The Northeast Florida Build-ers Association installation of officers Jan. 19 proved to be more than a nice evening out. It was a celebration of NEFBA’s past and its future. It was honoring its officers and its highest achievers. And it was a statement about the association’s high standards and strong ties.

Beginning with cocktails at the DoubleTree by Hilton Hotel Jack-sonville Riverfront, the NEFBA family renewed its commitment to continue the legacy of 74 years of service to the community and to each other.

“We are deeply proud of our association and its impact on the community,” NEFBA Executive Officer Bill Garrison said. “And, we are not content to rest on our past successes. There is an air of excitement as we prepare for the future and work together to ensure the housing needs of Northeast Florida are met.”

During the evening, officers and boards of directors were sworn in for NEFBA, includ-ing the Remodelers Council, the Professional Women in Building Council and the Sales and Mar-keting Council. NEFBA’s regional councils — Clay, Nassau and St. Johns — held individual installa-tions during the holiday season.

Formal installation eventbridged past and present

Dear Members,

We see cycles in nature and in life. Our board and officer installation Jan. 19 was a good example of how cycles and patterns affect our business. It was a return to earlier days of NEFBA when the event was a formal one, but it was crafted and updated to appeal to our diverse membership.

In the recent past, we’ve held our installation ceremony as part of a breakfast. With a past president, Rich-ard Dostie (1988) introducing me, his son, as the incoming president, it was fitting that this installation bridged the generational divide.

I give special thanks to the NEFBA staff, none of whom were at NEFBA when this style of installation cer-emony was held, and to my dad, who enjoyed the opportunity to revive some of the old traditions. The longer eve-ning event also gave us a formal oppor-tunity to honor our award winners for their achievements.

It was especially meaningful to me, and perhaps a little embarrassing, when my dad entertained the audience with pictures from my childhood and stories of my youth. It was not only an opportunity to honor my family and its 60 years in the building industry, but it was my first face-to-face meeting as your president with a large group of members.

My focus this year will be to continue the rich legacy built upon strong lead-ership, dedicated members, talented staff and members, and an interac-

tive relationship with the community. I believe our new facility and location will position NEFBA for growth. Your support of the “ALL IN” Campaign and the in-kind contributions will allow us to move forward without incur-ring a significant financial burden. As a reminder, there are still opportuni-ties to donate money, materials and services to the build. Andy Chambers, chair of the Building Committee; Keith Ward, president of Thomas May Con-struction (the new headquarters con-tractor); NEFBA Executive Officer Bill Garrison; and I will be happy to help you with that.

As NEFBA grows, so do Builders Care and our Apprenticeship Program. We are strengthening these entities to grow steadily and to endure long-term in our cyclical industry.

I invite you and challenge you to be part of this exciting time at NEFBA. Your active participation in commit-tees, fundraisers and community out-reach efforts is the key to our success.

You can start by checking the NEFBA calendar. March 8 is a busy day with two events you won’t want to miss. The Builders & Remodelers Showcase: A Product and Services Expo is a new and improved version of NEFBA’s Trade Expo. Reserve a booth now at our new venue, the Prime Osborn Convention Center, to ensure your company is on display when the doors open to the public. Before the Showcase, NEFBA and JAXUSA will host a luncheon with NAHB’s chief economist and chief lob-byist as the guest speakers. It’s the first event of its kind and a fantastic educa-tional opportunity. Information about NEFBA events can be found on the cal-endar and at nefba.com.

In September, much of Jacksonville was swallowed by water. Heavy rain combined with a record storm surge left many homes flooded. The impact from Hurricane Irma was far reaching, leav-ing the critical challenge of helping the most vulnerable residents recover.

That same month, the city’s major nonprofits began working together to form the Voluntary Organization Active in Disaster. Under the direction of FEMA, it was created with the under-standing that it will take years for Jack-sonville to fully recover.

Builders Care was asked to be a par-ticipating agency. Meeting weekly at the Jesse Ball duPont Center, represen-tatives of the major nonprofits in Jack-sonville have been planning and creat-ing the Northeast Florida Long Term Recovery Organization.

The organization has formed mul-tiple committees. They include Needs Assessment, Case Management, Resource Coordination, Volunteer Coordination, Public Relations and Communications, Building and Con-struction, and Executive committees. Builders Care Executive Director Justin Brown is chair of the Building and Con-struction Committee.

Through United Way, the First Coast Relief Fund has been established to assist with the long-term recovery. Its focus has been on immediate needs in

the hurricane’s aftermath. To begin working toward rebuilding, the First Coast Relief Fund granted Builders Care $100,000 for roofs in immediate need of repair.

With the help of Nechama, Elder-Source, Yellow House, the Red Cross and local pastors and faith leaders, the Case Management and Needs Assess-ment Committee will identify the homeowners most in need for Builders Care. Through mid-January, Builders Care repaired nine roofs with monies from the hurricane fund. This does not include the Irma-related roofing repairs that Builders Care had started or com-pleted before receiving the grant.

Builders Care also partnered with 25 student volunteers from Georgia Tech Christian Campus Fellowship, who donated a weekend of work. With these volunteers, Builders Care begin rebuild-ing two homes in the Ken Knight Drive area that had been fully gutted after Irma. With this group of volunteers, donated materials and financial sup-port from the Cooperative Baptist Fel-lowship of Florida, both homes were reconstructed.

Still, many are living in homes with-out walls, and some homeowners have refused to have any work done until there is a concrete rebuild plan. The long-term recovery will be a slow pro-cess, but Builders Care is pleased to be part of this citywide, nonprofit move-ment to help those who need it most.

In 2015, NAHB reported that 3 percent of the entire U.S. workforce was directly employed in the residential construction industry. Millions of other jobs are cre-ated indirectly (truck drivers, manufac-turing, etc.), and within support services

in the general economy, such as restau-rants, theaters and retail.

We all know housing drives the econ-omy, but sometimes we lose sight of that when times are good. When hous-ing is strong, people complain about new development, congested roads, rising prices and other inconveniences they attribute to new housing. Local gov-ernments look to impose more fees and regulation for housing. Many of us were here in 2008, and know all too well how quickly the economy can change from red hot to ice cold. From times of plenty to times of despair.

One of NEFBA’s primary missions is to promote a strong housing market in our region. We fight for sensible regulation that supports housing, not suppresses it. We support political candidates who understand the value the homebuilding industry brings to the economy.

Each year, the Home Builders Institute sponsors NEFBA Apprenticeship’s top carpentry apprentice to attend the Inter-national Builders Show. This year’s top car-pentry apprentice is Alejandro Rodriguez Hernandez from the Haskell Company.

With all expenses paid, he traveled to Orlando Jan. 9-11 to operate the organiza-tion’s nail driving skills exhibit at the event. Hernandez challenged audience members to see who could drive two nails into lumber the fastest. Hernandez typically drove both nails in only two quick swings.

Officials with HBI were impressed with his professionalism.

“This year was one of our most success-

ful ever reaching more than 2,200 builders who expressed interest in hiring our grad-uates,” said Keith Albright, vice president of the HBI Job Corps. “Alex can take pride knowing that he contributed greatly to our booth’s success.”

Hernandez, who attended Orange Park High School, entered the program as a third-year student as a result of credit earned in high school, where he earned two levels of NCCER credentials before enter-ing the apprenticeship program.

“He entered the program with two years under his belt and a starting wage elevated $4 above first-year apprentices,” said NEF-BA Training Director Christina Thomas. “He is graduating at 20 years old with no debt and well into his high-wage career.”

In April, Leona Russell Brown will celebrate 17 years with NEFBA. As the longest-tenured NEFBA staff member, she holds the distinction of leading the largest of NEFBA’s councils, the St. Johns Builders Council.

Her path to NEFBA is long and winding, but the dots are easy to connect.

Born in the Bahamas, Brown’s career began in the hospitality industry, which is a major employer on the islands. She and her then-husband moved to Miami, and later to a resort in the Everglades, where she managed the resort and the hotel.

Along the way to NEFBA, she worked as a hotel manager in Palm Coast, studied business admin-istration at Palm Beach Junior College, obtained her real estate license, worked in sales adminis-tration processing real estate contracts, worked at the St. Augustine Beach Building Department, served as office manager for Coates Construction Co. and worked at SeaGate Homes in Palm Coast.

A friend then told her about an opening with the St. Johns Builders Council. Although hesitant to relocate to St. Augustine, Brown agreed to meet with then-NEFBA Executive Officer Arnold Tritt and some of the board members.

In 2001 Brown became the director of the builders council, the only NEFBA council with a dedicated, full-time director.

It has been a good fit. Each of her previous jobs provided her experience and expertise to qualify her for the position. Her background in real estate and construction gave her an understanding of both.

Brown considers builder council members her primary concern, an attribute she developed working in the hospitality business.

“Members make or break an association,” she said. “NEFBA and SJBC are membership oriented. Without members, I don’t have a job, and it’s my mission to keep members happy with the service we provide and to attract new members.”

Her biggest challenge is convincing new mem-bers that the benefits they derive are directly related to the degree of their participation in association events.

“We provide opportunities for socializa-tion, networking, community outreach and team-building events,” she said. “That involve-ment pays off in new business connections and increased exposure in the community. And we encourage members to do business with other members, which strengthens business relation-ships and the council.”

She and her husband, Jerry, have three chil-dren in their blended family. Leona’s daughter, Lise Tomlinson, is the membership and educa-tion coordinator for the St. Augustine & St. Johns County Board of Realtors. Her son, Dan Tomlin-son, lives in Hawaii and is a captain for Hawaiian Airlines. Jerry’s son, Steven Brown, works and lives in Myrtle Beach.

Leona has a 25-year-old granddaughter sta-tioned at NAS Jax, and an 8-year-old grandson in Hawaii. In her time away from work, she enjoys spending time with her husband and friends, and traveling to visit relatives in Hawaii and the Baha-mas.

The NEFBA Apprenticeship Program is accepting applications for its electrical, plumbing and heating and air-conditioning apprentice training program March 15-June 15.  Applications for carpentry training are open throughout the year.

The program has offered quality con-struction career training for 45 years to meet the needs of employers, the industry and the community.

“Our program is a registered program with the Florida Department of Education,” said NEFBA Training Director Christina Thom-as. “It is a four-year program with class-room instruction two nights a week from September through April, and full-time employment by a NEFBA member employer provides on-the-job training and a salary.”

The NEFBA program is compatible with the Post-911 G.I. Bill for veterans, and apprentices in good standing with the pro-gram receive a 5 percent wage increase every six months.

Qualified individuals may apply to the plumbing, heating and air-conditioning and electrical programs by appointment week-days between 10 a.m. and 4 p.m. during the application window. Carpentry applications are accepted weekdays throughout the year. To make an appointment to apply in person, call the NEFBA office at (904) 421-0296 or email for an appointment to [email protected].

Applicants are required to present docu-mentation at the time of application veri-fying they meet the following minimum qualifications. Applicants must have these documents with them at the time of appli-cation.

Age: Be at least 18 years old by time of application. Exceptions can be made for graduates of high school vocational educa-tion programs. A driver’s license will serve as documentation.

Education: Be a high school graduate and provide diploma or GED certificate by time of application.

Recommendations: Provide two letters of recommendation from two persons who have known applicant for more than three years and who are not related to the appli-

cant. Letters must be hand-signed and must document the number of years the person has known the applicant.

Residency: Provide proof of residency in Northeast Florida jurisdictional area (driv-er’s license).

Physical ability to perform work: Must be physically able to perform the work of the trade as detailed in job descriptions and read and write in English without the use of a translator.

Proof of transportation: Provide a copy of vehicle registration and/or a transporta-tion affidavit to verify.

Driver’s license: Have and maintain a valid Florida driver’s license.

Social Security card.Veteran status: Veterans must provide a

copy of their DD-214 (discharge orders).Experience/training verification:

To receive credit for previous experience and/or training in the trade, the applicant

must verify by means of written references that experience or training (at least three months).

Math/English class verification: To receive credit for advanced grades for high school and/or college math and English classes, the applicant must verify by sub-mission of transcripts.

For the trades of electrical, heating and air and plumbing, an oral interview will be held with each applicant. To improve your chance of being selected if you do not have previ-ous work experience, you must provide high school or college transcripts showing grades in math and English, or any construction-related classes.

NEFBA Training Vice President Keith Ward said the program provides graduates with important certifications and advan-tages.

“Our graduates also receive a Completion of Apprenticeship Certificate from the Flor-ida Department of Education,” Ward said. “They also receive a National Center for Construction Education and Research wal-let ID card to verify their transcripts. They also will have accumulated 8,000 hours of on-the-job training and journeyman status. Their 600 hours of trade-related instruction gives our apprentice graduates a decided advantage when looking for and beginning a new job.”

n JEA Board of Directors Chair Alan Howard directed JEA CEO Paul McElroy to explore the possibility of selling the publicly owned company. Howard asked for a report to be completed in 60-90 days before the board takes up the topic for consideration. The decision to sell is ultimately the responsibility of the Jacksonville City Council and mayor, with a supermajority required to make the change.n The City of Jacksonville is offering roofing permit refunds to residents whose homes were damaged during Hurricane Irma. City Councilmember Garrett Dennis sponsored

the legislation, which will refund homeowners who pulled a permit for re-roofing or certain electrical repairs between Sept. 11, 2017, and Jan. 1, 2018. The refunds are only for repairs as a result of Hurricane Irma, which will be verified by the Building Inspection Division after the homeowner submits an affidavit. Refund requests should be submitted to the Building Inspection Division on or before Feb. 28. Those with questions or seeking more information should call (904) 630-1100.

n The St. Johns County Board of County Commissioners will hold workshops on Feb. 20 and March 6 to discuss proposed changes to impact fees. During the previous workshop in August, the proposed resi-dential impact fee (not including schools) for homes between 1,251 square feet and 2,500 square feet was $11,177 per unit, a 63 percent increase over the current fee. Mean-

while, the school impact fee for that size unit is proposed to decrease by 13.7 percent to $4,509.72. The presenter said the decrease in the school impact fee was because of the addition of the half-cent sales tax for schools that was implemented since the previous study update. The county has not released an updated plan yet, but one is expected to be made available before the Feb. 20 meeting.

n The Nassau Builders Council will host its first social of the year Feb. 22 at Down Under. The guest speaker will be Nassau County Planning Director Taco Pope. Pope has been with the Nassau County Planning Depart-ment since 2005, starting as a zoning officer

and rising through the ranks to assistant director in 2015. He became interim director in August 2016 and later was named director. Pope will discuss the future of development and growth in Nassau County. BAKER

n The Clay County Charter Review Commis-sion has recommended increasing the pay of the Clay County Commission to more closely reflect the state average. The proposal would see the pay rate increase from $37,000 to $51,580, implemented in a series of 5 percent increments. Even when fully imple-

mented, Clay Commissioners would earn 70 percent of the state average. The proposal would require approval of Clay County voters, who more than 10 years ago voted to reduce salaries following a series of scandals related to the commission.

Upward trend reflected in permits for 2017 The Jacksonville metro area, Clay, Duval, Nassau and St. Johns counties, continued its trend of steady growth through the end 2017. It is poised to repeat the upward

trend begun in 2001, which reflected the market’s recov-ery after the economic downturn by posting nearly 10,000 permits. The total for the four-county area sur-

passed last year’s total. The total for 2016 was 7,906, and the total for 2017 was 8,870. Analysts are optimistic that this healthy upward trend will continue into 2018.
