Your guide to the 2019 Southern Regional Forum.For one hundred years and counting, engineers have contributed to the betterment of the lives of everyday Australians.

During the forum, we will deep-dive into the progressions specifically within Southern Queensland. Held in the Darling Downs’ regional centre of Toowoomba, the annual Southern Regional Forum will feature a day of informative open learning and topical conversation with some of the industry’s best and brightest.

Guest speakers from a variety of disciplines will cover topics spanning four major aspects of today’s society:

Energy, Transport, Waste, and Water.

While you’re here in Toowoomba, you will have the opportunity to experience a site tour of a local project at the Highfields Pioneer

Village. Here, you’ll see a rare showcase of a 1940 Vintage Southern Cross Mark BGC 40HP 1200 RPM Diesel Engine - a display erected in

honour of Engineers Australia’s Centenary year.

The Southern Regional Forum is the second of three regional forums taking place in 2019. Having already covered Central Queensland, the

next gathering will take place in the North.

Bringing more than 30 years of local government experience to the role, Paul was previously the Deputy Mayor of the Toowoomba Regional Council in its first amalgamated term, and Mayor of

Millmerran Shire Council for eight years, having served continuously on Council from 1982-2008.

Paul is the founding Chair of the Darling Downs South West Queensland Council of Mayors and Deputy Chair of the Council of Mayors South East Queensland (SEQ), which is currently leading

an investigation into a potential SEQ 2032 Olympic Games and has secured a commitment towards an SEQ City Deal.

Mayor Antonio continues to advocate for Toowoomba’s place on the planned Brisbane to Melbourne Inland Rail Line and is an executive member of the alliance of Local Governments

likely to be impacted by the project.

Paul is also leading the business community to position Toowoomba as the transport and logistics hub of Queensland and Australia. Other significant initiatives delivered under Paul’s leadership

include an extensive flood recovery and mitigation program for Toowoomba following the devastating floods of 2011 and 2013; declaration of the region as a Refugee Welcome Zone; and

hosting one of Queensland’s largest White Ribbon Day events promoting peace, particularly in families and homes.

Paul holds a Diploma of Agriculture, is a Fellow of the Australian Institute of Company Directors and has held a number of board positions.

Having worked for Origin Energy for over 10 years, Thomas is currently the Principal Geologist in the Operations Geology team and is also Origin’s Chief Geoscientist.

Thomas did his undergraduate studies in South Africa, going on to complete a PhD on a continental deep drilling project at the University of Frankfurt (West Germany) in 1988. After post-doctoral employment in Australia and the US, Thomas honed his skills in the

oil and gas industry for 25 years; Predominantly in structurally and geomechanically-challenging exploration and development projects in Australia, Middle East, Central Asia, SE

Asia and Europe.

Thomas has been intermittently involved in CSG projects for over 15 years, with his current role focusing on the adaptation of geomechanical concepts and in-situ stress characterization for reservoir optimization, fracture stimulations and horizontal drilling

projects in Coal Seam Gas reservoirs in SE Australia.

Andrew is a professional engineer and scientist who joined the Department of Transport and Main Roads back in the early 2000’s. Andrew is the current Deputy Regional Director

for the South Coast Region, with a particular interest in infrastructure delivery and transport operations.

Andrew has extensive experience in the delivery and network integration of major road projects having worked on some of the biggest road infrastructure projects in Queensland,

as well as leading the current M1 Pacific Motorway program of works.

Andrew played a critical role for the Department in managing the successful transport coordination task for the 2018 Commonwealth Games on the Gold Coast, as well as being heavily involved in the recovery response following the devastation caused by ex-severe

tropical cyclone Debbie.

An employee since 1985 at Queensland Government in the transport infrastructure industry, Peter has had experience in most phases of the lifecycle of transport projects, specifically pre-construction and design, construction and maintenance/rehabilitation

activities for road and rail construction.

His main areas of competency are in the fields of construction materials (including surveillance and testing) geotechnical engineering, and pavement technology, and has also

provided technical input to State and Australian standards and specifications.

Since 2014, Peter has been part of construction teams for projects such as the Moreton Bay Rail, and more recently, Toowoomba Second Range Crossing. As well as achieving his status as a Chartered engineer, Peter is also a Registered Professional Engineer of

Queensland.

Kerrin Roberts is a Project Manager for the Kagaru to Acacia Ridge and Bromelton (K2ARB) project, one of the 13 individual projects that make up the Inland Rail Program.

Her demonstrated history in the railway industry started in the UK on the iconic London Underground, where she worked on station congestion relief projects and proposal

preparation for new projects.

Advancing to a vast variety of roles spanning project controls, feasibility design, signal works, and overhead line electrification for various marquee projects in the UK (including CrossRail, Thameslink and Great Western Railway), Kerrin returned to Australia in 2017 to

join Queensland Rail.

After being assigned to work on the State’s Station Upgrade Program, Kerrin now operates in her current role with the Australian Rail Track Corporation’s (ARTC) Inland Rail Program.

She holds a Master of Business Administration and Graduate Diploma in Legal Studies from the University of New England, along with a Bachelor of Arts from University of

Queensland. Kerrin’s technical qualifications include a Certificate in Basic Signalling Design, and she’s a member of the International Association of Project Managers.

Prior to joining Russell Mineral Equipment in 2010 as an electrical hardware designer, Richard plied his

trade as an electronic engineering.

Since 2015, Richard has applied this knowledge in the role of Senior Electrical Engineer in the Water Infrastructure Services for Toowoomba Regional

Council.

David’s professional experience lies in administrative law, disciplinary and regulatory proceedings, and general corporate and commercial

law.

David also advises BPEQ about its compliance with the Professional Engineers Act 2002 (Qld) and all other applicable Queensland and

A promising product of the University of Southern Queensland, Kyra’s experience lies in environmental engineering in which she practices as a Graduate Environmental Engineer in GHD’s Contamination and

Remediation Team.

Glenn is an experienced Electrical Engineer across the areas of substation design, asset management, electrical infrastructure planning and customer connections with a particular

focus on large scale grid connected renewable generation.

As the Manager of Network Connections for Energy Queensland, Glenn is responsible facilitating the technical assessment and customer connection planning for complex connection projects (including navigation of the National Electricity Rules) along with

network modelling for Energy Queensland.

He is passionate about energy security and reliability, electrical infrastructure planning along with providing affordable and sustainable energy for communities and customers that

Energy Queensland serves.

Tony is an experienced water industry professional and a qualified civil engineer with 20 years’ experience. Over his career, Tony has had the privilege of working directly for Local

and State Government agencies as well as the private sector as a consultant within South East Queensland.

Tony’s water experience has been heavily centred around the planning of water

infrastructure and has required him to lead large teams of professionals.

Since 2014, he has fulfilled the role of Seqwater’s Team Leader for Integrated Master Planning, contributing to the development key strategic plans which are inclusive of

the Water Security Program and Integrated Master Plan, shaping the future South East Queensland’s Bulk Water Supply System.

A product of Massey University and UCOL in Palmerston North, New Zealand, Joe graduated in 1992 with a Bachelor of Agricultural Science, NZCE III Mechanical

Engineering specialising in Engineering Plastics.

Since arriving in Australia 18 years ago, Joe has been predominantly involved in large-scale construction management and in a business development capacity with South East Queensland-based original equipment manufacturers, Hydrapower, TEREX, and Wagners.

Joe’s division within Wagners, Composite Fibre Technologies, specialised in glass fibre composite products for construction and engineering in a diverse range of applications, including bridges, pedestrian structures (such as boardwalks, viewing platforms, beach stairs), maritime (wharves, jetties, and pontoons), through to special projects such as

timber bridge replacement and rehabilitation, non-traditional piles, decking, industrial refits, aquatic adaptations for zoos and aquariums, and many more.

A product of the Queensland Institute of Technology (now QUT), Dr John Russell joined MIM in 1980, where he spent five years with copper and lead smelters and concentrators, plus their

associated underground mines.

John’s time at MIM saw him develop particular expertise in developing devices and methods aimed solving plant bottlenecks. One such device was the Isa Sizer Vibrating Screen, which John

designed, built, and successfully commissioned by 1985.

That same year, John formed Russell Mineral Equipment (RME), niche engineering firm that uniquely services the mineral processing industry by investigating, deigning, building, and

commissioning specialised items and equipment. After discovering the inefficient and unsafe aspect of critical mill maintenance process, John crafted the Russell Mill Relining Machine in 1990

– a device that quartered traditional relining times.

Dr Russell was awarded the Canadian Mineral Processors Art McPherson Medal for contribution to the advancement of comminution in 2007, and an Honorary Doctorate in Engineering from

the University of Southern Queensland in 2009. 2009 also saw RME inducted into the Australian Exporters Hall of Fame, having won State and National Export Awards in 2000, 2001, 2005, 2007 and 2008. In 2014, John was presented with the Mineral Industry Technique Award by AusIMM.

A qualified mechanical engineer with specialisation in Product Development, Kit’s theoretical and practical experience combine the disciplines of mechanical engineering and

industrial design, with extension into product innovation and management.

Over the years Kit has been exposed to a number of industrial fields including aircraft, hovercraft, surfboard manufacturing, mineral processing, and yacht building before working

for manufacturing and construction firms as a designer and manufacturer.

Kit has worked in Australia, New Zealand, the UK and USA in management and technical capacities.
