A message from Tim Mattice, Executive Director WELCOME to Orlando for the Election Center’s 35th Annual National Conference! It’s true: Orlando is a magical place. And it’s not just because it’s home to Cinderella’s castle at Walt Disney World. There’s an incredible mix of fun things to do in this great city that make it an ideal vacationing spot for not only families but young singles, baby boomers, foodies, outdoor adventurous types, luxury shoppers and international visitors.

While the city was built on theme park fame, the number and variety of Orlando attractions have grown to include world-famous restaurants, high-end outlet shopping centers, theatrical performances, and amazing concert and sporting event venues.

Orlando is a place known for hospitality, and that extends to its many hotels, spas and services that suit every budget and taste.

This year’s Conference attendees will be inspired and energized as we head into the final stretch of the 2019 Election year. We will share substantive elections issues including crucial critical infrastructure information, new election initiatives and tons of practical and meaningful election administration tools and resources including the newest innovations and ideas to help election officials as the 2020 presidential year quickly approaches.

We will once again host the vendor exhibit area where you can learn about new and innovative voting system support and services and take home a vendor booklet with the contact information on all vendors that are present at the conference.

We will honor the winners of the Election Center’s acclaimed Professional Practices Papers’ Program. You will not only hear presentations on the winning presentations but you will take home a CD with all of the innovative programs and ideas that were submitted by your colleagues in jurisdictions around the country.

We will be celebrating those graduating from the Professional Education Program with the designation of CERA or CERV. The graduates will be recognized at a special ceremony and luncheon on Tuesday.

At the end of the formal conference program, we offer an optional tour on Wednesday so you can partake in the vitality of what Orlando has to offer.

Kennedy Space Center Admission and Private TourBuses loads at 9:00am return to the Hyatt Regency approximately 4:00pm*Kennedy Space Center is the Birthplace of America’s Space Program, and the only place on Earth where man has launched into space and set foot on the moon. Experience the past, present and future of the Kennedy’s Space Center on this day tour excursion.

Follow the evolution of the space program with insight from an expert. Go behind the gates of NASA on the Kennedy Space Center Bus Tour which includes views of launch pads, the Vehicle Assembly Building (VAB) and the operational side of KSC.

From there, guests will continue to the Apollo/Saturn V Center. The historic scope of the Apollo moon landing missions are authentically recaptured in this enormous 100,000 sq. ft. facility. You’ll experience a dramatic and moving multi-sensory presentation of the Apollo 8 launch, then an actual 363 foot, $6.2 million Saturn V Rocket is revealed.

Course #11History I – Ancients to 1781Instructor: Robert Montjoy, Ph.D. Auburn University, Auburn, Alabama

The best way to understand American democracy is to understand the events that led to its creation. That process begins, in this course, with a survey of the original Greek democracy of 27 centuries ago. Historical evidence from that era and the following Roman republic suggests that our democratic ancestors had similar concerns as present-day election administrators about election procedure, voter eligibility, potential fraud, and promulgation of election results. The desire of citizens to participate in the governing processes of their day can be seen in the Scandinavian “ting” before the end of the first millennium, the Italian city-states of the middle ages, and the emergence of Parliament in Great Britain and leading up to the ratification of the Articles of Confederation.

Course #12History II – 1781 to Modern Era Instructor: Bridgett King, Ph.D. Auburn University, Auburn, Alabama

This course covers the history of elections and voter registration from the constitution until the Civil Rights era. Understanding developments of the past which have led to the present can help elections and registration professionals interpret both the intent and the influence of laws and procedures on voter registration. By understanding the reasons for the decisions which impacted both voter registration and elections administration, we can more clearly understand why we administer the process the way we do in the present. It also provides a better basis for anticipating changes for the future and can help to predict the outcome of changes to the system as they are proposed.

Training is critical, not just for poll workers but for everyone in the elections process. This course draws upon recently published material on elections training, best practices, and existing knowledge of adult education to offer principles and examples applicable to election administration. This is a graduate class for the PEP program and participants will be expected to share their own experiences and actively participate in discussions and projects to employ training techniques appropriate for the various training situations in the administration of elections and voter registration.

Course #32Redistricting and Election Administration Instructor: Ryan Williamson, Ph.D. Auburn University, Auburn, Alabama

With the release of the 2020 Census, election jurisdictions all across the country will be affected by changing boundaries as the redistricting process begins again. This course traces the concepts and principles used in redistricting in general, and analyzes how the current gerrymandering landscape has developed. Election officials will learn how these principles affect their work, and ways in which they can contribute to the redistricting process to the benefit of voters and their operations.
