StrengtheninginstitutionsandframeworksforbetterPPPdelivery
Public-PrivatePartnershipsDaysPublic-PrivatePartnerships(PPP)DaysisthepremierglobalmeetingforpublicsectorPPPpractitioners.ItprovidesaforumforthosechargedwithdevelopingandimplementingPPPprogramstoshareexperiencesoninnovationsinPPPpolicy,structuring,andfinancing.Thefour-dayconferencebringstogetherPPPpractitionersfrompublicsectorPPPunitsandseniorPPPexecutivesworldwidetoanalyzeandexploreinnovativePPPmodelsandkeypolicyissues.
ThePPPDays2012willtakeplaceatthePalaisdesNationsinGeneva,Switzerland,on21-24February2012,andwillbejointlyhostedbytheUnitedNationsEconomicCommissionforEurope,theWorldBankInstituteandtheAsianDevelopmentBank.
TheeventincludestwodaysofpresentationsanddebatesamongpublicsectorPPPpractitioners,managersandexperts,followedbyafull-dayBusinessForumopentotheprivatesector.Onthefourthday,therewillbeaspecialsessiondedicatedtocasestudies,whilesitevisitstooperationalPPPsarealsoenvisaged.Anexhibitionwillalsorunforthefourdays.
TUESDAY, 21 and WEDNESDAY, 22 FEBRUARY 2012PublicSectorSessionInvestmentinPPPsinemergingmarketshasstayedrelativelybuoyantoverthelastfewyearsdespitetheglobalfinancialcrisis.ThereareincreasingpressureswhichpractitionerswillneedtodealwithhoweverifPPPsareto continuetocontributetoclosingcriticalbasicservicegapsinacosteffectivemanner.
TherecentglobalfinancialturmoilhasputrenewedpressureonthecostsoffinancingforPPPs.Tenorshave shortenedinmanymarketsandsourcesoffinancinghavebecomemorerestricted.Relatedtothistherehavebeenincreasedconcernsthatwiththehighercostoffinancing,ithasbecomeharderforPPPstopassvalue-for-moneytests.ThefirstdayofPPPDayswilladdresstheseissues.PlenarysessionswithexpertsfromthepublicandprivatesectorswilldiscussexpectationsontrendsinPPPmarkets,optionsforclosingthefinancinggapsincluding interventionsfromthemultilateraldevelopmentbanksandreassesswhetherPPPsareofferingvalue-for-money.Parallelclinicswilllookathowinnovativeprojectshavetackledtheseissuesindifferentsectors,aswellashow governmentsarereshapingthefinancialsupporttheygivetoprojects.
Theseconddayfocusesonissuesoftransparency,governanceandaccountability.Plenarysessionswilllookat criticaltopicssuchasthedisclosureofinformationonPPPsasatoolforincreasedaccountability,governance challengesastheyrelatetosub-nationalPPPprograms,andhowcapacitiescanbestrengthenedtoimprovetheoverallinstitutionalframework.Parallelclinicswilladdressrelatedtopicsincludinghowtomeasureandassessgovernance,structuringprojectstoimproveaccountability,improvingregulationandcontractmanagement,andtheroleofbodiessuchasnationalauditinstitutions.
Therangeandexpertiseofpanelistsassembled,discussingkeyPPPissuesinanopenandfrankmanner,willenablepublicofficialstodrawonabreadthofknowledgeanddifferentperspectivesthatwillbetterinformtheirdecisionmakingprocess.
THURSDAY, 23 FEBRUARY 2012BusinessForumTheBusinessForum,opentotheprivatesector,willallowaselectnumberofGovernmentstopresenttheir strategies,policies,projectsandsupportforPPPtotheprivatesector;andforanumberofrepresentativesfromtheprivatesectortopresenttheirsuccessesandissuesfacedindeliveringpublicservicesandbuildinginfrastructurethroughthePPPmodel.
TheBusinessForumwillalsoprovideGovernmentswithanimportantnetworkingopportunitytodialoguewith representativesoftheprivatesectorfromEuropeandbeyond.Furthernetworkingcanbedonethroughthe exhibition,whichwillenablecountriestoshowcasetheirPPPcapabilitiesandopportunitiestotheinternationalPPP community.
FRIDAY, 24 FEBRUARY 2012SitevisitsThefourthdaywillgiveparticipantsachoicebetweenactualor‘virtual’sitevisits.TherewillbeapresentationofselectedprojectsfromaroundtheworldthatwillfocusonthethemesoftheconferenceaswellassitevisitstooperationalPPPsintheGenevavicinity.CasestudypresentationswillbeintegratedwithinthefourthsessionoftheUNECETeamofSpecialistsonPPPs,whichwillbeheldon24February,back-to-backwithPPPDays2012.

About PPP Days 2012In2006,theWorldBankInstituteinauguratedPublic-PrivatePartnershipinInfrastructure(PPPI)Daysasaregularglobalevent.TheConferenceinvitedPPPunitsorothersimilarlymandatedagenciesaroundtheworldtoshare latestknowledgeandexperienceamongthemselvesandwithleadingPPPresearchersandPPPcapacity-buildingprofessionals.Thebreadthofcountriesrepresentedbyattendeeshascontinuedtogrowsteadily,signifyingthegrowingglobalcommunityofPPPpractitioners.In2008,PPPDayswasagainheldinWashingtonD.C.,UnitedStates,hostedbytheWorldBankInstitute,andthesubsequenteventin2010washostedbytheAsianDevelopmentBankandtheWorldBankInstituteinManila,Philippines.
