    Minutes of the meeting of the Research Board held on Saturday, 10th September, 2016 at 3.30 p.m. in the Conference Room of the Central Administrative Building, Santiniketan.

    Opening remarks of the Chairman: The Vice-Chancellor (Acting), Prof. Swapan Kumar Datta welcomes the members and acknowledges that the Research Board meeting is being held with the present Research Board members which was constituted on 05.06.2012 by the then Upacharya due to non-reconstitution of new one.

    Confirmation of Minutes: The minutes of the meeting of the Research Board held on 28.12.2015 were read and

    confirmed.

    1. Registration of Ph.D. students: The Research Board considered the applications for Registration in Ph.D. programmes

    those who have completed their coursework are given in Appendix-A Annexure-II, alongwith the observations of Research Board against each. 351 applications out of 363 applications have been approved, some of which with minor modification subject to necessary changes according to suggestion of Research Board as mentioned in remarks column. Rest of the applications have been referred back to the concerned BOS either for justification or revision of titles or status of supervision.

    2. Re-registration of Ph.D. studentships: Considered the applications for Re-registration of 21 (twenty one) Ph.D. students, duly

    recommended by the respective Board of Studies, regarding re-registration of Ph.D. studentships as indicated in Appendix-B which are approved by the Research Board.

    3. Cancellation of Ph.D. studentships: Considered the applications for cancellation of 12 (twelve) Ph.D. studentships, duly

    recommended by the respective Board of Studies as indicated in Appendix-C

    The Research Board has approved 12 (twelve) cancellation issues.

    4. Modification of the title of thesis of Ph.D. student: Considered the applications of 30 (thirty) applicants for modification of the title of the

    thesis of Ph.D., as indicated in Appendix-D.

    The Research Board has approved proposed modification of title of thesis as at Sl. Nos. 1 to 30.

    5. Change of status of Ph.D. studentship: Considered the recommendation of the concerned Board of Studies for changing the

    status of 13 (thirteen) Ph.D. students, as indicated in Appendix-E.

    It was RESOLVED that the change of status of Ph.D. students be accepted and acted upon.

    6. Change of Supervisor/Joint Supervisor of Ph.D. student: Considered the recommendations on seven (7) applications of the concerned Board of

    Studies for Change of Supervisor/Joint Supervisor of Ph.D. student, as indicated in Appendix-F.

    The Research Board has RESOLVED that the recommendations on seven (7) applications of the concerned Board of Studies for Change of Supervisor/Joint Supervisor of Ph.D. student, as indicated in Appendix-F are approved subject to submission of ‘No Objection’ from existing supervisor(s).

    7. Referred back cases of different Bhavanas of the Research Board meeting dated 11.04.2015 and 11.05.2015:

    Considering the referred back cases of different Bhavanas of the Research Board meeting dated 11.04.2015 and 11.05.2015, it is resolved that the referred cases of the Research Board meeting dated 11.04.2015 and 11.05.2015 are accepted with some minor modification as at Appendix-G.

    8. Considering the UGC Notification on Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree Regulations, 2016 published in the Gazette of India on 5th July, 2016 as at Appendix-H, it is RESOLVED that –

    (a) As per existing University Ph.D. Ordinance, the number of research scholars under supervisors is remains unchanged up to 4th July, 2016.

    (b) The number of research scholars under supervisors to be maintained as stipulated in “Clause No. 6.6.5” of new UGC Notification on Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree Regulations, 2016 published in the Gazette of India on 5th July, 2016 which come into force from 5th July, 2016 in accordance with positions of supervisors as follows:

    (i) A Professor, at any given point of time, cannot guide more than three (3) M.Phil and Eight (8) Ph.D. scholars;

    (ii) An Associate Professor as Research Supervisor can guide up to a maximum two (2) M.Phil and six (6) Ph.D. scholars; and

    (iii) An Assistant Professor as Research Supervisor can guide up to a maximum of one (1) M.Phil and four (4) Ph.D. scholars.

    (c) Visva-Bharati will follow above Gazette Notification strictly.

    9. Research Board has consider and approve the actions taken by the Chairman, in respect of Re-registration of 99 Ph.D. scholars, Modification of title of theses and Permission for submission of theses of 7 Ph.D. scholars, as at Appendix-I.

    10. Considering the prayer of Smt. Aparna Sarkar as at Appendix-J, the Research Board has been pleased to permit Smt. Aparna Sarkar to take admission in Ph.D. programme in the Department of Zoology, as a very special case.

    11. Research Board has considered and approves the actions, taken by the University in respect of awarding Ph.D. degree to different Ph.D. students on the basis of evaluation of their theses and viva-voce examinations.

    12. Noted with approval:

    a) Noted with approval the actions of the Chairman, Research Board regarding permission to submit the thesis in English language as well as in Bengali language of Razi Roy, Department of Rabindra-Sangit, Dance and Drama, Sangit-Bhavana.

    b) Noted with approval the actions of the Chairman, Research Board regarding Modification of title of proposed thesis of Bhaskar Hazarika, a Ph.D. student of the Department of painting, Kala-Bhavana from “Art in Public Sphere of Assam since 1970: Transformings ubaltern Culture of protestand identity politics.” to “Art in Public Sphere of Assam since 1970: Transforming context of Modern Assamese Identity Politics represented through Local and Provincial Performative Practice.”

    c) Noted with approval the actions of the Chairman, Research Board regarding modification of title of proposed thesis of Debapriya Goswami, a Ph.D. student of English Department from “A Study of the Controversies on Sri Aurobindo’s Rhetoric of poety” to “ A Study of the Controversies over Sri Aurobindo’s Rhetoric of Poetry”

    d) Noted with approval the actions of the Chairman, Research Board regarding modification of title of proposed thesis of Manas Gope, a Ph.D. student of Environmental Studies, Siksha-Bhavana from “Characterization of trace elements and polycyclic aromatic hydrocarbons in Roadside-deposited dust in Industrial areas of Asansol and Durgapur, West Bengal” to “Risk assessment of potentiality toxic elements and polycyclic aromatic hydrocarbons in the street dust (

    h) Noted with approval the actions of the Chairman, Research Board regarding Change of language of Ph.D. thesis From Bengali to Sanskrit of Amrita Ghosh, Department of Sanskrit,Pali&Prakrit, Bhasha-Bhavana.

    i) Noted with approval the actions of the Chairman, Research Board regarding modification of title of proposed thesis of Sumana Mukherjee, a Ph.D. student of the Department of Economics & Politics, Vidya-Bhavana from “Transformation of Indian Agriculture under the new Economic Policy Regime: An Enquiry into its’ Nature and Causes”. to “Transformation of Indian Agriculture under the New Economic Policy Regime: An Enquiry into its’ Nature and Causes(with Special Reference to West Bengal)”

    J) Noted with approval the actions of the Chairman, Research Board regarding modification of title of proposed thesis & change of status from full time to part time of Mr. Nasir Alam, a Ph.D. student of the Department of Physics, Siksha-Bhavana from “Quantum teleportation With continuous variables” to “Nonclassical properties of a pair of anharmonic oscillator Coupled through a linear one”.

    k) Noted with approval the actions of the Chairman, Research Board regarding Sri Anik Hazra to change his department for pursuing his Ph.D. programme from the Department of Palli Charcha Kendra (PCK) to Department of Lifelong Learning & Extenstion (REC) both under Palli Samgathana Vibhaga.

    l) Considered the case of Prasasti Pandit, Department of Philosophy and Religion, UGC NET-JRF, who have completed her course work from Jadavpur University, the Research Board permitted to exempt the candidate from Ph.D. course work.

    13. Miscellaneous

    a) Consider the letter of Dr. Utpal Roy, Professor & Head, Department of Computer & System Sciences, Siksha-Bhavana and confirm the approval of the meeting of Research Board dated 28.12.2015 the Research Board approved the Ph.D. registration of a GATE qualified candidate Sri Tathagato Mukherjee, Associate Professor of the concerned Department.

    b) The Research Board has also RESOLVED that –

    i) Concerned Board of Studies (BOS) should scrutinize curriculum vitae, academic qualifications, etc. of outside Co-supervisor carefully while recommending it to Research Board.

    ii) Concerned Board of Studies (BOS) should clarify the reasons clearly while recommending part-time status to Ph.D. scholars under Ph.D. programme before submitting to Research Board.

    iii) Concerned Board of Studies (BOS) should implement immediately open viva-voce programme in the Pre-Ph.D. Seminar.

    iv) After detailed discussion, it is RESOLVED by the Research Board members unanimously that, a 5-point Certificate will be issued by the University [as per UGC (Minimum Standard and Procedure for award of M.Phil./Ph.D. Degree) Regulation, 2009 and 3rd Amendment Regulations, 2016 vide UGC Notification dated 4th May, 2016 published in the Gazette of India, Extraordinary Part III – Section 4, No.196 dated 10th May, 2016 for appointment of teachers and other academic staff in universities and colleges and measures for the maintenance of standards in higher education].

    After getting an application duly certified (on the five points in tabular form as mentioned in the UGC notification) by the (a) Supervisor, (b) Head of the Department, and (c) Principal of concerned Department/Centres/ Bhavana/Vibhaga (Institute), the final 5-point Certificate will be signed by the Pro-Vice Chancellor.

    v) The Research Board authorize the Chairman, to form a new Ph.D. Ordinance review committee.

    vi) The Research Board has reiterate the RESOLUTION of Research Board dated 28.12.2015 that the concerned Board of Studies should follow the resolutions strictly (as hereunder) while forwarding the same to Research Board -

    (a) Title of the thesis to be written as a sentence without starting and ending with quotation and need not to use full stop (.) at the end of title;

    (b) Head of the Department and BOS concerned should take care while recommending change of status from full time to part time;

    (c) Department should mention clearly whether the applicant(s) is/are Non-NET/NET/JRF/SRF and other fellowship holder or not;

    (d) Application form for registration/re-registration should scrutinize properly by the concerned department; and

    (e) BOS should verify critically about eligibility of Co-supervisor/Joint Supervisor before submitting the same in the Research Board. Any supervisor (joint/co-supervisor) outside Visva-Bharati needs to submit Curriculum Vitae with justification to Research Board through BOS for consideration.
