Before we proceed further, let us pay our respects to many of our officers, citizenry, who passed away during thisperiod under report. We lost our Indore Module President Com Pramod Mantri. A fighter and comrade dedicated tothe cause of members left us for heavenly abode. His untimely demise is the biggest loss for not only his family but tothe entire SBIOA, Bhopal Circle family. The entire banking fraternity was appalled to receive the news of the brutalmurder of Com Karan Singh Negi, a young energetic officer of e-VIjaya Bank, attached to Nimbol branch in Jalagaondistrict of Maharashtra, who was assassinated by unknown miscreants inside the branch premises in broad daylighton 18th June’19. Com Milind Kumar Madhur, an officer of Canara Bank Jamui branch in Bihar state was attacked bymiscreants in train on 26 th June’19 and succumbed to the injuries received. Girish Karnad, an eminent writer, theatrepersonality and Jnanpith Awardee, R.V.Janakiraman, former Chief Minister Puducherry, Master Hirannaiah, a theatrepersonality, who was known critic against corruption through plays, VY Deveswar and B M Khaitan, business leaders,Captain Mohan Narayan Rao Samant of the Indian Navy - hero of a 1971 India-Pakistan war, Smt Sheela Dixit, theonly lady 3 time CM of Delhi passed away during this period.

GENERAL SCENARIO

General Elections for 17th Lok Sabha

The Indian Democracy is the largest in the world. 17th Lok Sabha elections were held in 7 phases between 11th Apriland 19th May 2019 all over the country. It was a massive and tremendous call of duty for the Election Commission,officials of State and Central Governments. Personnel from Banks have been in forefront discharging their duties in theprocess of elections.

New Government assumes the charge

National Democratic Alliance (NDA), under the leadership of Shri Narendra Modi secured decisive majority and formedthe Government. Smt. Nirmala Sitharaman, former Defense Minister has taken over as the Finance & CorporateAffairs Minister while Shri Anurag Singh Thakur, has been inducted as Minister of State for Finance.

The Government presented its first budget on 5th July 2019. Pre-Budget Meets by/with Finance Ministry is a tradition.Such consultation gives the inputs to the Government. In keeping with this tradition, Ministry has been holdingconsultations/meeting with various Ministries, corporate houses, industry captains and the congregation of businessmenand industries like Chamber of Commerce, FICCI, CII and Federations etc. It is widely reported that the Indian Corporateseek further liberalization in the economy and concessions in various areas, including the rates of GST. They have alsobeen demanding measures for boosting the Exports and seeking foreign investment in various sectors of the economy.Sectors like farm, power, iron & steel, telecom, IT, alternative energy, the infrastructure and Banking are expecting asubstantial support from the Ministry of Finance in the present budget.

It is expected that the Government is likely to fast-track reforms, continue its approach of disinvestment, divestment,privatization etc. Consolidation of labour laws in 4 codes, bring out laws skewed in favour of employers, ease of doingbusiness and closure than ease of working appears to be a priority area. Consolidation of BFSI is another area wheremis-adventurism is expected.

Government has been embarking many social programmes. Bankers have been the conduit through which thesegovernment programmes flow. Officers are anxiously looking at the budget, not for benefits, but the additionalresponsibilities, work-load that it may thrust on the hapless banking community, which is already inundated under thepressure of work.

The working class has lot of expectations from the new Government viz. employment opportunities, social securityimprovement in real wages to name a few. Given the huge trust and confidence reposed, we also hope that Governmentwould look towards improving social security measures to protect the labour in unorganized sector.

Banking Industry

The situation continues to be murky. Tone and tenor of government speak is clear towards consolidation and possibleprivatization of PSBs. Despite efforts, merger of Vijaya and Dena Banks with BOB materialized. Media is abuzz with therumour of mergers. It is unfortunate that, for the first time, manifestos of political parties talked about consolidations,proving that such reforms are independent of political lineage. Our demands for arresting stressed assets, recapitalizationof banks, publication of wilful defaulters list, augmentation of human resources et al, have fallen on deaf years of thegovernment and various authorities. Our esteemed institution also incurred losses in couple of quarters, but ultimately,returned to black, though not at expected level. Bank did not propose dividend under these circumstances.

The effect of AQR and the forced marking of stressed assets have taken toll on the profit figures. Consequentialprovision on account of implementation of IBC has continued to affect Banks. Dwindling bottom line has been anexcuse to the management of the banks while negotiating salary revision and perks.

Continuous digitization of banking service is a boon, but may be a bane over the period. Banks have been over-gearingtheir techno-products, being fully aware that literacy is restricted to reading and writing. A fairly large proportion of thecitizenry do not have the required level of acumen and appetite for technology. There is a possibility of galloped tech-frauds. Mobile, instead of being used as an equipment to communicate, is being seen as a banking outlet. Nearly allsmart phones are on android platform, which are not secured and poses a big challenge in the coming days.

Staffing continues to be another area of concern. Recruitment is nearly absent. Clerical ratio to officers has touchedabysmal level. While in the Bank, it is around 1.10, in the industry is around 1.40, comparing to 4:1 few decades back.This indicates that clerical work has migrated to officers.

Rationalization of Bank branches is yet another area of worry. M&A is not only a step towards de-nationalization, butalso reflects in reduction in number of bank branches. Banking is all set to be handed over to middlemen in the guiseof NBFCs, Fintech Companies and Business Correspondents and Facilitators.

Stress Assets - RBI issues revised circular

We have been constantly demanding stringent measures of recovery of NPA's in the banking industry. The series oflegal enactments introduced by the Central Government and Reserve Bank of India guidelines for the recovery of hugecorporate loans gave room for series of litigations in the Supreme Court. The Supreme Court at the behest of severalpetitioners quashed the guidelines issued by the RBI in connection with identification and resolution of stressed assets.We are proud to say that AIBOC leadership, which is incidentally led by us, took keen interest against misconceivedguidelines of RBI and was responsible for this. The Supreme Court directed the RBI to come out with revised guidelineswhich ensure certain flexibility for the purpose of enforcement of the legal enactments in regard to the recovery of loansunder IBC code etc. The RBI has since issued the revised guidelines on this. The revised instructions are widelywelcomed by the executives in the banking industry on the flexibility available to them for recovery of NPA's withoutchoking the borrowers.

Yet another significant judgment by the Supreme Court is recognizing the right of citizenry to seek information aboutthe list of defaulters under NPA's by the Banks. The legal battle was on for the last several years between the RTIactivists and the Information Commission and thereafter the matter went to the Supreme Court. The RBI took a standthat the information in regard to the NPA's are confidential nature and cannot be parted with the individuals under theRTI Act. The Supreme Court ruled that the citizens have a right to know the details of the defaulters and the RBI cannotrefuse to divulge the information under the pretext of secrecy act. Federation as well as the Confederation has beeninsisting on the publication of the defaulters' list by the RBI.

RBI Monetary Policy and directives

RBI's monetary policy has been turning out to be more dovish than the hawkish. For the successive second time, therewas a cut in Policy Rate, aggregating to 0.50%. Now the mood of RBI appears to be more towards accommodatingbusiness and industry. While this cut is expected to reduce the cost of lending, it will also have a flipside effect of

reduced interest on deposits. It is very pertinent to note that there is a large section of the citizenry who depend oninterest on deposits for their living. RBI has been insisting that banks should transmit the benefit of cut in policy rate tocustomers. Our Bank has begun a new era of transparency in consumer loans by linking the pricing of its home-financing products to the central bank policy rate.

The Government securities rates have also fallen and the banks have been instructed by the RBI to pass on the benefitof the reduction in the repo rate to the customers. The RBI has also taken a series of steps for encouraging the digitaltransactions so that the cash transactions could be gradually reduced. In this direction, the RBI has advised banks tosee that the transfer of funds under RTGS and NEFT are free of charges. The series of measures adopted by the bankwill reduce the opportunities of making non-fund- based income in the banking industry. The service charges levied bythe banks are also under severe pressure and there is an all-round demand for reduction of the various chargesincluding the service and processing charges. In view of the improved liquidity, the banks are compelled to review theirlending rates at rapid phase.

RBI has extended the timings of RTGS. The matter has been dealt with appropriately by Confederation andcommunication has been addressed to RBI Governor in this regard.

Industrial Relations at Bank and industry level & Wage Negotiation

IR continues to be cordial within the Circle. CNCs are being held at regular intervals. There have been positive responseswhenever suggestions are made to Management. We have placed many demands, both monetary and non-monetary.Formal and informal meetings have been taking place. We are hopeful that many would bear the fruit in next fewmonths.

Upon assuming the charge, Chairman, President and the undersigned met the Chairman and other senior executivesin the Bank and exchanged pleasantries. We also met the new DMD & CDO, along with the other senior office-bearers.We took the opportunity to broach many issues, including mandate. CNC Agenda discussed on 19.06.19 is as perAnnexure 2.

At industry level, there has been an impasse created, on account of adamant attitude of IBA and the Government onwage negotiations. Fractured mandate has been a stumbling block. Upon realizing the hard stand taken by Confederation,IBA has offered negotiation upto scale V, though 5 Banks, including SBI has officially mandated IBA to negotiate onlyupto MMGS III. Among 5 Banks which are still to give full-scale mandate, unfortunately SBI is also one. We have takenup the issue with our Management during our informal discussions and also in CNC.

Wage negotiations came to a standstill ever since the election process began in the country. The discussions held byUFBU on 19th June were a ritual, without participation of AIBOC and NOBO. UFBU has addressed letter to IBAdemanding full mandate. During the last round of meeting, there were discussions on the question bringing uniformityin the matter of Disciplinary and Vigilance Proceedings in the Banks. We have given our views on the various issuesbrought up for discussions in the meeting.

The undersigned and the leadership of Federation had attended the Executive Committee meeting of Confederationon 24th & 25th of June at Bengaluru. We seized the opportunity and convened a meeting of the four Officers' Organizationon 25th June 2019 at Bangalore. Apart from AIBOC leadership, representatives of AIBOA, NOBO and INBOC participatedin the meeting. A discussion was held threadbare on the issues encompassing wage negotiations, more specifically forseeking unrestricted mandate and against any sort of performance linked pay. We drove home the possible damagethat could be caused if award staff union goes ahead with discussion, as it appears to be the intention of award staffconstituents of UFBU as well as IBA. After thorough discussion, an understanding was arrived, and a communicationwas addressed on the same to IBA to resolve the issue of mandate by 2nd July 2019, under information to all 5 Bankswhich are still to give unrestricted mandate. It was also decided in the meeting that suitable measure, includingorganizational action, should be launched, based on the response to our letter thereafter.

Next day (on 26th June), a delegation of our office bearers consisting of Com Debasis Ghosh (President, AIBOC),

Sri Ravinder Gupta (Sr VP, AIBOC) , Shri Deepak Kumar Sharma (VP, AIBOC and the undersigned met Shri AnuragSingh Thakur, Minister of State, Finance and Corporate Affairs, handed over a detailed memorandum on the challengesfaced by bankers, which inter alia included wage negotiation also. Hon'ble Minister of State gave a patient hearing, anddiscussed each point and promised to revert. A copy of the letter address to IBA and Minister of State for Finance isannexed for the information of the house.

HISTORIC MOMENT -Golden Jubilee of our Indefinite Strike

This year is a momentous and historical one. We are celebrating Golden Jubilee Year of indefinite strike of officers ofthe Bank resorted to in 1969. Federation and its affiliates are chalking out many programmes to celebrate this event ina befitting manner all over the country. We desire that this should be a spark to rekindle the latent passion and we areduty bound to recollect the courageous and militant act of our yesteryear leaders going on an indefinite strike from 10thJune 1969, which was ended after 17 days. The anger, frustration of not conceding to the substantiated demands ofthe Federation, culminated in self-imposed work to rule movement. Bank made attempts to trample down the rights,and suspended 4 officers, causing entire officers' fraternity across the country to go on strike. Amidst threats by theManagement and the Government, support from various quarters poured in.. Our own sister organization, officers'association of Bank of India and Associate Banks extended support. Despite maligning advertisement by Bank, officersstood firmly with Federation. Ultimately, Government and the Bank had to give in. Demands were conceded. Bi-lateralfora were created. Trade union rights of supervisory staff were recognized. The success and importance of strike couldbe comprehended as BBC recognized it as first strike by supervisory cadre across the globe and that Indian Institute ofManagement found it an event worth studying as to the cause and the effect of the strike.

We respectfully remember Comrades L.V. Subramanyam, S.K. Mishra, A V Rajwade, V.H. Khedgikar, Aspi Banker,K.P. Sanjana and A.F. Fernandez, who were in the forefront on those days.

Rebuild ODISHA - Contribution of the Federation

In the aftermath of Odisha facing fury of cyclone "Fani", wrecking many parts of the State, we had called upon the Bankas well as our comrades to contribute to the relief measures initiated by Odisha Government. We are thankful to ourcomrades who have shown compassion through their contribution. Bank had also appealed to officers and staff tocontribute for the cause.

In line with the tradition to rise to such occasions, Federation has also contributed Rs.10 lakh to Chief Minister's ReliefFund to "Rebuild Odisha". A cheque was handed over to Shri Naveen Patnaik, Hon'ble Chief Minister, Odisha on 30thMay, 2019 by the Federation leadership, which comprised of Com Sambit Misra, President, Com Arun Bishoyi, DGS,Com Sabyasachi Swain, EC Member, AISBOF and the undersigned. Hon'ble Chief Minister Shri Patnaik acknowledgedthe contribution and expressed his satisfaction and gratitude. Our affiliates have also contributed generously for thisnoble cause.

We place on record our appreciation to the tremendous effort of SBIOA(Bhubaneswar Circle) in serving the humanityduring the crisis.

Important issues taken up with Bank : Many issues have been taken up during the period. Few important issues aredetailed hereunder :-

i. Probationary Officers (Rural Banking)-PO(RB): Relaxation in Service Conditions on Retaining Po (RB) InRural Business For A Minimum Period Of 10 Years

The issue has been discussed in many meetings. Now the bank has considered one of such requests and has issuedcircular No:CDO/P&HRD-CM/23/2019-20 dated 19.06.19, relaxing the policy approved at the time of recruitmentof POs (RB) of retaining such officers in rural business for a minimum period of 10 years and thereby permitthem to be posted in any other verticals of the Bank as may be required by the Bank, in respect of POs(RB).

ii. Probationary Officers -2017 Batch Recruited vide Advertisement No.CRPD/PO/2017-18/19 Court Case:LPA 10/2018, before Hon'ble High Court of Delhi

A writ petition has been filed before Hon'ble High Court of Delhi in connection with their non-selection as ProbationaryOfficers in the Bank. Consequent upon this, Hon'ble High Court of Delhi passed an interim order that the result/selection of POs is subject to the outcome of the pending writ petition. The Division Bench of Hon'ble High Court ofDelhi has directed the Appellant/Petitioner to implead the Probationary Officers of the batch as Party Respondents inthe Appeal as their selection has been challenged in the said petition.

We have taken up the issue with the Bank as well as our own legal counsels to secure the interest of the officers of thebatch. As there is large number of officers, our legal counsel has suggested that such officers, instead of representingindividually, may be represented by AISBOF. Towards this, affiliates may please ensure that POs to execute the powerof attorney/Vakalatnama in favour of the Federation as per format circulated.

iii. Nomination of Non-Workmen Director on the Board of the Bank

Bank has not appointed any Non-workmen Director on the Board so far, despite our repeated persuasion. The All IndiaBank Officers' Confederation (AIBOC), had filed a Writ Petition -WP 9749/2017 before Honourable High Court of Delhi,demanding nomination of Non-Workmen Directors on the Board of all Public Sector Banks. In response to the directionof Hon'ble High Court, DFS has communicated to the Banks to complete the exercise in all PSBs. We understand thatthe process for appointment of Non-Workmen Director has been completed in respect of 7 Banks. In fact, the firstcommunication of the undersigned to the Management, this issue was taken up wherein we have urged upon themanagement to expedite the process. During recent CNC meeting, management has informed that the same is underprocess at our Bank.

iv. Relief loan to employees affected by natural calamity/cyclone 'Fani' in Odisha : You are aware that extensivedamage has been caused to the properties of employees by the effect of Cyclone "Fani" in the fourteen affecteddistricts of the state of Odisha, viz., Puri, Khurda, Cuttack, Jagatsinghpur, Kendrapara, Dhenkanal, Nayagarh, Jajpur,Bhadrak, Baleswar, Gajapati, Ganjam, Keonjhar and Mayurbhanj. The property of many of our employees and officershave also been severely damaged and in some cases, even destroyed beyond repair. Despite constraints, our employeesand officers are trying their earnest best to restore banking services to the people, which has been in entire disarray. Inthis backdrop, we have requested the bank to consider extending an interest free loan to all our employees havingproperty in the afore-mentioned districts to facilitate them to repair/refurbish the damaged property.

v. Manpower Planning: Promotions to JMGS-I

The bank approved vacancies of JMGS I numbering more than 8300, but the actual promotions were 2473, whichworks out to 29 %. As a result of this, the net addition of officers in almost all the Circles is negligible. This hascascading effect on the Customer Service, Business Development, increase in number of Single Officer Branches,stress on officers and the performance of the officers which could eventually affect their CDS scores. We have receivedfeedback that the main reason for the huge number of clerical staff opting out of promotion exercise is the work lifebalance of the officers' fraternity, placement related issues and humiliation meted out by senior functionaries.

In view of the acute shortage of Officers in the Circles, we suggested to consider Special Dispensation of releasing thesupplementary list of promotions to the JMGS 1.

• Conduct of supplementary Promotion exercise immediately by permitting the staff who have opted out of thepromotion process onetime opportunity to opt in and reducing the eligibility criteria for promotion from Clerical toJMGS I to four years.

• Consider reduction in the training period of Probationary Officers/Trainee Officers.

• Special recruitment of JMGS I Officers directly.

• Reduction in eligibility.

• Special dispensation

Enhancing the cap of Voluntary Contribution to PF

The extant rules permit additional Voluntary Contribution to Provident Fund (VPF) by officers & employees up to 15%of Basic Pay and eligible allowances ranking for superannuation benefits, as the case may be. While contribution topension fund is defined in National Pension System (NPS), the returns are uncertain. This uncertainty needs to beaddressed not only to instil confidence, but also as a measure of hedging to take care of any eventuality. Towards this,we have requested Corporate Centre to enhance the cap of additional Voluntary Contribution to 25%. We perceive thatthis decision, if implemented, would provide an opportunity to our employees, specially the new recruits who havejoined our esteemed organization after Aug 2010, who are covered under NPS. This will not only encourage the habitof savings, but also ensures financial security to our employees and would be hailed as a game-changing HR initiative.Bank has informed us that this has to be viewed from the perspective of fund management and will be examined.

Group insurance scheme for employees - Sampoorn Suraksha Scheme - Enhancement in cover

The bank has introduced Group Insurance Scheme w.e.f. 7th February 2007 with a uniform cover of Rs 2 lakh for allthe permanent employees of the bank from SBI Life Insurance co. Ltd. Subsequently, the bank has taken a gradedgroup insurance cover for staff as against the uniform cover of Rs 2 lakh for all permanent employees w.e.f. 7thFebruary 2013 i.e. after 6 years since the scheme was introduced. The graded group insurance cover has remainedsame since 2013 except inclusion of TEGSS-II & above with a cover of Rs 12 lakh. It is a fact that the over the last sixyears, the age profile of the employees have come down substantially with the induction of new blood. Incidentally, thenew recruits in the bank are not eligible under bank's Defined Payment of Pension Scheme. Instead, they are enrolledunder National Pension System of the Government of India, which does not fall within the ambit of staff welfareactivities of the bank and there is no provision for family pension. Inflation has become a permanent phenomenon andhas witnessed rising prices year after year. Inversely, the real value of money has declined significantly over the years.The corpus of Rs 5 lakh for the family of deceased official up to MMGS-III is therefore merely a pittance in the prevailingcircumstances.

In view of the foregoing, we had requested the corporate centre to revisit the adequacy of the cover amount of theSuraksha Scheme in the present socio-economic circumstances and the demographical changes in the institution. Asper our calculations, the enhancement of minimum cover for officers to Rs 25 lakh will not result in substantial increasein premium and can well be explored for the benefit and welfare of our fraternity. Bank has assured us to review thisduring next renewal of the policy.

Individual Staff Housing Loans Realty -Increased construction period for staff and relaxation in ceiling

Realty scheme of the Bank has been launched for public for purchase of land and subsequent construction of housethereon. The initial construction period was 2 years and consequent to the feedbacks received from the customers,Bank had revised the construction period from 2 to 5 years. However, the construction period for Individual StaffHousing Loan scheme (IHLS), as per the HR Handbook Vol 3, is still 24 months. Since the IHLS can be availed after 2years of confirmed service, many officers are availing this facility for purchase of land. But with the increasing cost ofland, considerable amount is needed for construction of house. In addition to this, as per the present scheme, anofficer is allowed to avail 50% of his overall eligibility for purchase of land. So, as per the scheme, maximum loanamount of Rs.30 lakh can be availed by an officer for purchase of land out of his total eligibility of Rs.60 lakh. Thefollowing anomalies and also our suggestions made are engaging the attention of the corporate center.

• As per the present scheme, an officer is restricted to purchase a land with limited amount of eligibility and withpresent soaring cost of land, getting a land in suitable place is becoming an issue.

• With the reduced construction period, many times, officers are forced to pay penalty/make compromise on his/herdream project as allocated budget after purchase of land is found be inadequate.

From the above table, it is apparent that with the given amount of Rs.17.50 lakh, it would be difficult to purchase asuitable land at his/her choice and his/her income and savings growth may not be sufficient to complete the houseconstruction with the remaining amount of eligibility. He/she needs to pay penalty for non-completion of house withinthe stipulated period.

We had suggested :

• To increase the construction period from 2 to 5 years as in the case of public, which will allow the officers to havea breathing space to complete the construction and without having to pay penalty.

• Consider the steep rise in the cost of land, a relaxation from the existing 50% ceiling in overall eligibility foracquiring land should be allowed. If the construction period is increased to 5 years, an officer will be able tocomplete the construction as his/her eligibility increases due to salary hike and the increased personal savings,which can be utilized in bridging the gap in loan amount and the cost of construction. Also, if an officer producessufficient proof that he can construct house with his own funding, a relaxation of upward revision in the existingceiling should be allowed. In the recently held CNC, management has assured us to examine the issue. It hasbeen assured that whatever benefits available to the public will also be extended to the employees.

Review of Suspension Cases

The Federation has taken up the issue of suspension cases time and again. Despite our follow up at circle level andalso at corporate centre the situation is far from the satisfactory. Once again, we had taken up the issue with corporatecentre vide our letter NO.7115/38/19 dated 11/06/2019 and also in the CNC Meeting held on 18/6/2019 with relevantfacts and figures. We also requested our affiliates to approach their circle management to review the cases periodicallyand reverse the suspension cases wherever it is possible. Bank has informed that necessary instructions have beenissued at Circles.

Covering Individual Staff Housing Loans Sanctioned -Prior To 01.10.2014 Under Group Life Insurance Policy

The Bank had revised the quantum of staff housing loans vide Circular no 7936/2014-15/CDO/P&HRD-IR/49/2014-15dated 30.09.2014, the Bank also provided life insurance coverage in respect of outstanding in Individual Housing LoanAccounts of staff sanctioned on or after 01.10.2014 as an added welfare measure for employees. In this regard, theBank obtained a Group Term Policy on 15.06.2015 from SBI Life Insurance Company Ltd covering outstanding in homeloan accounts of employees opened under Individual Housing Loan Scheme (IHLS on or after 01.10.2014 and thesame will become due for renewal on 19.09.2019. The annual premium on the policy is being paid by the Bank. Againstthis backdrop, we have requested the Bank on several occasions to extend the Group Insurance coverage to thosestaff home loan accounts opened prior to 01.10.2014 as an extension of welfare measure to protect the interest of suchofficials and their family members against any untoward incident. We had raised this issue in the CNC meeting held on28.03.2019 and we again took up this issue in the recently held CNC meeting. We have been given to understand thatthis proposal has been approved by the appropriate authority and the circular instructions would be issued shortly.

Felicitation of Retired Employees/Officers - Suggestion for Introduction of Milestone Award

We have sent a proposal to the Bank to introduce Milestone Award for our retirees to acknowledge their contribution.We had suggested that Bank should introduce financial assistance as a welfare measure from Rs.70000/- to Rs.2,00,000/- on attaining 70 years of age, with 5 yearly intervals thereafter We have urged the Bank, in the recently held CNC atMumbai that this would be another game changing HR initiative by recognizing the contribution of employees/officers,in fostering the growth of our institution during their career. We earnestly hope that our bank, being the premier financialinstitution of the country and front runner in implementing various welfare measures and HR Policies should alsoinitiate this path breaking welfare measure for SBI Seniors, which will be hailed by one and all. Our suggestion hasbeen appreciated by the Bank.

Reimbursement of cost of mobile handset

Bank has been reimbursing the cost of mobile handset purchased by the officers in view the fact that mobiles havebecome integral part of life for communication and to discharge official responsibilities also. The eligibility forreimbursement of handset was last revised vide Circular No.P&HRD. Sl No:1262/2013-14 [CDO/P&HRD-PM/73/2013- 14] on 18.02.2014. There has been a sea change in the usage of technology in Bank. Bank has been embarking upontechno-banking projects in a very big way. Projects like YONO, Internet Banking etc. are mobile oriented applications.Bank has also been encouraging employees to use Apps like MyHRMS and had provided a platform where employeescan access Bank's Intranet on mobile. Our officers need to be equipped with high end sets with higher RAM and morestorage (ROM) to propagate various technological initiatives of the bank. Further, as mobiles are being used incessantly,in order to obviate the risk of radiation, they have to be of highest quality. In this backdrop, we took up the issue at CNCto revisit and revise the present ceiling of reimbursement of mobile handsets substantially to enable of officers topurchase suitable handsets for official use. Management has indicated that this will be reviewed.

Repatriation of officers in SMGS IV & V - posted to other circles

It is observed that several SMGS IV & V Officers, who were posted to other Circles viz. Chennai, Chandigarh, Mumbaiand Kolkata either on promotion or on administrative grounds, are yet to be repatriated to their parent Circle despitetheir completion of three year stay in those Circles. Some of such officers have even completed more than four yearsin the present Circle. These officials have since registered their requests in the relative ICT portal, which had not beenconsidered so far. Simultaneously, we also have taken the issue of SMGS-IV and SMGS-V officers, who were transferredto Guwahati Circle in mid FY2017, who will be completing 2 years stay in the Circle shortly. As per guidelines of Govt.of India, such officers also need to repatriate to their parent Circle on completion of two years. Consequent uponchanges in the transfer policy of the Bank, which inter-alia, has made it mandatory that the entire transfer exercise hasto be completed before 30th June every year; those officials posted in Guwahati Circle in August'17 or thereaftershould be considered for repatriation as a special case in the current fiscal. Else, they will be compelled to stay in theCircle for nearly three years, which is in contravention of the extant Govt. guidelines. We, have requested CorporateCentre to take a favorable decision about the repatriation of the officers as mentioned in Para1 to the parent Circlesbefore the closure of the transfer exercise i.e. 30th June, 2019. We understand that ICT orders have been issued forseveral officers following our intervention.

Program on how to effectively use Social Media :

An unique program was organised on 12th May, 2019 at Mumbai where Shri Ritobroto Maitra, a 25 year old AI Engineerimparted training to about 50 representatives from different affiliates and other AIBOC constituents on the importanceof social media and how to effectively use the same. The program was appreciated by all participants. We place onrecord our appreciation to our Mumbai affiliate for providing the infrastructure and other logistic support. Shri TapanVyas, Asstt Secretary Finance, Shri Vijay Soni, Regional Secretary Ratlam and Shri Prakash Jethani, OrganisingSecretary, Bhopal Module participated from Bhopal Circle.

CDS Survey launched by Federation :

A survey on CDS was launched by the Federation to get a feedback from members. Nearly 20,000 responses werereceived across the country. A detailed study will be published shortly. We congratulate our Amaravati affiliate for themassive response in this survey. We congratulate our Hyderabad and Bengal affiliate for notching up the second andthird highest responses. In this connection, we would be awarding the three affiliates with a small memento. We alsoappreciate the participants of all affiliates. In the near future we have plans to conduct several online surveys for whichwe seek the co-operation of our affiliates. We also place on record the support of our Chennai affiliate for providing thetechnical support during the survey.

First Circle Level Ladies Convention held on 27.04.2019 at Kukkut Bhavan Bhopal. The programme was chairedby honourable Shri Rajesh Kumar CGM and the dais was graced by eminent dignitaries viz. Mrs Anuradha Shankar,ADG Police, Dr. Arneet Arora Dean AIIMS Bhopal, Shri Raghu Thakur renowned Socialist Thinker and the undersigned.

The Circle & Module Teams made their presentation on different topics affecting lady officers in the Bank/apart fromthe Bank on day to Day basis. Two panels from the dignitaries mentioned above were formed for the expert commentson the topics raised by these teams along with the spontaneous queries raised by the participants, which were repliedby the panel members in an utmost resolving manner. A special presentation was made by Dr. Bharti from AIIMSBhopal on different gynecological matters. The program is attended by almost 300 lady officers from the Circle.Souvenir was unveiled by the Chief Guest Shri Rajesh Kumar CGM.

Handing over/taking over charge : period not defined

It has become a practice in the circle not to allow handing over/taking over charge to the incumbent officers particularlyBranch Managers/Field Officers. Later on in case of an irregularity, the officers are charged for not having verified thedocuments while taking over charge of the branch. It is also observed the years long practice of exchanging COS 330have since been stopped in the circle. The issue was discussed in Circle CNC Meeting on 06.07.2019 and also takenup with Bhopal Circle management to allow the handing over/taking over period as per circular instructions and itshould be circulated to the controllers for meticulous compliance. The management has assured to look into it andimplement in the circle.

Officers retired under Rule 19(3) : Release of Funds

It is observed that at the time of sending officers under unfortunate rule of 19 (3), the amount due to officers at thetime of retirement are invariably denied. The matter was taken up with the Bhopal Circle management in the CNCheld on 06.07.2019 and also through correspondence to release the funds Viz Members PF contribution, ProvisionalPension, leave encashment, TA/DA to attend enquiry proceedings etc as per their eligibility. We are happy to informthat the funds of officers recently retired under rule 19(3) have since been released by the management and assuredto start provisional pension immediately.

Confirmation to be sought from branches having no pending bills of officers along with BMMC

It is observed while attending ANC meetings of the modules that a lot of bills, sanction of leave, sanction of 4 in 1,sanction of fitment, sanction of increments are being delayed for undue long periods on flimsy grounds. It is alsoobserved that the controllers reject the leave applied well in time by the officers at the very last minuet causing notonly harassment to the officers but also financial losses due to cancellation of their pre-booked tickets. We havetherefore, taken up the matter with the management to introduce a confirmation from Branches along with BMMC asan Annexure that no bill, sanction of leave, increment, fitment, 4 in 1, medical bills are pending at the branch for morethan 15 days. This will resolve the issue to a great extent. The management has appreciated the suggestion given bySBIOA, Bhopal Circle and assured to examine and implement the same in the circle.

Khandwa/Dewas change of administrative control : Transfer of officers

As you are aware that the Administrative control of our Khandwa and Dewas RBOs have since been shifted to Indoreand Bhopal AO respectively wef 01.05.2019. To resolve the hardships of officers posted in these RBOs, the issue ofposting of officers willing to go to Indore/Bhopal module was taken up with management. We are happy to inform thatat the request of SBIOA, Bhopal circle, the management has considered transfers of 32 officers have since beenexecuted by the management during the current transfer exercise. The management has also assured that a note totake care of the transfers of the remaining officers during the next transfer exercise has also been approved.

Suspension of officers : Review & Payments to be made

The issue of review of suspended officers has also been taken up by the SBIOA, Bhopal Circle with the management.We have been receiving representations that suspended officers are facing hardships due to non payment of theirlegitimate dues. These officers also face hardships due to their attachment to RBOs which are far away from theirhome. The officers are being asked to collect the cheques of their subsistence allowance from RBOs. It is verydifficult for these officers to collect the cheques by spending a lot of amount on travel. In our circle there are only 5cases of suspension. We have urged upon management to sanction full allowances, increments, TA/DA for any travel

made for official purpose to these officers. The management has assured to review all the cases and take a decisionon a case to case basis.

Issues of RMPB/CRO PB

The RMPB/CRO PB posted at Bhopal Circle branches are facing a lot of problems due to non adherence of laid downterms and conditions of their job profile. It is a matter of great pride that the performance of such specialist officersposted in our circle is the best in the entire bank. These officers are giving their best for the organization but as againstthe circular instructions they are being forced to work on 7:12:45 capability level instead of a capability level of 5. It isalso laid down that if they are working in a cluster of branches, they should only be given enquiry rights in CBS. Thusthey are working on a level which is not part of their CDS KRAs. This is not only violation of instructions but alsopersonal loss to these officers as they lose marks in CDS for not having achieved the KRAs performance. The matterwas taken up by Bhopal Circle association in recently held CNC meeting on 06.07.2019 and the management hasassured to look into the matter and will revert the same. A communication detailing all such issues has also beengiven to the management.

Maroda Utai/Waidhan branches : Non payment of benefits of urban area

This was a long pending issue where Maroda Utai and Waidhan branches were continued to be treated as ruralbranches. We are happy to inform that with the active support of Raipur and Jabalpur module teams in providing therequired documents, SBIOA Bhopal has been able to convince the management and both the branches have sincebeen converted to urban branches and the same has also been affected in HRMS portal. All the member who wereposted in these branches can now submit their claims for claiming arrears of CCA, Higher rate of HRA, Petrolallowances etc. Raipur and Jabalpur module office bearers are requested to provide support to members in thisregard.

Posting of bank’s medical officer at Bhopal/Bilaspur

The position of Bank’s Medical Officer is vacant for quite some time now. The issue of posting of BMOs in these twocenters was taken up by SBIOA, Bhopal Circle association with circle management and also with Corporate Centre.The Federation has also taken up the issue with Corporate Centre. The Corporate Centre has assured that theposting at Local level will be allowed in this matter and the circles will be advised accordingly. We are sanguine thatthe posting of BMOs in these two centres will be done soon.

Transfer of officers from Bilaspur/Raipur module to far flung areas in Gwalior Module

In September 2017, 32 officers were transfered from Bilaspur/Raipur Module to far flung areas of Gwalior Module, faraway from their parent modules. The circle association of Bhopal Circle is following the issue with the managementfor repatriation of these officers to their parent modules. Though we have been able to send a few of these officers totheir parent module, the remaining officiers are still facing the hardships in Gwalior Module. The matter was againtaken up in last CNC Meeting held on 06.07.2019 at LHO, Bhopal and the management has assured that all theseofficers will be repatriated to their parent module in the next transfer excercise. The issue will continued to be followedtill it is taken to its logical end.

Online portal for request transfer to be introduced in tune with ICT portal in the circle

We have demanded the Circle management to launch an online portal for registering the requests made by officersfor intra/inter module transfers, request transfers in line with the ICT portal being used by the Corporate Centre. Wehave been receiving the feedback from our members that the controllers are not forwarding the requests to LHO.With this portal the requests will be recorded at Circle level and will be taken into consideration in the next transferexcercise. The management has assured to launch the portal.

Single Man branches in Scale-III

We have been raising the issue in various forum regarding single man scale III branches. On our consistant follow up

the number of branches have come down from earlier 58 branches to the present 30 branches. The management hasassured in the CNC meeting that they are trying to reduce the number to bare minimum. The issue is being followedby association till it is taken to logical end.

Posting of officers as per staff categorization : Shortage of officers

As per categorisation there is acute shortage of scale I/II officers in the circle and this shortage is upto 1000. Shortageof officers is the mother of all the problems being faced by the officers. We have taken up this issue in all the forumsand have requested the management and to Corporate Centre to provide additional officers to the circle by specialdispensation as was done in earlier years. We have taken up this issue with the management and made our untiringefforts for posting of the officers as per the categorisation of the Branches to make it possible for officers to performup to tghe expectations of the controllers as well to maintain work life balance.

Misbehaviour of controllers

We have strongly took this matter with the Circle Management to make them aware regarding misbehavior of somecontrollers and requested the management to counsel such controllers to desist from such behavior and to maintainoffice decorum. Circle management is very positive and suitable instructions have been issued to all. We would liketo assure the membership that any such incidence will be strongly taken up till its logical conclusion.

Issues relating to RACC

Altough our concern wiht this point ramained in focus however now we have raised this issue and the viability,hardship to officers and soon in the recently concluded CNC Meeting on 06.07.2019. Circle management has assuredto implement the policy in letter & spirit. The main issues raised in this regard is the provision of adequate staff as percircular. The distance of spoke branches is a cause of concern as the distance goes upto 200 kms in some RACCs.The number of branches attached to a RACC should be 15-18 but in some cases these are up to 25-30. The matteris being constantly persued with management.

Circle Transfer Policy

We are happy to share that the long pending issue since 2005 has since been resolved and the Circle Transfer Policyhas since been revised and agreed between management and association. The circular of the same has since beenuploaded on Bhopal Circle site.

Increase in Sundry items w.e.f. 01.04.2019

We are happy to inform that the management has considered the increase in prices of Sundry items in the circle onour request and the circular to this effect has since been issued and uploaded on Bhopal Circle site. The memberscan take advantage of increased cost as per their eligibility.

Repatriation of 2016 batch JGMS-I officers

We are happy to inform that the repatriation of officers promoted in 2016 has since been done. The matter was takenup with the management and on our request the management has considered the repatriation of officers to theirparent module despite the period of 3 years was not complete for these officers. All the officers of JMGS I 2016 batchhave since been repatriated and posted to their respective modules.

Posting of newly promoted officers in the same module

We are happy to inform that this year the newly promoted scale I officers have been considered for posting in thesame module due to implementation of newly framed Circle Transfer Policy and not a single officer has been postedoutside the module. This will bring a lot of relief to newly promoted officers and will also pave way for more promotionsin the years to come. Since the Circle is facing acute shortage of officers in Scale I/II, the posting of newly promotedofficers in the close proximity of their home towns will prompt more and more award staff to opt for promotions.

Mock Interview for the aspirants from clerical to JMGS-I (all channels) was organized by SBIOA, Bhopal CircleAssociation in Association Office on 20.04.2019. Around 50 aspirants had seized the opportunity and were finallyselected for promotion.

The program is witnessed by almost150 officers every month. The felicitation programmes for the colleagues posted outside Bhopal are organized in theirrespective Branches which are positively attended by the Regional Secretaries/Module Office Bearers.

Officers Connect Program:-All the Modules viz Indore, Gwalior, Jabalpur, Bhopal, Raipur, Bilaspur have arrangedfor Officers Connect program “SAMVAAD’ in different centre of their modules with a motto to address the issues ofthe officers on spot as well make them aware of developments in the Banking Industries. This program got hugeresponse and is widely appreciated by the members.

• RETIREMENT OF COM. G. SUBRAMANYAM, GS, SBIOA HC, CHAIRMAN-AISBOF, VP-AIBOCComrade G. Subramanyam, Chairman, All India State Bank Officers' Federation and the General Secretary of SBIOA(Hyderabad Circle), is demitting his office on 30.06.2019, on attaining superannuation, after serving more than 36remarkable years in our esteemed institution. Born on 18th June, 1959 at Pondicherry, he did his graduation in commerce.He started his journey in the Bank on 14th September 1983 in Andhra Pradesh. Prior to this, Comrade Subramanyamsojourned 3 years as Accounts Assistant in Andhra Mechanical & Electrical Industries, Hyderabad from 1980 to 1983.He excelled his prowess as a trade unionist in SBISA. Before he became a Trainee Officer in the year 1992, hecompleted CAIIB and was promoted to MMGS II on 01.08.1998 and MMGS III on 01.11.2002 respectively. ComradeSubramanyam, an ace cricketer in his time, has been a towering personality in the Banking Trade Union movement notonly in Andhra Pradesh but also in the entire country. He was endowed with the gift of oratory and has been anarticulate speaker. He could raise the level of arguments with élan during any negotiation and would prevail over theother side through cogent logic and systematic articulation. His strategic thinking, strong leadership, respect for colleaguesand great sense of humour were inspiration to all of us. He has put in great efforts in instilling values such as determination,tolerance, equity, honesty and professional stewardship. He is an embodiment of optimism and hard work. He iscompletely a committed and dedicated leader. We are incredibly honoured and extremely privileged to have ComradeSubramanyam at the helm of affairs. He has always been a man of principle. He would never ever compromise onethics and principle. His uncompromising stand as far as principles were concerned, his never say die approach to theunreasonable and unjust stand of the Management on several issues, was admired and appreciated by both theManagement functionaries as well as the comrades all over the Circle. In all his assignments in the journey of tradeunion movement, he showed his professionalism of a true trade unionist, collective bargaining and superb negotiationskills, which helped to unlock difficult situations on many occasions. He always believed in sharing the vision of theCircle Management in a collaborative and co-operative approach with the Management for the progress of the Circleand our institution. He always endeavoured to keep SBIOA (Hyderabad Circle) vibrant and spirited so as to combat anychallenge with his innate ability and vision. He is a thorough gentleman and a great human being. A simple and humbleperson, Comrade G. Subramanyam is endowed with all the rare qualities of an effective and efficient leader, who is alsoa caring personality devoted to the cause of officers. It is difficult to imagine that Comrade G. Subramanyam hasattained the age of superannuation.

It has been due to Comrade G.Subramanyam's astute leadership qualities that could make SBIOA Hyderabad circleattain the present stature of being one of the strongest pillars of our mighty Federation. He has been the instrumentalgenius behind every innovation. Throughout his illustrious Trade Union career, he had served the interest of the memberswith utmost sincerity, commitment, honesty and dedication. He had dedicated his entire life for the welfare of themembers, who were his extended family. Because of his foresight and pragmatic approach, the merger of AssociateBanks with SBIOA (Hyderabad Circle) was a smooth and uncomplicated process. Words can neither qualify nor quantifyhow helpful his guidance and advice to the Federation leadership over the years. We salute him for his vision, unmatchedleadership, work ethic and especially his sense of humour and goodwill. We will continue to value his leadership andtireless commitment to our trade union movement, his advice and his unflinching support.

Subramanyam for building the edifice of a strong movement of officers in the state of undivided Andhra Pradesh, whichis worthy of emulation by one and all. We deeply respect his contribution and the values espoused by him whiledischarging his role as a trade union leader. Retirement marks the start of another chapter in one's life. We convey ourbest wishes on his retirement. May his every moment of life be fulfilling and full of joy. He will be missed and rememberedand revered. Working with him has always been an immense pleasure. His humility and graciousness have won ourhearts. The legacy he has left will be remembered in the years to come. His perceptiveness as a trade union leadertranscended all boundaries.

We sincerely believe that Comrade Subramanyam is just retiring from bank's service on superannuation and he is notquitting the battle field for the cause of the society in general and the members in particular. We will feel extremelyprivileged to have his guidance in the forward march of AISBOF.

DETAILS/INFORMATION/TALKING POINTS IN CNC MEETINGHELD ON 25.03.2019 AT LHO, BHOPAL

1. Crèche facility to be started at Bhopal. The association has taken up the matter of starting Crèche facility atBhopal. We happy to inform that our management has readily accepted the issued and instructed that the crecheshould be operational soon at Bhopal.

2. Of late mobile bills were being paid less that eligibility of officers due to change in plan of service providers. Theassociation has taken up the issue and now it has been decided that the bills will be paid up to the eligible amounteven if the usage amount exceeds the plan of service provider.

3. Lease House Rent of Rs 2.85 lac was due to our officer of our Raipur module since 2014. We are happy to informthat on representation of association the amount has since been paid to the officer.

4. We have been consistently following up the issue of automation of payment of bills for working on Sunday/Holidaywith the management. We are happy to inform that acceding to our request the management has come out withthe software, which will be operational from 1st of April 2019. The software is available on Bhopal Circle site:-Departments>HRMS> working on Sundays and holidays. Members are advised to use this portal invariably forworking of Sundays /holidays.

5. An amount of Rs 12,750/- and Rs 13,300/- was imposed on Shri V.K. Tiwari (since retired) of our Gwalior moduleon account of demonetization. The association took up the issue with management and we are happy to informthat the above amounts which were recovered by debit to his account in 2018 have since been refunded on19.03.2019.

6. Circle transfer policy. The CC has issued the model transfer policy in 2016, which was last updated in 2005. Wehave taken up the issue with the management and are happy to inform that the policy has since been finalized andwill be implemented shortly thus a long pending issue will be settled.

7. The association has also taken up the issue of posting of Banks Medical Officer at our Bhopal and BilaspurAdministrative Offices. The matter of appointment of BMOs at above centers has been taken up with CorporateCentre for early resolution of the issue.

8. We have been receiving a lot of complaints of undue delay in verification of medical bills/loss medical bills intransit/non-payment of medicines charges even if prescribed by specialist doctors against the bank's medicalofficer posted at LHO. The matter was taken up with management for redressal of pain points being faced by ourmembers. The management has assured to resolve the issue immediately.

9. Considering the hardships being faced by our members posted at LHO regarding parking of their vehicles, theassociation has taken up the issue for providing multi level parking at LHO premises. The management hasagreed to move the proposal for sanction of the project.

9. RFIA – False compliances – Issue of charge sheets/levy of cash penalties. Detailed discussions took place in thisregard specially citing the shortage of Scale I/II officers.

10. Amalgamation of Regions: Swapping of Khandwa and Dewas RBOs between Indore/Bhopal modules. Theassociation has taken up the issue of officers posted in these RBOs who belong to Bhopal/Indore modules. Weare happy to inform that management has agreed to consider the swapping at the time of transfer of control.

11. Treatment at Tata memorial hospital of our officers/family members suffering from cancer and need post operativevisits to hospital. Recently the procedure has been changed at LHO and estimates for post operative treatment isbeing called for. We have taken up the issue with management who have assured to reexamine the whole process.

12. Repatriation of JMGS-2016 batch : The matter of repatriation of 2019 batches officers to their parent module wastakes up with management. It was assured that the batch will be repatriated during current transfer exercise.

There are no words to adequatelyconvey our appreciation to the emergency workers whoalong with civil society organisations, personnel of NDRF,the Odisha Disaster Rapid Action Force and officials ofOdisha Government who are engaged in the restorationwork. Support is pouring in from all quarters as variousorganisations and individuals have spontaneouslyresponded to the appeal of the Government to extendsupport in relief measures. Every effort is being made tobring back normalcy in the lives of people of Odisha.

4. True to the tradition and legacy of AIBOC, our StateUnit in Odisha along with its affiliates is in the forefront,extending help not only to our members but also to thecyclone victims across the length and breadth of the State.Financial contributions are being extended from variousPSBs, PSUs and other organisations. We have the pleasure to inform you that as we decided inthe last GS Meet of all affiliates of AIBOC held in NewDelhi on 12th March, 2019 to hold a broad-basedconsultation with the major Pensioners' and Retirees'organisations of the banking sector on different issuesaffecting the interest of retirees, we had approached theleaders of such organisations and invited them at ameeting in New Delhi organised by the Confederation forthis purpose. Although it was contemplated to be anunofficial one, the presence of very senior leaders of thepensioners and retirees movement and the gravity ofdeliberations made by them virtually made the meetingheld in New Delhi on 20th May, 2019 a very meaningfulone. We are very happy to share that the leaders of SBIPA,AIBPARC, all the affiliates of CBPRO and AIBRF remainedpresent in the meeting at the invitation of AIBOC.

2. The undersigned, in his initial address, briefed thehouse about the present stalemate persisting in theindustrial relations scenario of the banking industry arisingout of the issue of fractured mandate. He expected thatIBA would resume talks after formation of populargovernment. This is high time, he felt, that the fight ofretirees and the serving people should be synchronisedand the sentiment of retirees should be addressed withall earnestness and sensitivity. It is matter of hope thateach and every constituent of UFBU has already startedshowing interest in resolving the issues of retirees andpensioners but the degree of intensity is probably not thesame. He once again reiterated that AIBOC is committed

to resolve the issues of retirees before any agreement isformalised.

3. Very senior leaders viz. Com. S.C. Jain (AIBRF),Com. Gandhi and Com. Ramesh Babu (SBIPA), Com.K.V. Acharya and Com. S. Sarkar (AIBPARC), Com. Ahuja(RNBOC), Com. A.K. Goel (FORBE) of the pensionersand retirees movement took part in deliberations. Thefollowing points were discussed and stressed upon:

a) Although this has been an informal meeting, theleadership of AIBOC should take initiative to carryforward all the demands of retirees and pensionersto a logical conclusion.

b) The notification of GOI in the matter of updation ofRBI pension has created a new hope in the minds ofretirees and there is a need to study the financial andlegal implication of RBI updation; utmost importanceshould be given on improvement of family pension;the hiking of medical insurance premium, which wasvirtually unaffordable and IBA/GOI should be urgedupon to issue necessary directions to banks to bearthe premium. IBA/GOI will have to think about thepathetic plight of super senior citizens who havecrossed 80 years of age and been drawing a pittancein the name of pension / family pension.

c) In Pension Regulation 35(1), the modalities ofupdation of pension have already been spelt out andin subsequent govt notification, this provision hasbeen made all comprehensive. It is unfortunate thatGovt/IBA has denied to understand and implementthis provision in letter and spirit. Officials of Govt ofIndia have already executed an affidavit that they arenot in a position to allow updation of pension in RBIbecause it has a larger ramification. Now whenpension in RBI has been updated, it cannot be deniedin banking industry. The unresolved issues of specialallowance and stagnation increment should also belooked into.

d) The fight launched by different sections of RBI

employees and officers in favour of retirees is notedwith satisfaction and same kind of involvement ofUFBU in regard to demands of retirees / pensionersis also hoped.

4. Com Sanjay Manjrekar, Senior Vice President, AIBOCalso addressed the house. He assured the leaders presentthat Confederation has always been sympathetic andsensitive to the issues of Retirees. He also expects thatother constituents of UFBU will also be coming forwardwith the same degree of intensity. Com Harvinder Singh,former General Secretary of AIBOC also addressed thehouse. He mentioned that the promises made by IBA inthe Record Note should be carried forward to a logicalconclusion.

5. The undersigned in his concluding remark, opinedthat this meeting was the beginning of a consolidatedmovement. In future, when the negotiations will resumein full swing, the consultative process will continue and hewanted that a small committee should be formed in thisregard. Booklets prepared by AIBPARC and AIBRF onlegal and financial implications of pension updation andimprovement of family pension were also handed over tothe undersigned for information. Com Dipak Basu (SBIPA)proposed the vote of thanks on behalf of Pensioners' andRetirees' organisations and pledged that all theorganisations would extend all possible support to AIBOCin the days to come.

6. We note with satisfaction that this meeting has beenan enlightening one for each one of us. The sharing ofinformation and thought was appreciated by all present inthe meeting. Court Case: LPA 10/2018, before Hon'ble High Court of Delhi

As you are aware, a writ petition has been filed before Hon'ble High Court of Delhi in connection with their non-selectionas Probationary Officers in the Bank. Consequent upon this, Hon'ble High Court of Delhi passed an interim order thatthe result/selection of POs is subject to the outcome of the pending writ petition. The Division Bench of Hon'ble HighCourt of Delhi has directed the Appellant/Petitioner to implead the Probationary Officers of the batch as Party Respondentsin the Appeal as their selection has been challenged in the Writ/Appeal to meet the ends of Natural Justice.

2. We have taken up the issue with the Bank as well as our own legal counsels to secure the interest of the officers ofthe batch. As there are large number of officers, our legal counsel has suggested that such officers, instead of representingindividually, may be represented by AISBOF. Towards this, a Power of Attorney has to be executed by the ProbationaryOfficers of 2017 batch in favour of Federation. We enclose a copy of the Power of Attorney. Real Time Gross Settlement (RTGS) Payment System -Extension of Timings for Customer

Transactions

We refer to letter No.RBI/2018-19/189 -DPSS (CO) RTGSNo. 2488/04.04.16/2018-19 dated 28.05.19 revising(extending) the RTGS timings for customer transactions.

2. The revised instruction presumably is to facilitate thecorporate customers to transfer funds cater to theirbusiness needs. However, we wish to point some pertinentissues for your consideration, which are appended.

a. Bank branches in the country are generally open forduration of 8 hours. Extending customer transactions

RTGS PAYMENT SYSTEM - EXTENSION OF TRANSACTION TIMEbeyond 6 pm necessarily demands the personnelwithin the bank to work beyond stipulated workinghours, which violates the law of the land and wouldbe tantamount to breach of service rules.

b. Transactions in banks are invariably put throughmaker-checker mechanism. Making/Initiating atransaction is the basic and fundamental duty ofclerical cadre whereas checker/authoriser may be aclerical staff or an officer, depending upon the passingpowers assigned as per the policy of individual banks.The revised instruction calls for working beyond officerhours, in which case, clerical staff will not be available.Under these circumstances, either the transactionscannot be put through after office hours, or need tobe conducted without maker - checker concept, whichexposes banks to grave systemic and operational risk.Further, officers will be constrained to perform originalwork, which is not expected of the cadre. The presentday Core Banking Software implemented at thebranches are already officer-centric and any furtherextension of time for RTGS transactions, wouldinvariably fall upon the officers disrupting thesupervisory functions and affecting work-life balance.

c. As regulator, we are sure that Reserve Bank of Indiais well aware of the fact that the officers in banks arealready over-burdened due to acute staff shortageand other constraints having to address multifarioustasks viz. garner remunerative business, doschematic lending, recover monies, sell third partyproducts, render excellent customer service andsundry other work as is assigned upon them thusshrinking the time available for officers. Further theclerical to officers' ratio has been declining and isabysmally low, indicating very clearly the inadequateclerical cadre and that consequential shift of suchwork to off icer cadre. Meaningful, adequateaugmentation has not taken place in the industry forthe last three decades. Further, PSBs are restrictedby the apex regulator to go for adequate recruitment,which is the need of the hour. Under the statedcircumstances, this decision will definitely compel theofficers at branches to work for extended hours. Wehave been given to understand that some banks havealready issued instructions to all the branches to workfor extended hours to facilitate RTGS transactionsas per the revised schedule.

d. There are thousands of branches which have onlyone officer, with skeleton staff. Presently, they areunable to cope up with the prevailing situation.Revision of timings, engaging the personnel forroutine transactions, beyond office hours will furtherdeteriorate working environment.

e. Despite our persisting demands, neither the IndianBanks' Association, being an Association of Banksnor the Government has initiated necessary steps torecruit the staff and officers commensurating with theground-level requirement. This has caused theofficers to work beyond office hours, on week-endsand holidays. The morale of the officers of the Bankperhaps is at the nadir. This has been affecting thesocial fabric within the families of the Bank Officersin addition to increasing life-style diseases.

3. Sir, you are well aware that most of the transactionslike RTGS/NEFT, beyond reasonable office hours emanatefrom corporate and institutional customers. Keeping inview the pace of present day multi-mode techno-banking,availability of robust and wide-spread internet bankingfacility, revised timings may please be extended ONLYTO ONLINE TRASACTIONS through Internet Banking

facilities, where customer initiate the transactions viaStraight Through Process (STP), without involvingpersonnel/counter work at the Branches. For the samereason, we also request you to revise the instructions thatNEFT transactions beyond office hours shall be onlythrough Internet/Online Banking mode and not across thecounter. This will not only meet the intention of revisedinstructions, but will also popularize usage of alternatechannels.

4. We urge upon your good office to revise instructionsrestricting extension of time only to transactions conductedthrough on-line/internet banking mode.

Today is a red-letter day in the history of our mightyFederation. This day, 50 year ago, ignited a spark; a sparkwhich led to blaze that spread across the entire countryand culminated in a 17 days indefinite strike by the officersof State Bank of India. An unprecedented event in thehistory of supervisory trade union movement.

2. This indefinite strike demonstrated strength, power ofconviction and disproved the belief that supervisory cadrewere not capable of organizing struggle and Trade Unionmovement. Incontrovertibly, it showed to the entire worldthat officers were capable of being united and waging awar to fight for their rights and protest against exploitationand oppression.

3. Not many are aware of the background, the events thatled to this strike and around it. We are duty bound torecollect and rejoice those moments. By this, we wouldnot only be paying tributes and respects to the leaderswho secured the lives and working environment of the

officers, but our efforts to drive home the point that "unity& solidarity" and "decisive action" are the tenets in anyworking-class movement and can achieve the impossible.Let us recapitulate the events that led to theunprecedented, game-changing strike.

• Around 1960s, award staff trade union movementgained momentum. A structured negotiation systemwas in place, bilateralism was recognized. AwardUnions negotiated regulated working hours, DearnessAllowance, Leave, medical facilities et al, which madetheir working conditions better.

• While the award employees enjoyed stipulatedworking hours, the work-pressure on the supervisorswas humongous. They had to toil day and night,unmindful of hours and holidays. The draconianservice conditions virtually enslaved the supervisorystaff.

• Officers who were promoted from the ranks beganto dream of similar rights to the officers' organization

as well. Thus, a number of officers' organizations wereformed in various banks during the 1960s. Themultiplicity of the unions was an obstacle for theemergence of the officers' organization in State Bankof India. It was during this period that the officers ofthe Bombay Circle under the leadership of Com. L.V.Subramaniam, the founder General Secretary of theFederation and Com. S.K. Mishra, the founderPresident of the Federation, consolidated the officers'movement in the bank under the banner of All IndiaState Bank of India Supervising Staff Federation whichlater was renamed as All India State Bank Officers'Federation (AISBOF).

• The newly formed Officers' Federation confronted acolossal challenge. The first and foremost was toconsolidate all the splinter organizations under oneumbrella. Thereafter, to consolidate the membershipall over the country and commence struggle for theimprovement of the working condition of officers inthe Bank. Between 1965 and 1969, a number of mildagitations were conducted by the representatives ofthe Circle Associations and the Federation all overthe country.

• Federation had placed many demands beforemanagement during this period. Not surprising thefirst demand placed before the management was"Regulated Working Hours", though the salary wasnot so attractive compared to other section of staff.This alone indicates the oppressive workingconditions prevailing at that point of time. The otherdemands included, revision in salary, casual leavefor officers, protection of emoluments on promotionfrom clerical to officer's cadre, transfers, medicalbenefit of self and family, housing accommodation,Inter Circle Transfers, improvement in LFC. Otherimportant demands were about Grievance Procedure,Departmental Enquiry and abolition of recoverytowards pension fund. There were series of meetingsfrom 1965 through 1969.

• During 1966, first Charter of Demands containing 22demand was presented. Many meetings took place.Regulated Working Hours continued to be one of thedemands in every meeting.

• While Management conceded few demands, of whichabolition of contribution towards pension was one,many issues remained unresolved and kept inabeyance.

• In 1967, Officers protested against the atrociousbehavior of management in transferring President ofDelhi Association. Mass casual leave was resorted

to by officers in Delhi and Bombay.

• The year 1969 was decisive. Driven by prolongeddelays in reaching settlement, Federation launched"Work to Rule" agitation. Despite an understandingnot to victimize any officers on account of any activityrelated to collective bargaining, Bank charge sheetedfour officers for disobeying the orders for passingcheques of Rs.25000 and above. Though the fewdemands were conceded, the agitation in Bombaycircle continued as the four officers were victimized.Management pursued its hard stand. Federation gavea call for non-cooperation during the month of June,1969 in Bombay Main Branch. As a part of this non-cooperation, the Head Cashiers, refused to part withthe keys and declined to hand over the same to theManagement.

• 9th June 1969 - was a red-letter day. Supervisory staff,including senior members of Association and key-holders applied a mass casual leave. On 11th June1969 - Bank relieved the 4 senior officers who wereholding keys, pending action against them. Later inthe day, they were placed under suspension. The fourcomrades who were suspended for legitimate TradeUnion activities richly deserve their names to beetched in golden letters in the annals of history of ourFederation - Com V.H. Khedgikar, who rose to theposition of the General Secretary of the Mumbai CircleAssociation during the subsequent years, Com. AspiBanker, Com K P Sanjana and Com. A F Fernandez.

• This action of the Management was instigative.Officers, who were tormented, subjugated andexploited gave a vent to the pent up anger andfrustration . Suspension and charge-sheets to theofficers in Bombay triggered off a spontaneous,voluntary and furious reaction, which resulted in the17 day long strike that shook the entire nation. A livemovement thus took its birth. It was a saga of struggleand sacrifice by thousands of officers across thecountry who came out openly against the draconiandecision and conclusively displayed their collectivestrength to the Management, who had never expectedsuch a backlash from the officers' fraternity in 150years of existence of the Bank.

Our Bombay affiliate jumped into action. All thebranches in the city of Bombay were shut down onthe same day spontaneously and the entire operationscame to a halt. The strike spread to the whole Circle.The Federation gave a call for an indefinite strikedemanding the immediate re-instatement of theofficers suspended by the Bank for their legitimate

trade union activities.

• A conspicuous, need-to-be-noticed fact is the way thenews spread across the country. Only offices had thetelephone facility. Telegram was the only quick modeof communication. Letters took weeks to reachdestinations. Despite this, the message of the'Indefinite Strike' call spread like wild fire all over thecountry. This shows how deeply the dignity andrespect of the officers was hurt. The trust andconfidence they reposed in Federation and the cravingfor justice came to the fore. From 16th June, 1969onwards all the branches of State Bank of India allover the country remained closed. It was thebeginning of the first ever Indefinite Strike call by asupervisory Trade Union not only in the country butin the entire world. The strike was out of volition. Therewas no formal notice issued. There was nopreparation. Yet through the word of mouth, the newshad spread and the reaction was belligerent. Officerscame out on the streets to support the cause anddemanded the reinstatement of the four comrades.Federation and the Officers gained confidence andstrength with each passing day. It was the battle forsurvival. Federation leaders led by Com L VSubramanyam and Com A V Rajwade led from thefront. In many places office bearers went around thetown on cycles to put up posters.

• True to its level-headed thinking, Federation madeattempts to drive home the point to Management tocome to negotiating table. But, the management didnot yield. Attempts from various quarters did not yieldresult. The impasse continued. The strike had itstelling effect on the nation's economy. Pressure wasmounted on Central Government by Ministers ofvarious States and politicians.

• Support started pouring in from all the sections ofsociety. Management made attempts to sabotage thestrike, gave advertisement in dailies, twisted the truth.Few seniors within the Bank went forward to takekeys. But officers refused to oblige and stuck to theirstand. The citizenry understood the cause of thestrike. Even the politicians made attempts to prevailupon Management, but to no avail.

• Staff Federation directed its members not to acceptofficiating or to take keys. Association of Officers ofBank of India Officers and RBI extended the fraternalsupport. The Officers' Association of Subsidiary Banks(Associate Banks) extended support by calling for aday's strike.

• The Bank did not relent in the beginning. The then

Chairman Shri R.K. Talwar had refused to negotiatewith the Federation at first. However, as the strikeprogressed, it gathered momentum as officers ventedout their frustration by shutting down all the officesfor 17 successive days. The only demand of theFederation was against victimization of officers andrecognition of the officers' right to strike.

• Ultimately, on 27th June 1969, the struggle reachedits logical conclusion. The strike was called off at5.45pm. Bank had to reinstate all the four officersand agreed to commence dialogue on the otherpertinent issues raised earlier by the Federation. Noaction was initiated against officers who were servedmemos. Com V H Khedgikar who was suspendedwas paid full salary and allowances, treating the periodof suspension as on duty, subsequently. It was theedifice of a great movement as our Federationemerged stronger by the day.

• The seventeen days indefinite strike was describedby the BBC as the first indefinite strike by thesupervisory cadre in the entire world. The IndianInstitute of Management, Ahmedabad conducted astudy on what forced the officers to strike work andrevolt against the management.

4. This historical strike has taught us many lessons. Thiswas an opportunity to prove our mettle and inherentstrength. This gave us structured fora at both CorporateCentre and Circle level. The bilateral relationship wasestablished and strengthened during subsequent yearsand the mutual trust and respect between Federation andthe Bank developed to work in unison towards a commongoal.

5. Yesterday our Mumbai affiliate felicitated ComKhedgikar, the only living legend of the four comrades,who were victimized by the Bank. He was emotional andsaid that he was not afraid of plunging into the movementcalled by the Association as he felt it was a legitimatedemand. We salute Com Khedgikar for his sacrifice forthe cause. We should emulate the conviction and courageof Com Khedgikar.

6. Comrades, having recollected this momentous event,we should not forget to notice the upheavals of the past50 years. While subsequent to indefinite strike, theindustria l relations improved, we could achieveimprovement in service conditions and clinch innumerablebenefits for our fraternity.

7. We are standing at a cusp of time, which is strikinglysimilar to the situation prevailing 50 years ago. It seemsthat the wheel has turned a full circle.

• Work-life balance and regulated working hours arethe principal demands of the Federation. We arewitnessing exploitation, humiliation of officers, bothwithin and outside the organization. Denial oflegitimate leave is reported across the country. Theworkload is humongous. Added to this is the pressureto sell third party products, which is one of the rootcauses of angst and frustration. Life style diseaseshas affected most of the officers.

8 On this momentous occasion, let us take a pledgethat we all stand united. Unity cannot be spelt without "U".Comrades, silence is no longer an option or a virtue.Federation has clear thought and vision. There will be no

The historic May Day is an occasion to recollect,remember, respect and commemorate the fight andstruggles of the working class and people against theexploitation and onslaught on their rights. This day hasbrought a new dimension in the lives of working classacross the globe and realised the dream of "Dignity &Respect "of Working Class. The oppressed andsubjugated working class, who were treated as bondedlabour were made to toil for 10-14 hours a day, decided torevolt and retort. The sparks, undercurrents flowing hereand there for years foregathered, ignited a colossalmovement that changed the course of history on 1st May,1886. We are all are how the working class resorted tostrike in Chicago, which was given the sobriquet"Haymarket Affair", demanding restriction of work to 8Hours a Day, which left an indelible mark to introduce a "8Hours a Day" norm and is befittingly observed asInternational Workers' Day.

2. Comrades, the attack on the working class wasalways there and continues even today. While the threatduring yester years were mechanisation, oppression,suppression, gender bias, denial of reasonable wages,denial of minimum comfort required for a decent living,the situation is no different today. Recruitmenthas drastically curtailed resulting in increase of per capitaworkload and the officers are under severe stress andstrain. Work life balance has been drastically shattereddue to work pressure and stress at office culminatingunexpected and untimely loss of lives. The officers'associations in many affiliates were formed nearly 50 yearsago, when the officers were subjugated and tormented.The wheel seems to have turned a full circle.Remembering May Day becomes more relevant from thisperspective. Today, there is a need to fight as the labourforce did 133 years ago.

3. We, AIBOC, being the world's largest organisation ofsupervisory cadre, is alive to the issues. We remainresolute - To oppose atrocities perpetrated on the workingclass; To oppose privatisation; To oppose Mergers &Amalgamations; To oppose disowning the Public SectorEnterprises by Government; To ensure Work-Life-Balance;To ensure existence of Public Sector Undertakings in theinterest of common man of the country.

4. Government has been attempting to consolidateexisting 44 labour and related laws into 4 Codes i.e.Wages, Social Security, Industrial Relations andOccupational Safety, Health & Working Conditions. Theneed of balance is pro-capitalists, dilutes the stringencyand allows easy-closure of establishments, encourageshire and fire policies. It is skewed in favour of employersthan the very employees who run them. class movement, trade union fraternity looks upon us tolead in ameliorating the hardship of our comrades inunorganised sector.

5. Banking industry continues to be on hazy path. Thishas a huge consequence on the welfare, the workingenvironment of officers and the very existence of publicsector banks. Corporates are waiting to take over the PSBsand old generation private banks; Government is pursuinga policy of annihilating trusted public sector banks; everyattempt is being made to show PSBs in poor light with thehidden intention of privatising them, to handover to greedycorporates. Laws are being amended to make the illegallegal, to legitimise corporate loot of public money andnational resources, expenditure on social welfare. Thecentral government is pampering the national andmultinational corporations and big houses with bonanzas-tax concessions, bank loan defaulters and exemptionsfrom laws of the land including labour laws. The vastmajority of workers and the peasants who produce wealthexpending their sweat and blood are being pushed intoslavery and penury; they are denuded of their lands, theirjobs, their rights and their livelihoods. While Governmentis using PSBs for its advantage, it has not shown anyinclination to recognise and accept our demands, be itwage revision, pension revision or to stop misplacedreforms.

6. On this occasion, to secure the interest of the workingclass in general and bank officers in particular, we stronglydemand Government to initiate following pro-working-classmeasures.

a. Though India is one of the founder member ofInternational Labor Organisation (ILO), it isembarrassing to note that our country is yet to ratifythe Conventions which recognise trade union rights.We demand that Government should ratify ILOConventions No.87 (Freedom of Association andProtection of the Right to Organise) and No.98 (Rightto Organise and Collective Bargaining Convention)without further loss of time. It is worth to note thatmajority of countries - developed, developing andunderdeveloped have ratified, but not India, the largest

democracy in the world.

b. Another urgent necessity is a law restraining theemployers from forcing its employees, irrespectiveof cadre, to work beyond stipulated hours. This willfoster the social relationship and a healthy society.

c. There is also a law needed to examine death ofpersonnel from the perspective of "death due to over-working", "burning out". There is a law elsewhere inthe world which provides for examining whether adeath is on account of overworking. Ailments likeCardiac disease, stroke etc. are more often theconsequences of stress and strain obtaining inworking environment. This sort of a penal action wouldnot only be deterrence in exploitation of personnel,but will also lead to augmentation of humanresources, resulting in creation of more and morerequired employment.

7. On this historical day, let us take a pledge, to be unitedand work for a better work environment. Let us espousethe cause of officers' fraternity, of a common man, thefarmer, and the less privileged society. Let us take everymeasure to guard the fabric of public sector banks andguard them jealously.

Com. Ramkumar Sabapathy,General Secretary, All IndiaState Bank Off icers'Federation(AISBOF) and Sr.Vice President, AIBOC hasdemitted office on attainingsuperannuation from bank'sservice on 30th April, 2019after putting in more thanthree decades of illustrious

service in the bank.

Born on 16th April 1959, he did post-graduation incommerce from Pune University. He started his journeyin SBI on 28th July 1988 from a branch in Aurangabad.Prior to this, Com. Sabapathy sojourned almost sevenyears in a Government job. He excelled his prowess as atrade unionist in SBISU. He left indelible marks as anactivist of Staff Union.

Com. Ramkumar Sabapathy was immediately spotted bysenior functionaries of SBIOA(Mumbai Circle), whoinducted him in the folds of the Officers' Association onhis promotion in the officer's grade in the year 2004. Therewas no looking back for him as he immersed himself intothe activities of SBIOA (Mumbai Circle). By dint of hisabilities and stewardship, he was elevated in theorganisational hierarchy and he did not return to hisdomicile at Pune and continued his activities in Mumbai,thus sacrificing his family life for the sake of his extendedfamily. The very fact that he plunged into trade unionactivities from the day he started his career in State Bankof India and dominated the centre stage for more thanthree decades speaks volumes of his leadership qualities,commitment and acumen. He navigated SBIOA, MumbaiCircle to safe moorings after passing through turbulentperiods.?

His strategic thinking, strong leadership, respect forcolleagues and great sense of humour are just a fewreasons that he is an inspiration to all of us. Indeed, his

As we look back to recapture his journey in SBIOA(Mumbai Circle) - Com. Sabapathy was elected as ChiefRegional Secretary; Corporate Module, SBIOA (MumbaiCircle), in the year 2006. He steered the Association tomake it most vibrant and dedicated himself to serve themembers. There is not an iota of doubt that he possessesa rare combination of vision, fairness, and understanding-crucial qualities for a successful leader. Simplicity, straightforwardness, compassion, warmth and welcomingbehaviour- he is an embodiment of all these good humanqualities, which has endeared him to the membership. Inall his assignments in the journey of trade unionmovement, he showed his professionalism of a true tradeunionist, (who regards himself as a Trade Union 24 x7),collective bargaining, and superb negotiation skills whichhelped to unlock difficult situations so many times. Hisinnate ability and vision have made AISBOF a leading edgein the industry. It is true that it takes a leader with greatintegrity, a spirit of eternal optimism, clear vision, humanityand respect for all others as well. Com. Sabapathy hasdone an absolutely incredible job in his short stint spanningjust nine months and AISBOF is fortunate to have had hisleadership. What he has done will have a legacy foreveras evolving AISBOF to a new height and level.

Impressed by his organizing skills and empathy towardsthe common members, he was elected as OrganizingSecretary in 2010. This was the most turbulent period inthe history of officers' movement in SBI. However, Com.

Sabapathy exhibited exemplary leadership qualities andwas the main support to Com. Y.Sudarshan, the thenGeneral Secretary of the Federation, to steer theFederation out of its most turbulent times and waseventually elected as General Secretary of SBIOA,Mumbai Circle in the year 2013, a post he held till herelinquished it in March, 2019. The most glorious momentcame in the month of June 2018 when he was electedunanimously as General Secretary of the Federation atthe Triennial Conference in Chennai. Com. Ram's fourteenyears of journey from a common member to the topposition of the Federation is not only phenomenal but alsoinspires the members and office bearers with utmostdevotion and dedication. He was the obvious andunanimous choice for the post of General Secretary,AISBOF leading more than 1,00,000 officers in State BankGroup. He exhibited rare qualities of an ardent campaigner,an ace negotiator when he brought a bonanza of benefitsand other facilities for the officers working in State Bank.His valiant campaigns against the wrong economic policiesof the Government, his struggle against Privatisation,Liberalisation, Globalisation of our financial institutions,will remain a golden chapter in the history of BankingIndustry. He championed the cause of Public Sectorthroughout his career.

By his hard work, negotiating skills, oratory, amiablecharacter, humbleness, modesty, unassuming naturewhich were infectious, he emerged as an icon during hislife time. Many generations to come in the Banking Industrywill remember, cherish the era of Com. Ram, who has leftan indelible impression in the minds of innumerableofficers and employees in the Banking Industry.

He has proved his immaculate stewardship when MumbaiCircle Association, during his tenure as General Secretaryof the Circle, conducted the Golden Jubilee of theFederation along with that of the Circle Association. Thefabulous Golden Jubilee celebrations concluded with agrand and memorable Triennial General Council of theFederation in the year 2015 in Mumbai. Impressed withthe leadership qualities of Com. Ram, the Federationnominated him for induction in Bank's board as an OfficerDirector. However, due to the indifferent policies of the

Government, the vacancy is not f i lled t i l l date.Unfortunately, the Bank missed a resourceful, unflusteredand, diligent comrade to their topmost decision makingbody of the premier financial institution of the country.

Com. Sabapathy popularly known as members' GeneralSecretary possesses an extraordinary passion andcommitment and never believed in shortcuts or unholycompromises. He has always been a key person for theFederation at each and every negotiation. Words canneither qualify nor quantify how helpful his guidance andadvice has been effective in unlocking many criticalsituations during his tenure in different assignments in hislong journey in the trade union horizon. His response toseveral critical issues that had cropped up in this periodhad been swift and prompt and he had not rested till theywere taken to logical conclusions through his persuasiveskills. We salute him for his vision, unmatched leadership,work ethic and especially his sense of humour andgoodwill. His perceptiveness as a trade union leadertranscended all boundaries and for him the path is endless.We have and will continue to value his leadership andtireless commitment to our trade union movement, hisadvice and his unending support.

Though Com. Ram got a very short tenure at the helm ofthe Federation, the work done by him during this period isjust remarkable. He had hit the ground running from dayone. He raised each and every issue and followed upvigorously for its resolution. He also fought unceasinglyfor implementation of Work Life Balance in letter and spirit.He conducted a Survey on Work Life Balance with thehelp of Mumbai Circle Association and shared the reporthighlighting the ground realities with the Management. Thereport and efforts were appreciated by the Managementand the suggestions have been considered by theManagement to address the issue.

He has been a very effective communicator and has madehimself always available/accessible to the commonmembers. Defending the disciplinary cases has been hiscore area of interest as the officers suffer most duringthis difficult time. He personally defended many criticalcases and ensured that justice is done to members. Asthe Director of NATURE, more number of Disciplinary

Proceedings Workshops were conducted to strengthenthe disciplinary area. His acumen in respect of disciplinarycases and vast knowledge in banking space hasundoubtedly left an indelible impact in protecting themembers and bringing justice to them. We deeply respecthis contribution and the values espoused by him whiledischarging his role as a trade union leader. We expressour gratitude for all his support and guidance he extendedwhile discharging his role in various assignments as atrade union leader he held with distinction.

Com. Ram effectively transformed the functioning of SBOAPublic School at Nerul and Aurangabad which reached itspinnacle of reputation within a short time. Com. Sabapathyhas been a front runner to contribute for the welfare of thesociety. It was only due to his initiative and sustainedefforts, Mumbai Circle Association could make donationsto various social organisations. His appeal for contributionto Army welfare fund was endorsed by the memberswholeheartedly. During Triennial General Council held atPune in the year 2017, the Association donated 2 e-cartsto Artificial Limb Centre, Pune for movement of injuredsoldiers from one place to another. This is a trend setterin the history of officers' movement.

We will be missing the reassuring presence, the infectiousconfidence and the resoluteness to encounter any situationwith elan. But the inevitable moment has come and webid you farewell only to be inspired, counselled to achievethe sublime and the noble ideals. We assure youComrade, the noble thoughts; sublime ideals cherishedby you will be the lode stone to our hearts and lode star toour eyes.

Retirement marks the start of another chapter in one'slife. This is another beginning of your life. We convey ourbest wishes on your retirement. However, itsusage has not been exploited to the fullest and we arestill using Office 365 primarily as an email solution.

We understand many of our Branches and offices maystill be communicating with each other using WhatsAppchat app and sensitive documents, contents andinformation may be shared freely using WhatsApp, whichis not a secure channel and therefore should not be usedas an official mode/channel of communication. MicrosoftTeams, available to all users as part of Office365subscription, is a secured chat app, where we canexchange communication, documents, data etc. UsingMS Teams, we can do data collection for reporting,organize review meeting through video chats, shareperformance report periodically for review.

2. RBI has advised vide letter DCM.CO(CD) No. 2210/04.36.12/ 2018-19 dated 11th March, 2019 (copy attached)to pay utmost attention to the issues, procure the requiredhardware/software and ensure creation of users anduploading of file by all Currency Chests (CCs)/ Link Offices(Los) by 20th March,2019 without fail. In case of anyclarification, the CCs/ FSLO/ Administrative Offices shouldcontact the respective Regional Office of RBI. Further,RBI has also advised that in case of non-adherence oftimelines suggested above, they will take action againstthe non-complying Currency Chests.

Reserve Bank of India is imposing penalties on noncompliances of RBI guidelines issued time to time formaintenance of Currency Chests and Soiled NoteRemittances. Over the years, RBI has become stringentand levying heavy penalties on non conformity of itsinstructions. The deficiencies observed by RBI Inspectorscan be controlled through strict adherence and effectivemonitoring and control of Currency Chest by the operatingfunctionaries as well as by the Controllers. We appendbelow the procedures to be followed in all critical areas bythe operating functionaries including the Controllers tominimise penalty imposed by RBI:

A. RBI Inspection of Currency Chest• As soon as the RBI official arrives at the Currency

Chest for Inspection, Branch Manager must informthe Controllers immediately and CM (C&R) shouldvisit the CC for ensuring smooth conduct of theInspection.

• Branch Manager to take responsibility alongwith theJoint Custodians to provide the necessary support ifany, to the RBI official during Inspection.

• Service Manager/Accountant to provide support tothe Cash Officer for verification of cash.

• Branch Manager should ask for a copy of report fromRBI Inspector on the deficiencies pointed at the CCafter the Inspection is over and be satisfied with theobservations made in report or dissention if any, onreport.

• In case of any dissention/difference of opinion, mattershould be escalated to RBO/AO. After gettingconcurrence from Controllers, Inspection reportshould be signed/acknowledged by the BranchManager or Joint Custodians as the case may be.

Important Instructions to be observed at CurrencyChest :• 2% of Chest balances in the denomination of Rs.100/

- and above are to be verified through NSM on bi-monthly basis and 5% of balances on half-yearly basismandatorily & reported in CC Online.

• Fitness certificate of the strong room must be valid/current and prominently displayed.

• Adequate Bank guards to be posted (six in number)at each CC. During working hours, two guards witharms, one at vault and other at main gate to be

• Functioning of all security gadgets to be checked ondaily basis viz. CCTV, Hotline, Auto Dialer, Biometric,Time Lock, Fire Extinguisher, etc. and entered inRegister invariably duly signed by Bank Guard andcountersigned by Branch Manager.

• Ensuring functioning of CCTV surveillance in vaultand all cash handling areas. CCTV recording to bepreserved for 90 days.

• Functioning of Hotline/Auto Dialer to be ensured andchecked daily. For Auto Dialer, apart from the mobilenumber of Branch Manager, Police Station and FireBrigade, Dial 100 (number of Police) should also beincluded.

• Biometric access should always be in workingcondition and installed at single entry point of theChest. No other entrance/access should be allowedfor Currency Chest.

• Functioning of Time Lock to be ensured without fail.

• Periodic testing of Security Alarm/Fire Alarm to beensured.

• All currency notes of Rs.100/- and above must beprocessed through NSM before recirculation. CC tosort cash through NSM before keeping in strong roomon T+1 basis. Register/Computerised record to bemaintained for notes processed through NSMs.

• Bin wise and denomination wise balance of currencynotes to be maintained and has been incorporated inthe bin card, bin register and bin book.

• Balance of bins in CBS should tally with vault register.

• Bin Cards/Bin books/Vault Register should beupdated on a regular basis/ prescribed periodicity.

• Currency notes should not be kept outside the vaultand also not in opened boxes.

• The CC should maintain a branch wise daily record

of defective notes, forged notes, etc. detected out ofthe notes processed.

• The CC should report details of FICNs on the sameday of detection to the Nodal Officer of the Bank/Police Authorities.

• Reports of all previous Bi-Monthly, Half-Yearly andRBI inspections should be kept in a file and shall bemade available to RBI Inspecting officials.

• Frisking Register - Frisking of persons entering thestrong room. Each and every person whether JointCustodian/ Branch Manager and any other personmust be frisked each time before entering and exitand duly noted in the frisking register by the BankGuards. The Guards frisking the person including staffshould not carry weapon with him.

• Locker should be made available for keepingvaluables of persons entering strong room/Chest.

• Strong Room Access Register- It is to be maintainedto record the time of entry into/exit from the strongroom of all the persons, including staff membersattached to the Chest.

• CC to comply with Master Circular on exchange ofnotes & coins. CC to display it on notice boardprominently.

• CC to ensure that no Unsorted notes are kept in thestrong room.

• Unhindered 'Note Exchange/Coin Exchange Facility'on all working days to be provided to the members ofpublic. Notice Board to be displayed prominently.

• Lower denomination notes/coins tendered by thecustomer are not to be denied by the operatingfunctionaries of the Chest.

• Adjudicated notes accepted by the Chest are affixedwith stamps (full value/half value/ rejected).

• Officials dealing with cash must be imparted trainingon detection of forged notes/have knowledge ondetection of forged notes.

• Number of firearms, type of fire arms held andrenewal of fire arm licences is to be reviewed on ahalf-yearly basis.

• Random scrutiny of cash movement registermaintained by the Chest to be done by the BranchManager.

• Officials from Controlling Office/Security Officer mustdo surprise visits.

• The CC must have the equipments like - Ultra VioletLamp, Note Counting Machine, Note Sorting Machine,Note Bundle Strapping Machine, Emergency Light,Fire Extinguisher, UPS/Generator Set, ShrinkWrapper and in working condition.

• CCs should not show unsorted notes as issuable/soiled notes in ICCOMs/eKuber.

B. Soiled Note Remittance• RBI issues order/instruction for remittance of soiled

notes time to time. Currency Chests should not sendsoiled notes to RBI without their specific order/instruction.

• Timely Identification of the Potdar for handling thesoiled notes remittance activity like sorting throughNSM, counting of currency through office order wellin advance.

• Branch Manager to ensure that all the soiled notesare resorted by the potdar accompanying the soilednote remittance.

• Instances of huge shortage/excess has been reportedby RBI during soiled note remittance resulting in hugepenalties. Hence, before sending SNR to RBI, theremaining balance (denomination wise) shall bechecked by an official other than Joint Custodian.

Important Instructions to be observed at CurrencyChest :• Sorting, Bundling and Shrink Wrapping (wherever

applicable) of Soiled notes in Bundles containing 1000pieces only. (There should be no ring or packet in theBundle).

• The name and Currency Chest Code must be labelledon each Bundle.

• Bundles should be packed in a Box (each box shouldcontain max. 100 Bundles only) and should be doublelocked. Name and Currency chest code should belabelled on each Box.

• Each box should be weighed and the weight of theboxes should be mentioned on the Box and Invoicebefore sending soiled note remittance.

• The remittance of notes shall be securely packedunder CCTV surveillance.

• Adjudicated notes (notes having more than 2 pieces)should be remitted to RBI separately in sealed packet(half value note to be remitted in separate packet andfull value notes to be remitted in separate packet).

• Potdar identified for soiled note remittance shouldwear Identity Card. He / She should necessary keepthe remittance order issued by the RBI with him duringverification.

• The percentage of issuable notes in soiled noteremittance should not be more than 5%. If duringverification at RBI, it is found that the issuable notesis more than 5 %, whole remittance will be returnedat Bank's cost.

• After packing of the boxes, Joint Custodian shouldtake the Gross of the remaining balance of the Chestwithout Fail. The same should be certified by anyofficial other than joint custodian.

• All the remittance of soiled notes should properlyaccounted in the ICCOMS/eKuber. There should beno withdrawal of the Soiled notes from CC balance.

• Detection of counterfeit notes in Soiled NoteRemittance and CC balances is unacceptable.

• Mutilated Notes should not be sent mixed with SoiledNote Remittance but in separate packets.

C. Detection, Impounding and Reporting ofCounterfeit Notes (Vide RBI Master Circular No. RBI/2018-19/04 DCM(FNVD)G-1/16.01.05/ 2018-19dated 02.07.2018 and Bank's SOP vide e-CircularNo. NBG/AGNYBKG-RBI-I/20/2017-18 dated26.03.2018)

• Notes determined as Counterfeit shall be stampedas "COUNTERFEIT NOTE" and impounded in theprescribed format (Annex-I). Each such impoundednote shall be recorded in a prescribed register. In nocase, the Counterfeit Notes should be returned to thetenderer or destroyed.

• An acknowledgement receipt must be issued totenderer of the Note(s) in the prescribed format(Annex-II). The receipt in running serial numbershould be authenticated by receiving official andtenderer. The receipt is to be issued even in caseswhere the tenderer is unwilling to countersign it.

• With a view to facilitate prompt reporting of CounterfeitNotes, detected and impounded at the Branches, onreal time basis and its effective monitoring, a systemenabled functionality {Counterfeit Currency Reporting(CCR) Portal} was developed by Corporate Centreand made effective from 1st October, 2016 vide e-circular no. NBG/BOD-KYC/43/2016-17 dated30.09.2016. Branches are to report instances ofCounterfeit Notes detected and impounded

immediately on the same day without fail on CCRPortal.

• For cases of detection of Counterfeit Notes upto 4pieces, in a single transaction, a consolidated reportin the prescribed format (Annex-III) should be sentby the Branch directly to the Police authorities or theNodal Police Station, along with the suspectCounterfeit Notes, at the end of the month, underadvice to Nodal Bank Officer i.e. Chief Manager(Compliance & Risk) of the RBO concerned.

• For cases of detection of Counterfeit Notes of 5 ormore pieces, in a single transaction, the CounterfeitNotes should be forwarded immediately by the Branchto the local Police authorities or the Nodal PoliceStation for investigation by filing FIR in the prescribedformat (Annex IV), under advice to Nodal Bank Officeri.e. Chief Manager (Compliance & Risk) of the RBOconcerned.

• Acknowledgement of the Police authorities concernedhas to be obtained for Note(s) forwarded to them bothas consolidated monthly statement and FIR. If theCounterfeit Notes are sent to the Police by insuredpost, acknowledgement of receipt thereof by thePolice should invariably be obtained and kept onrecord. A proper follow-up of receipt ofacknowledgement from the Police authorities isnecessary.

• A statement (Annex-VI) showing the details ofCounterfeit Notes detected during the month shallbe compiled and forwarded by each Currency ChestBranch to the Issue Office of Reserve Bank of Indiaconcerned, so as to reach them by 5th of the nextmonth. A copy of the report shall be e-mailed to ClaimsDepartment of RBI Regional Office by the 5th of everymonth. A "nil" report is also to be sent in case noCounterfeit Note is detected during the month.

• All Counterfeit Notes received back from the Policeauthorities/ Courts should be carefully preserved inthe safe custody of the Bank for a period of threeyears from the date of receipt from the Policeauthorities/ Courts and a record thereof be maintainedby the Branch concerned. They may thereafter besent to the concerned Issue Office of Reserve Bankof India with full details.

• The preserved Counterfeit Notes at Branches shouldbe subjected to verification on a half-yearly basis (on31stMarch and 30thSeptember) by the BranchManager.

• With a view to facilitating the detection of CounterfeitNotes, all Branches should be equipped with ultra-violet lamps/ other appropriate Banknote sorting /detection machines. In addition, all Currency ChestBranches should be equipped with verification,processing and sorting machines and should be usedto their optimum capacity.

• On receipt of cash at the Branches, from customers/Bank Branches etc, it should be first processed onNote Sorting Machines (NSMs) before beingcirculated further or remitted to Reserve Bank of Indiain case of soiled notes.

• Note Sorting Register (as per e-Circular No. NBG/AGNYBKG-CC/31/2018-19 dated 22.03.2019) is tobe maintained and kept updated on daily basis at theBranches. In order to ensure that cash received bythe Currency Chest Branches is first processed onNote Sort ing Machines (NSMs), mandatoryverification of records of receipt ofcash and itsprocessing on NSMs, by an officer other than the JointCustodians, on a weekly basis to be ensured and arecord thereof maintained for verification by theReserve Bank of India. Controllers are also to ensureto verify the register during Branch visits and toexamine the usage of NSMs with inflow of CurrencyNotes at the Branches.

• Branches are to inform the Vendors/ AMC providersfor non-working/ malfunctioning of the Note SortingMachines, if any, immediately.

• Detection of Counterfeit Notes in remittances/ inCurrency Chest balance or dispensation ofCounterfeit Notes through ATMs, is liable to beconstrued as wilful involvement of the Branchesconcerned in circulating Counterfeit Notes and mayattract special investigation by Police authorities andother action by RBI like imposition of financial penaltyand suspension the operation of the Chest concerned.

D. Important Registers to be maintained onprescribed periodicity

• Frisking Register- The register is to be maintained torecord the time of entry into/exit from the strong roomof all the persons, including staff members attachedto the Chest.

• Strong Room Access Register- The register is to bemaintained to record the access into/exit from thestrong room of all the persons, including staffmembers attached to the Chest.

• Vault Register - The register is to be maintained induplicate, one copy is kept with the Cash inchargeand the other is kept in the vault.

• Small Coin Depot Register - The register is to bemaintained in duplicate, one copy is kept with theCash incharge and the other is kept in the vault.

• DN1/DN2 Register - DN1 register is maintained atthe CC for acknowledgement given to the customerfor adjudicated Notes received over the counter andDN2 register to be maintained regarding adjudicationof currency notes(full value/half value/rejected)

• Register for verification of physical cash balance byJoint Custodians fortnightly

• Burglar Alarm test check Register - The register torecord functioning of all the security gadgets installedin the Chest for daily testing/checking

• Cash Sorting Machine Register• Key handing over/taking over Register• Cash excess/shortage Register• Branch Cash Balance Register• Cash Remittance Register

2. All the operating functionaries at Currency Chestbranches to meticulously comply with all these instructionsas per RBI/Bank guidelines and take extra caution whileremitting soiled notes to RBI. Any deviation to laid downinstruction will be viewed seriously and strict action will beinitiated against the erring official/staff members.

8 We were given to understand that all the genuine request transfer application till 31.03.2019 willbe considered, however such application were neither considered last year nor this year till date.

9 More than 35 Officers from Bilaspur Module were transferred to Gwalior Module (for distance notless than 1000 km to 1500 km) in 2017, however they have not been repatriated to BilaspurModule till date.

10 Bank's Medical Officer is not posted for Bhopal & Bilaspur Administrative Offices.

11 Non - Payment of CCA, Higher rate of HRA, Petrol allowances etc of Waidhan Branch not beingpaid despite the branch being categorized as Urban branch.

12 5 cases of suspensions (2cases are more than 6 months & 3 cases more than 1 year) arepending for disposal. We request that enquiries should be finished in time & if not disposed, fullsalary be paid.

13 Although it has been given to understand that the Currency Chest Transactions should be reportedto RBI through e-Kuber Portal in T+1 basis and not reporting within stipulated schedule the RBIwill impose Rs. 50,000/- as penalty. However it has come to our notice that the e-kuber server ofRBI is not functioning efficiently and the officers may be penalized for the mistakes never committedby them. We urge upon to take up the issue with RBI to withhold the instructions of penalty untilthe system e-kuber stabilized.
