FOREWORD

Amongst the noblest of professions, Medicine and Dentistry are the most attracted professions

for talented, brilliant and meritorious students. For selection of such students a robust and fair system is

needed to be in place. Since its establishment, Bolan University of Medical and Health Sciences

(BUMHS) has tried to make admission process more structured and transparent to ensure that only

suitable and capable candidates are admitted in MBBS and BDS programs of studies on merit. BUMHS

and Government of Balochistan believe to provide an equal opportunity to the potential students to show

their suitability for MBBS and BDS courses to enter medical or dental professions based on the

principles of Justice, Equity, Transparency and Merit. It is believed, these potential Students of Medical and Dental institutions would be fully

prepared to accept 21st century‟s challenges of medical profession. It would be the most exciting

situation for the students of medical and dental fields, while entering with enthusiasm in this profession,

that they are well placed to positively influence and advance the teaching, learning and research

environment in our institutions.

Profession of medicine and dentistry demands helping and supporting attitude of health care

professionals towards people in need of medical and dental clinical services. While involved in

diagnosing and treating illnesses of patients, it requires an inquisitive mind, capability to acquire high

levels of advanced and skillful knowledge with an ability to relate to individuals each with their health

needs for their healthy life.

It is expected that students would be aware of continuous hard work to reach the highest

pedestal of excellence. While appearing in the Entrance Test you must feel confident that Bolan

University of Medical and Health Sciences‟ policies are fair, transparent, maximally fool proof and

equitable.

The Prospectus is presented for you in the simplest and easiest language for better

understanding of selection and admission process. It is to facilitate students seeking admission to Public

Sector Medical and Dental Colleges/Institutions of Balochistan. Mainly, the document focuses on rules

and regulations for selection and admission of candidates. It also provides outlines of courses of study

and examination pattern for both MBBS and BDS programs. This Prospectus is being issued with the

approval of the relevant and competent bodies of BUMHS.

BACKGROUND

Bolan University of Medical and Health Sciences (BUMHS), Quetta is the first and only

University of Medical and Health Sciences in Balochistan, to cater for Medical and Health

professionals‟ teaching, learning and research needs. BUMHS, with its constituent Bolan Medical

College, Quetta and Dental Section of Bolan Medical College (University Dental College), Quetta, is the

highest seat of teaching, learning and research.

BUMHS was established vide Gazette Notification No. 172 dated 22nd December 2017, linked

with reference No. PAB/ legis: v (7)/2017/94 under an Act. No. VII of 2017 of the Provincial Assembly

of Balochistan. The Bolan University of Medical and Health Sciences Bill No. 12, of 2017 passed by the

Provincial Assembly of Balochistan on 11th December, 2017 and assented to by the Honorable

Governor Balochistan on 20th December, 2017 was published in the Balochistan Gazette in March 2018, as an Act of the Balochistan Provincial Assembly. University was also notified by the Government of Balochistan vide Gazette notification No. SGB/BUMHS/2-37/2018/186-204 dated 5th

September, 2018. With its establishment and as per PMDC “MBBS and BDS Admissions, House Job

and Internship regulations, 2018 endorsed by Supreme Court of Pakistan, there shall be centralized

admissions in all public and private sectors Medical and Dental Colleges by the Admitting University of

Respective Province/Region”, BUMHS is responsible to admit students in MBBS and BDS programs of

studies for Session 2019-20 in the following Colleges: 1. Bolan Medical College, Quetta. 2. Dental Section of Bolan Medical College (University Dental College), Quetta. 3. Mekran Medical College, Turbat (Kech). 4. Jhalawan Medical College, Khuzdar. 5. Loralai Medical College, Loralai.

For ready reference of the students and parents regarding establishment of BUMHS, relevant provisions

of BUMHS Act No.VII of 2017 are reproduced below:

Section 3(1) read as

“The Bolan University of Medical and Health Sciences has been established in accordance with the provisions of BUMHS Act, 2017”.

Section 3(2) read as

“Bolan Medical College Quetta and Dental Section of Bolan Medical College

Quetta with entire staff and premises shall be the constituent colleges

of the University” Section 2 (m) read as

“Constituent College" means an educational College/Institute, by

whatever name described, maintained and administered by the

University; hence these colleges stand as integral parts of the University

working under the Vice- Chancellor being the Chief Executive Officer. Section 3(3) read as

“All teaching Institutions, Medical Colleges, Nursing Colleges and

Paramedical Colleges in Balochistan shall be affiliated with University”. Section 2(d) read as

“Affiliated College/Institute" means an educational College/Institute

affiliated to the University but not maintained or administered by it; hence

these Colleges/Institutions shall be affiliated with University for purposes of

monitoring, quality assurance, examinations and award of degrees with University

while these would be maintained and administered by Health Department, Government

of Balochistan.

Section 2 (ss) read as

“Teaching Hospital” means the Hospital attached with the University

for teaching and training

Section 3(4) read as

“All Teaching Hospitals and Institutes” shall be the attached Hospitals

and Institutes of the University and the Constituent Colleges; hence

attached Hospitals and Institutes would be attached with University for

purposes of teaching, learning, research and delivery of clinical services by

teaching faculty of the University while these hospitals and Institutes would

be maintained and administered by Health Department, Government of

Balochistan.

Section 3(5) read as

The University shall consist of the following, namely:- (a) The Chancellor; (b) The Pro-Chancellor; (c) The Vice-Chancellor; (d) The Pro-Vice Chancellor; (e) The members of the Senate; (f) Deans, Principals of the Constituent Colleges, Directors/Executive

Director/Chief Executive Directors of the Constituent/Affiliated/Attached

Institutions, Chairmen/Chairpersons of Teaching Departments, and such other

officers as may be prescribed; (g) The members of the authorities established under section 23; (h) The University teachers; (i) Emeritus Professors; (j) All other full-time officers members of the staff of the University; and the

members of the authorities established under section 23; (k) “Persons recognized as students of the University in accordance

with terms prescribed from time to time”.

Section 4(1) read as

“All properties, rights and interests of whatsoever kind, used, enjoyed,

possessed, owned or vested in, or held in the Bolan Medical College

Quetta and Dental Section of the Bolan Medical College Quetta and all

liabilities legally subsisting against them shall stand transferred to the

University” Section 4(2) read as

“All the employees serving in Bolan Medical College Quetta and Dental

Section of Bolan Medical College in any capacity” immediately before

commencement of this Act, shall notwithstanding anything contained in any

other law or rules made there under for the time being in force or any other

terms and conditions of their service, stand transferred for service to the University.

Provided that such terms and conditions shall not be less favorable than the terms and conditions admissible to them immediately before their transfer: Provided further that their inter-se Seniority shall be maintained as they have to prior to their transfer.

HISTORY OF MEDICAL EDUCATION IN BALOCHISTAN

On independence, Pakistan was lacking skilled manpower in all fields, especially in the field of

medical education and medical services delivery. As stop gap arrangement in short span of time the

Government of Pakistan had decided to introduce Condensed Medical Courses by establishing Medical

Schools in the country. As such in 1952 first Medical School namely "Amin-ud-Din Medical School"

was established in Quetta. The school continued for seven years and as a matter of policy it was

abolished when it was felt that this category of Doctors were no more required and instead it was

decided that more Medical Colleges are required to be opened to train fully qualified Doctors in the

country, at MBBS and postgraduate levels.

Earlier on the students from Balochistan had to seek admission in other Medical Colleges of the country

and were facing great difficulties. After Balochistan got the status of a separate Province in 1970 the

people of Balochistan started demanding a Medical College of their own. In March 1971 it was agreed

in principle that a Medical College will be opened in Balochistan at Quetta.

In 1972, the Government of Pakistan exceeding to the demand of the people of the province formally

decided to set up a Medical College at Quetta and agreed to run it as a Federally Funded Project.

Pending the construction of a new full-fledged College Building and Hospital, the clinical classes were

started in Sandeman Provincial Hospital Quetta and the building of a Para- Medical School was

acquired for the College. The main buildings of College and Hospital (BMC and BMCH) have been

completed and are fully functional. The laboratories of the Basic Medical Sciences Departments have

been equipped with most modern equipments.

Four Hostels (two for Boys and two for Girls) and Residences of Teaching and Ministerial staff in

reasonable number have also been completed. At the moment there is accommodation for almost all the

students.

For up-dating the knowledge of the teachers and furtherance of Medical Science a Research Cell, as a branch of Pakistan Medical Research Council, has been functioning since 1979 in association with the institution.

In 2008, the idea of University of Medical and Health Sciences was conceived with preamble that it is in

the interest of the Province of Balochistan to bring the entire medical, nursing, paramedical and other

health sciences education under one roof for better coordination and uniform evaluation; to achieve

excellence in the advancement of knowledge in the fields of medical, nursing and paramedical sciences;

to improve human health through advancement of scientific research, provision of skilled personnel,

infra-structure and to establish teaching institutions in these fields. To achieve these goals it was

expedient to establish an independent and autonomous university of Medical and Health Sciences by the

name of "Bolan University of Medical and Health Sciences" with its main campus at Quetta. NOC was

thus sought from Higher Education Commission, Islamabad after evaluating the feasibility report and

their Inspection Team inspected the physical and academic infra structure of this institution. HEC

advised to prepare draft Charter of proposed University in line with provisions of Federal Universities

Ordinance (FUO), 2002.

In 2017, in line with updated guidelines and requirements of HEC and PMDC, a draft bill of proposed

Bolan University of Medical and Health Sciences, 2017, after evaluation and approval of HEC, being

found in accordance with the provisions of FUO 2002, was approved by Balochistan Provincial

Assembly and assented to by the Honourable Governor Balochistan and it was notified by Provincial

Assembly of Balochistan in Balochistan Gazette on 22nd December 2017 as BUMHS Act No. VII, 2017. The establishment of BUMHS was also Gazette notified by the Government of Balochistan from the date of promulgation of the Act.

Prof. Dr. Naqib Ullah Achakzai was appointed as the first Vice Chancellor of BUMHS on August 01,

2018. The BUMHS has conducted so far it's 1st Senate, Syndicate and Academic Council meetings and

after approval of the relevant bodies started the process of admission in its MBBS and BDS courses for

the session 2019-20. In April 2019, HEC inspection team visited the BUMHS. The inspection report

was presented to commission (HEC) and after approval BUMHS has been notified as recognized

chartered public sector university of medical and health sciences of Balochistan.

WARNING:

The candidates must read the Prospectus carefully to understand policy for admission in Bolan Medical

College and Dental Section of Bolan Medical College, BUMHS, Quetta. Similarly, admission in

Medical Colleges namely Mekran Medical College at Turbat, Jhalawan Medical College at Khuzdar and

Loralai Medical College at Loralai will also be made through the same entrance test under BUMHS,

Quetta as Admitting University for the province of Balochistan. The application form should be filled in

according to the requirement and laid down procedures in the Prospectus. Any omission/ commission in

the application form may lead to rejection of the application.

The Punjab Government has allocated two (02) MBBS Seats exclusively for Girls of

seat. The children of retied and /or deceased doctors under this category are also eligible for

the seat provided that the deceased and/or retired doctor had at least five years‟ service at his /

her credit before retirement and /or death.

CATEGORY C: Children of Doctors serving in Balochistan under Federal Health

Department or various Provincial Departments in Balochistan (other than Provincial Health

Department Balochistan.

The children of only those local/ domicile doctors of Balochistan Province who have served in

Balochistan under Federal Health Department or various Provincial departments of

Balochistan other than Provincial Health Department Balochistan for at least five years‟

service are eligible for the seat. The children of retired and/or deceased doctors under this

category are also eligible for the seat provided that the deceased and/or retirement doctor had

at least five years‟ service at/his / her credit before retirement and/or death.

If a seat, reserved for the candidates under any Special Category A, B, C falls vacant due to

non-availability of an eligible candidate, such vacant seat shall be given to the candidates of

other categories on merit basis. If there is no eligible candidate from all the three categories

under A,B and C, then such vacant seat shall be allocated to general candidates on Provincial

merit basis.

CATEGORY D: i. Non-Doctors government servants of different cadre serving in

BUMHS, Quetta.

The Children of only those non doctors Government Servants of different cadres who have

served in the Bolan Medical College, (BUMHS) Quetta for at least ten years are eligible for

the seat. The children of retired and / or deceased non-doctors under this category are also

eligible for the seat provided that the deceased and / or retirement non-doctor had at least ten

years‟ service at his/her credit before retirement and/or death.

CATEGORY E: . Non-Doctors government servants of different cadres serving in

Provincial Health Department including Paramedical staff serving in Provincial Health

Department Balochistan (excluding BMC/ BUMHS Quetta).

The children of only those non-doctors Government servants of different cadres and

paramedical staff who have served in the Provincial Health Department for at least ten years

are eligible for the seat. The children of retired and/or deceased under this category are also

eligible for the seat provided that the deceased and/or retired had at least ten years‟ service at

his/ her credit before retirement and/or death. This category exclude employees of

BMC/BUMHS Quetta.

If any seat, reserved for the candidates under Categories D and /or E falls vacant due to non-

availability of an eligible candidate, such vacant seat shall be given to the candidates of other

category on merit basis. If there is no eligible candidate from both the categories under D and

/ or E, then such vacant seat shall be allocated to general candidates on Provincial merit basis.

DEFINITION OF DCOTOR:

The word doctor used above for categories A,B,C means only the incumbent having

government service purely on the basis of at least MBBS/BDS qualification and registered

with Pakistan Medical & Dental Council.

i. SPECIAL CATEGORY F: (DISABLED STUDENTS OF BALOCHISTAN)

The candidate applying for reserved seats for disabled candidates shall have to

produce a certificate from the Medical Board, constituted by the syndicate of BUMHS /

Government of Balochistan. The Medical Board shall be followed the definition of World

Health Organization (WHO) in respect of the disabled person.

The Admission Committee reserves the right to refer the case(s) to special committee in case

the medical certificate is not covered in accordance with the requirement of WHO.

It is mandatory for those candidates who are applying for the Disabled Category to submit a

certificate from the standing Medical Board constituted by the Director General Health

Services of Balochistan Quetta about disability of the candidate before applying in Bolan

Medical College/ Dental Section of Bolan Medical College (University Dental College),

BUMHS, Quetta against the disabled quota and other three (03) medical colleges of

Balochistan.

In case of any doubt regarding status of disability, the Selection Committee reserves the right

to refer the case (s) to another special committee constituted by BUMHS / Government to

validate or reject the claim of disabled person.

iii. DEFINITION OF DISABILITY IN TERMS OF (WHO) IN CASE OF

IMPAIRMENT / DISABILITY / HANDICAP :

IMPAIRMENT: impairment is defined as “any loss” or abnormality of psychological,

physiological or anatomical structure or action: e.g. loss of foot, defective vision or

mental retardation. Impairment may be visible, temporary or permanent, aggressive or

regressive. Further, one impairment may lead to the development of “secondary”

impairments as in the case of leprosy: damage to nerves (primary impairment) may lead to

plantar (secondary impairment).

DISABILITY: A disability has been defined as” any restriction or lack of ability to

perform an activity in the manner or within the range considered normal for a human

being. Because of impairment, the affected person gets unable to carry out certain

activities which are considered normal for his seat etc”. This inability to carry out certain

activities is termed liability”.

HANDICAP: Handicap is defined as “ a disadvantage for a given individual, resulting

from an impairment or a disability, that limits or prevents the fulfillment of a role that is

normal (depending on age, sex, and social and cultural factors) for that individual”. As a

result of disability or impairment the person experiences certain disadvantages in life and

is not able to discharge the obligations required of him and play the role expected of him in

society. This is termed “handicap”.

Taking accident as a example, the above terms can be explained further as follows:

Accident Disease for disorder

Loss of foot Impairment (extrinsic or intrinsic)

Cannot walk Disability (objectified)

Unemployed Handicap (socialized).

vi. The unclaimed seat, under this category, shall be given to the general candidates

on Provincial Merit basis within a period of 10 days after announcement / declaration of

final list of selection.

SPECIAL CATEGORY G: (CHILDREN OF MINORITY COMMUNITIES OF BALOCHISTAN)

i. The unclaimed seat, under this category, shall be given to the general

candidates on Provincial merit basis within a period of 10 days.

A candidate can apply at a time for a seat under only one special

category even if he / she is eligible for more than one categories. If he

/ she apply for more than one category at a time, his / her candidature

shall be cancelled.

5. The candidates simultaneously applying for the “District Merit MBBS Seats”

and the “MBBS Seats Reserved for candidates under Special Categories” will

have to indicate their first choice and second choice respectively on separate

application forms. If choice is not indicated and he/she appears for interview for

District Merit as well as special category seat, it will be the discretion of the

Admission Committee to nominate him/her against anyone seat.

6. i. The Parents who have already availed the facility of MBBS seats Reserved for

candidates under Special Categories (A,B,C,D,E,F&G) by getting his / her two

children admitted against the respective quota seats shall not be entitled to avail the

privilege of same category for the third time in any case.

ii. The candidate should submit an affidavit that in the past his/her brother and sister,

who were nominated on any special category in BMC/ BUMHS Quetta.

7. CHOICE OF MEDICAL COLLEGES:

a. Students applying for admission shall give an order of preference for their top

three choices from amongst the public sector medical and dental institutions in the

province of local/domicile of the student and two preferences for public sector

medical and dental institutions in any other province.

b. The order of preferences once given by the candidate in his/her application shall

be final and cannot be changed subsequently. Similarly in case of occurrence of

vacant seat, the candidate maybe upgraded in subsequent lists to an institution

listed higher in his/her order of preference.

(PM&DC 2018 regulations for admission as amended on 30th

May, 2019).

Over writing / cutting on Admission form will not be acceptable.

8. CHANGE OF MEDICAL INSTITUTION:

The choice of Medical Institution once opted by a candidate will not be changed

under any circumstances.

9. a. The candidates simultaneously applying for MBBS and BDS course

shall indicate their 1st

and 2nd

preference of courses i.e. MBBS or BDS on the application form for the respective courses in respective colleges.

b. The admission to MBBS and BDS course is not mutually

interchangeable.

c. Once a candidate is admitted in BDS Course, from start of academic Session, he / she shall not be eligible to change to MBBS Course even if he / she somehow is selected on MBBS Merit.

10. The nomination papers and documents of candidates applying against the

“Seats Reserved for Foreign Nationals” shall be forwarded by the Federal

Government, before the specified date and may allocate these seats to any country, as

per policy. Nominations shall not be accepted after 07 days of 1st merit list

announcement.

11. The nomination papers and documents of the candidates applying against the

“Seats Reserved for the candidates of FATA, AJ&K, Northern Areas, Punjab

(Reciprocal) and Sindh (Reciprocal)” shall be forwarded by the concerned

Ministry/Department to the Vice Chancellor/ Chairman, Admission Committee

BUMHS, Quetta before the specified date. Nominations shall not be accepted after

0 7 days of 1st merit list announcement.

15. ELIGIBILITY OF CANDIDATES:

a. (i) The candidate must have passed obtaining minimum sixty five percent

(65%) marks in Higher Secondary School Certificate (HSSC) or F.Sc (Pre-

Medical) or Intermediate (Pre-Medical) or equivalent examination having

minimum twelve years of education from Board of Intermediate and Secondary

Education Balochistan, Quetta or any other recognized Board or University of

Pakistan.

b. (ii) The candidate must have passed equivalent examination from inside or

outside Pakistan obtaining minimum sixty five percent (65%) marks in aggregate

with at least three science subjects i.e Biology, Chemistry and either Physics or

Mathematics and such course must have been duly certified by the Inter Boards

Committee of Chairman (IBCC), Islamabad as if he/she applies for admission on

the basis of GCSE or American/Canadian High School Examinations or „A‟

Level etc equivalent to Higher Secondary School Certificate (HSSC) or F.Sc.

(Pre-Medical) or Intermediate (Pre-Medical) or equivalent level examination

within Pakistan

c. The candidate having Local/Domicile of any district of Balochistan can

appear in MDCAT.

d. Mere appearance in MDCAT does not confer the right to apply for or Claim

admission to any Medical/Dental College/Institution.

16. MERIT FORMULA:

The merit for the purpose of admissions shall be calculated as an

aggregate

percentage of marks derived from formula of PM&DC as below:

HSSC/FSc/IBCC (Pre-Medical or Equivalent) inclduing all subjects 50% Provincial / Regional / Centralized Entry Test of the Province from where the candidate is bearing the local/domicile: 50%

The following marks shall be a d d e d / deducted from the aggregate marks of

the candidate:

Twenty (20) marks shall be added to the F.Sc marks, who submitted the

certificate of Hafiz-e-Quran by registered Madrisa/Jamia/institute and qualify the

test of recitation. The panel of Hafiz-e-Quran, who conduct the test, shall be

constituted by the Syndicate of BUMHS. The decision of panel shall be considered

for adding the Twenty (20) marks in his/her F.Sc marks.

Ten marks shall be deducted per year or part of a year if a candidate fails to pass or tries to improve Division in F.Sc examination in two years after passing the matriculation/ F.Sc examination as the case may be.

Five marks per year shall be deducted if the candidate fails to get admission

during the year he/she passed F.Sc examination. However, this condition does

not apply in case of delay in admission caused by legal procedures resulting in

Court decision favorable to a candidate originally rejected by the Admission

Committee.

NOTE: In case a candidate does not clear F.Sc. examination or part of a year,

beyond this period shall be treated his/her attempt for the purpose of deduction

irrespective of his/her having not appeared in the examination in such year.

In case the adjusted marks of two or more candidates are equal, the candidate

securing higher marks in the entry test shall be ranked higher on merit for the

purpose of admission. If the marks of the entry test are also equal, then the

candidate securing higher marks in F.Sc. will be ranked higher on merit. If both are

equal then the age will be considered at the time of submission of form.

17. OTHER TERMS, CONDITIONS AND RULES FOR

ENTRACE TEST AND ADMISSIONS:

a. At the time of submission of admission forms the candidates shall submit, inter

alia, a copy of his/her Local/Domicile Certificate issued by the concerned

authorities of the respective district. In case, the candidate dos not possess his / her

Local/Domicile Certificate, he / she shall submit a copy of his/her Father/Mother

Local/Domicile Certificate recorded his/her (candidate‟s) name thereon.

b. A candidate or his/her father/mother (as the case may be), if found in possession

of two local/domicile certificates during the course of admission process, shall not

be considered for admission against any seat. Such cases can only be considered

if the parents or the candidates submit an affidavit that one of the Local/Domicile

Certificates had been cancelled before the date of application for admission. In

case the candidate fails to mention or submit the affidavit, he/she shall not be

considered for admission. The Admission Committee reserves the right of

debarring such candidates for a period not exceeding 3 academic sessions.

c. The Admission Committee on the basis of the documents attached with the

application form shall be competent to decide as to whether the candidate actually

belongs to district/ agency against which he / she has applied. The candidate shall

be bound to abide by the decision of the Admission Committee.

d. If at any stage, it is proved that any candidate has been admitted on the basis

of false/incorrect documents or information, his/her admission shall be

cancelled and all fees paid shall be forfeited immediately by the Principal, and the

candidate concerned shall be debarred from admission in the college for three

academic sessions.

e. If at any stage it is proved that any candidate has been admitted against

the rules of admission, his/her admission shall be cancelled.

f. If a candidate has once been admitted to Veterinary, Engineering, Forestry,

Agriculture, or any other professional graduation course against the Government

reserved seats, he/ she shall not be eligible to seek admission in MBBS or

BDS course, whether the nominee being nominated by Government or by the

authorities of institute concerned on their own level.

g. (i) No candidate once selected by the Admission Committee, shall be admitted to

Bolan Medical College, BUMHS Quetta if he/she does not report for admission within 07

days from the date of announcement of final result and their admission shall stand

cancelled. These seats shall be given to the next eligible candidate on the merit list through

the Admission Committee.

(ii) It is mandatory for all medical students to get himself / herself registered with

PM&DC as a medical student within 03 months from the commencement of Academic

Session. After (03) three months the College shall not be responsible for any

consequences.

h. Candidate once selected for admission if, on his own leaves to join another institution

after 30 days of start of the academic session shall have to pay Rs. 2,00,000/- as fine to

Bolan Medical College BUMHS, Quetta and the seat so vacated shall be filled from next

waiting candidate on merit through the Admission Committee to be filled within 45

days from the commencement of the academic Session.

i. The recommendation of the First meeting of the Admission Committee is to be

submitted to the Syndicate for its approval. All recommendations regarding

disputed cases, waiting candidates, allocation of the unfilled seats of foreign

national Punjab and Sindh (reciprocal), verification of local/domicile certificates,

disability cases etc. will be final and decision on such issues of the Admission

Committee needs no further approval.

j. A candidate who does not take admission in the Medical College even after

his/her selection by the Admission Committee in that particular year, shall not

be admitted in the Medical College during the subsequent year on the basis of

his/her previous selection. He/she shall have to undergo all the process

and complete all the formalities during the subsequent year as required by a fresh

candidate and he/she shall only be granted admission after selection by the

Admission Committee.

k. A candidate who has passed matriculation and F.Sc. from other provinces and

fails to satisfy the Admission Committee about reasons beyond his/her control for

not studying in Balochistan shall be ineligible. It shall be the responsibility of the

candidates to provide documentary evidence/proof of reasons for studying outside

the Province. Simple statement for better education shall not be acceptable to the

Admission Committee.

EXPLANATION: The applicability of the contents of para shall be exercised with

caution, since the said para is intended only to hamper those candidates who are

exclusively settled / belong to other Provinces but they want to get the medical seats on

the basis of Domicile/Local certificate obtained by whatever sources by such candidate.

l. If as a result of judgment of the Honourable High Court/Supreme Court of

Pakistan any candidate is given admission in MBBS/BDS course, he/she would be

accommodated in place of defeated candidate who shall resultantly stand unseated.

The Chairman Admission Committee/Vice Chancellor shall be competent to expel

such candidate on the basis of said judgment without any show cause notice.

m. Application for admission along with attested photo copies of documents submitted by the candidates shall not be returned.

n. The competent forum reserves the right of making any addition, alteration or

amendment in the admission policy/prospectus and the application forms etc. at any

time.

18. PROCEDURE OF ADMISSION(S):

a. Applications for admission(s) to 1st

year MBBS and 1st

year BDS courses shall

be invited by the Vice Chancellor/Chairman Admissions Committee, BUMHS

Quetta through an advertisement in leading newspapers or Radio or

Television or combination of print, electronic and social media, etc. No notice etc.

shall be issued individually to the candidates for inviting applications,

communication of results of the interviews or any other instructions to the

candidates. Publication of any other instructions through the BUMHS website,

Press Release in the Newspapers or Radio or Television or combination of print,

electronic and social media, etc. shall be considered sufficient.

b. HOW TO APPLY- Candidate can apply only ONLINE at BUMHS website(s)

(www.bumhs.edu.pk or www.bumhs.net ). Once Online application form is

submitted it cannot be retrieved for making any change. In case of any

error/omission visit Admissions Office at BUMHS, Brewery Road, Quetta. Print

out of Online Application Form along with bank receipt and all required

documents duly attested must be submitted to Admissions Office at BUMHS,

Brewery Road, Quetta before or by September 3, 2019 (12:00 PM). The

applications received after the last date will not be entertained and no excuse of

any kind will be acceptable.

c. The selection of candidates for admission to 1st

year MBBS and BDS classes

shall be made by the Admission Committee strictly according to conditions laid

down in the Prospectus.

19. REQUIRED DOCUMENTS:

b. Matriculation Marks Sheet or “O” Level Equivalence Certificate issued by

IBCC.

Magistrate/Deputy Commissioner, National Identity card of Father/Mother from

NADRA (in case of Death of Father or Divorce).

f. Affidavit on Non-Judicial Stamp paper duly attested by 1st class

Magistrate with a statement that the candidate, his father/guardian

possesses only one local/domicile.

g. Character Certificate from grade- 17 or above Government Officer or

h. Candidates from Quetta rural would produce/submit a Certificate from Deputy

Commissioner (DC) Quetta with confirmation that the candidate is applying

against/for reserved seats of Quetta Rural Area.

i. Four (04) recent passport size photographs with white or blue background (NB:-

The candidate(s) is(are) required to submit to Admissions Office of BUMHS,

Brewery Road, Quetta 03 sets of print out of application forms along with bank receipts and all required documents with 06 copies of local/domicile certificate, duly attested by a Gazetted Officer.

The certificates of all the selected candidate shall be verified from the issuing

board / authorities and the expenditure on verification shall be paid by the

candidate.

20. SUBMISSION OF FEE:

Before filling in online application form, the candidate or his/her representative is

required to visit the nearest branch of Habib Bank Limited (HBL) during banking

hours and deposit rupees Two Thousand Five Hundred (Rs 2500/-)/- as

22. SYLLABUS AND PATTERN OF MDCAT 2019-20:

a. Syllabus /Course for BUMHS (MDCAT) 2019-20 for admission in

Public Sector Institutions

Course of F.Sc (Pre Medical) in the subjects of Biology, Chemistry and Physics)

published by Balochistan Textbook Board, Quetta for the academic sessions 2017-18

& 2018-19 is being taught in the colleges of Balochistan; hence, the question paper

for the Test shall be based on the common core

The English component of the paper in the test would be based on General

English for language proficiency.

b. Pattern of Question Paper

The test shall consist of one paper containing 200 multiple-choice questions (MCQs) having four options with single best answer. There will be following four (04) divided sections with defined weightage of Questions/MCQs:

(i) Biology (80 MCQs)

(ii) Chemistry (60 MCQs)

(iii) Physics (40 MCQs)

(iv) English - General for language proficiency (20 MCQs)

Difficulty Index for each subject shall be as follow

The duration of Test shall be 150 minutes (2½ hours).

There shall be no negative marking in the test. For each correct answer, one (01) mark will be awarded to a candidate.

As per the regulations of PM&DC, there shall be no pass marks in the

test, i.e., no candidate shall be declared pass or fail in the test. Instead, total marks obtained by a candidate in the test shall be declared.

The candidate must bring: (a) Computer print-out of his/her Admittance Card,

(b) Original Local/Domicile/Passport/CNIC/Form-B (c) Two (02) good quality blue ball point pens, and (d) a clean clipboard with nothing written on it. No candidate shall be allowed to enter the test centre without his/her Admittance Card. This Admittance Card will be collected by the Invigilator after the start of test.

25. The meeting(s) of the Admission Committee shall be presided over by the

Vice Chancellor/ Chairman, BUMHS, Quetta.

only by the members of the Admission Committee.

32. The decision(s)/recommendation(s) shall be made by the majority of votes of the

members. In case of equal number of votes for and against, the casting vote of Vice

Chancellor / Chairman, Admission Committee would decide the matter.

33. The decision(s)/ recommendation(s) of the Admission Committee shall be submitted

to BUMHS Syndicate for final approval.

34. No provisional admission shall be granted to any candidate.

35. No candidate shall be given admission if he/she has not been recommended by

d. All examination shall be compulsory for every student of each class.

Students failing to obtain 50% marks in the class/terms exams shall not be

allowed to appear in the annual professional/promotion examinations, of the 1

st year and sent up examination for the university examination to be held near

the end of the third term.

e. The students who fail in the annual promotion examination of the 1st

year class

and sent up examination for the university examination shall be detained and their

scholarship will be withheld.

38. Before being allowed to appear in the University examination every student

is required to produce a “No Dues” certificate from the College Cashier.

39. There should be no more than two professional university examination in

a year. No special Supplementary Examination will be allowed under any

circumstances as per instructions of P.M.D.C.

40. The percentage of pass marks in each subject should not be less than 50% that

is 50% in theory and 50% in practical/viva voce. No grace mark (even one

number) should be allowed in any examination as prescribed by the Pakistan

Medical & Dental Council.

41. Only those students shall be allowed to take the University examination who had

completed the course of studies to the entire satisfaction of the Heads of

Department and obtained 75% attendance in the theory lectures delivered and

practical conducted in their respective subjects.

42. The BUMHS has the discretion to refuse permission to any student to appear in

any University Examination if in his opinion the student‟s work, conduct and

character has been unsatisfactory.

43. Every candidate shall forward his/her application for appearing in the particular

Professional Examination through the Controller of Examination BUMHS by the

date fixed by University with submission of due/ fees.

44. Any student found having recourse to unfair means will be expelled from the

Examination hall & necessary disciplinary action will be taken against him/her.

45. Late comers shall not be admitted to the Examination Hall.

46. The syllabus and examination procedure for the Professional Examinations shall

conform with the latest rules and regulations for the degree of Bachelor of Medicine

& Bachelor of Surgery as prescribed by the Pakistan Medical & Dental Council.

47. A candidate who fails to pass in First Annual Examination will be admitted to

the supplementary examination on payment of fresh examination fee on each

occasion.

48. The BUMHS has the power to exclude any candidate from the examination if it is

satisfied that such candidate is not a fit person to-be allowed to appear in the

examination.

CHAPTER-9

LEAVE

49. Student must not leave station without the permission of the Vice

Chancellor, BUMHS. The student must apply for leave giving sound reasons and

must get the sanction before leaving.

50. Leave on medical grounds beyond 03 weeks will be without scholarship unless recommended by a specialist treating the student.

51. Sick leave will be granted on production of medical certificate from a specialist doctor and shall be with scholarship for a period of six days at any one occasion.

52. The leave may be extended upto three weeks on the production of a certificate from authorized doctors recommending the leave to be absolutely necessary for the student‟s health.

53. In case of scholarship holders, who are admitted for treatment in a hospital recognized by the Government sick leave will be with scholarship.

54. In all cases leave taken will be at the student's own risk so far as the percentage of attendance is concerned and even a medical certificate will not condone a deficiency in attendance.

55. A student who is absent without leave continuously for a period of three weeks, his/her name shall be struck off from the College rolls and he / she will not be eligible for re-admission.

56. All students proceeding on leave are required to furnish their address to the Vice

Chancellor before leaving.

57. The day scholar may produce a medical certificate signed by a

Registered Medical Practitioner and countersigned by the Specialist (Professor /

Assistant Professor).

58. In case of Hostel residents falling ill and remaining in the Hostel during

illness the Hostel Warden must sign the Medical Certificate.

59. Out-patient ticket will not be accepted as a medical certificate.

60. Medical Certificate in support of absence must be produced at the earliest

possible date, and in any case not later than 3 days of absence.

61. A Medical Certificate must specified the nature of illness & the period with

dates of leave recommended on account of illness.

CHAPTER 10

LIBRARY AND BOOKS

62. The Library is open to the faculty members and the students of the

College, it shall remain open on all working days during the

prescribed hours.

63. Silence and order must be observed in the Library.

64. Meals and refreshments must not be allowed in the Library.

65. Books and journals would be given to the students for study in the

Library only on deposition of their identity cards. These would be returned

after the books and journals have been deposited.

66. Students are not allowed to take books outside the Library / unless these

are issued in their name.

67. Normally two books can be issued at a time to the faculty member.

68. Chairman/Chairperson and Professor are privileged to take more than two

books of their subjects at a time.

69. Books are issued to the students for two weeks only text book (subject to

availability) for a whole academic session.

70. Books required in the Library for checking, stock taking etc, must be

promptly returned on receipt of a notice from the Librarian.

71. Books in possession of any faculty member must be returned on receipt of a

notice from the Librarian.

72. The Book card placed in the pocket at the end of the Book must be

delivered to the Librarian after signature before the book is taken out.

73. Every consultant borrower before leaving the Library shall return the book

consulted to the Librarian on the duty and shall ensure that the book card is

properly marked with return entries.

74. Reference books and Books required for occasional reference such as

Encyclopedia, Dictionaries etc. and books of great value or rarity shall not

be issued to any faculty members, or students.

75. Video cassettes and CD shall not be issued to any faculty member or

student for taking outside library.

CHAPTER 11

MIGRATION

76. Student shall not be permitted to migrate without the previous permission of the

Vice Chancellor.

77. Only University registered students shall be eligible for migration.

Migration from the private Medical Colleges within the country/abroad is not

allowed in any case.

78. No application for mutual migration or otherwise shall be entertained, till the

student has passed the 1st

Professional MBBS Examination.

79. No application for migration shall be entertained during the academic year except

on father's/Guardian's death or transfer in support of which authentic proof must be

forth coming.

80. A student on being allowed migration as per PM&DC, rules he/she must

clear all his outstanding dues any pay Rs.100,000/- as migration fees.

CHAPTER 12

HOSTELS

81. There are eight Hostel blocks for students; two are situated in new

complex, t w o i n o l d g i r l , f o u r b l o c k s i n m a i n h o s t e l .

82. On account of the non-availability of rooms at present the College does not

under take the responsibility to provide Hostel accommodation to the newly

admitted students.

83. Rooms if made available at any stage shall be allotted by the Allotment

Committee in order of merit and only on production of receipt of payment of the

Hostel fee. At the beginning of each academic year each occupant of Hostel room

must deposit the Hostel Fee otherwise allotment is liable to be cancelled.

84. A fee once deposited is refundable only in case Hostel accommodation is

not provided. However the fee shall be forfeited in case it is not claimed with the

Academic Session for which it is paid. The following Hostel Fee and subscription

are payable by the students for the full session of the College along with the

College fee.

85. T he security Deposit is not claimed within one month of leaving the Hostel the amount shall be confiscated.

86. No student is allowed to change his seat without the approval of the

Allotment Committee.

87. The Competent Authority may refuse admission or expel a student if he/she is satisfied that student not a desirable/ suitable person to live in the University Hostel(s).

88. If any student leaves the Hostel without settlement of the Hostel and Mess dues, the amount outstanding against him/her will be recovered from the security deposit or scholarship or as decided by the Competent Authority on the advice of the Hostel Warden.

89. The Provost/ Wardens will maintain an up-to-date inventory of the

Hostel property(ies) subject to the general control and supervision of the

Competent Authority.

90. The Provost /Wardens are responsible for discipline in the Hostel and is authorized to admonish student for any irregularities neglect of duties or breach of discipline.

91. No newspaper, periodical magazines or any publications other than those

authorized by the Provost/Wardens shall be brought into the Hostel by any boarder.

92. Use of Electric Heaters, stoves, electric iron machine or any such instruments as worked by electricity, except light is strictly prohibited in the hostel. Any student found making use of them will have the appliance confiscated and will be reported to the Competent Authority for such action as deemed fit.

93. The neatness and cleanliness of the room shall be the responsibility of the occupants.

94. All electric and other damages shall be repaired at the expenses of the boarders responsible.

95. Furniture shall not be transferred from one room to another.

96. No boarder shall indulge in any amusement, which disturbs other boarders.

97. Every boarder shall be in his room by the time fixed by the Hostel Warden.

98. Applications for withdrawal from the Hostel should be submitted to the Warden.

99. Any boarder found guilty of persistent violation of hostel rules shall be expelled from the Hostel on the advice of the Hostel Warden and Provost by the Competent Authority and given such punishment as deemed fit.

100. No boarder shall stay out for the night or spend the weekend outside without prior permission of the Warden.

101. All cases of sickness must be reported to the Warden a n d P r o v o s t for necessary treatment.

102. The College is not responsible for any loss or the theft of the boarder's belongings.

103. Boarders are warned against interfering with the electric fittings and all other fixtures, and damaging of furniture.

104. The use of liquor and narcotics in the Hostel premises in strictly prohibited.

105. Students must keep their room neat clean and tidy. The bed should properly made and the bed covers used.

106. Every part of the Hostel premises shall be freely open to inspection by the

Provost / Warden and Competent Authority.

107. No sectarian / political ceremony likely to injure the feeling of other boarders

shall be performed in the Hostels.

108. No cooking is allowed in the rooms. Any breaches are liable to strict action by

the Provost on the complaint of Hostel Warden.

109. Students should take due care of the bathrooms and taps etc, and shall not allow

water to run to waste. Anyone found doing this intentionally would be liable for

punishment.

110. All lights must be switched off on leaving the room.

111. Right of admission in the Hostel premises are reserved.

112. Leave of absence from Hostel shall be granted by the Warden and Provost. On

return from leave the boarder shall report his arrival to the Warden and Provost.

113. The Provost shall be as ex-officio Honorary Medical Officer of Hostels.

He/she will report to the Competent Authority all cases of sickness lasting more

than 24 hours. If it is considered necessary by the Warden the sick boarder shall be

admitted in the College Hospital for proper treatment free of charge.

114. The boarder must occupy the room originally allocated to him/her. No

change is allowed without prior permission of the Provost / Allotment Committee.

115. The occupants of a room shall not refuse sharing their rooms by the new allotters.

Defaulters will liable for strict disciplinary action.

116. All demands relating to the Hostel(s) must be routed through the Hostel

Warden(s) and Provost. No direct application will be entertained by the

Competent Authority.

117. a) No meeting(s) or activity(ies) of political/ objectionable nature is/are

permitted in the Hostel(s) premises.

b) No outsider shall be allowed to stay in the hostels i.e. friends,

acquaintances, relatives, brothers, sisters, parents and servants. In case an

outsider is found residing in the hostels an F.I.R shall be lodged against the

outsider and the allotment of the student(s) involved in bringing the outsider

shall be cancelled and disciplinary proceedings shall be initiated against

him/her.

CHAPTER-13

HOSTEL MESS

118. Hostel Mess is meant only for the bonafide College students. It is furnished

with necessary furniture and utensils.

119. Mess members elect their own Mess Manager and run it themselves or through a

contractor.

120. The Manager shall keep the accounts, supervise the work of servants and see that

the kitchen and utensils are kept clean and tidy.

121. On the application from one half of the member of the Mess the

Warden can order the election of a new mess Manager.

122. Meals will be served in the Dining Room and shall not be taken in living rooms.

123. Members intending to be absent from a meal must notify to the Manager at

least a day previously or as decided by the warden, otherwise they will be charges for

it.

124. Members will clear their previous month‟s balance on or before the

10th of each month after which the Warden may debar any member from the use of

the Mess on the advice of the Mess Manager.

125. Before proceeding on vacation members shall clear their Mess and

Canteen dues.

126. Members inviting guests for meals should intimate the fact to the Manager at

least six hours before the meals are served or as amicably arranged.

127. The Warden may forfeit the right of Membership of any member if his/her conduct

is found unsatisfactory or if he/she does not abide by the rules of the Mess.

CHAPTER-14

GENERAL

128. The students shall undertake to refrain from doing anything, which may cause

injury or insult to Head of the Institution, teachers and other staff of the Institution.

129. Every student is required to undergo a period of certified study extending

over not less than five academic years between the date of commencement of

his/her study of the subjects comprising the medical curriculum and the date of his /

her final qualifying examination, provided that the last three years have been spent in

the study of the clinical group subjects.

130. Any student found at any time to be unsuitable to make a good doctor can be

asked by the Vice Chancellor to leave the course.

131. Students are required to observed orders and disciplines at all time in the College

and Hospital

132. Students are not allowed to address any higher authority directly. The

written application(s) of students must be forwarded by Director, Students Affairs,

who will forward it, if considered appropriate.

133. A student who wants to address the Vice Chancellor, Pro-Vice Chancellor,

Registrar, Principal, Controller of Examinations or Provost through a letter must do

so on individual basis. Joint application shall not be entertained.

134. Any student wishing to meet the Vice Chancellor, Pro-Vice Chancellor,

Registrar, Principal, Controller of Examinations or Provost has the right to do so

during the hours specified by the Vice Chancellor, Registrar, Principal, Controller of

Examinations or Provost for the purpose.

135. Smoking within the BUMHS campus is strictly prohibited. Violation of this

policy is liable to punishment as per law and disciplinary proceedings of BUMHS.

136. No game of any sort is to be played during the University academic hours in

University premises.

137. Any student breaking or damaging any University property shall be

required to pay the cost of repair or replacement.

138. No student on admission is allowed to seek employment of any nature or

admission to any other College or Institution, nor he / she should have any connection

with a private Dispensary or Clinic. He / She shall not pose or work as medical

practitioner.

139. Any student taking part in politics or provoking communal/ tribe feeling shall

be dealt with under the University disciplinary rules as deemed fit by the Vice

Chancellor, BUMHS.

140. An academic and general record of every student shall be maintained by the

University and the Parents / guardians will be informed when necessary.

141. Every student must possess an identity card signed by the Registrar, BUMHS

through students Affairs Section of BUMHS, Quetta.

142. All irregularities, neglect of duties and branches of discipline brought to the

notice of Vice Chancellor by the Teacher concerned shall be dealt with under

disciplinary rules.

143. In case of involvement in any offence legal or otherwise, disobedience

misconduct with administrative staff. In the University and hospital premises and also

involvement in Cyber Crimes defaming the status of the University, the Vice

Chancellor shall decide whether it is to be dealt with by:

144. An apology written or fine.

i) Suspension of Scholarship.

ii) Suspension from the University.

iii) Rustication from the University.

iv) Any other action as deemed fit by the Competent Authority.

145. The Vice Chancellor is competent to remit the fine imposed by him.

146. The decision of the Vice Chancellor as Chairman Academic Council in all

cases will be final.

147. The academic council of University comprises of the Chairmen/Chairpersons of

the Departments of the University, with the Vice Chancellor as its Chairman. It

meets as and when desired to discuss and advice on academic and disciplinary

matters.

148. The travelling concession shall only be recommended during the notified

University holidays and that too for the home town as intimated by the student in his

/ her admission form.

149. Un-disbursed scholarship, if not claimed within a month from the due date, will

be refunded to the Treasury / Finance Department of BUMHS.

150. On completion of studies, provisional or other certificates will only be issued

on the production of No dues certificates from the Cashier, Warden and

Librarian. If at any later stage Government money is still found outstanding against

the individuals, it will be recoverable as Land Revenue.

151. Internship for a period of one year shall be compulsory for every

student after passing the Final Professional MBBS Examination.

152. Meeting or other activities of a political nature are not allowed in the

University premises.

153. No outsider person shall be invited to address a Meeting in College premise

without the permission of the Vice Chancellor. In all cases a responsible person

approved for the purpose by the Vice Chancellor shall occupy the Chair. The subject

for address or debate shall be fixed after obtaining the approval of the Vice

Chancellor in advance.

a. No student shall address a Press Conference.

b. No student shall write to the Press on the following subjects:

i) Political or related subjects.

ii) Matters concerned directly or indirectly with the administration of the

College, University or Departments or any Government of Educational

Institution in Pakistan or abroad.

154. Every student shall sign the following undertaking at the time of entry into

the BUMHS: -

" I have read the Prospectus of Bolan University of

Medical and Health Sciences (BUMHS), Quetta and hereby

agree to conform to the rules and regulations at present in force

or any hereafter made by the authorities concerned and I

undertake that so long as I am a student of the BUMHS, I will

do nothing inside or outside the BUMHS premises that will

interfere with the administration and the discipline. I fully

understand that in case of violation I am liable to disciplinary

proceedings as per BUMHS Disciplinary Rules and

The government of Balochistan decided to

establish three more medical colleges in the

province including Mekran Medical College,

Turbat through public sector development

program during the year

2013-14. Government of Balochistan

established Mekran Medical College in the

existing building of Girls Mono-Polytechnic

Institute. The building was renovated and

converted as per the teaching requirement of a

Medical College.

The construction of new building of Medical

College Turbat was also approved in PSDP

2013-14 and its construction was immediately

started; it is still under construction and is near

completion. The college will be shifted in the

new campus

soon.

building situated on the main RCD Road that spreads over an area of 27 acres with

four Lecture Halls, four Museums, a full-fledged Computer Library, a Library of Medical

Books, 1 Dissection Hall, 2 Common Rooms for Students and an Auditorium for co-

curricular activities, all Basic Departments, Administration Offices, Bachelor Lodge

and Student Hostel. There is a football ground, cricket ground and a basket-ball court for

the students. DHQ Teaching Hospital, Khuzdar is affiliated hospital of JMC housing 200

beds. There is a boys and a girls hostel for Jhalawanians in the center of city and another

boys hostel in the college campus.

The Main college building is under construction in the Educational Enclave of

Khuzdar sandwiched by BUETK, Sikandar Shaheed University and Institute for Special

Children. The main campus has an area of 500 acres and a modern day Teaching Hospital

is also under construction at the future site of the College.

JMC has high hopes and aims in bringing about an improvement in the Health

Sector of the backward Balochistan province. This college is second to none and will

produce quality graduates who would serve ailing humanity.

Formerly known as Bori, Loralal district is

located at North East of Balochistan. The word

Loralai is derived from a stream called Lora-lai

which flows in the southern part of the town

with rugged terrain and arid climate. Loralai is

counted amongst the vastly underdeveloped

districts of Pakistan. Agriculture, horticulture and

livestock farming are the major source of income

and subsistence for its residents. Recently coal

and metal mining have dramatically improved

income but concentrated in few families. Further

the advent of cellular mobile service has

marginally improved connectivity of the region,

bearing a positive influence on its economy and

healthcare. However, these developments alone

are far inadequate to improve the overall standard

of living and healthcare in the region.

facilities. Two hospitals, two rural healthcare centers and 28 basic health units (as per

Project and Development Department of Balochistan report) are not enough to cater for the

healthcare demand of 400,000 inhabitants of Loralai. There is also an acute shortage of

skilled medical staff and basic health facilities that has resulted

in poor health Indicators including low Immunization coverage and high child mortality rates in the

district.

Establishment of a Medical College would potentially reverse the fortunes of Loralai abysmal

healthcare situation. Acting as a tertiary care hospital and as a medical learning and training

Institute, Loralai Medical College, Loralai would not only introduce new healthcare facilities and

medical expertise, but at same time will improve the standard of existing healthcare infrastructure.

Furthermore, this institute has created employment opportunities for uplifting the financial

conditions of local people. In conclusion, Loralai Medical College, Loralai will play a pivotal role

in future in providing health facilities in an area which remained neglected socially and

economically.

NB: (a) The MBBS seats in the above mentioned three Medical Colleges would be allocated

/ distributed on Provincial, Divisional and District Merit basis as per prescribed break-up formula of

the Government of Balochistan.

(b) In case no eligible candidate is available from a concerned Division/ District against

the reserved seats mentioned in the table for each college, the seat shall be filled on merit basis as

prescribed by the Government of Balochistan.

158. Any increase/ decrease in seats will be in accordance with the policy approved by the

Syndicate of BUMHS.

159. These seats under UEDP (Self-finance) shall be filled purely on merit basis as per

PM&DC MDCAT 2019-20 guidelines for Balochistan and rest of the Country.

160. The Eligibility criteria;

a. The foreign national candidates must submit verified documents by their concerned

ministry/agency.

b. A foreign or overseas Pakistani student must pass English Language Proficiency test

e.g. valid TOEFL or IELTS with a minimum score of 500 or 5.5 or have a certification

by National University of Modern Languages (NUML) after one year English language

course, where medium of instructions for obtaining required academic qualifications

for admission is not English.

c. Candidate having foreign or overseas Pakistani students and qualified from abroad may

also apply if they have passed a foreign SAT II examination with minimum 550 marks

164. All fees must be paid in the online account of BUMHS, Quetta Pakistan. Cash

transaction(s) are not entertained.

165. The copy of deposit slips of fees and other charges in any respect of BUMHS dues,

duly singed and stamped by authorized officer(s) of the bank shall be submitted along with the

copy of admission application form.

166. A candidate within 15 days from the commencement of classes, shall inform the

BUMHS in writing that he/ she wishes to leave the institution and shall be entitled to 100%

refund of all his deposited fees and charges except one time admission fee.

167. A student who joins classes after paying the fee and wants to leave medical or dental

institution within three months of the admission, such student shall be entitled to refund of fee

after deduction of fee for study period availed in terms of months in that medical or dental

institution; the seat shall stand vacant. No fee shall be refunded after three months of

commencement of session. A student from waiting list may be admitted against such vacant

seat in accordance with merit.

168. After his/ her selection the candidate must submit the admission fee and other charges

within 07 days; in case of non-payment within the stipulated period his/her selection shall

stand cancelled and the next awaiting candidate will be selected on the vacant seat.

169. Each candidate shall be bound to submit a SURETY BOND on non-judicial

stamp paper duly signed by the two guarantors, who shall be responsible for the fee of

the selected candidate. The guarantors shall be bound to submit their asset’s paper(s) /

property(ies) paper(s) (Equal to the amount of five (5) years fee and other dues) to the

University.

170. Any candidate, who fails to submit their fee at any stage of their study, during the

given specified time, late payment charges in addition to the original fee and other dues will be

levied as under:

First month (after lapse of first week) 2.5% of tuition fee.

Second month 5% of tuition fee.

Third month 7.5% of tuition fee.

Fourth month 10% of tuition fee.

AFTER FOUR MONTHS OF NON PAYMENT, THE SEAT IS LIABLE TO BE CANCELLED AND

STUDENT WILL NOT BE ALLOWED TO APPEAR IN ANY EXAMINATION.

171. Students studying under UEDP Self-Finance shall not be eligible for any kind of

Scholarship(s).

172. Students studying under UEDP Self-Finance shall be bound to submit the University

dues like academic fee, welfare fee, hostel fee (if applicable) and any other miscellaneous

charges.

173. Any student who fails to qualify an academic year and wants to repeat the same year,

he/she must pay additional 20% of the academic fee for the same year.

174. Before filling in online application form, the candidate or his/her representative is
