Status Check
• End of 3rd Week of Session • Budget focus ahead • Limited number of Committee Meetings left • Bills that have not started to move are in
jeopardy • Bill language that has not been heard in a single
committee cannot be amended into other bills • Scope of practice in play? • A lot will be revealed in the next 2 weeks
Bill Movement this Week
HB 1103 – Electronic Prescribing - Mariano • Passed final committee in the House • No movement in the Senate
• Mandate E-Prescribing in almost all
circumstances. • Eliminates most exemptions in current law. • Proposed amendment would allow written
scripts in charity situations. • Seems to be little interest in Senate
HB 7011 – K-12 Student Athletes - Massullo • Passed the Florida House unanimously • Passed First Committee in Senate • Requires defibrillators to be available for
organized athletic events and practices, • requires trained personnel to be present, • requires FHSAA to create guidelines for the
availability of cool tubs to address heat exposure

• SB 356 Hutson • HB 115 Duran • Passed Florida House this week. • Waiting action on the Floor of the Senate
• Protects physicians from having their license
suspended or revoked if they fall delinquent on student loans.
Prescription Drug Donation Repository Program • HB 177 Duran – Passed Florida House
Unanimously • SB 58 Harrell – one committee left
• Creates program to repurpose excess
medications for eligible patients.
Peer to Peer Support for First Responders • HB 573 by Casello and McClain – passed first
committee in House • SB 160 by Perry – previously passed 2
committees
• Would protect Peer to Peer coaching from being discoverable
Hospital, Health System & Provider Organization Acquisitions • HB 711 by Burton – passed second committee in
House. • SB 758 by Albritton – has not moved
• Requires notice to be given to the Florida
Attorney General 90 days prior to an acquisition or merger.
• Would not impact physician practices other than umbrella organizations, MSOs, etc.
Damages
• SB 1668 by Simmons – Passed first committee • HB 9 by Leek – Passed first committee
• Seeks to limit excessive charges for past and
future medical care in personal injury cases. • Debate is over what information to provide a
jury when determining damages ▫ Contracted rate vs. Usual & Customary Charges
Organ Transplant Technical Advisory Committee • SB 1516 by Harrell – Passed first committee this
week • HB 1187 by Latvala – has not been heard • Revises an Advisory Committee to provide input on
access to organ transplants, enhanced communication for recipients, and education for potential donors.
• Concerns are CON repeal and Federal standards that may force more organs to be shared with other states
Non-Discrimination in Organ Transplantation • SB 1556 by Bean – Passed its first committee
this week • HB 1179 by Fischer – Passed its first committee
this week
• Prohibits transplant centers from denying organ transplants to individuals with disabilities solely on the basis of their disability.
• Provides exemptions for medical necessity and inability to adhere to post-transplant protocols
Recovery Care Services
• HB 827 by Stevenson – passed 2nd Committee this week.
• No Senate Companion bill
• Bill provides licensure for Recovery Care Centers to provide limited care, post-surgical services for up to 72 hours.
Specialty Hospitals
• HB 6059 by Fitzenhagen – Passed 2nd Committee this week
• No Senate Companion Bill
• Eliminates the licensure prohibition for hospitals that have 65% or more of their DRGs dedicated to Orthopaedic, Cardiac, or Oncology.
