level. o You must sit for the H2 content-based subjects and General Paper in

one sitting in JC2 / CI3. o You are not allowed to re-sit your H1 content-based subject if you had

sat for the subject in JC1 / CI2. o You are not allowed to offer the same subject at both H1 and H2 levels. o Your H3 subject(s) must be offered together with the corresponding

subject(s) at the H2 level. Please approach your school’s H3 Coordinator or Examination Coordinator if you are unsure of the subject code or paper number to register for.

o If you are repeating the GCE A-Level examination and wish to re-sit your H3 subject, you must submit your request through your school.

With approval from your school, you may offer: (a) an additional H2 subject in place of the H1 subject; (b) an additional H1 or H2 subject; and/or (c) up to TWO H3 subjects.

Contrasting Subject Requirement: o You are required to offer a contrasting subject at the H1 or H2 level

from either the ‘Humanities and the Arts’ or ‘Mathematics and Sciences’ subject groups.

o H1 MTL and H1 Foreign Language (FL) cannot be offered as contrasting subjects.

o H2 MTLL and H2 FL can be offered as contrasting subjects to the ‘Mathematics and Science’ subjects.

o You have fulfilled the contrasting subject requirement when you offer KI.

2.2 GCE O-LEVEL EXAMINATION

2.3 REGISTRATION PERIOD

2.3.1 You must register through your school during the registration period from 25

March to 12 April 2019.

2.3.2 You are not allowed to amend your registration entries after 5 July 2019.

2.3.3 If you have registered to sit for H1 MTL/MTL Syllabus B Examination during the

Mid-Year examinations, you may register to re-sit for the MTL/MTL Syllabus B

subjects during the Year-End Examinations.

2.3.3.1 You will be advised on the registration period by your school after the release

of the Mid-Year H1 MTL/MTL Syllabus B Examination results in August 2019.

2.3.3.2 If you have sat for the Mid-Year H1 MTL Examination, you may register:

(a) to re-sit the written papers for the Year-End H1 MTL

Examination, provided that you were present for both Mid-Year

MTL Oral and Listening Comprehension2.

(b) for the Year-End MTL Syllabus B sitting if you obtain “Ungraded”

in the Mid-Year H1 MTL Examination.

2.3.3.3 If you have sat for the Mid-Year MTL Syllabus B Examination, you may re-sit

for this subject during the Year-End Examination after the Mid-Year MTL Syllabus B

results are released.

2.3.3.4 If you decide to re-sit the Year-End MTL Syllabus B Examination, you must

re-sit for all components (Listening Comprehension, Oral and Written components) of

the subject.

2 The Oral and Listening Comprehension will be based on the results attained for the Mid-Year MTL Examination. If you were absent from the MTL Oral and/or Listening Comprehension Examinations, you will not be allowed to re-sit the Year-End MTL Written Examination

2.4 EXAMINATION SUBJECTS

It is compulsory that you sit for all registered components of a subject; such as

Oral, Listening Comprehension, Coursework, Practical and Written Papers.

‘Absent’ will be issued for the subject if you do not turn up for one or more

components of the examination, unless you have been granted prior exemption

by SEAB for this/ these component(s).

2.4.1 The Annexes describe the list(s) of subjects and incompatible subjects in the

GCE A-Level Examination.

2.4.2 Details of the examination syllabuses may be found on the SEAB website at

https://www.seab.gov.sg.

2.5 CONFIRMATION OF REGISTRATION ENTRIES

2.5.1 You will receive a Registration Slip (RS) from your school teacher during the

registration period.

2.5.2 The RS will contain the following:

a) Your personal particulars;

b) Your examination subject/paper registered;

c) Details of the examination fees payable (if applicable).

Step 1. Check your RS carefully and verify your personal particulars and subject/paper indicated. Any amendments should be made on the RS clearly.

Step 2. Sign on your verified RS.

Step 3. Return your verified RS to your teacher, even if there is no amendment.

Step 4. You will receive a finalised RS as a confirmation of your successful submission of your examination entries. to SEAB.

2.6 PAYMENT OF EXAMINATION FEES

2.6.1 The examination fees payable includes both the basic fee and subject fees. No

Goods and Services Tax (GST) is payable on the examination fees as this is

currently absorbed by the Ministry of Education.

2.6.2 The amount of examination fees payable is based on your citizenship status as of

12 April 2019, i.e. the last day of examination registration.

2.6.3 Examination fees are waived for candidates who are Singapore Citizens as of 12

April 2019, i.e. the last day of examination registration.

2.6.4 No waiver of the examination fees will be accorded if the Singapore Citizenship is

obtained after 12 April 2019 (indicated as date of issue on the NRIC). Details of the

fees are shown on the registration slip.

2.6.5 Please approach your school if you require financial assistance.

2.6.6 Mode of Payment:

You may pay the examination fees via GIRO, cash or cheque. The payment details

are shown below:

GIRO

If you are currently paying your school/ miscellaneous fees via MOE’s GIRO Scheme, the examination fees will automatically be deducted from the same account via GIRO. If you have registered for O-Level subjects, the examination fees will also be automatically deducted via GIRO.

Please inform your teacher if you do not wish to pay the examination fees via GIRO. You should indicate your intent in the payment notification letter and return the letter to your teacher.

Cash/ Cheque

If you have opted not to pay via GIRO, please pay the examination fees by cash or cheque to your school.

3. WITHDRAWAL FROM ENTIRE EXAMINATION AND REFUND

Your examination registration record will be deleted if you withdraw from school.

3.1 WITHDRAWAL FROM ENTIRE EXAMINATION

3.1.1 Your request to withdraw from the examinations will firstly need to be approved by MOE, then submitted through your school before the start of the year-end written examinations.

If you withdraw from the examinations, you will NOT receive any results, result slips or certificates for any subjects or components of subjects that you have taken.

If the examination results have already been released (for example, the mid-year written examination results), your results will be invalidated.

3.2 REFUND

3.2.1 You will be given a full refund of the examination fees (basic fee and subject fee) if your school submits your withdrawal request to SEAB by 5 July 2019.

3.2.2 You will not receive a refund of your examination fees if:

your withdrawal request is made after the 5 July 2019, or

if you have sat for any components of the registered subject(s).

4. ACCESS ARRANGEMENTS

If you require access arrangements (AA) to sit for the examination due to specific learning and/or

physical needs diagnosed before the examination, you may apply for AA following the instructions

below. AA are arrangements granted to enable you to sit for the examination without compromising

the assessment objectives. AA are not intended to give you an unfair advantage over other

candidates in the same examination.

4.1 APPLICATION FOR ACCESS ARRANGEMENTS

If you wish to apply for AA, you should submit your application through your

school as early as possible, before the deadline in the examination year.

Applications may take up to three to four months to review. Late applications may

not be accepted or approved due to insufficient time for review.

Please consult your school teacher on the application procedure and the deadline

for the submission.

4.1.1 You will receive the outcome of your AA application through your school.

4.1.2 You must bring and present the approved AA outcome letter to the examination

personnel before the start of the examination, to verify the AA granted by SEAB.

4.1.3 If you wish to withdraw from any AA granted, please submit a letter of withdrawal

through your school at least five working days before the date of examination.

SEAB will not reinstate the provision of the AA once the arrangements have been

withdrawn.

4.2 ANNOTATION ON YOUR RESULT SLIP AND CERTIFICATE

4.2.1 Your results will be annotated for the following AA:

Extra time allowance (including preparation time for oral examination);

Exemption from satisfying the full range of assessment objectives in a subject

(e.g. exemption from oral or listening comprehension examination);

Modification of examination papers;

Use of word processor facilities and other computer aids;

Use of Reader or Scribe; and

Practical assistance in areas such as handling of apparatus during the practical

examinations, using instruments or graph plotting.

4.2.2 There are two types of annotation symbols. The explanations for the symbols

(provided on the reverse side of the result slip and certificate) are as follows:

Exemption Symbol (#)

‘The candidate was exempted from satisfying the full range of assessment

objectives in this subject.’

Access Arrangement Symbol (+)

‘The candidate sat for the paper under access arrangements.’

4.2.3 If your letter of withdrawal is not submitted through your school minimally five

working days before the date of examination, your results slip and certificate will

still be annotated, even if you do not make use of the approved AA during the

national examinations.
