RULES AND REGULATION FOR INTER IIT STAFF SPORTS MEET

TheInter IITStaffSportsMeetwillbeheldeveryyear,amongthe sixteen Indian Institute of Technology situated BHU,Bhubaneswar, Bombay, Delhi, Gandhi Nagar, Guwahati,Hyderabad,Indore,Kanpur,Kharagpur,Madras,Mandi,Patna,Rajasthan,Ropar, and Roorkeeby rotationatanyoneof theIndian Institute of Technology.

1. AIM AND OBJECTIVE

(a) ThebasicobjectiveoftheInterIITStaffSportsMeetshallbe to organize sports competition in recognized event to encouragesportsmanship,topromoteandcreatebetterharmony,understandingandfriendlyinteractionamongthe staff and faculty of the IITs and to foster a closeassociation among them.

(b) To make them aware of the important of sports and games in the modern era.

(c) Tohelpthemlearntomoveskillfullyandeffectivelynotonlyinsports,gamesandexercisesbutalsoinallactivelife situation.

(d) To raise the standard of sports in IITs and to work for the development of character through sports among the staffandfacultyoftheIITs.

(e) To discuss matter related to the organization of the sports and such other activities as may be conducive totheaimandobjectiveoftheInterIITSportsMeet,asmention above.

2. INTER IIT STAFF SPORTS BOARD

The staff sports board shall be constituted for the purposeof effective supervision of the IIT staff sports meet. Theheadquarters of the sports board shall be located at the place wheretheInterIITstaffsportsmeetshallbehostedinthatyear.The sports board 2013 shall be at IIT Guwahati and will consist of the following -

(a) Director,IITGuwahatishallbethechairmanoftheInterIITStaffSportsBoard.

(b) ChairmanSports,ConveneroftheStaffSportsBoard.

(c) PTIsoftheIITGuwahati,OrganizingSecretary.

Chairman of the Sports Board or his nominee shall preside over all Sports Board meetings. In his absence, theCo-Convenerof the Sports Board shall occupy the Chair and conduct the proceedings of the meetings. The minutes of all the meetings shall be recorded and circulated to its members.

The quorum to conduct a meeting of Sports Board shall be minimum of 2/3rd of the total membership of the Sports Board. All proceedings shall be decided by a majority vote. In case of a tie, the convener/chairman,orhisnominee shall decide theissue.

TheSportsBoardoftheInterIITStaffSportsMeetmayinviteanyindividualinanadvisorycapacity,ifneeded,asspecialinviteetobeamemberonadhocbasis,withoutanyvotingright.

The Sports Board shall meet at the host IIT, one day beforetheactualstartoftheEventsoftheInterIITStaffSportsMeet.(MaybeontheinauguraldayofSportsMeet2013).PreliminarySportsBoardMeetingwillbecalledinthemonthofJuly/August.Additional meetings may be called during the Inter IIT StaffSportsMeet.

In pursuance of the responsibilities vested in the Board, it

shallhavethefollowingspecificpowersinconnectionwiththeconduct of the meet:

(a) To coordinate the Sports Meet based on the datesactuallyfixedbytheStaffSportsBoardorwithreferencetodatefixedfortheStudentMeet.

(b) Addition or deletion of any event

(c) Toamend,modify,formulateordeletetheInterIITStaffSportsMeetruleswithamajorityvotefromamongthemembers present.

(d) Overandabovethesepowers,theBoardshallbethefinalauthority to decide on any matter arising during a Sports Meetanditsdecisionshallbebindingonallparties.

(e) To discuss matters related to the organization of sports and to promote such other activities that may be conducivetotheaimsandobjectivesoftheInterIITStaffSportsMeet.

3. ELIGIBILITY

(a) All permanent and those are in contractual employee who have recruited against the advertisement by due recruitment/selection process in the government approved scale of pay are eligible to participate. Such employees on contract should have served in their respective institute either of a minimum period of 02 years or should have completed one year of service and their appointment renewed for at least another one year soastobecomeeligible, forsportscontingentoftheirrespective institute.

(b) The Director or Registrar of the concerned IIT will certify the participant’s list with specificmention that all theemployees mentioned in the list are regular employees

or employees on contract in approved scale of pay and fulfill the criteria as given in clause 3(a) of rules andregulations.

(c) The maximum strength of the individual IIT Sports contingentisfixedat55men(includingtwoofficials)+10women.Innocase,thenumberofmeninacontingentcannot exceed 55 and numbers of women cannot exceed 10. The transfer of seats from men to women and vice-versaisNOTpermitted.

(d) All the members taking participation in Inter IIT Sports Meet should have valid ID card issued by competentauthority of the respective institute.

(e) However this rules may be exempted for new IITs for a period of three years including Inter IIT sports meet 2013 subjected to the completion of one year full-time service asspecifiedinrules3(a).

4. JERSEY COLOUR FOR EACH IIT

The jersey colour of each IIT shall be at par with colours allotted to students and shall be as follows:

All the participating IITs will strictly adhere to their assigned colours. Playing kits (except tracksuit) will be of above colour only. All the participating IITs will also be issuing tracksuits to their contingents which should have the monograms at the front and the name of the concerned IIT at the back. All the contingentmemberswillwearthistracksuitduringtheMarch-past.

5. SCHEDULE AND DRAWS

The host IIT shall inform a tentative schedule of date and times for different tournaments in advance to all the IITs. The above dates can only be changed during the Boards Meeting if majority of members present vote for the same. The schedule should be made with the assumption that all the 16 IITs will participate in all the events. Depending on the numbers of entries, the schedule for particular games can be changed. The new schedule should be informed well in advance.

In general, the tentative schedule for every game, other than athletics, should be prepared with the help of the following table. In the table below W and R, indicate the Winner and the runners-up, of that particular game in the previous sports meet and A,B and C indicate the remaining teams (of other IITs). The inclusion of team A, B, C shall be by drawing of lots for each game

during the first meeting of Sports Board. If one team withdraws its entry and if, it was in the pool of 4 teams, no redraw of fixture will be done. In all other cases of withdrawal of one or more teams, redraw of the fixture will be done and the previous fixture will be considered as null and void. After giving entry in the draws no team will be allowed to withdraw. If any team withdraws, the team will be banned for a period of one year.

The matches will be played on league-cum-knock out basis.

6. TOURNAMENTS

• It should be noted that each IIT shall enter only 1 team for each competition

• In each event, the maximum number of certificates that can be awarded will not exceed the maximum number of participants allowed in that particular event.

• Every IIT shall submit a list of players for each sport/game, not exceeding the number allowed in Table-3

• In case of league matches, a team will be awarded 2 points for a win, 1 point for a draw and 0 point for a lost match, except for football match as under.

• Any team refusing to play match without proper justification will be eliminated from the competition and the results of

the matches already played by such team will be cancelled. All such cases will be referred to Sports Board. The particular team may be debarred from participation for next year.

The Inter IIT Staff Sports Meet shall consist of all the sports events that are mentioned in Table -3 & 5. The points secured by each IIT in various events will be added separately. The IIT securing the highest points will be awarded the general championship. In case of a tie for a particular sport/game, Table 3 and 5 will be used to compute the points. In case of a tie for overall Championship, maximum number of first positions (Gold) secured by a team will be taken into account for deciding the tie for the First Place in overall Championship and so on.

Rules/Regulations that are adopted by the federation of all games and events upt first staff Sports Board meeting shall be strictly followed in that particular year’s Inter IIT Staff Sports Meet. Amendments if any must be accepted by the majority of members present in the pre-meet board.

The host Institute shall award all the trophies of the Inter IIT staffsportsmeet. OnlytheChampionshipTrophyofthe InterIITstaffsportsmeetshallbeaRollingTrophy.

7. TROPHIES AND CERTIFICATES

In team games, certificates of merit and medals shall beawardedtothewinners,runnersupandthethirdplaceofeachgame, signed by theChairman,Convener and the organizingsecretaryoftheInterIITstaffsportsBoard.Inindividualeventslikeathletics,certificatesshallbeawardeduptothirdpositionholder. In case of athletics, special championship certificates

shall be awarded for men and women on the basis of highest points obtained by the individual as per norms laid down of them. Only the IITStaffSportsBoard is authorized toawardcertificatestotheparticipantsintheInterIITstaffsportsmeet.

TheLogoofInterIITstaffsportsBoardmustbeusedformedalsandcertificates.

General championship trophy will be provided up to third place holder for both man and women.

8. OFFICIALS FOR THE MEET

The organizing IIT shall be responsible for selecting competent umpires/referees whose decisions on all points of fact shall be finalandbinding.Thepanelofumpires/refereesshallbedrawnupbythehostIITwell inadvance. OnlyqualifiedAssociation/Federation referees and umpires shall be appointed to supervise the Sports Meet. In case of non-availability of AssociationUmpires, the organizing secretary shall have the power toappointsuitableofficialsforthemeet.

9. CONDUCT/PROTESTFor all games and sports, the decision of the referees andthe umpireswill be final and binding and no protest shall beentertained.Therefore,anyteamleavingthefieldofplayasamark of protest and conceding a walk-over shall be deemed to havelostthefixtureandwillbeeliminatedfromtheevent.Onlythe remaining teams will be considered as participating teams in that event.

Protest against the decision of an umpire/referee on a point of rule and any other protest in connection with the concerned event, shall bewriting alongwith a protest fee of Rs. 500.00addressed to the Jury of Appeal, Organizing Institute and

must reach the Organizing Secretary or any member of the Board of the Host Institute within an hour of the conclusion oftheconcernedgamedulysignedbytheOfficialswithname& designation of that particular IIT. In case of events beingconductedoutside,theprotestinwritingshallbehandedoverto the Jury of Appeal within an hour of arrival.

A team/competitor shall be permitted a grace of 15 minutes from the announced timing of the event and then a walk-over shallbeawarded,unlessgenuinereasonsbeyondhis/hercontrolare presented and accepted by the Board.

10. DISRUPTION/POSTPONMENT

Any event abandoned or disrupted due to unavoidable reasons shall be postponed or continued as the case may be and as per rulesspecifiedinthecurrentrulesoftherespectiveFederation/Association. In case where the Federation/Association rules cabnotbeimplemented,thedecisionwillbelefttotheBoardwhoserulingshallbefinal.

11. EXPENSES

Each IIT shall bear the travelling, incidental, boarding andlodging expenses of its own teams. These expenses shall be calculated depending on the number of days of stay. The host IIT will provide First Aid and Emergency treatment for the injury toanyoftheparticipatingplayer’sstaff/officials,furthercostofthemajortreatment,ifany,willtobebornebytherespectiveIIT.

12. GENERAL RULES

(a) The total contingent strength from each IIT is 65 (55 men including 02 officials +10women). The transferof seats from men to women and vice-versa will not be permitted.

(b) The information regarding the sports equipment which willbeusedinsportsmeetmustbesenttoofficialsofall IITs by the end of October.

(c) Theorderofeventsshallbefixedandnotifiedwell inadvance to all participating IITs.

(d) Sports Association of the host IIT will be providing the latest federation rule book of all the games at the Control Room so that any member can refer to the rules.

(e) It will be the responsibility of the Board to provide the latest changes in the rules and regulations during the pr-meet board meeting.

(f) All the participants will bring their ID cards and photograph. The host IIT may issue participant cards only to the players as mentioned at 12(a) from a particular IIT to participate. The host IIT will also providelistofparticipantsofallIITstotheofficialsofallIITs.

(g) It is compulsory for all contingent members to be present during the March-past. Noncompliance ofthe same will lead to disciplinary action by the Sports Board and its decision will be binding on all contingent members.

13. ATHLETICS

(a) The competition shall be conducted under the International Amateur Athletic Federation Rules as adopted from time to time by AAFI unless otherwise modified.

(b) Expectforrelayraces,eachIITwillbeentitledtoenternot more than three competitors plus on e reserve per event.Forrelayraces,notmorethanoneentryoffourwith one reserve per event shall be accepted.

(c) Asfaraspossible,changes,ifany,shouldbeintimatedfifteenminutesbeforethestartoftheevent.LotsforLaneswillbedrawnassoonasthefirstcallisgiven.

(d) In a standard track of eight lanes, the first two fromeach of the three Heats and Best two losers will be chosenforthefinals.

(e) Thecompetitions in theeventsshown in theTable-5,will be held. The corresponding points for athletics championship are also indicated in the table.

(f) In case of tie for an individual event, points will beshared by both athletes and IITs as shown in Table-6. Incaseofrelayevents,thepointswillbedoubleastherelay event has double weight age.

(g) The sum total of points secured in all events in Athletics byan IITwill determine 1st, 2ndand 3rdpositions inAthletics.

(h) If an athlete after qualifying in hearts does not participateinthefinals,hemaybedebarredfromthecompetitionandwillnotbeconsideredforbestathlete,until or unless he has a valid reason as per AAFI rules.

(i) Best Athlete will be decided by the maximum number

of points obtained by an athlete in the Athletic Championship.

(j) Certificatesshallbeawardedforthefirstthreeplacesinall the athletic events.

14. BADMINTON/LAWN TENNIS/TABLE TENNIS

(a) The competition shall be conducted under the International Federation rules as adopted from time totimebytherespectiveAssociationsofIndia,unlessotherwisemodified.

(b) The tournament will be conducted on the lines of Inter-state Badminton/Tennis/Table Tennis Championships.

(c) The tie shall be decided by the combined result of 2 singlesand1double.Theresultofatie,however,canbe declared when either of the competing teams wins 2 matches.

(d) Each match shall be decided by the result of best of threegames,exceptTTwhichwillbedecidedonbestoffivegames.

(e) The order of events shall be First Single/Doubles/Second Single.

(f) Tie in the league matches will be resolved successively by applying the following criteria:

i. Tie will be resolved by considering the results of the second single match.

ii. Ratio of (Individual matches won/Individual matches lost).

iii. Ration of (Games won by the team/Games lost by the team)

iv. Ratio of (Points for/Points against).

15. BASKETBALL

(a) The tournament will be conducted according to the International Basketball Federation Rules as adopted from time to time by the Indian Basketball Federation unlessotherwisemodified.

(b) Duringmatches, if thescore is sameafter theendofthe scheduledTime, Basketball Federation Rules willbeapplied,i.e.,thegameshallcontinuewithasmanyextra periods of 5 minutes each as is necessary to break the tie.

(c) Tie in the league matches will be resolved by successively applying the following criteria:

i. Iftwoteamsaretiedheadtohead,theteamwhichhas won the match in the league will be places above the other team.

ii. Ifmorethantwoteamsareequalinplacing,thetiewill be resolved on the basis of the ratio of ‘points for’ to ‘points against’ considering the scores at the league matches between tied team alone.

iii. If the teams are still tied after the second classification, the basket average will be used todeterminetheplacing,takingintoaccountonlytheresults of the games between the teams that are tied.

iv.Iftherearestillteamsthataretied,theresultsofalltheir games will be used in the calculation of (ii) and (iii) above.

16. CRICKET (T 20 Format will be followed)

(a) MatchesshallbeplayedaccordingtotheICCRulesinforce, as adopted from time to timeby theBoardofControlforCricketinIndia,unlessotherwisemodified.

(b) All the matches shall be conducted on league-cum-knock out basis and each side is allowed to complete 20 over’s unless the opposing team is dismissed earlier. Each bowler can bowl a maximum of 4 over’s. The semi-finalsandfinalwillalsobeof20over’s.

(c) The bowling team is given 100 minutes to complete its quota of 20 over’s. The penalty for every short over will be decided by all the IIT Captains prior to the meet.

(d) The Cricket Captains should discuss the rules and regulations for the conduct of the cricket matches and should submit the report before the First Sports Board meeting. The Board meeting should discuss and approve the plan and it will be implemented.

(e) After the league matches if all the teams of a pool having equal points then on the basis of the net run rate better team will be placed for the Semi Finals.

(f) If there is a tie during the Semi Final matches (knock out) super over rules will be implemented.

(g) If there isthreepools, thebest looserwillbedecidedon the basis of the following rules for qualifying to the Semi Finals line up.

i. Whichever team scores maximum points

ii. Netrunratewillbeapplied

iii.No.ofwicketslostinallthematchesplayed

iv. If still tie persist spin a coin will decide the best looser team.

RULES REGARDING THE POSTPONEMENT OF CRICKETMATCHESAFFECTEDBYRAIN/FOG

a) Whenreinaffectsplayduringtheinningsofthefirstteamitself, the match will be continued, from where it wasstopped. The umpires shall decide whether the ground is fitforplayornot.

b) WhenrainaffectstheplayduringtheinningsoftheSecondTeam and if the team batting second has not yet batted for at least half the number of over’s, thematchwill becontinued as in (a).

c) If the team batting second has batted for more than half the total number of over’s and if further play is not possible on the same, the winner will be the team with betterscoring rate at that particular point where and when the second team stopped batting.

17. FOOTBALL

(a) MatchesshallbeplayedaccordingtotherulesoftheFIFAas adopted from time to time by the All India Football Federationunlessotherwisemodified.

(b) The duration of each match shall be 60 minutes (30-10-30). During the league stage,after theexpiryofplay-time, ifthetiestillpersists,thepointsshallbesharedequally.Inknock-out-stage,penaltykickrulewillbefollowed.

(c) If a player is shown 2 yellow or 1 red card irrespective of whether shown in league or knock-out stage, hewill bedebarred for the next match. It will be the duty of the table officials to inform the concerned captainabout any cardshown during the match.

(d) Incaseoftie,goaldifferences,(i.e.,GoalsFORminusGoalsAGAINST)ofallthematchesplayedbytheteamshallbe

considered.Iftiestillpersists,numberofgoals‘AGAINST’throughout the tournament shall be considered.

18. VOLLEYBALL

(a) The rules of the International Volleyball Federation as adapted from time to time by the Volleyball Association of India(VFI)shallbefollowedunlessotherwisemodified.

(b) The tournament shall be played on league cum knockout basis. All the matches shall be played on the basis of 3 sets.

(c) Anyteamrefusingtoplayamatchwithoutjustificationwillbe eliminated from the competition and the results of the matches already played will be cancelled. In case of teams having equal points, following rules will determine theranking. Thecalculationwillbefirstbasedonthematchbetween the tied teams and then based on over all league matches.

i. Ratio of (Total number of game Won/Total number of games Lost)

ii. Ratio of (Total number of winning points/Total number of Lost Points).

19. DISCIPLINARY RULES

(a) A disciplinary committee will be constituted by the Sports Board consisting of at least one person from each IIT and the decision of this committee will be binding on all IITs.

(b) Each IITwill nominate oneSport BoardMember for thedisciplinary committee.

(c) The responsibilities of this committee will be to look afterandmaintaindisciplineduring Inter IITStaffSports

Meet.Incaseofnayunrulydissentorgestureagainsttheconductingofficials,theconcernedIITshallbewarnedbytheboard.Incaseoffurtherviolation,theparticularteamof the concerned IIT shall be debarred from the Inter IIT Meet.

(d) UnrulybehaviorofthestaffmembersofanyIITcontingentshallbegenerallydealtwith,punishment/debarringetc.

(e) No members, including the Board members, shall beallowed inside the track during the meet.

(f) Possession of liquor, carrying of intoxicating drinks &consumptionofliquorinhostels,guesthouse,parks,playground&roadsoftheinstituteiscompletelybanned.ifanyof the contingent/board members found drunken in the campus,thentheywouldbeexpelledfromthecampuswithanimmediateeffect.Inaddition,theconcernedplayerwillbe debarred for two years in taking part in Inter IIT sports meet. The sports board recommend to the concerned IIT director to take disciplinary action against the player.

20. SPECIAL CLAUSE
