Dr. Carrie B. Kisker

Carrie B. Kisker, Ph.D. is an education research and policy specialist in Los Angeles, California. Drawing from her own and others’ research, she regularly con-sults with college leaders on issues related to entre-preneurship and innovation, program and policy de-velopment, strategic planning and accountability, civic learning and democratic engagement. In addition to her consulting work, Dr. Kisker runs the Center for the Study of Community Colleges, a nonprofit organiza-tion that engages in and supports research related to community college practice and policy.

Dr. Kisker is author of numerous books, chapters, research reports, journal articles, and other pub-lications on issues related to community college practice and policy. Her most recent book is Creat-ing Entrepreneurial Community Colleges, A Design Thinking Approach (Harvard Education Press, 2021). Previous books include The American Community College (Jossey-Bass, 6th ed., 2014) with Arthur M. Cohen and Florence B. Brawer and The Shaping of American Higher Education: Emergence and Growth of the Contemporary System (Jossey-Bass, 2nd ed., 2010) with Arthur M. Cohen.

Dr. Kisker holds a B.A. in psychology and education from Dartmouth College, and an M.A. and Ph.D. in higher education from the University of California, Los Angeles. She sits on the board of the Council for the Study of Community Colleges, a scholarly association comprised of university-based researchers and com-munity college practitioners dedicated to furthering community college scholarship.

In this interactive, 90-minute workshop, Dr. Carrie B. Kisker will provide a brief overview of the Design Thinking Approach to Mission-Oriented Change before engaging participants in a series of exercises to 1) develop a deeper understanding of the needs of their students, their agencies, and their regional partners; 2) brainstorm creative approaches to the provision of adult learning in Florida; and 3) begin thinking about how to incorporate innovative ideas and collaborations into responses to the state’s current RFP.

Building off the previous session hosted by Dr. Kisker, this session will provide an overview of Indiana’s planning and implementation pertaining to regionalization and creating regional partnerships. Participants will engage in collaboration and conversation around two central components of HB 1507, including regionalization, the why and how of asset map-ping, and extending regional partnerships.

This session will highlight one of the most unique legislative sessions in the past 30 years. We will review what passed, what didn’t, education and other bills of general interest, the status of the appropriations and vetoes, and yes…HB 1507. We will also discuss what made this session unique and what strategies that might dictate for the upcoming session for which committee meetings will begin in just a few months.

What Florida 2030 Tells Us About Preparing Our Workforce Moderator: Alex Heidelberg, Senior Director, Orange Technical College – Mid-Florida Campus Presenter: Dr. Jerry Parrish, Chief Economist and Director of Research, Florida Chamber Foundation

Dr. Parrish will discuss the future skills needs of Florida, and how educators can help fill the talent gaps. He will discuss the upcoming Florida Chamber Foundation Workforce Project which will be released June 15th of this year. That report will explore specific skills needed to transition workforce from oversupplied areas to those in high demand.

Leading the Way in Florida’s IET Programs Moderator: Jeff Arnott, Executive Director, Secondary and Post-Secondary CTE, Osceola County School District Presenters: June Rall, Program Director, Institute for the Professional Development of Adult Educators (IPDAE) Ronald Allan Cruz, Coordinator, CARIBE Refugee Program, Hillsborough County Public Schools

This session will provide an overview of how to develop an IET Program of Study through the lens of the IET Technical Assistance Project by Florida IPDAE where seven districts/state colleges participated. Get insights on the level of technical assistance received, how single set of learning objectives were developed, how programming challenges were addressed, lessons learned and promising practices. Participants will also receive a sampling of products to help guide the development of their own IET Programs.
