    Our town is on tho threshold of a great opportunity.

    For a quartor-cont~J, Clifton has boon in a decline, many of its citizens moving out, its stores closing, its buildings decaying. Noboqy seemed to care, or oven notice.

    Now, powerful, irrcsistable forces arc moving down on us. Those same forces have already transformed tho peaceful Fairfax County countryside into one of tho nation's fastest growing suburban communities. Nothing on earth can stop that transformation so long as tho nation's population continuos to multi-ply and multiply and multiply.

    Clifton's opportunity lies not in trying to stop tho changes that already are around us. Our chance lies in understanding, and preparing, and guiding this change so that our good people can enjoy it and profit from it.

    We can prepare for the changes if we face up to the facts, understand our own strength and work together in cooperation to maka tha fullest usc possible of our many assets.

    Clifton does have many assets. Some of us take them so much for granted that we may not realize their value. OUr inventory shows:

    1. A town of friendly people, including not only the 230 citizens of tho tolm itself, but scores of families with Clifton!s po~tal

  • address, who vote in the Clifton precinct, attend our churches, buy nt our store nnd are protected by tho Clifton Fire Department.

    2. The natural beauty of tho Clifton valley, Popes Head Crock and tho surrounding hills and fields which provide Clifton with as fino a natural setting as any corurr1unity in our part of tho world.

    J. Tho Victorian architecture of so many of our houses and the unusual fact that so many of them wore built in tho same ora.

    4. The history of Clifton that has many· famous roots in Amoricats history, not the least of which is our railroad.

    or all tho assets of Clifton, tho greatest is our people and it is to them that this report by your Town Council is addressed.

    Months ago, members of your Council approached tho Fairfax County Board of Supervisors for technical assistance in mooting tho economic and health problc~ that faced the comnmnity. Wo sought sound ideas tbat liOUld help Clifton develop to tho advantage of its own people.

    One result was the study developed by the County Planning· Staff on how Clifton could ~xploit its past assets for its futuro profi~. Wu believe that the plan is basiclly useful.. We intend to borrow from it, changing some parts of it and discarding others as we find best.· suits tho people of Clifton.

  • Your Council is convinced that the sewer system represents the greatest forward step fo~ Clifton since the town was incorporated some 6o years ago.

    By conservative estimates, it will add at least a quarter of a million dollars to the vnlue of real estate in Clifton.

    In years to come, the sewer will pay for itself many times over in increased property values, better health and increased business. As most of us know, land underlying a large part of Clifton is not suitable for septic fields.

    A small sewage treatment plant will be located on the town park area. It will be out of sight and will not give offense to anyone.

    The charge for the county sewer will be the same in Clifton as elsewhere in the county.

    There will be an availability oharge of $100 against eaeh property. In addition, each owner ~11 pay $4 per front foot on his property exccp~ that the maximum frontage charge on any property will be $400. Thus the maximum charge by th~ county will be $500. Properties with loss /than 100-foot frontage will pay the county proporqionately less.

    : Plumbing charges for hooking into the sewe'r are subject to your own plumber's prices from the house to tho sewer line.

    The regular county charge for use of the sewer is $9.75 per quarter. ·

    Any resident of Clifton who wants a long-o term ·loan to pay for the set-:er hook-up chould inquire at the bank about low-interest Fla loans that are available for this purpose.

    Your Council is convinced +.hat the sewer will mark the beginning of a groat new chapter in the histor,r of Clifton. It will bo a great asset to the town, a creator of new wealth for the propert,y owners and a needed protector of the health of all our citizens. It will mark the end of this period of decay, the beginning of a new period of progress for Clifton.

    We ask your support and cooperation in this effort to make tho rr.ost of Clifton's new opportunity.

    To Residents of Clifton:

    For the past several years trash collections to residents of Clifton have been furnished by the Town of Clifton on a once a month basis to each resident at no cost.

    This service has been in violation of Fairfax County Health Ordinance, namely dumping of trash on private property, as trash was disposed of on property other than Fairfax County land fill.

    Due to the above violation the monthly trash collection will be discontinued effective March 1, 1965.

    Trash disposal should be made by use of Fairfax County trash truck placed for disposal of trash on Post Office lot each Saturday from 8:00 to 10:00 a.m.

    Your cooperation in this will be appreciated and in the meantime your Council will explore other means for trash disposal in the near fUture.

    Your suggestions as to this matter will be appreciated.

    Mr. E.W.Noland ot the Southern Re.ilvnq came to discuss straightening ot Rt. 645 Mr. Noland \Vas asked if' the gates at Backlick could be used at Clifton tor the new road but they have been assigned some where else.

    Randolph Buckley presented an application trom Preston Fairfax tor permission to put_a white asphalt shingle root on his garage replacing tarpaper. Also to paint the house red, same as it is now. Approved. (I think he must have meant garage)

    COuncil decided to tip a dollar each saturday to a man that comes through Clifton to empty the public trash receptacles. Also there was discussion on havin~ some boy to pick up traoh on tha streets. Randolph Buckley m~de a motion and it was seconded by Annie Adair to pay a dollar an hour f'or this •. Council a.pproved •.

    Council d1scuss9d raising the 3alary ot Deputy Town sergeant Lester Crouch. It waa moved by Randolph Buckley and seconded by Loma Kidwell that beginning September I, 1965 tester Crouch be paid !60.00 monthly. If he is called. out on extra duty such as wedcings, tunerals, auctions etc he is to be paid extra. Council approved this.

    Dear Mayor Brown:

    October 5, 1965

    This is in regard to your request for an opinion regarding the eligibility of Howard Calvin Elyett to serve an interim term to September 1, 1966, as a member of the Town Council of Clifton.

    It is my understanding that Mr. Elyett did not ~ his 1964 poll taxes until August 6, 1965, and that on or about August 3, 1965, he was appointed to .serve an unexpired term as a member of the Town of Clifton Council~ As you know, the charter for the Town of Clifton was amended by Chapter 250 of the 1964 ACTS OF THE A~SEMBLY on March 31, 1964, so that the members of the town council as well as the mayor "shall be residents and qualified voters in said town and whose qualifications to hold office, respectively, shall be the same as required of pers?ns to vote and hold office under the Constitution and laws of the .Commonwealth of Virginia." F:urther, Section "0" of paragraph 1, states that "A vacancy in the office of mayor or councilman shall be filled within tftirty days, from the electors of the town, for the unexpired term, by a majority vote of the remaining members of the council, provided, however, th~t a vacancy in the office of mayoF may be filled from their own body by the council." Section 18 of the Constitution of Virginia states that among other things, in order to be qualified as a voter a person must have paid his poll taxes as required by Section 21' at least 6 months prior to the election in which he wishes to,_yote, and that Section 32 of the Consti tut1.on provl:d:e=a-

    -·that·- those persons qualified to vote shall be eligible to . be any officer of the State or in any County, City, town, or other subdivision of the State ••••

    The case 'of Hoore vs. Pullem 150 VA 174 - 142 SE 415 provided that Section 21 related to the qualification of a voter and not to the conduct of elections and it would therefore be ~ opinion that in order for Mr. Elyett to be eligible to hold office as a member of the town council he • must have been a member of that group of ~na~v~duals qualified to hav lected a person for the office which he now holds and that as his ual~ 1cation to vote for such a person ad not een met, namely by the pa~ent of his poll taxes for the __

    While we are perhaps belated in doing so, we also want you to know we are grateful to you for your support in making:.a';sewage system available to the Town. The work on this system is now nearing completion.

    With both water and sewage available, it will now make it possible for the Town to proceed with its restoration an~ renewal program. This will not only be beneficial to the town itself but also to the surrounding areas and to the County in general.
